The indictment against Michael Makalou, 40, was handed down Wednesday by a grand jury in Virginia. He faces up to 10 years in prison if convicted.
The Justice Department said Makalou was a political officer at the U.S. embassy in Dakar where he lived with his wife and children.
According to an affidavit filed in the case, an argument erupted between Makalou and his wife on the morning of August 13, 2011.
The Justice Department alleged that "Makalou then began to physically assault his wife, which included choking her, striking her head with closed fists and stomping on her back with his feet.
"As a result of the attack, Makalou's wife suffered a concussion as well as lacerations to her gums, multiple contusions and bruising," it said.
The State Department's Diplomatic Security Service investigated the case.

Actually, Redneck Jim, being struck across the mouth hard often produces lacerated gums, especially if the person being struck is wincing and the striker hits the mouth with knuckles - c.f. striking her head with closed fists.
Stomping on her back is another of those small but telling indicators. His attorneys might ask that his feet be checked for bite marks, but it is quite difficult to bite a stomper's feet while on the floor, especially when face down.

Interesting observation, Frank. May be the result of having a healthy immune system that goes into a positive feedback loop with a cytokine storm. A similar demographic skew was noticed in the 1917 flu pandemic and the recent breakouts of bird flu.

[Emirates 24/7] Soddy Arabia will on Friday behead eight Asian men convicted of murdering an Egyptian man in the Gulf Kingdom, a newspaper said on Thursday.
The eight will be executed in the Justice Square near the Ruler's palace in the capital Riyadh, Sabq daily said, quoting interior ministry sources.
"The sources said the eight will be beheaded on Friday afternoon for murdering an Egyptian," the paper said without giving details of the crime.

[Emirates 24/7] Their chief target is Wall Street, but many of the demonstrators in New York and across the US also are thoroughly disgusted with Washington, blaming politicians of both major parties for policies they say protect corporate America at the expense of the middle class.
The Occupy Wall Street movement, which began last month with a small number of young people pitching a tent in front of the New York Stock Exchange, has expanded nationally and drawn a wide variety of activists, including union members and laid-off workers. Demonstrators marched Thursday in Philadelphia, Salt Lake City, Los Angeles and Anchorage, Alaska, carrying signs with slogans such as "Get money out of politics" and "I can't afford a lobbyist."
"At this point I don't see any difference between George Bush and Obama. The middle class is a lot worse than when Obama was elected," said John Penley, an unemployed legal worker from Brooklyn.
The protests are in some ways the liberal flip side of the ultraconservative tea party movement, which was launched in 2009 in a populist reaction against the bank and auto bailouts and the $787 billion economic stimulus plan.
But while tea party activists eventually became a crucial part of the Republican coalition, the Occupy Wall Street protesters are cutting President Barack B.O. Obama little slack. They say Obama failed to crack down on the banks after the 2008 mortgage meltdown and financial crisis.
"He could have taken a much more populist, aggressive stance at the beginning against Wall Street bonuses, and exacting certain change from bailing out the banks," said Michael Kazin, a Georgetown University history professor and author of "American Dreamers," a history of the left. "But ultimately, the economy has not gotten much better, and that's underscored the frustration on both the right and the left."
Obama on Thursday acknowledged the economic insecurities fueling the nearly 3-week-old Wall Street protests. But he pinned responsibility on the financial industry and on congressional Republicans he says have blocked his efforts to kick-start job growth.
"I think people are frustrated and the protesters are giving voice to a more broad-based frustration about how our financial system works," he said at a nationally televised news conference. "The American people understand that not everybody has been following the rules, that Wall Street is an example of that ... and that's going to express itself politically in 2012 and beyond."
The president has been pushing for a $443 billion jobs plan to be paid for in part through a tax on the wealthy. Republicans have resisted such tax increases.
Republican presidential candidates Mitt Romney and Herman Cain have criticized the anti-Wall Street protests. All the Republican contenders have also pushed back against the demonization of Wall Street. They accuse the B.O. regime of setting regulatory policies that have stifled job creation and say his health care overhaul will prevent many businesses from hiring new workers.
In Zuccotti Park, the center of the Occupy Wall Street protests in New York, activists expressed deep frustration with the political gridlock in Washington. While some blamed Republicans for blocking reform, others singled out Obama.
"His message is that he's sticking to the party line, which is 'we are taking care of the situation.' But he's not proposing any solutions," said Thorin Caristo, an antiques store owner from Connecticut.
But Robert Arnow, a retired real estate worker, said the Republicans need to tell their congressional leaders, "You're standing in the way of change."
Quacy Cayasso, a Web designer, didn't watch Obama's news conference even though it was broadcast on TV monitors at the protest site in New York.
"He's a cool president, but he was given a hard task," Cayasso said. "He should get some gratitude for what he's done so far, but he's been overlooking jobs and not putting much effort into that until now."

I agree with them that bailing out the banks was the wrong thing to do.
Should have let them go bust.
A lot of people would have lost a lot of money, but better that than socializing the losses which is what they bailouts did.

