#2  I read this WND article on the methodology for stealing an election in a recount of manual ballots. Evidently it's standard and has been used for a number of years, particularly in California. The method: 1. Limit recounts to precincts where your candidate is strong. 2. Scope out each ballot before picking it up to see whether un-hanging the chad will result in a net gain or loss for your candidate 3. Handle the ballot either vigorously or carefully depending on the result of the surreptitious pre-inspection. It will be interesting to see if new cheating methods will be introduced for touch-screen recounts.
