Fisherman working off the coast here got the shock of their lives after a 350-kilogram blue pointer shark suddenly leaped from the water and into their boat, hurting one on board in the process, Japan Coast Guard officials said. Yuji Torimi, 51, a Kobe Municipal Government worker on the Shikishima-maru trawler when the shark jumped in, suffered broken ribs after the huge marine creature's tail fin slammed into his chest. Torimi's injury aside, fishermen who had been looking for squid gleefully took the shark back to the local fish market, where it was cut up.
Torimi was glad the experience was over. "There was this huge noise, then the shark came up alongside us and jumped into the boat. Coolers and buckets started flying everywhere. It was like a scene from 'Jaws,'" he said. "It was really scary." Kushimoto Coast Guard officials said the 3.5-meter-long, 350-kilogram shark struck Torimi and a friend who had been out fishing on the boat on Thursday. The fish made a leap out of the water of about 80 centimeters. Marine experts were also surprised at the case. "Blue pointers are normally from foreign seas. They're man-eaters and you often see them in this area," Takuya Mori, head of a Susami aquarium, said. "Still, I've never heard of a shark jumping into a boat before."

A THIRD of the Royal Navy's ageing fleet will be axed under sweeping changes to be unveiled on Wednesday. Three of the Navy's oldest destroyers and two frigates will be scrapped, along with two minehunters and two nuclear subs. Defence secretary Geoff Hoon needs to slash MoD spending — and the outdated vessels earmarked for cuts have become a costly extravagance. They will be replaced with two supercarriers and the most up-to-date fighting systems. A leading defence official said last night: "We aren't fighting big sea battles any more. What we need is to be at the cutting edge and a lot of these ships no longer have any value." The cuts follow Gordon Brown's recent Government spending review.

With all due respect to Howard (#1), the planned carriers should be pretty impressive. They will displace about 41,000 tons and will carry about 40 Joint Strike Fighters, which will make them about half the size of a Nimitz-class carrier and allow them to carry about half as many jets. Compared to the UK's current carriers, that will be a massive improvement. (HMS Ark Royal displaces about 18,000 tons and carries 8 Harriers.)
I have been concerned about reports that the UK has decided to partner with France on these carriers, however. It isn't clear what that may mean, but one report was that they'd be built in French shipyards. Given that the French Carrier De Gaulle had one of its propellers fall off when at sea one time, that doesn't bode well.

Today, the surface ships that comprise a carrier battle need to be dead quiet, link capable, fast, not too thirsty... Tin cans tend to become obsolete due to age and change of mission.

The poll found that 94% of white people say most or all their friends are of the same race, while 47% of ethnic minorities say white people form all or most of their friends. More than half of white people, 54%, said they did not have a single black or Asian person they considered a close friend. More than eight out of 10 white people have no friends who are practising Muslims, and only one in 10 white people was close to a Hindu or Sikh. Pollsters YouGov asked 2,065 white and 808 ethnic minority people aged over 18 for details of their closest 10 to 20 friends in an internet survey.
Peter Kellner of YouGov said: "It is unusual for white Britons to have any close friends who are from the ethnic minorities. He said this had an effect on the knowledge the majority white community had of their ethnic minority fellow citizens. "There is an empathy born of experience. With a great number of white people there is not that empathy born of experience." ... The Guardian reporter, Vikram Dodd, is beside himself with sorrow.

Bogus poll,bogus results.It was an internet survey-who knows who actually responded and if they gave truthful answers.What is definition of minority-if being of Muslim faith makes one a minority does being Jewish make one a minority too?Where is context-what is breakdown of pop.mix and where do they live?A positive spin would be almost 1/2 of white Britains have a "minority" friend.If people live and work in rural areas that are all white,where would they meet minorities to be friends with?If pop.mix is 3/4 white,1/4 other you would expect higher % of minorities to have white friends.(Example only-I don't know mix in Britain and story doesn't say).

Whether 90% of whites had no black friends or whether 9% of whites had no black friends is IRRELEVANT!!!What does a high or low rate of inter-racial friendships demonstrate about a nation? How important are inter-racial friendships to a society?

