German Charity Ship Rescues 64 Migrants Off Libya
[AnNahar] A German charity rescue ship has picked up 64 migrants colonists, including women and kiddies, stranded off Libya while trying to cross the Mediterranean for Europe.

The Watch the Med association said it received a call for help from the stricken inflatable at around 0830 GMT on Wednesday.

"The authorities were unreachable," Watch the Med said of the Libyan coastguard charged with search and rescue operations in the zone off Zouara.

Charities frequently accuse the Libyan authorities of failing to rescue migrants colonists, while rights groups say migrants colonists face abuses in Libya.

Instead, German charity Sea-Watch's Alan Kurdi rescue vessel went to rescue the migrants colonists.
That sounds an awful lot like the Alan Kurdi invaded Libyan territorial waters, which as I recall is kind of illegal, nicht wahr?
"They're all safe and sound on board our vessel," Sea-Eye said. "The Libyan coastguard is not answering or rescuing."

Germany approves stripping dual national terrorist fighters of citizenship
[DW] Germany's cabinet has approved a change to the law allowing dual nationals to lose their citizenship if they fight for a foreign terrorist militia. The new law will not be applied retroactively.

"Someone who goes abroad and actually participates in combat operations for a terrorist militia shows that they have turned their back on Germany and its basic values and turned to another foreign power in the form of a terrorist militia," the federal government said in a statement.

The change to the citizenship law will apply only to adults who have a second nationality. Minors are unaffected. It would also not be applied retroactively, which would violate German case law.

The interior ministry estimates around 1,000 people left Germany to join jihadi terrorist groups in Syria and Iraq since 2013. About one-third of these people have already returned to Germany, some of whom have been prosecuted or placed in rehabilitation programs.

A spokesperson from the interior ministry told DW that the bill was not limited to IS and includes all terrorist militias.

"A terrorist militia in the sense of the bill is a paramilitary organized armed association, which aims to violently abolish the structures of a foreign state in violation of international law and replace these structures with a new state or to build state-like structures," the spokesperson said.

That wording means that German dual nationals who join rebel groups such as the Kurdistan Workers' Party (PKK) fighting a three-decades long insurgency against the Ottoman Turkish state could also lose their citizenship. Germany has the largest Kurdish diaspora in the world and scores of German nationals over the years have joined the PKK.

The interior ministry hopes that the new law will have a "preventative effect" in the future.

Germany's Nationality Act already includes a similar rule for dual nationals who join "the armed forces or a comparable armed unit" of another country without the permission of the German Defense Ministry.

alliance in the latest development in their dispute over Ankara’s military ties with Moscow and Washington’s backing of armed Kurdish groups in Syria.

"Turkey must choose. Does it want to remain a critical partner in the most successful military alliance in history or does it want to risk the security of that partnership by making such reckless decisions that undermine our alliance?" US Vice President Mike Pence said at a NATO event in Washington where the military alliance is celebrating their 70th anniversary.

Pence was referring to Turkey’s decision to purchase the Russian-made S-400 missile defence system. The United States has argued that Ankara’s purchase could expose NATO to potential security risks. This week, Washington announced it was halting deliveries of F-35 fighter jets to Turkey until Ankara walked back on its deal with Moscow.

In Washington, Ottoman Turkish Foreign Minister Mevlut Cavusoglu repeated his government’s stance that the purchase of the S-400 is a "done deal," but sought to reassure allies that it will not pose a threat to the military alliance.

"This system will not see any NATO system, including F-35s," he said, Anadolu Agency reported.

"We don't see our relations with Russia as an alternative to our relations with others. And nobody, neither the West nor Russia, should or can ask us to choose between," he said.

Ottoman Turkish Vice President Fuat Oktay responded on Twitter to Pence's ultimatum: "The United States must choose. Does it want to remain Turkey’s ally or risk our friendship by joining forces with holy warriors to undermine its NATO ally’s defense against its enemies?"

The "terrorists" Oktay accused the US of backing are armed Kurdish groups in Syria. The People’s Protection Units (YPG) are the backbone of the global war against ISIS in northern Syria. The United States and coalition allies have armed, trained, and fought alongside the YPG and the umbrella Syrian Democratic Forces (SDF), defeating the so-called ISIS caliphate.

Ankara considers the YPG a branch of the Kurdistan Workers’ Party (PKK) and a terror organization. The YPG denies the charge.

The United States is withdrawing most of its troops from northern Syria, leaving 400 soldiers behind. Washington and Ankara are trying to work out an agreement that will alleviate Turkey’s security concerns along its border with northern Syria and protect America’s Kurdish allies from a threatened Ottoman Turkish military offensive. They have floated the idea of a safe zone, though they have offered few details about what that would look like and who would monitor it.

Cavusoglu was asked if he understood US policy in Syria. "No, and this is the problem," he replied, AFP reported.

#6  Hoda Abdelmonem is a 60 year old lawyer/advocate who worked with a number of groups, most of them MB related.

