Nigeria treasury 'virtually empty' says angry Buhari
[NEWS.YAHOO] Nigeria's President Muhammadu Buhari on Monday slammed the state of the country's finances, claiming his predecessor had left Africa's biggest economy deep in debt and the treasury "virtually empty".

In the week he took office on May 29, the country virtually ground to a halt because of fuel shortages linked to alleged government defaults on subsidy payments to fuel importers.

U.S. set to provide $5 million for anti-Boko Haram force
[Defense Web] The United States plans to provide $5 million (£3.2 million) to help support a regional military force fighting Nigeria's Islamist militant group Boko Haram, a state department official said on Tuesday.

Boko Haram last year held a vast swathe of territory in northeastern Nigeria of just over 30,000 square kilometres (11,500 square miles), about the size of Belgium. The militants have since been beaten back but are still blamed for isolated attacks such as in Chad's capital on Monday where at least 27 people were killed.

The United States is already providing bilateral aid to Chad, Niger and Cameroon for logistics and other equipment worth about $34 million, the official said.

The additional funding for the new force, composed of troops from Nigeria, Chad, Niger, Cameroon and Benin, will be channeled via the African Union.

GB, AJK part of Pakistan: Dar
[DAWN] Finance Minister Ishaq Dar emphatically said in the National Assembly on Tuesday that Gilgit-Baltistan (GB) and Azad Jammu and Kashmire (AJK) were part of Pakistain and not disputed territories.

The statement came when the minister referred to India's objections to the planned China-Pakistain Economic Corridor on the ground that its route passed though "a disputed territory in Pakistain-controlled part of Jammu and Kashmire state".

The Foreign Office has already rejected the Indian objection.

"What disputed territory," Mr Dar angrily asked as he cited the expected economic benefits of the corridor as a "game-changer" in the region and said: "Gilgit-Baltistan is part of Pakistain. Azad Kashmire is part of Pakistain."

Part of the 3,000km corridor, a mega project to link Pakistain's Gwadar port with Kashgar in China's north-western autonomous region of Xinjiang, will pass through the Gilgit-Baltistan region. China has pledged an investment of $46 billion for the project.

Gilgit-Baltistan has always been described by Pak authorities as part of Pakistain, citing circumstances, which some consider equivalent to an accession, following the 1947 ouster by the local people of the territory's governor, a representative of the then Maharaja of Kashmire. The region has a special status with a Pakistain-appointed governor and a chief minister elected by its legislative assembly.

Azad Jammu and Kashmire, which is overseen by Pakistain under UN resolutions on Kashmire, has its own elected president and prime minister, both elected by the region's legislative assembly.

PM backs military-led action against criminals

The meeting, according to the Prime Minister's Office, was held to review the progress in Zarb-e-Azb and the internal and external security situation in the country.

"It was decided that operation against criminals and turbans would continue unhindered across the country. It was reiterated that Zarb-e-Azb would be taken to its logical conclusion, regardless of the cost, and turbans and criminals would be hunted down indiscriminately," the PM Office said.

Reiteration of the commitment to fighting terrorism has regularly been expressed in statements issued after similar security meetings held in the past. But reference to actions against criminal elements under the military's watch has been made for the first time.

A source in the PM Office said the comment "action against criminal elements" was in response to PPP Co-Chairman Asif Ali Zardari's tirade against the army which had been accused by him of overstepping its mandate.

Home Minister Shuja Khanzada on Tuesday disclosed to the members of the Punjab Assembly that Indian intelligence agency RAW sent a text message to the manger of Zim-bob-wean cricket team in Dubai threatening them with "possibility of terrorism in Pakistain and cancellation of tour".

He said the message received by the team manager was finally tracked down and it was found that it had come from New Delhi and that RAW was behind this conspiracy to malign Pakistain.

ISIS says hiring Locals in Iraq's oil fields is priority, terminates Syrians
[EN.ZAMANALWSL.NET] Activists say Kurdish fighters and their allies have captured an ISIS military base in northern Syria, AP reported.

The Britannia-based Syrian Observatory for Human Rights, a British-based activist group, and Kurdish activist Mustafa Bali said Kurdish fighters from the People's Protection Units, or YPG, captured the base known as Brigade 93 Monday night.

Bali and the Observatory said Tuesday that YPG fighters and their allies have entered parts of the nearby town of Ein Eissa, the last major residential area north of the hard boys' de facto capital of Raqqa.

Last week, YPG fighters and allied rebel factions captured the Syrian town of Tal Abyad on the Turkish border, in a major setback for ISIS.

Khamenei Stresses Iran Won't Accept Inspection of Military Sites
[AnNahar] Iran's supreme leader Ayatollah Ali Khamenei restated his country's red lines for a nuclear deal Tuesday, during a meeting with President Hassan Rouhani and brass hats in Tehran.

Banking and other economic sanctions imposed by the U.N. and the United States must be lifted "immediately" if a nuclear deal is signed, he said, according to a transcript posted on his official website.

Iran will not accept inspections at its military sites or "unconventional inspections" of other facilities, he added.
The right answer to that, it seems to me, is to bomb Iran's nuclear facilities to rubble, including the one under the mountain. Possibly this is why I've not been invited to join the negotiating team.

Security chief: No return to Roumieh impunity
[EN.ZAMANALWSL.NET] The head of the Internal Security Force's Information Branch vowed to block attempts to usher Leb's largest prison back to an era of impunity, five months after security forces first stormed the notorious facility.

"We will not allow a return to the emirate that is Roumieh [prison] after it had been abolished irrevocably," Brig. Gen. Imad Othman told the Al-Mustaqbal

The conditions in Roumieh Prison have come under scrutiny this week after footage leaked online showed ISF officers torturing inmates. The video, according to Interior Minister Nouhad Machnouk, was filmed when security forces quelled riots by Islamist inmates last April.

Othman asserted that all those who are proven to have been involved in the torture of inmates will be subject to arrest and will face strict punitive measures.

He revealed that investigations into similar cases of torture were carried out in the previous month, noting that the perpetrators were severely chastised.

The Information Branch chief lambasted the media for framing the ISF in a negative light, following its extensive coverage of the torture incident.

He said that in the past when mistakes would happen, the bureau would admit to the fault and correct it away from any media attention.

Roumieh's notorious Block B building was temporarily emptied and shut down after a large-scale police operation in January.

Inmates had enjoyed relative autonomy in Block B and prevented security forces from entering.

After the clearing operation took place, television footage showed that prisoners had no cell doors and operated a barber shop and a coffee shop in Block B.

Footage also showed inmates on Block B had a large amount of electronic equipment, including TV sets and mobile phones.

Some of the prisoners are members of Islamist fundamentalist groups and had also been imposing Shariah law inside Block B, reports said.

Roumieh prison has been the scene of repetitive riots in past years, with inmates protesting crowded cells and slow trials.

The largest riot occurred in April 2011, when inmates set their beds on fire and broke down cell doors, in protest over subpar living conditions.
