Chihuahuas provoke baton attack on nude beach
PORTLAND, Ore. -- A nude sunbather was arrested for attacking a dog owner with a baton on a local beach.

Multnomah County investigators said the 45-year-old rafter pulled ashore at Sand Island near Rooster Rock Thursday with his four children and two Chihuahuas. The dogs ran ashore towards a nude beach, and deputies said it was then the naked suspect started hitting them with a collapsible, police-type baton.

Los Angeles wants to replace Taquerias with Salad Bars
LOS ANGELES (AP) -- In the impoverished neighborhood of South Los Angeles, fast food is the easiest cuisine to find - and that's a problem for elected officials who see it as an unhealthy source of calories and cholesterol. The City Council was poised to vote Tuesday on a moratorium on new fast-food restaurants in a swath of the city where a proliferation of such eateries goes hand-in-hand with obesity.

"Our communities have an extreme shortage of quality foods," City Councilman Bernard Parks said.
Maybe it's because .. they're poor?
The aim of the yearlong moratorium, which was approved last week in committee, is to give the city time to try to attract restaurants that serve healthier food.
Or to drive out anyone with any initiative who would want to run a fast food restaurant, grocery, dry cleaner, etc., so that everyone in the city can be dependent on the state. The French revolution lives in LA.
The California Restaurant Association says the moratorium, which could be extended up to two years, is misguided. Fast food "is the only industry that wants to be in South LA," said association spokesman Andrew Casana. "Sit-down restaurants don't want to go in. If they did, they'd be there. This moratorium isn't going to help them relocate."

"The publication's decision to illustrate Senator Barack Obama in a turban and Mrs. Michelle Obama armed with an assault rifle and wearing military fatigues and combat boots is absolutely appalling," Councilmember Parks says. "And by placing a picture of Osama bin Laden and a burning flag in the background of the illustration, 'The New Yorker' took a major step from appalling to inexcusably disgusting. The illustration takes me back to a time in this country that none of us should be proud of. Today, I call for people across the nation to boycott this issue of 'The New Yorker'."

Parks will introduce a resolution requesting his colleagues on the City Council to support the boycott at Tuesday's Council meeting.

Cocktail hour turns deadly
NEWARK, N.J. — Authorities say an 80-year-old New Jersey man died from injuries suffered when his wife hurled a cocktail glass and struck him in the head.

The Essex County Prosecutor's Office on Friday said 76-year-old Marlene Mackenzie will soon face an additional charge of reckless manslaughter. She was already charged with aggravated assault following the incident early Thursday morning.

Prosecutors say she called police to their North Caldwell home and reported her husband was not breathing.

Robert MacKenzie was hospitalized and died about 18 hours later on Thursday night. The medical examiner attributed the death to blunt force trauma.

It was discovered that the #4 oxygen cylinder on the jet is missing, and that a 20cm hole was discovered in the floor directly above the cylinder. Fragments of what is believed to have been the missing cylinder were discovered scattered around the damaged area.

Bangladeshi beggars demand minimum donations
A group of beggars in northern Bangladesh are lobbying local politicians to set a minimum rate that people can give them because they are struggling with spiralling inflation, an official said Monday. Kurigram council chairman Abubakr Siddiqui said about 40 beggars - most of them disabled - held a rally in the town at the weekend to raise awareness about their plight. "They demanded the local council fix the minimum rate of alms at one taka (1.45 cents). At the moment most people who give them money give between 10 and 50 paisa (0.15 to 0.70 cents)," he said.

Siddiqui said as well as setting a minimum rate, the group also wanted the council to ban beggars from outside the town from encroaching on their territory. "They say the soaring cost of food is taking its toll. Their daily collection is not enough to buy adequate food for their families," he said. "We cannot stop the entry of outsiders into the town. Any Bangladeshi has the right to come here." Hundreds of thousands of people depend on begging for their income in Bangladesh, where some 40 percent of the total 144 million population earn less than a dollar a day. An average beggar in the capital Dhaka, home to some 27,000 beggars, earns about 100 taka a day, enough to buy three kilograms of rice (6.6 pounds), according to a 2005 survey. Beggars in regional towns earn much less.

Get run down 'to win over women'
LONDON: What's the most effective way of winning a woman's heart? Well, it is by running yourself down, says a new study.

Researchers have carried out the two-year study which revealed that taking the mickey out of one's self works better than just clever jokes which might be seen as boastful and put women off.

According to lead researcher Gil Greengross, “Many studies show that a sense of humour is sexually attractive, especially to women.

“But we've found that self-deprecating humour is the most attractive of all. It is a risky form of humour because it can draw attention to one's real faults thereby diminishing the self-deprecator's status in the eyes of others.

“But based on the idea that verbal humour evolved to function as a fitness indicator, self-deprecating humour can be an especially reliable indicator, not only of general intelligence and verbal creativity, but also moral virtues such as humility.” In fact, in the study into the role of humour in seduction, the researchers have found that the type of humour used by Hugh Grant in the film Notting Hill - in which he attempts to charm Julia Roberts with the poor contents of his fridge — works the best, the Daily Mail reported.

However, the researchers have warned that the technique should not be attempted by those who are already unpopular as it could make “low-status individuals” appear “more pathetic” than they did before. The study is to be published in the upcoming edition of the Journal of Evolutionary Psychology .

