Female students can freely select their favorite fields: ministry
[ArianaNews] The Islamic Emirate of Afghanistan’s (IEA) Ministry of Higher Education says that all female participants in the national university entrance exam (Kankoor) are allowed to choose their favorite fields and that there is no restriction in this regard.

Officials in this ministry also said Tuesday that they were trying to provide more facilities for education.

However,
you can observe a lot just by watching...
a number of Kankoor applicants said that if the fields of study for girls are limited, many will drop out or stop studying.

"Selecting a field is a human value and should not be limited," said Shakila, a student.

"If I can’t choose the field of my choice, I might drop out," said another student.

National university entrance exam is scheduled to be held simultaneously in 33 provinces of the country on October 6th and in Kabul city next week.

More than 100,000 applicants are expected to take part in this year’s entrance examination; meanwhile, the applicants have called on the government to provide the security of the participants on the day of Kankoor exam.

IEA’s security officials however have stated that serious measures will be taken on the days of the Kankoor exam.

Somalia pushes for lifting of arms embargo as civilians go for Al-Shabaab

to consider lifting the arms embargo, arguing that the time has come for the world to have a robust debate over the matter for the sake of stability.

For decades, Somalia has had attempts to have the UN lift the arms embargo but all in vain, given the instability which is largely caused by al-Shabaab

and other local militia who are keen to topple the fragile UN-backed federal government, which is yet to set systems for proper functioning.

Recently, the United Nations Security Council rejected the push to lift the arms embargo slapped against the Horn of Africa nation, claiming that the move could further escalate insecurity within the country. Somalia did oppose the move, citing various formidable reasons.

And Abshir Omar Jama, the country's minister of Foreign Affairs, says it's upon the world to now have a genuine debate and lift the arms embargo, which he maintains was working against the stability of the country. The minister adds that the ban is unnecessary.

"It is important at this time to talk about the arms embargo on Somalia and remove it," said the minister, in a statement that could be motivated by the ongoing crackdown against al-Shabaab holy warriors, which has seen several local militia groups assist the government.

Mohammed Abdi Ware, former HirShabelle president, expressed his admiration for the local militia, especially in the Hiiraan region, who have been assisting the government to eliminate al-Shabaab. The local militia is behind the liberation of key towns within the Galgaduud, Hiiraan, and Bay regions.

"The people of Hiiraan are not a war of choice. They are in a war of survival. Existential. It would help if other clans joined the fight and liberated their areas. But failure to do does not mean we will give up. Never. To say otherwise is to give aid and comfort to Shabaab. Stop it," he says.

"With Shabaab’s setbacks in the frontlines (and more to come), they will resort to desperate and cowardly attacks on cities. Ironically, very soon, one might be safer on the frontlines than in fancy city cafés. Let’s finish off this menace while we have the momentum."

The United Nations Security Council has regulated the purchase of weapons in Somalia owing to the fact that al-Shabaab could take advantage and further destabilize the country. al-Shabaab bully boyz control huge swathes of rural central and southern Somalia.

FCB: Kenya’s biggest Sharia compliant bank on the verge of collapsing amidst panic withdrawal by customers
[Garowe] First Community Bank (FCB) one of Kenya’s leading Islamic banks has been battling the horror of banking, panic withdrawals from customers following malicious rumors from what we gather allegedly emanated from former employees.

The rumors were further accelerated by the news from the US that the Federal Bureau of Investigation was going after KSH 30 billion stolen from the Covid funds and indicated to have been laundered into Kenya through banks and real estate agencies.

Earlier this week the bank experienced unusual behavior as customers believed the rumors and rushed to withdraw their money out the fear of losing their savings.

This forced the country’s banking regulator Central Bank of Kenya (CBK) to step in and try to resolve challenges at the FCB after the Sharia-compliant lender run into headwinds.

On Tuesday the bank’s CEO Dr. Hussein Hassan that it had reached a deal with the CBK to limit some of its services as it works to restore normality in operations.

Dr. Hussein Hassan in a press statement to the public and media however played down the collapse narrative, terming it as false "Our attention is drawn to rumors that have been circulating in the social media on the position of the Bank, believed to have originated from malicious sources, causing concern and panic withdrawals that have affected operations in the past few weeks.

Be assured that the bank is strong as evidenced by its performance and financial position. We reassure all our customers and the general public that their deposits remain safe. Banks lend out deposits and if a bank run happens where many depositors come for their money at the same time, the bank can’t meet all those demands."

