But while Warren aimed to spend $150 billion a year on clean energy technology, Biden plans to spend $300 billion on a wider variety of products.

[Zero Hedge] The Trump administration has denied a request by Minnesota Governor Tim Walz (D) for $16 million in federal aid to help rebuild widespread damage in Minneapolis caused by rioters protesting the death of George Floyd.
Late Friday, Walz spokesman Teddy Tschann confirmed that the July 2 federal aid request to the Federal Emergency Management Agency (FEMA) was denied.
"The Governor is disappointed that the federal government declined his request for financial support," said Tschann in a statement. "As we navigate one of the most difficult periods in our state’s history, we look for support from our federal government to help us through."
Over 1,500 buildings were damaged by fires, looting and vandalism following Floyd's death on May 25 while in police custody. According to Walz, over $500 million in damages ensued.
Many small businesses and grocery stores, pharmacies and post offices were damaged during the unrest. In his letter to FEMA, Walz said what happened in the Twin Cities after Floyd’s death was the second most destructive incident of civil unrest in U.S. history, after the 1992 riots in Los Angeles.
The Walz administration conducted a preliminary damage assessment that found nearly $16 million of eligible damages related to fires. The federal funds would have been used to reimburse local governments for repairs and debris removal. -Star Tribune
On Thursday, Republican Rep. Tim Emmer (MN) sent a letter to President Trump asking for a "thorough and concurrent review" of how state officials handled the civil unrest so that "every governor, mayor and local official can learn from our experiences."
"If the federal government is expected to assist in the clean-up of these unfortunate weeks, it has an obligation to every American — prior to the release of funding — to fully understand the events which allowed for this level of destruction to occur and ensure it never happens again," wrote Emmer.
"Current damage estimates are now five times their original projections, but the extent of the destruction cannot be calculated solely in dollars and cents," continues Emmer's letter. "Thousands of livelihoods have been permanently disrupted, future economic development plans have been derailed as businesses reconsider investing in and around the Twin Cities, and numerous public lifelines for the community have been cut leaving Minnesotans searching for alternative means of care for their families.
"To date there have been no federal analysis of the actions that were - or were not - taken by local and state officials to prevent one of the most destructive episodes of civil unrest in our nation's history."

The feds need to publicly bring Out the series of events before the govt of Minnesota and the American public. It must be clear that the state officials, city councils and mayors that actions and inactions have huge consequences. The goal is to help the citizens recover but the govt has has to have the monkey on its back to comply. That means having adequate law enforcement with a mandate to enforcement of the law. This means that governors take responsibility. Serious tough love.

What makes this all the more confounding is that spending to defeat the virus will more than pay for itself! As I said in my piece in the Washington Post (with Puja Ahluwalia Ohlhaver):
Economists talk about "multipliers" — an injection of spending that causes even larger increases in gross domestic product. Spending on testing, tracing and paid isolation would produce an indisputable and massive multiplier effect.
Who gains by killing the economy and letting people die? Yes, it’s possible to spin some elaborate conspiracy about someone, somewhere benefiting. But in talking with people in Congress the message I hear is not that there’s a secret cabal with a special interest in economic collapse and dying constituents. In a way, the message is worse. Multiple people have told me that things move slowly, no one is stepping up to the plate, leadership is absent. "Who is John Galt?," they sigh. Ok, they don’t literally say that, but that sigh of resignation is what it feels like in the United States today at the highest levels of government. Utter nonsense of the anti-Trump, only-government-spending-counts type. Who needs additional Congressional spending when President Trump had already stood up public-private partnerships to get so much of that done? Ventilators, PPEs, hand sanitizer, face masks of all sorts — all already handled. I seem to recall that in the U.S. alone over 40 million lab tests have been done, never mind the rest of the world, where even the Palestinians and refugees in al Nusra-controlled Idlib have test kits and labs, though the accuracy of those tests varies. A variety of treatments short of ventilation, alone and in combination, are showing positive results — the results being shared among patient-facing medical staff despite caviling by scientific officialdom, news media, and politicians. Research is going ahead at breakneck speed on improved tests, treatments, and vaccines around the world, all without massive, targetted spending packages from America’s national legislature.
The entire world has stepped forward to demonstrate that in a real emergency, those on the ground dealing with it can invent makeshifts to answer pretty much all the needs of the moment using whatever is at hand, including bedsheets, scuba masks, and the leftovers from the nearby whiskey distillery.

Well, government is often part of the problem, if not THE problem. Although recognized by President Trump, the approval process for drugs/vaccines is dismal. The cozy relationship between the FDA and the pharmaceutical-industrial complex doesn't help at all. I believe the rabid opposition (you, too, Fauci) to HCQ is evidence of that as it is not a money-maker. And the Dem response to it speaks volumes.