She has been in prison before for aiding groups that President Sisi doesn't like. Egyptian police arrested her last year again and are holding her for violation of what in the US would be her 'parole conditions'.

This is all part of the war between Sisi and the MB.

If I were Trump I'd tell Egypt to release her and credit him, then, in a few weeks arrest her again on some other charge.

UN reconstruction project begins in Mosul's Old City

Development Program (UNDP) project to restore and rebuild private houses in the historic Old City in West Mosul.

The project falls under the Funding Facility for Stabilization (FFS) and is focused on the restoration of 12,000 to 15,000 damaged houses, located across 29 neighborhoods in the Old City area.

group and the Iraqi security forces supported by international coalition Arclight airstrikes. Most of the houses and neighborhoods were either partly or fully destroyed.

The UNDP has a limited budget. They specified a budget of $35 million for the entire rehabilitation process. Hugo de Vries, stabilization specialist at UNDP says the team carry out the minimum according to international shelter standards.

"We will not be able maybe to do all the floors of your house, but we will be able to do one, or two, or three bedrooms," he explains. "We always do water and sanitation. We always do the electrics, to make sure that a family can return with safety and dignity."

The priority is for the houses that the people are returning to.

The UNDP project also takes in to consideration the heritage architecture of the houses. It works in line with UNESCO and the heritage department of the Iraqi government to make sure that the buildings are restored according to their original architecture.

"We try to rehabilitate all the work to look as closely as possible to what it originally looked like," explains de Vries.

To do this, they look at specific details such as doors, gates, paint colors and type of plaster, matching it as much as possible to the original.

The UNDP has a small assessment team composed of 18 engineers. While assessment is ongoing in one neighborhood, work is being carried out in another.

Construction work has already begun in 7 out of the 29 neighborhoods, and it is expected to be completed by September or October 2019.

A commander of a Paleostinian terrorist group in Syria said Wednesday the remains of an Israeli soldier missing since the 1982 Leb war were uncovered by armed factions at a Paleostinian refugee camp outside Damascus.

Anwar Raja, of the Popular Front for the Liberation of Paleostine-General Command, said that Lions of Islam excavated Sgt. First Class Zachary Baumel’s body from a cemetery near the Yarmouk refugee camp while searching for his remains and those of two other IDF soldiers who went missing during a bloody skirmish in the early months of the First Leb War.

334 Civilians Killed in March, Most of Them by the Regime and Its Allies
[SYRIANOBSERVER] March proved to be a bloody month for civilians in Syria, with hundreds dying in attacks committed by all parties of the conflict writes the Syrian Network for Human Rights.

The Syrian Network for Human Rights has documented the deaths of at least 334 civilians in the country during March, most of them at the hands of the regime and its allies.

The civilians who were killed include 85 children and 63 women, as well as two media staff members, and two Civil Defense members, who were documented to have been killed by the main parties to the conflict.

Regarding the groups implicated in these operations, the report said that: "78 non-combatants were killed by regime forces, including 24 children and 13 women, while Russian forces killed 76 civilians, including 13 children and eight women."

International Coalition bombardments killed nine civilians, including one child and one woman. The report said 119 civilians, including 36 children and 40 women were killed by other parties.

It said that the, "victims included two Civil Defense members, one of whom was killed during a regime artillery bombardment, while the other was killed by Russian bombardment."

The victims included, "two media staff, one of them killed by regime forces, while another was killed during Russian Arclight airstrikes."

Iran’s Presence on Syrian Coast Angers Russia
[SYRIANOBSERVER] Iran is set to take control of the facility in the fall and will be used to restores Iran's presence in the Mediterranean reports Asharq al-Awsat.

Russia has expressed its anger over Damascus’ granting of Iran the right to operate the western Latakia port on the Mediterranean. This marks the first time that Tehran is given a foothold on the Mediterranean near Russia’s bases in Tartus and Latakia.

On February 25, Syrian Transport Minister Ali Hammoud had requested that the port director form a team to hold talks with Iranian officials on the management of the facility. The decision was taken at Iran’s request to be given authority over the port in return for the financial and military support it has shown Damascus throughout the past eight years of war.

The port has been operated for years by Syria and a French company, but the agreement with Iran will see Tehran operate the facility starting the coming fall.

The French company may take the issue to court to demand compensation from the Syrian government after it annulled its operating contract. The deal with Tehran has also angered Russia that used to alone control Syria’s territorial waters, revealed a western diplomatic source.

Damascus’ move shows the tightrope it is walking between Russia and Iran and demonstrates its bias towards the latter in giving it priority in contributing to Syria’s reconstruction.

In January, the joint committee, headed by Syrian Prime Minister Imad Khamis and Iranian Vice President Eshaq Jahangiri, signed nine agreements on Syria’s railroads, reconstruction, investment, combating terrorism financing and money laundering, education and culture, reported Syria’s SANA state news agency. Khamis said at the time that the "historic" agreements reflect Damascus’ "seriousness" in offering facilitations to private and public Iranian companies.