FCB’s limited services included the limiting of withdrawals to no more than Ksh.10,000 per day and a pause of the clearance of cheques and SWIFT Transfers.

Dr. Hassan "These unprecedented withdrawals have caused a strain on our daily operations, necessitating the bank under the guidance of the regulator to limit services. We are working very closely with the CBK to ensure that we continue to achieve our core mandate."

According to banking experts within the banking sector who spoke to local media, First Community Bank must now be allowed unlimited access to CBK’s discount window for crucial re-capitalization to avoid what could be a potential bank failure.

They argued against the placing of FCB under statutory management saying that such a measure would be an excessive intervention by the banking sector regulator with the potential of causing profound shocks to the local banking system.

In banking, CBK plays the role of being the lender of last resort with its support seen as significant in managing crises in individual banks.

Last week on Friday, CBK Governor Patrick Njoroge indicated struggling lenders had multiple options in addressing liquidity challenges including borrowing from the inter-bank market and in bilateral lines with peers.

Governor Patrick "All banks we are working with have access to significant instruments both at the Central Bank and in other places in the case of liquidity challenges."

FCB’s scenario reminds Kenyans of two other financial lenders whose trouble started off as panic withdrawals by depositors and later they collapsed.

The two were Imperial and Chase banks which were placed under statutory management in the aftermath of operational concerns.

The CBK report reveals that FCB has struggled to stay clear of the regulator’s prescribed capital and liquidity ratios over recent years.

By the end of 2021, the FCB had a core capital of Ksh.1.1 billion which stood slightly above the recommended lower limit of Ksh.1 billion.

In both 2020 and 2019, FCB failed to meet the obligation. FCB was however still in breach of other key ratios at the start of this year including core capital to total risk-weighted assets and total capital to total risk-weighted assets.

Previously, CBK has extended support to lenders including Spire Bank and SBM Bank Kenya.

FCB is Kenya’s first licensed Sharia-compliant bank by the CBK and has been in operation over the past 12 years.

As of December 31, 2021, FCB had a total asset base of Ksh.24.7 billion and Ksh.21.1 billion in customer deposits.

At the end of the period, FCB had Ksh.2.5 billion in shareholder funds and a 21 percent liquidity ratio.

Orban Summit: Central European Countries Agree to Extend Border Fence
[Breitbart] Hungarian Prime Minister Viktor Orbán, Austrian Chancellor Karl Nehammer and Serbian President Aleksandar Vučić met Monday in Budapest to discuss the surge of new activity along the Balkan migrant route.

Prime Minister Orbán and the other two leaders made a statement following the Monday meeting that argued the European Union asylum system no longer works and stated that the European Commission has not been active in tackling the issue for several years.

The three also agreed to strengthen the border fence along the Hungarian-Serbian border, which will be extended nearly seven miles and the height of the fence itself will be increased from around 13 feet to just over 16 feet, the Austrian newspaper Kronen Zeitung reports.

“We are suffering from illegal migration, which costs time, money and energy,” Prime Minister Orbán said and added that migration has taken a back seat to other issues such that the looming energy crisis and the war in Ukraine.

Orbán added that cooperation between the three countries would be furthered with additional meetings set to take place in Vienna and Belgrade in the future where more concrete proposals would be decided upon.

“Serbia does not want to become a hotspot, we do not want people to stay with us,” Serbian President Aleksandar Vučić said and added that Serbia is a poorer country than both Hungary and Austria and the looming energy crisis particularly affect his country.

Activity along the Balkan route has surged this year and become the busiest in all of Europe according to the European Union border agency Frontex, which claimed the activity on the route had increased by 167 per cent in a report from June.

A report from last month revealed that over 86,000 migrants have crossed into the European Union along the Balkan route by the end of August, over double the number of migrants who crossed the English Channel during the same period.

“The Western Balkan route continues to be the most active migratory route into the EU with 15 900 detections in August, 141% more than last year. The high number of illegal border crossings can be attributed to repeated crossing attempts by migrants already present in the Western Balkans,” Frontex said.

#8  Most of the cuts will come from Russia. They can't move the oil produced even at $30/barrel discount they are selling to India and China. Prewar, the Russian government tariff on oil exports was $52/barrel. Less than half of oil income is now coming into the Russian treasury.

A respite which isn't because there is no plan for day 6+. Just dumping SPR to be refilled at a later, more expensive date, driving down supply during that period (especially for an emergency fill) and prices up. More.