24 Dead Ducks Found in Capitol Reflecting Pool
I've heard of lame ducks on Capitol Hill before, but . . .
WASHINGTON -- The National Park Service says it removed 24 dead ducks from the Capitol Reflecting Pool on Saturday.

Park Service spokesman Bill Line says officials believe the birds died from avian botulism. Line says the disease is not unusual among ducks, and tends to occur in the summer because it thrives in warmer water.

Officials have sent the ducks to a lab for testing. Preliminary test results from a group of dead ducks found two weeks ago in the Capitol pool show they likely died of avian botulism. Line says ducks dying from avian botulism are being found in several other parts of country. He says there is no risk of the disease being passed to humans.

#4  This happened years ago in California. The hunting organization Ducks Unlimited began a practical effort (unlike typical leftist environmental groups), to create duck habitats around California.

Being practical, soon California was up to its eyebrows in ducks. And then natural controls started kicking in, with avian botulism, to reduce the profligate numbers of ducks.

This serves as a good lesson for how an organization that is actually serious about a problem is a million times more effective than organizations that just cynically want to profit from a problem, or that has its own agenda unrelated to the problem.

It also shows that there are natural limits to things, beyond human control.

The Kenyan School named after Obama
This story was posted on other websites in the last couple of days, and probably here at Rantburg as well. Now it seems that milblogger Baldilocks, a retired Air Force veteran whose father came from Kenya, is taking up the cause of the school and appealing for assistance from the milblogger and conservative community. More information is here, as well as a progress report here.

Me, I think it would be terribly piquant for the school to be materially aided by people like the Rantburg community... rather than (ahem) someone who has made a flashy promise and then never got around to delivering on it.

(And this is the first time ever I have posted an article at the'Burg, in spite of reading and commenting for simply years!)

Bush approves execution of US Army private
WASHINGTON - President George W. Bush on Monday approved the death sentence of an Army private convicted of murder and rape in 1988, becoming the first US president to approve a military execution in 51 years.

Bush signed a request by the military that Ronald Gray be put to death following his court-martial conviction 20 years ago on multiple charges of murder and rape. ‘While approving a sentence of death for a member of our armed services is a serious and difficult decision for a commander in chief, the president believes the facts of this case leave no doubt that the sentence is just and warranted,’ White House spokeswoman Dana Perino said a statement.

Unlike the civilian court system, the US military justice system dictates that a member of the armed forces cannot be executed until the president approves the death sentence.

Citing expected legal challenges, Perino declined further comment on what would be the first US military execution since 1961, when a convicted child rapist was hanged after his sentence was approved by President Dwight Eisenhower in 1957. The last president to act on a military death sentence was John F. Kennedy, who commuted a death sentence to life in prison in 1962, according to White House records.

Gray was convicted by a court-martial at Fort Bragg, North Carolina of two murders, an attempted murder, and three rapes committed during a spree in 1986 and 1987. He received multiple life sentences from the North Carolina state court and has been held on death row in a military prison in Kansas since April 1988.

FORT BRAGG, N.C. - Hours after giving a brief, barely audible apology, a soldier was sentenced to death by a military jury for attacking comrades with a rifle and grenades early in the Iraq invasion.

Sgt. Hasan Akbar, 34, could have been sentenced Thursday to life in prison with or without parole for the March 2003 attack on members of the elite 101st Airborne Division at Camp Pennsylvania in Kuwait. Two officers were killed and 14 other soldiers were wounded.

There is a good possibility if we get into a war with Iran, many in our military are so tired that there might be a problem with desertion. By approving the execution of this villain, it is the final test of the system.

If desertions are a problem, we will know for sure that deserters can be executed, to put a stop to that.

“Currently, under the Uniform Code of Military Justice, 14 offenses are punishable by death. Under the following sections of the UCMJ, the death penalty can be imposed at any time:

94 - Mutiny or sedition
99 - Misbehavior before the enemy
100 - Subordinate compelling surrender
101 - Improper use of countersign
102 - Forcing a safeguard
104 - Aiding the enemy
106a - Espionage
110 - Improper hazarding of vessel
118 - Murder
120 - Rape and carnal knowledge

Four provisions of the UCMJ carry a death sentence only if the crime is committed during times of war:

85 - Desertion
90 - Assaulting or willfully disobeying superior commissioned officer
106 - Spies
113 - Misbehavior of a sentinel or lookout”

#11  I might add, that there is another benefit of insuring that the President has a clear path to approve executions: the al-Qaeda prisoners at Guantanamo. The ones convicted so far have gone to Florence, Colorado, but some to be tried in the future could receive the death penalty.

Since they are getting military trials, instead of their appeals going up through the civilian courts, they might need to go through the military appeals chain.

Unless supported by evidence, I have to consider this to be ridiculous. Is there any evidence of high AWOL or desertion rates? I believe not.

Bush is letting this guy fry because he believes it's the right thing to do. Period.

#14  BTW, among the victims of this foul animal was a female soldier he raped and killed and another female soldier he raped but who survived. I hope the last 20 years have been real tough on this POS; I'm sure they've been pretty tough on his victims who survived, and the relatives of those who didn't.

#15  Blackfive has some discussion of this case as well. General conclusion from people familiar with the case is that this guy should have been executed years ago. And it needs to be done this year or it will probably be too late. Any benefit beyond that is likely just coincidental.
