France says Iran should allay Gulf Arab fears

#2 It's nothing to do with the Shiites, it's to do with France:

1. France wants to play broker in the Gulf region, as a counterbalance to the US.

2. If the Arabs get more nervous, they're going to rapidly stock up on weaponry. Although France would like a good part of that business, if a rapid build-up occurs, they know they're not in the running as a vendor.

3. In the (highly unlikely) event that the Gulf Arabs decide to cooperate and also look for a strategic ally, France also knows they'd be shut out of that as well.