The Week via Hot Air
I wouldn't call it a breaking point, necessarily, but it feels like we've reached a moment in the pandemic when things are starting to change. There's been a shift, a dawning that normal isn't just going to come back. That things will not simply get better anytime soon.
While rationally it's been clear for quite some time that life won't fully resume until we have a vaccine, there'd still been some wiggle room to play games with yourself: by Memorial Day, by the Fourth, by September, by Election Day it might be different. Confronted now as we are, though, with the onset of the second half of the year, and no significant progress having been made toward mitigating the threat of the virus, many of us are having to come to terms, for the first time, with the looming pandemic long-haul.
In the early days of the outbreak, due to the sheer uncertainty of what was coming, it was easy to feel somewhat optimistic. Major League Baseball initially postponed Opening Day by only two weeks; Disney's live-action Mulan was delayed from a late March premiere to what at the time seemed to be an overly-cautious date of July 24, 2020. After what felt like the worst of the pandemic, in April and May, you could convince yourself the spread was starting to get under control; cases were going down, anyway, and lockdowns were being lifted. States moved ahead with reopenings, only for the disease to flare back up again, as experts had warned it would all along. Now, as the government ghoulishly prioritizes the economy over American lives, our grasps at versions of "normalcy" (you can get a haircut!) are desperate at best. It isn't that optimism is being replaced by pessimism so much as it is that ignorance is being replaced by a new informedness.
Still, it's one thing to understand that normal life isn't going to be back by, say, September, and another thing to actually come to terms with that fact. For many, the past few weeks have involved grappling with such a shift not so much logically as emotionally. Personally, it's been fall event cancelations that have really hammered this home; while I knew there couldn't safely be a New York City Marathon this November, for example, it's still a blow to actually hear that the city is now in the phase of preparing for what will by then be month nine of the pandemic. Additionally, it's rattling to have nothing to look forward to in the near-future, to know indoor concerts won't soon resume safely, much less if it is realistic to plan an international trip anytime in the next 18 months.
Discussions in the news this week about how to handle the fall school semester have also reinforced the realization that we are still very much in the thick of the pandemic. A number of major universities have said they will not be back on campus by September, something that would have been unthinkable back in early March. Likewise, New York City — the largest school district in the U.S. — has confirmed that students will not be returning to in-person class five days a week in the fall. That life will remain suspended for thousands, if not eventually millions, of students, seems the biggest indicator so far of our indefinite limbo.
What is certain, though, is we're not talking about only six more weeks or even six more months. For many, July has been when that realization has emotionally sunk in; that it's useless to project ahead in the short term, and less maddening to accept that life is going to be different for a while yet. Ultimately, though, this shouldn't mean our resignation. If anything, it should stoke our determination — that we have far to go, but we approach it as a collective. That we're buckling up for the long-haul, yes, but even the lengthiest journeys eventually have an end. Of course me, I'm worried about what else Xi's bio-wizards have in their labs.

Lex got tired of refighting the same battles about the coronavirus, and took a vacation before he said something we’d all regret — on the opposite side of the argument as you, g(r)omgoru.
My personal position is that both sides are right, and it would be very helpful if all involved could apply their serious intelligence and deep knowledge to work on ways to accommodate both sets of very real needs instead of staking out maximalist positions and refusing to budge.
If the solution should happen to involve isolating all Black Bloc activists on Alcatraz for the duration, regardless the banner they happen to be doing the usual under, I am open to throwing a dinner party as a reward. Y’all have been upsetting me.

Abdul-Ameer Kamil al-Shamiri, deputy commander of Iraqi Joint Operations Command, said in a statement on Saturday that they launched the fourth stage of the "Heroes of Iraq" operation "to pursue remnant bully boyz and impose security and stability in Diyala province, as well as clearing and inspecting the border strip with the Islamic Theocratic Republic of Iran."
The operation is also aimed at entering the disputed areas between Iraqi forces and Peshmerga forces - areas "exploited by ISIS (ISIS) fighters to exist and carry out its terrorist operations," the statement added.
ISIS was declared territorially defeated in Iraq in December 2017. However, death is not the end. There remains the litigation over the estate... remnants of the group continue to operate in the disputed territories, returning to earlier insurgency tactics including ambushes, kidnappings and assassinations.
Operations to entirely clear their presence from the area have failed, and military bodies worldwide have warned the group is resurging in several locations
The Iraqi army, the Popular Mobilization Forces (PMF, or Hashd al-Shaabi in Arabic), other Iraqi security forces and Kurdish counter-terrorism forces from Sulaimani province are participating in the latest phase, which targets an areas of 17,685 square kilometers. Iraqi and coalition forces will provide air support.
The first phase of the operation was announced in mid-May, with a focus on the provinces of Anbar, Nineveh and Salahaddin. Phase two was announced on June 2, targeting ISIS holdouts on the fringes of Salahaddin and Kirkuk. The third stage covered Saladin, Diyala, Samarra, and Kirkuk provinces.
The state-owned Iraqi News Agency (INA) reported Saturday morning that Iraqi Prime Minister Mustafa al-Kadhimi arrived at Hashd al-Shaabi’s military base in Diyala to supervise the new phase of the operation.
INA also reported the "clearance" of 27 villages in the province.
The new phase comes one day after after the third anniversary of the liberation of djinn-infested Mosul ... the home of a particularly ferocious and hairy djinn... from ISIS.
Brigadier General Yehia Rasool, spokesperson for the Iraq's Joint Operations Command told Rudaw TV on Thursday that "the Iraqi defense ministry and Peshmerga ministry are continuing their meetings to fill the security gap in the disputed areas, that can reach to 13 km square in some areas."
Rasool also explained that cooperation between Peshmerga forces and Iraqi security forces is necessary to "exchange information regarding ISIS sleeper cells in the disputed areas."
However, death is not the end. There remains the litigation over the estate... Peshmerga forces did not take part in Saturday’s operation.