Doesn't this suggest there are hardly enough ethnics to go round? Half say white people constitute most or all of their friends!!! There are far more whites than ethnic minorities in the UK: fact. I would estimate that half the white population of the UK are physically restricted from socialising with black or other ethnic minority people because minorities do tend to form their own communities, at least for a generation or so. There are parts of the UK (for instance rural of Scotland, most smaller towns and the villages outside central England) where you'll find very few non-whites. This isn't exclusion, it's a reflection of the fact that most immigrants to the UK tend to live in urban areas.

Jen, you really have to sort out your confusion over the difference between the United Kingdom Independence Party and the British Nationalist Party - they're not the same thing at all!

You're right that elements of the pro-EU media sometimes try to label UKIP as racist. Mainly this is through highlighting their highest-profile member (not including Joan Collins), Robert Kilroy-Silk (a former Labour MP, then TV chat-show presenter) who lost his job with the BBC when an article he wrote critical of Arab culture whipped up a hurricane of outraged PC hysteria. Not actually racist at all, of course, but his critics couldn't be bothered to make the distinction between genes and culture.
I'd say most Muslims do tend to get on well with their neighbours here in the UK. All the ones I know I would consider to have assimilated, too. They're one of the most important communities (if under-appreciated), operating most of the Indian restaurants. You have to be pretty 'assimilated' to take the crap their staff do on Friday and Saturday nights...

How come in California we have bi-lingual education in our public schools? Actually, rex, we don't have that phenomenon in the UK. We have had elements pushing for multiculturalism, with some success, but generally the trend's been for natural assimilation. Ethnic groups' younger generations, at least, prefer to mix rather than be ghettoised. Even the head of the 'Commission for Racial Equality' has spoken out against multiculturalism. You do hear the phrase "British-Asian" sometimes, but that applies to all sorts, and I've never personally heard anyone use the phrase, to my recollection - it's a media thing.

Would you say separations are marked more south, than north? West end / East end tend to be cosmopolitan without having exclusive monocultural ghettoes, at least that's my experience. I've never had trouble in London, living in the 'Arab quarter' or elsewhere. Not spent much time saarf... though, I muct admit. Except a couple of weeks in Lambeth, which was IIRC, about 50 % black.

South's allright - but I live in a relatively white area bordering the ghettoes of Deptford/ Peckham / Camberwell/ Lewisham - which are a crock of shit. I don't have a great deal of knowledge of North London. There's certainly a deal of tension where I'm from - half-a-mile from Well Hall Rd where Stephen Lawrence was stabbed - so we do get a division along racial lines between the Afro Caribbeans and us whities. Dumping several hundred Somalis in the newly renovated council estate across the road has meant the Met have to have plain clothes and armed officers on frequent patrol to combat the accompanying crime wave. Thinking of moving as in the past year or two, once friendly areas have become no-go.

I don't have any black friends,for the simple reason there is not a black family within 20 miles of my home.However I have many Hispanic and Native-American friends.In the entire area of Gobe/Miami,Arizona I doubt there are more than 200 African Americans.This survey means absolutly nothing.

My father-in-law was taught exclusively in Polish until 6th grade, and still speaks to some of his very elderly relatives in that language; one of my best friends still translates everything into Greek when she takes her mother shopping.
Historically, it is the first U.S.-born generation that is fluent in English, and therefore capable of true assimilation.
Bilingual education has resulted in an entire generation of Spanish-speakers who are delayed a full generation in this process. I've read that ambitious Hispanic parents are demanding that their children be mainstreamed, rather than stuck in the bilingual education trap. Certainly my daughter's experience in her German preschool was about six months of painful and exhausting effort to understand, followed by fluency -- both in the local dialect and in the proper Hochdeutsch (high German) my Hildesheim-born mother demanded. This is, of course, not true of everybody. The less linguistically gifted French boy in her class never attained fluency, despite having been born there; but, he could make himself understood, and no doubt there will be those who find his accented German charming.
I suspect that most immigrants, regardless of initial motivation, come to the same conclusion as my father. He came over from Israel in the late 1950's for the education, and had absolutely no intention of staying more than a few years. But, he started an interesting research project, met my mother, and got American citizenship. When I announced that my husband was being transferred to Germany, Daddy's response was, "Why would you want to go over there? Don't you know that America is the best place in the world to live?" Daddy has happily paid two sets of taxes for half a century, and every year buys Israel Bonds that he can't cash out, as well. But he would never, ever move back. And, even after all these years, he still doesn't really understand why I chose to let my husband take that assignment.

