#4 This has been a worry for a while. And not thousands of refugees, but millions. The situation is not acute, but chronic, and it will be long after it is a civil war when they finally start calling it a civil war.

Some of the drug gangs are starting to behave like the old bandito gangs, as brigands. A hundred of them will drive as a group to a small town, kill any police and soldiers, loot the place and leave.

Eventually, the government will just be bottled up in Mexico City, and warlords will rule everywhere else.

Set up a refugee tent camp on the Mexican side of the border. Arm the men and point them south. Shoot anyone who tries to cross the border, or cause trouble in the camp.

There's plenty of open desert for UN Refugee Camps along the border. Just like they established [in perpetuity elsewhere around the world]. Tell them we're following their model of non-assimilation. If they want something different, start at the other locations first.