The Taliban has not responded.
Figures by the National Security Council indicate that 16 provinces of the country have witnessed 284 attacks by the Taliban in the last seven days.
NSC front man Javed Faisal said in a tweet that "the Taliban continue to take the lives of civilians in Afghanistan" and that "this violent mostly peaceful phase of attacks on civilians can only deteriorate the already shaken trust on the will of the Taliban."
According to data from the NSC, the violence happened in 16 provinces, including Kabul, Kandahar, Nangarhar The unfortunate Afghan province located adjacent to Mohmand, Kurram, and Khyber Agencies. The capital is Jalalabad. The province was the fief of Younus Khalis after the Soviets departed and one of his sons is the current provincial Taliban commander. Nangarhar is Haqqani country.. and Herat ...a venerable old Persian-speaking city in western Afghanistan, populated mostly by Tadjiks, which is why it's not as blood-soaked as areas controlled by Pashtuns... This comes a day after an official of the Afghanistan Independent Human Rights (AIHRC) called for practical steps by the Taliban to reduce violence.

In an appearance on ABC News, he discussed the differences in how police handle black men versus others and suggested that it is a "widespread phenomenon." He said, "I do think it is a widespread phenomenon that African American males, in particular, are treated with extra suspicion and maybe not given the benefit of the doubt."
The attorney general stated that the killing of George Floyd at the hands of a Minneapolis police officer demonstrated that the US still has work to do when it comes to repairing relations between law enforcement and the black community. "I think it is wrong if people are not respected appropriately and given their due," he said, "and I think it’s something we have to address."
Barr also explained that Floyd’s killing helped to change his mind on the matter. "Before the George Floyd incident, I thought we were in a good place," he said.
Barr has been criticized for his aggressive response to violent protests in Washington, DC. But he expressed his hope that Floyd’s death would be "a catalyst for the kinds of changes that are needed."
Police brutality against black men has been a subject of contention for years. [Breitbart] Fox 35 reports that the homeowner was playing video games when he heard glass breaking just before 1:00 a.m. He retrieved a gun and shot one suspect in a hallway, then fired again when a second suspect allegedly appeared in the hallway with a gun.
Sheriff Chris Nocco says the suspect fired his gun, then it jammed. The homeowner shot him. Then a third suspect appeared in the hallway. The homeowner shot the third suspect as well.
The homeowner’s gun then jammed and he went to grab another gun. When he returned he saw that the third suspect had gotten up and fled the scene.
The Tampa Bay Times reports that the first gun the homeowner retrieved was a Glock 19 and the second was a Kriss Vector 10mm semi-automatic rifle.
Two of the three suspects died at the scene. The third was hospitalized.

