[ToloNews] Razo Khan, a resident of Shah Wali Kot district in the eastern province of Khost ...which coincidentally borders North Wazoo and Kurram Agency... , claims that four members of his family were killed in an operation by a unit of the National Directorate of Security ...the Afghan national intel agency... (NDS) in Khost while his brother was maimed.
Khan is now in Kabul "to seek justice." He says the operation happened last year at 11 pm. Gunmen shot two of his brothers as well as a woman and a child in the family.
He threatened self-immolation if his case is not addressed.
"The government should respond about why he was arrested--why were my brothers martyred?--and if it does not respond, I will torch myself in my home," Khan said.
"This man was neither a Taliban ...mindless ferocity in a turban... member nor did he have any links with the government. He was working to pay for his family’s needs and he was innocent," Khost resident Sher Mohammad said.
Another family in Kandahar faced a similar incident in October when allegedly the 03 Unit of the NDS killed one of their members, according to Jabbar Pashtun, who is also in Kabul to seek justice. Pashtun said the perpetrators should be punished.
"These forces are not accountable to the government. They are a black stain on the NDS’ name. They are not accountable. No matter how much we raise our voice for justice," Kandahar resident Khwaja Ahmad said.
The NDS said that Razo Khan’s brother had been arrested for activities linked to terrorism, and for links with the Taliban.
Such operations have always been criticized by military analysts.
"The consequence is very big because they are damaging the legitimacy of the government and are causing outrage among the people towards the government," military analyst Atiqullah Amarkhail said.
Local officials in Khost said the incident will be investigated, and declined from providing further details.
"The National Directorate of Security and other institutions are working on the case, and, so far, they do not have precise information," Khost governor's front man Talib Mangal said.

[Breitbart] A senior police detective who was involved in an operation that failed to go after a predominantly Pak child rape gang has been elevated to a top position dealing with sexual abuse against children.
Tony Cook, an investigating officer in the failed Operation Augusta, was promoted to the head of operations at the Child Exploitation and Online Protection Centre in Manchester four years ago, despite the institutional failure of the operation to protect children from a Pak grooming gang in the mid-2000s.
In a report last week detailing the failures of Operation Augusta, it was revealed that officers were told to focus on arresting grooming gang offenders of "other ethnicities" so as to not appear racist.
Detective Cook has denied that race played a role in the failure of the operation, saying in comments reported by The Times: "Any concerns about creating further community tensions did not influence any of his investigative decisions."
The report, which relied heavily on Cook’s notes from the time, paints a different picture, however, quoting the inspector as saying there were "sensitive community issues" around the case and that perpetrators were "predominantly adult Asian men".
Maggie Oliver, a former detective turned whistleblower on the failed operation, recommended that senior officers in the case should be prosecuted.
"I want the law changing so there can be retrospective accountability for people whose duty it is to protect the vulnerable. It’s knowing and deliberate neglection of duty... [those who were involved] should be charged with gross misconduct ‐ it’s criminal ‐ where is the accountability?" the former detective said.
Operation Augusta was initiated after a 15-year-old girl, Victoria Agoglia, died after being injected with heroin by her 50-year-old Asian male abuser, a man who the report claimed remains unpunished to this day.
The operation was shut down due to the inability "to put permanent staff into Operation Augusta", claimed another senior officer. The report insisted that Tony Cook had no role in the shutting down of the operation.
[Breitbart] A report has found that police in Rotherham ignored decades of abuse carried out by ’Asian’ grooming gangs against maiden of tender yearss for fear of sparking "racial tensions".
After years of denials by police in the north and Midlands, who claimed that race played no role in their inadequate response to the grooming gang epidemic, a report from the Independent Office for Police Conduct (IOPC) has found just the opposite.
According to the IOPC, a Rotherham chief inspector told the father of a missing girl that the town "would erupt" if it were revealed that south Asian grooming gangs were preying on young white girls.
The officer described the abuse epidemic as "P*** shagging" and said that he had been aware that it "had been going on for 30 years and the police could do nothing because of racial tensions", per the Rotherham Advertiser.
"With it being Asians, we can’t afford for this to be coming out as Rotherham would erupt," said the chief inspector.
The report was sparked by a complaint from a victim who was sexually abused by a Rotherham rape gang for several years starting in 2003. The IOPC said to the victim that it was "very clear that you were sexually exploited by Asian men" adding that the local police force "took insufficient action to prevent you from harm", according to The Times.
In response to the failures of police in Rotherham and in Manchester, Home Secretary Priti Patel said: "Tackling this abuse is a priority for the Home Office, which is why I have accelerated the delivery of the Tackling Child Sex Abuse strategy that will put victims first. There will be no no-go areas."
The victim who sparked the investigation, who is now in her early 30s, said that she was "heartbroken" that the report did not recommend prosecution for any of the police involved in covering up grooming gang crimes but said that the report vindicated her complaints.
"It’s great that I have been vindicated finally after all these years, but yet again no-one is going to be made accountable for the failings that happened with my case ‐ I’ve not even received an apology from South Yorkshire Police," she said, adding: "For 18 years I have being trying to prove that I’m not a liar, that I didn’t make it up."
"I’m really, really disgusted in what was in there [the report] ‐ basically, that victims and their families were sacrificed. Their lives ruined, living with a life sentence because of fear of racial tension," she concluded.
The IOPC report was launched following the Jay Report, which found that 1,400 children were sexually exploited by Rotherham rape gangs between 1997 and 2013. So far, 36 men and two women have been given a total of 550 years in prison in relation to the scandal.
The South Yorkshire Police accepted the findings of the report, saying that it has "been working to address the issues it raises since the publication of the Jay Report in 2014". However, the difference between stupidity and genius is that genius has its limits... it went on to decry the lack of accountability for the officers involved in overlooking the crimes committed by the grooming gangs.
"After such a lengthy IOPC investigation it is disappointing that no individual officer has been identified as this is not something we would tolerate in today’s force," the statement read.