The laboratory test confirmed on Thursday that 20-month-old Gul Rukh daughter of Mohammad Daud, a resident of Wahid Ghari Afghan Refugees camp in Khazana area of Beautiful Downtown Peshawar, was infected by polio. She had been administered seven doses of oral polio vaccine.
"The case has taken us by surprise because we have run four vaccination campaigns in 32 'high risk' union councils which also include this area," officials associated with the drive told Dawn.
They said that last month the commissioner and district coordination officer of Peshawar spearheaded the campaign in the same union council from where the new case was reported.
Wahid Garhi camp was supposed to be covered by the Project Directorate of Health of Afghan Refugees but following the detection of the first case in early September, the provincial health department intervened as part of its global commitment to
eradicate polio from the province this year.
"Only in September four vaccination campaigns were carried out by the department and it was never thought that a polio case would come from here," the officials said.
They said that Pakistain had been in spotlight since the detection of the highest number of polio cases (144) in the country in 2010. "The detection of such a high number of polio cases has prompted the international community as well as United
Nations to focus on eradication of the crippling disease as they think that Pakistain has been transporting the ailments to the countries long declared polio-free," officials added.
They said that Peshawar had recorded five cases so far but the virus was in full circulation, causing grave concern among the government and the partner organizations.

According to a notification by the health department, the newly-infected child lived at a distance of half-a-kilometre from the place of last reported polio case and there were frequent visits between the two families. "It is extremely dangerous because more children can get infected if quality campaigns are not conducted," officials said.
They said that quality of the campaign monitoring should be also improved so that vaccinators could cover the missed children.
Despite the fact that Peshawar district achieved overall coverage of 95 per cent or above in most of the drives but it could not achieve the target set forth in the National Emergency Action Plan indicating sub-optimal quality at the UC level, officials added.

[Dawn] The Beautiful Downtown Peshawar High Court on Thursday directed the anti-corruption establishment (ACE) to conduct an inquiry into the assets of a police officer charged with keeping persons in illegal captivity for ransom.
A two-member bench comprising Justice Dost Mohammad Khan and Justice Nasir Hussain expressed annoyance over the issue after a recently surfaced missing person informed the court that the station house officer (SHO) of Akora Khattak cop shoppe had kept him in illegal confinement and was demanding Rs500,000 for his release.
The bench directed the ACE to look into the entire assets of the SHO and also ascertain how much assets he possessed before assuming his office. It was directed that lifestyle of the SHO should also be inquired into and the report should be submitted to the registrar of the high court within 40 days.
The bench issued the order over a habeas corpus petition filed by a resident of Akora Khattak, Ardali Khan, who alleged that his son, Sohail Khan, who was a tube-well operator, was picked up by a police party headed by SHO Ajmir Shah. He stated that the said raid took place on Aug 4, 2011, at their village Nandra.
When the bench took up for hearing the case, Sohail Khan also appeared with his father and stated that he was set free on Sept 29. He alleged that he was severely tortured in jug and the SHO was asking him to pay him money otherwise he would be killed. He added that he told the SHO that he was a tube-well operator and had no money. The court disposed of the petition with the direction to the petitioner to approach the concerned court in Nowshera and file a criminal complaint against the official.
Two days ago another bench of the high court had ordered registration of FIR against the said official after parents of a missing person accused him in the courtroom of taking away their son over a year ago in Akora Khattak. While he was denying that he had ever tossed in the calaboose the said detainee, Sher Baz, the parents asked him not to take false oath as he had tossed in the calaboose him in front of several witnesses.

Thirty-four Muslim drivers for Hertz claimed they were suspended for praying during work hours, but the company contended they were reprimanded for abusing break times. Backed by their union, the drivers protested Wednesday outside the Hertz counter at Seattle-Tacoma International Airport, where they are based.
"This is an outrageous assault on the rights of these workers and appears to be discriminatory based on their religious beliefs," Tracey A. Thompson, secretary-treasurer of Teamsters Local 117, said in a statement. Outrageous! Outrageous, I tells ya! Harrumph Harrumph Harrumph...

Hertz said the workers suspended last week were violating provisions of a collective bargaining agreement and a settlement with the Equal Employment Opportunity Commission reached two years ago. "The breaks were getting extended way beyond prayer time," said Rich Broome, a spokesman for Hertz Global Holdings Inc. "It's important to understand that several Muslim employees who are complying were not suspended. It's not about prayer, it's not about religion; it's about reasonable requirements." But...look who we're dealing with here.
Broome said employees are required to clock out to keep breaks within the 10-minute limit. Those who were suspended had not been doing so, he added. He said managers spoke with each of the workers and posted the rule before the suspensions took place.
The union, though, said the clock-out rule was implemented without warning, adding that Hertz agreed in bargaining last year that its employees would not be required to clock out when they pray.
EEOC attorney John Stanley in Seattle declined to comment on the dispute. Hey...c'mon, guys. It's Saturday.
"Prayer is not as other people take it," said Ileys Omar, who has been with Hertz four years and is the union's shop steward. "It's important for us, if you take prayer away, you're taking a part of our lives ... to be honest, we feel like we're being punished for praying, for being Muslim." Everybody knows we're "special"...
Omar, a 24-year-old mother of a 3-year-old and expecting a second child, said the company changed its rules suddenly. She understood that management allowed Muslims to take "mini-breaks" to pray, and didn't have to clock out. Well, maybe you "understood" wrong. Some shop steward you are if you don't even know what's in your contract.
In Seattle, the union is trying to get Hertz drivers back on the job and has filed an unfair-labor-practices complaint with the National Labor Relations Board against Hertz for failing to notify the union in advance of what it called a policy change. The union represents nearly 80 Hertz drivers who earn between $9.15 and $9.95 an hour. They receive no health benefits, vacation or sick leave. About 70 percent of them are Muslim. Jeez, sounds like the union's doing a helluva job for them. If I was them, I'd pray for a different job. Or union.