This is most worrisome to the Commision on Racial Equality because after all, 40 years ago the UK was declared a multicultural nation and with that proclamation all socioeconomic pecking orders in society should have been vanquished.
I tell you Bulldog and Howard, you need some common sense politicians back in gov't or the UK, as we know it, is going to go the way of the dodo bird. In fact, the USA is not far behind the UK in terms of do-gooder social engineers extinguishing the proud heritage of this country. It started gradually with George Bush Senior, an East Coast liberal Republican, went into high gear nuttiness with 8 years of Billy Jeff, and is now poised to do a dodo bird suicide with Kerry/Edwards winning the WH in November. If those 2 social scientists win, the US will have Congressional commissions appointed to study the state of inter-racial friendships, or why Muslim terrorists are not mainstreamed into public schools, or what percentage of bullies come from impoverished illegal alien classes of society. The left is good at crunching useless numbers and statistics and then using them to destroy a nation.

What makes America great isn't just "white males" but being a nation of immigrants of all kinds.
While the Left tries to water down and destroy our capitalist, democratic republic, they're not being all that successful changing our (Judeo-Christian) values.
Two big examples that come to mind are the rejection of gay marriage by large numbers of the African-American community and the rejection of "on demand" abortion by Hispanics.
Belief in God, home and family, respect for the individual and for individual rights--that's what makes us great.
(And I wouldn't presume to tell the Brits what they should do, as their system is so different from ours--it's a constitutional monarchy, but their constitution is apparently a work in progress.)
The best thing that seems to have happened in Britain recently is the rise of a real middle class, whereas before it consisted of just a lower and upper class.
Much of their "colored" population are the sons and daughters and grandsons and granddaughters of immigrants who, for all intents and purposes, are as British as any other natives.
Like the descendants of immigrants to America, they're living a far better life than they ever would in their country of birth and in turn, they enrich our cultures, too.

If assimilation is so swell and wonderful in the USA, how come we need to print our ballots in 99 different languages? How come in California we have bi-lingual education in our public schools? How come gov't departments in California offer a choice of Spanish or English as language options when you call them for information, though I don't recall ever reading that the USA was a bi-lingual country.
First, 99 languages on a ballot-is that true outside of CA? There is truth in the rest of what you say-we've got a nation of immigrants on permanent language crutches. For children under puberty, there is no reason they can't be mainstreamed with support after two years of intensive English. For high school students and older, it is a harder battle but should be considered part of the price for living in America.
Main point-We shouldn't be providing special services for any one ethnic group, and we shouldn't be shamed into having a fully-color-balanced palette of friends. Friends should be made on shared interests, trust, and love, not the color of skin.

I recall one incident a few months back where I actually gave a member of the Clinton administration the benefit of the doubt on some (I believe minor) point. You basically crashed a verbal wall on me that would have made the Taliban proud, much like you did here with that classy, dignified salutation of yours. Mexico and Cuba said Sunday they will reinstate ambassadors in each other's countries at the end of the month, ending a diplomatic rift between Fidel Castro's government and its former strongest ally. Mexico, the only Latin American country to maintain ties with Havana after the 1959 Cuban revolution, has been the communist island's strongest ally in the region. For decades, Mexico used that connection to mollify leftists upset by their country's close relationship with the United States. But relations between the two nations have been rocky since President Vicente Fox took office in 2000 and criticized Cuba's human rights record. In 2002, Mexico supported a resolution of the U.N. Human Rights Commission in Geneva condemning Cuba.
Mexico was later angered by Cuban allegations that a Mexican official arrested in Havana on fraud charges was part of a larger political conspiracy. Mexican officials also said members of Cuba's Communist Party were holding unauthorized political meetings in Mexico, and took offense at comments by Castro that Fox was a lackey of the United States. At the Albertville winter Olympics, condom machines in the athletesâ village had to be refilled every two hours. And in Sydney the organisersâ original order of 70,000 condoms went so fast that they had to order 20,000 more. Even with the replenishment, the supply was exhausted three days before the end of the competition schedule. (For the record, athletes who were in Sydney report that the Cuban delegation was the first to use up its allocation.) Salt Lake City in 2002 went even bigger: 250,000 condoms were handed out, despite the objections of the cityâs Mormon leadership.
I would tend to bet that some of the condoms were taken home and sold in 3rd world countries.

