When you hear Cuomo complaining about the lack of ventilators, face masks, and othe COVID equipment, just think about how much medical equipment New York could have bought with the, uh, postage and handling from the "Buffalo Billion".
Bottom line: Andrew Cuomo set out to spend taxpayer billions in the name of economic development, outside the normal controls on state spending. Many of the contracts then went to enrich his donors in familiar "pay to play" fashion ‐ and at least two of his closest associates took the opportunity to line their own pockets.
And when the feds moved in with indictments, Cuomo promised reforms that he then never took and stood in the way of other efforts to make sure it didn’t happen again.

I don't believe Republicans pull this sort of thing (and if they did they'd wait until after the primary).
The fact that it occurred in 1993 when evidence and witnesses and prosecution are all unlikely and it didn't come up early in the primaries makes me skeptical of the claims even if he is a known toucher and hair sniffer.
Timing suggests Sanders supporters or someone with buyers remorse hoping to dislodge Biden for Hillary or Cuomo or something.

That's what I have been expecting, though possibly not until after Biden is nominated - could withdraw in October for health reasons and the Party would have to appoint a replacement - Hillary would be one guess but the virus is moving Cuomo to the head of the line.

The Las Vegas Review-Journal reports the "governor’s order prohibits the prescribing and dispensing chloroquine and hydroxychloroquine for a COVID-19 diagnosis[.]"
"At this point in time, there is no known cure for COVID-19 and we must not withhold these drugs from those who need them," the governor said in his statement. "The best way to prevent the spread of COVID-19 is to stay home for Nevada, not to stockpile these drugs."
Sisolak said he signed the emergency order after receiving a request from the Pharmacy Board, which claims the effectiveness of these drugs to treat the Chinese virus has "not been established," and that "an emergency exists due to the hoarding and stockpiling" of these antimalaria drugs: chloroquine and hydroxychloroquine.
This order makes no sense, especially in a world where another Democrat governor, Andrew Sonny Cuomo of New York, has ordered trials of the malaria drug. Saying he agrees with the president, Cuomo announced last week: "We’re also implementing the trial drug:"

As governor he has the authority, Lex. But since he wrote the order because these medicines are not proven, presumably he will write a new order once the FDA approves the stuff.

Chloroquine and hydroxychloroquine are already approved drugs, just not labeled for use with COVID-19. Lots of prescriptions are written for off-label use - I don't see why this would be any different. Any medical people out there who can explain it to me?

Pushing the loudest for the restrictions had been Ihsan Azzam, Nevada’s chief medical officer. While Azzam has a masters degree and prior experience in environmental public health and epidemiology, fulfilling the qualifications required to hold the state post, his only experience actually practicing medicine came from an obstetrics and gynecology department in an African hospital over two decades ago.
Azzam is thus not qualified to actually practice medicine in the US, nor does he have any experience treating respiratory conditions, and his advice to Sisolak appeared to some to be motivated more by anti-Trump sentiment than genuine medical concern.

This order is nonsense and will be ignored by all physicians.
I imagine it is aimed at stopping amateur doctors from hoarding the atuff like it was toilet paper, which would create a shortage of it.
The trouble is, too many nasty people understand this and hope to profit from hoarding. It does make sense to outlaw bulk sales to those outside the medical profession or to hospitals or or the like.