[LegalInsurrection] Norway’s ruling coalition collapsed on Monday over the repatriation of a suspected female Islamic State fighter from Syria.
The right-wing Norwegian Progress Party ended a seven-year alliance with Prime Minister Erna Solberg’s Conservative Party after she agreed to take in a suspected female jihadi and her two children on “humanitarian” grounds.
The unnamed 29-year-old woman of Pakistani origin had reportedly left Norway to join the ISIS Caliphate in 2013. The children were born after she departed to join the terrorist group in Syria, reports say.
“We could welcome the children, but we do not compromise with people who have voluntarily joined terrorist organizations and who are working to tear down all the values Norway is built on,” Siv Jensen, leader of the Progress Party, told reporters.
Since the Norwegian constitution does not allow for an early election, Prime Minister Solberg will continue to lead a minority government until the next year’s general election. With the right-wing Progress Party mobilizing openly against the government, the country could plunge into a political crisis.

[AnNahar] The Sick Man of Europe Turkey ...the decaying remnant of the Ottoman Empire... blocked a request from Cyprus on Tuesday to participate as an observer at the Conference on Disarmament in Geneva, amid growing tensions between the two countries.
Cyprus was one of a long line of countries to request the right to serve as observers in the first session of the year of the 65-member Geneva-based body.
All but one request were accepted by the necessary consensus.
But when the request from Cyprus was raised, Turkey's representative requested the floor.
Ankara, he said, has in the past refrained from blocking Cyprus's participation, and had simply voiced its displeasure in a letter at the end of each session.
But that has changed, he said, stressing that "Turkey will not support this particular request this year."
The US and EU lamented the Ottoman Turkish move.
"It is unfortunate that Turkey has decided to block Cyprus from participating in the work of the conference," said the US ambassador to the conference, Robert Wood, urging "Turkey to reconsider its objection."
Turkey's objection came amid growing tensions over Ankara expanding its claims over a large gas-rich area which Cyprus says includes its territorial waters.
Cyprus has aligned itself with Greece, Israel and Italia in planning an ambitious 2,000-kilometre (1,250-mile) eastern Mediterranean gas pipeline to Europe ...the land mass occupying the space between the English Channel and the Urals, also known as Moslem Lebensraum... despite Turkey's hostility to the deal.

Turkey has been flexing its muscles across the Mediterranean from Libya to Syria, where Ankara has taken on diplomatic and military roles.
Analysts have warned that Turkey sees Cyprus as the weakest link in the regional alliance buffering Ankara's ambitions.
The Conference on Disarmament is a multilateral disarmament forum that meets in three sessions a year in Geneva. It negotiates arms control and disarmament accords and focuses on the cessation of the nuclear arms race.