Mexico was a one-party state before Fox was elected. They are an unstable democracy. Illegal immigration acts as something of a safety valve. In the past, when they were a one-party state the illegal immigration helped them avoid economic and political reform. In that era it was bad for Mexico and it was bad for the US, but it was good for a handful of folks that profited by it.
Now the safety valve prevents economic reform in Mexico but it does help to solidify the political situation. Something that is in the US's interests in the long run. I think most politicians see that but can't articulate it because most people don't think long term, especially when the economy was in the crapper so recently.
Balance that with the chance of Islamoids slipping in amongst the tide of illegal aliens and you end up with Guest Worker proposals as Bush has done. Perhaps he has gone too far, or not far enough, but its three years too late (at least) and its a stumble in the right direction.
I disagree with any kind of citizenship or amnesty for illegals (if you ever stayed in the US illegal and we have a record of it your chance should be shot, or any children of illegals that happen to be born on the US side of the border.

Yank, That is the rule now. If you overstay your visa, are here illegally, or lied to the immigration officials you get a 5-year, 10-year, or lifetime ban.
Unfortunately they dont (or more likely can't) enforce existing laws due to local/state officals refusal to enforce federal immigration laws. Some cities have laws banning law enforcement from even asking a person's immigration status.
I think more people are *against* illegal immigration then is realised or reported -- particularly now after 9/11.
The problem is that the issue is misrepresented by the media and 'immigration advocates' (who are really ILLEGAL immigration advocates) and there are not enough advocates of LEGAL immigration.
Nobody speaks up for the people who have been patiently, and legally, waiting for years to immigrate following the established procedure. These are the types of immigrants we want -- not the people who violate federal laws.

Read the full text article, #3. That was the intent of Reagan's one time amnesty/reform plan for the future-penalize the employers. It's not happening. No political will in the WH or Congress.
"I would like to think that work-site enforcement was an ICE priority, but it's not," said a Border Patrol agent in Texas. Actually, fewer than 200 ICE agents nationwide are assigned to identify the thousands of employers who hire millions of illegal immigrants every year. And the number of companies fined for hiring illegal workers has plummeted: 1,660 from 1994 to 1998 compared with 440 from 1999 to 2003, according to INS records.
The amount of the assessed fines was $34.5 million during that 10-year period, but INS only collected $14.5 million of it. "We're shoveling sand against the tide," said T.J. Bonner, president of the National Border Patrol Council, which represents the agency's 10,000 nonsupervisory agents.
Law-enforcement authorities and immigration experts think work-site enforcement began to collapse in 1993, at a time Congress and the White House â responding politically to rising public concern over increased illegal immigration â were turning their attention to border enforcement. They said increased interior enforcement was not an option because neither Congress nor the White House wanted to deal with an avalanche of criticism from unions and employers who would have been exposed to fines and other sanctions â many of whom are huge political donors...Congress approved an amnesty program in 1986 known as the Immigration Reform and Control Act (IRCA) that gave legal status to 2.7 million aliens. The program contained increased enforcement and penalty policies aimed at ending illegal immigration, although the illegal-alien population in the United States today is at least double â some say more than quadruple â the 1986 total.
Although Congress passed IRCA to deter illegal immigration, including sanctions for employers who knowingly hire illegal aliens, Mr. Bonner said Congress failed to "give teeth to the law," instead relying on the good will of employers not to knowingly hire illegal aliens.
Mr. Bonner said employer sanctions and fines need to be re-enforced and increased to encourage businesses not to knowingly hire illegal aliens. He also said a new system needs to be developed to make it easier for employers to identify â or to be held responsible for â fraudulent documents. "There are as many as 80 different documents a prospective employee can present to an employer that authorizes a person to work, all of which can be easily counterfeited," he said. "The government needs to come up with counterfeit-proof identification that will enable employers to immediately determine [that] a person has a legal right to work." ...Dan Stein, executive director of the Washington-based Federation for American Immigration Reform, said U.S. employers learned by 1988 that INS was not going to hold them accountable under IRCA for hiring illegal aliens.
Mr. Stein said INS downgraded work-site enforcement operations even further in 1994 with what is now known as the Phoenix Plan, allowing the agency â after a review of a company's files â to give employers the option of firing those named as illegal aliens rather than conducting work-site raids to arrest and deport them.
"The INS defended this method of work-site enforcement as cost-efficient, palatable to employers and ultimately effective in causing the illegal aliens to go home," he said. "The problem with the Phoenix Plan approach was that the illegal aliens were still in possession of their counterfeit documents and were able to use them to illegally gain employment elsewhere." ... Mr. Garcia wants to double ICE's work-site enforcement budget in fiscal 2005, which begins in October, from $20 million to $40 million, hiring an additional 200 enforcement agents. As of now, he said, the focus remains on critical infrastructure and those employers who place their workers in dangerous conditions.
During a recent press briefing, he said that with limited resources, ICE was "attacking the problem as we can, being realistic on what we have and how we can best use it."
Congress is debating the request.
Rep. Lamar Smith, Texas Republican and member of the House Judiciary subcommittee on immigration, border security and claims, said during an ICE oversight hearing that increased funding for work-site inspections was a "step in the right direction." But he called the 2005 request "a little bit like having two candles instead of one in a blackout... it's not doing near what we should."
Mr. Smith said if the government is unwilling to enforce employer sanctions, it will not be successful in reducing the number of available jobs, which he called "the largest magnet attracting" illegal aliens to the United States.
"We make it very, very easy in many, many ways for individuals to stay here who are here illegally," he said. "That is not the right signal to send if we are, in fact, serious about reducing illegal immigration in America."