None of the latter responded to emails or calls from RealClearInvestigations about what should happen, if anything, to Byrd’s many tributes, notably a larger-than-life bronze statue in the state capitol whose design was backed, when he was a state senator, by West Virginia’s most prominent politician, Democratic U.S. Sen. Also declining to comment was State Democratic Party chair Belinda Biafore, who in 2017 commemorated what would have been Byrd’s 100th birthday with a tribute on the party’s website, saying that "he represented fairness, strength and integrity."
"Silence is a sign that there is some other force operating," said Wilfred McClay, a historian and a professor at the University of Oklahoma. A major teachers union is claiming that the re-opening of schools in its district cannot occur without several substantial policy provisions in place, including a "moratorium" on charter schools and the defunding of local police.
United Teachers Los Angeles, a 35,000-strong union in the Los Angeles Unified School District, made those demands in a policy paper it released this week. The organization called on local authorities to "keep school campuses closed when the semester begins on Aug. 18."
The union outlined numerous major provisions it says will be necessary to reopen schools again, including sequestering students in small groups throughout the school day, providing students with masks and other forms of protective equipment, and re-designing school layouts in order to facilitate "social distancing."
Yet the union goes even farther than those requests, calling for "local support" in the form of defunded police departments and the shuttering of charter schools.
Police violence "is a leading cause of death and trauma for Black people, and is a serious public health and moral issue," the union writes. The document calls on authorities to "shift the astronomical amount of money devoted to policing, to education and other essential needs such as housing and public health."
"Privately operated, publicly funded charter schools," meanwhile, "drain resources from district schools," the union states. The practice of "colocating" charter schools in existing structures, it continues, "adds students to campuses when we need to reduce the number of students to allow for physical distancing."
The union also demands the implementation of a federal Medicare-for-All program, several new state-level taxes on wealthy people, and a "federal bailout" of the school district.
"The benefits to restarting physical schools must outweigh the risks, especially for our most vulnerable students and school communities," the document continues.
"As it stands, the only people guaranteed to benefit from the premature physical reopening of schools amidst a rapidly accelerating pandemic are billionaires and the politicians they've purchased," it adds.

Growing up in the Detroit 'burbs, teacher strikes were a regular thing. I liked it, meant you didn't have to go to school.
Funny thing though, public employ strikes are illegal in MI. But no judge would dare sign the back to work order because at election time, you were toast. Not just the teachers, but the teamsters, the UAW, AFSCME and all their union buddies would be voting against you, now and forever more, amen. Go ahead, sign the order. I double dog dare ya!

The state is sovereign. Teacher unions are not. There can never be 'equal' bartering. The illegal strikes are and were demonstrations of the surrender of those entrusted with the power and authority of the people. When the civil war gets rolling, how many are prepared to "die on that hill". A lot of 'power' is going to be sorted out rather quickly.

By not asking nation nationality, and by extension, legal residence status, the census counts people here illegally, and that number will determine apportionment of resources among other things. So the American taxpayer is subsidizing illegals hers without being able to prevent it. [Zero Hedge] As the number of hospitalized COVID-19 patients in Maricopa County climbed to new highs late this week, Phoenix Mayor Kate Gallego appeared on MSNBC Friday morning for an interview with Chuck Todd and Katy Tur to discuss the situation in the state, which has moved to close bars, and rollback other reopening measures to combat the outbreak.
During the interview, Gallego claimed that the county's public health agency had just put in an order for refrigerated trucks because they were running out of space in the morgue.
"Maricopa County, which is our county public health agency, just announced that they're going to be getting refrigerated trucks because the Abrazo health care system has run out of morgue beds," Gallego said.
Hours later, as the mayor's comments started proliferating through the media, representatives for the hospital system called and complained that the mayor's comment wasn't true, despite the fact that she made the claim - seemingly with a high degree of certainty - on a popular cable new show.
Spokesman Keith Jones told azcentral.com that Abrazo hospitals have "adequate morgue space."
Here's the story: Phoenix and the rest of the state have been asked to implement their emergency plans to prepare for possible COVID-19 overloads.
Part of the plan, Jones said, was to proactively make sure there would be enough morgue space. So the hospital system ordered refrigerated storage weeks ago, but they have yet to be deployed.
"At this point, it is not needed," Jones said.
Of course, it's not difficult to imagine why Gallego made such a specious - and, some might argue, alarmist - claim:

[NYPOST] Virginia "Ginni" Thomas, the prominent conservative activist married to Supreme Court Justice Clarence Thomas, recently denounced a DC-area Black Lives Matter banner.Black Lives Matter is a "Trojan Horse" for "mob rule" and "cultural revolution," Ginni Thomas wrote in a June 24 email to Clifton, Virginia, officials, the Washington Post reports.
Thomas, who is white but whose husband is the only black Supreme Court justice, is influential in her own right in DC and in White House meetings has pushed President Trump to pick more conservative aides.
Thomas objected to a banner that reads "Welcome to Clifton where Black Lives Matter," which was installed after the killing of George Floyd by Minnesota police. Unrest following Floyd’s death included arson and widespread looting near the White House.
"BLM is a bit of a dangerous Trojan Horse and they are catching well-meaning people into dangerous posturing that can invite mob rule and property looting," Ginni Thomas wrote in her email.
"Let’s not be tricked into joining cause with radical hard boyz seeking to foment a cultural revolution because they hate America."
Clifton is a small town that’s about a 45-minute drive southwest of Washington. The town’s mayor, independent William Hollaway, told the Washington Post his decision to hang the banner was "the biggest controversy we’ve seen in many years."