[IsraelTimes] Additional US troops have been flown out of Iraq for closer evaluation of potential concussion injuries from the Iranian missile attack of January 8, US defense officials said Tuesday.
The exact number of troops flown to Germany was not immediately clear, but officials said it was a small number. The officials spoke on condition of anonymity because some details were still being sorted out. Last week, 11 US service members were flown from Iraq to US medical facilities in Germany and Kuwait for further evaluation of concussion-like symptoms.
Navy Capt. Bill Urban, front man for US Central Command, which oversees military operations across the Middle East, confirmed the additional evacuations but did not say how many were included.
"As medical treatment and evaluations in theater continue, additional service members have been identified as having potential injuries," Urban said Tuesday evening. "These service members ‐ out of an abundance of caution ‐ have been transported to Landstuhl, Germany, for further evaluations and necessary treatment on an outpatient basis. Given the nature of injuries already noted, it is possible additional injuries may be identified in the future."

Washington slapped tough sanctions on Iran's energy sector in 2018 but has granted Iraq a series of temporary waivers over the last 15 months to allow it to buy gas from Tehran.
Baghdad pays for the imports by depositing Iraqi dinars into an account at the state-owned TBI, which Iran is technically allowed to use to purchase non-sanctioned goods.
But if Iraq's waiver is not renewed next month, TBI would stop processing payments, Haimus said.
"If the waiver ended, of course TBI will not pay for any gas or deal with any Iranian entity over gas or electricity. Absolutely," he said.
"As a bank, the most important thing we have is that we are compliant (with international regulations). That's why people trust us," the chairman added.
- SANCTIONS THREAT -
Any entity that deals with institutions or countries that are blacklisted by the US could be slapped with secondary sanctions, which restrict its access to US dollars.
The waiver protected Iraq from such sanctions, allowing it to continue importing about 1,400 MW of electricity and 28 million cubic metres (988 million cubic feet) of gas from Iran.
In the meantime, Iran and Iraq agreed on a payment scheme in line with US regulations: a TBI account in Iraqi dinars.
As of last year, Iraq had an outstanding bill of around $2 billion for previous gas and electricity purchases, according to Iranian Oil Minister Bijan Zangeneh.
Haimus declined to disclose how much had been paid into the account or how much was still owed, but told AFP that "disputes" meant Iran had not been able to actually access the money.
"A few payments were made according to this mechanism but the problem is that handling this money was not possible," he said.
Iraq fears being swept up in the spiralling tensions between Iran and the US, both of them allies to Baghdad.
Earlier this month, Iraq's parliament voted in favour of ousting foreign troops -- including some 5,200 US forces -- following a US dronezap near the Baghdad airport that killed top Iranian and Iraqi military officials.
Outraged by the vote, US President Donald Trump ...His ancestors didn't own any slaves... threatened to impose sanctions "like they've never seen before" on Iraq if US troops were forced out.
The US then informed Iraq that it was considering blocking Baghdad's access to a US-based account where Iraq keeps oil revenues that contribute 90 percent of the national budget.

The new preliminary report by Iran's Civil Aviation Organization however stopped short of blaming the TOR-M1 for the crash of the Boeing 737-800, flown by Ukraine International Airways.
For days after the Jan. 8 shootdown, Iran denied that it fired missiles at the plane, initially blaming a technical malfunction and engine fire for the crash.
However, there's more than one way to skin a cat... after the U.S. and Canada blamed missile fire for the crash, Iran's armed forces said anti-aircraft fire from the country's paramilitary Revolutionary Guard had downed the flight.
The new report identified the missiles fired at the aircraft as coming from the TOR-M1. In 2017, Iran received the delivery of 29 TOR-M1 units from Russia under a contract worth an estimated $700 million.

Surveillance footage earlier obtained by The News Agency that Dare Not be Named showed two missiles were fired at the plane. The two minutes of black-and-white footage purportedly shows one missile streaking across the sky and exploding near the plane. Ten seconds later, another missile is fired. Some 20 seconds after the first explosion, another strikes near the plane. A ball of flames then falls from the sky out of frame.
The footage corresponded with AP reporting, appeared genuine and matched geographic features of the area. It also explained how so many people filmed the shoot down: the first explosion drew their attention so they turned their mobile phone cameras to the predawn sky.