(2004-07-19) -- The first wave of Democrat attorneys has landed in south Florida—some in amphibious landing vehicles, others from the air—according to sources in the U.S. Coast Guard and Transportation Security Administration.
Under the command of Democrat presidential hopeful John Forbes Kerry, and with the protection of several United Nations battalions, the lawyers came ashore and took up positions near polling places, and "strategic sports bars".
"We thought they were Cubans at first," said an unnamed Coast Guard source. "until they made a fuss about getting their shoes wet on the beach."
Mr. Kerry, and his trial lawyer running-mate John Edwards, have promised to protect the people of Florida, especially black citizens, from Republican efforts to disenfranchise them simply because they don't know know how to use a punch-card ballot.
"The people of Florida are safe this morning," said Mr. Kerry, "Thanks to our legal forces and the sovereign government of the United Nations, we have monitors and peacekeepers in position."
In a radio address from his command post, Mr. Kerry assured Florida residents that the lawyers were there for their protection, and "not for any political or monetary advantage that may accrue to them in the process."

WASHINGTON, July 18 - With the apparent assistance of the state Republican Party, Ralph Nader appears likely to secure a spot on the Michigan presidential ballot.
Mr. Nader had gathered 5,400 signatures on petitions in Michigan but stopped collecting them over a month ago, deciding instead to go after the nomination of the Reform Party. After he stopped the petition effort, though, a split within the Reform Party made it uncertain that he would get the nomination. But last Thursday, the deadline for submitting signatures, more than 50,000 signatures were submitted on behalf of Mr. Nader. The state requires 30,000 signatures.
It appears that it was the Republican Party that stepped in to help Mr. Nader. It is widely believed that if Mr. Nader is on the ballot in Michigan and other states, he would draw more votes from John Kerry, the likely Democratic nominee, than from President Bush. An article from The Detroit News posted on the state Republican Party's Web site quotes the party's executive director as saying, "We are absolutely interested in having Ralph Nader on the ballot," and adds that the executive director, Greg McNeilly, was personally circulating petitions for Mr. Nader.
Mr. McNeilly told fellow Republicans in a recent e-mail message that the Democrats were trying to keep Mr. Nader off the ballot, and that "your help is needed in the next five days to ensure that Michigan voters are not disenfranchised."
Mark Brewer, the executive chairman of the Michigan Democratic Party, has asserted that the Republicans' petition-gathering was a contribution and that "there is no way they could have gathered over 40,000 signatures and spent less than $5,000," which is the legal limit. Kevin Zeese, a spokesman for Mr. Nader, said that the Republican work on behalf of Mr. Nader was not coordinated with Mr. Nader's campaign and thus was not subject to campaign contribution limits.

I read this WND article on the methodology for stealing an election in a recount of manual ballots. Evidently it's standard and has been used for a number of years, particularly in California. The method: 1. Limit recounts to precincts where your candidate is strong. 2. Scope out each ballot before picking it up to see whether un-hanging the chad will result in a net gain or loss for your candidate 3. Handle the ballot either vigorously or carefully depending on the result of the surreptitious pre-inspection. It will be interesting to see if new cheating methods will be introduced for touch-screen recounts.