A further delay in sending them abroad is likely to increase international pressure on Iran, whose military has said it shot the plane down by mistake while on high alert in the tense hours after Iran fired missiles at US targets in Iraq.
"If the appropriate supplies and equipment are provided, the information can be taken out and reconstructed in a short period of time," Iran's Civil Aviation Organization said in its second preliminary report on the disaster released late on Monday.
A list of equipment Iran needs has been sent to French accident agency BEA and the US National Transportation Safety Board, the Iranian aviation body said.
"Until now, these countries have not given a positive response to sending the equipment to (Iran)," it said. It said two surface-to-air TOR-M1 missiles had been launched minutes after the Ukrainian plane took off from Tehran.
'MAXIMUM PRESSURE'
Iran's aviation body says it does not have equipment needed to download information from the model of recorders on the three-year-old Boeing 737.
Trudeau said the data should be downloaded immediately.
"There need to be qualified experts doing that but it's also a question of technology and equipment and that is not available in Iran," he told a news conference in Winnipeg, Manitoba.
"There has been broad consensus in the international community that La Belle France would be the right place to send those boxes (and) we continue to pressure Iran to do just that."
Trudeau also said Tehran's refusal to acknowledge dual citizenship was posing a challenge when it came to helping support the families of the Canadian victims, many of whom had close ties to Iran.
Iran, which took several days to acknowledge its role in bringing down the plane and faced street protests at home as a result, fired its missiles at US targets in response to a US dronezap that killed General Qassem Soleimani on Jan. 3.
Iran has for years faced US sanctions that limited its ability to purchase modern planes and buy products with US technology. Many passenger planes used in Iran are decades old.
Under Tehran's 2015 nuclear agreement with world powers, Iran received sanctions relief in return for curbing its nuclear work. But Washington reimposed US sanctions after withdrawing from the pact in 2018, a move that led to the steady escalation of tension in recent months between the United States and Iran.

Canada, Ukraine, Britannia, Afghanistan and Sweden, which all lost citizens, have demanded Iran make the payouts

[ALMASDARNEWS] Leb has announced the formation of a new government that will be led by caretaker Prime Minister Hassan Diab.
According to the Prime Minister, the new government includes Minister of Defense Zeina ’Akkar, Minister of Foreign Affairs Nassif Hatti, Minister of Finance Ghazi Wazneh and Minister of Interior Mohammad Fahmi.
"Much has been said in my mandate and I decided to remain silent in the face of accusations because I want to work and not argue. I armed myself with the constitution and with a different approach and specific criteria in choosing ministers," Diab said.
"I salute the uprising that pushed us towards this path. Leb won an this government expresses the aspirations of the protesters over the area and country. We will work to fulfill your demands," he continued.
"The scenes that we saw during the past few days were painful and what is important now is to maintain stability and support the Lebanese Army and security forces," Diab asserted.
The new premier said his government will promote a new election law that will enforce national cohesion and fulfill the desires of the protesters.
"We have the capabilities to continue. We have our wealth. We will protect it and defend our right to it by all means," he added.

According to the publication, this information was made available after Russian Foreign Minister Sergei Lavrov told news hounds that the Russian Armed Forces tracked six F-35 warplanes along the Iran-Iraq border during the Islamic Revolutionary Guard Corps’ (IRGC) attack on the U.S. forces inside Iraq.
The report would be corroborated by the aviation publication Avia.Pro, who also confirmed that if the Russian air defenses did indeed pick up the U.S. aerial presence along the Iran-Iraq border, than it was due to the S-400’s proximity to the Iraq border.
"Given the Russian S-400’s target detection range, these air defense systems could indeed detect six a-35 fighters near Iran’s borders," they said.
It should be noted, however, that while Iran has made similar claims, the U.S. has not commented on Lavrov’s allegations.

Russian Armed Forces tracked six F-35 warplanes
Big whoop. They were most likely flying to be seen by other radars as they were not on a combat mission. And even when they do go for combat, you can only "see" them on long UHF frequencies. Which means you know a plane is over in that direction somewhere. Not even accurate enough for a targeting solution with a weapon.
The F-35 also has frequency jamming where they can overwhelm a radar with so many signals it basically shuts down. That feature has been proved in combat missions.
