#2 Yes this will be like when there was 'improper storage' of nuclear material in oak ridge when the so called inspector reported them for storing the boxes 23 inches apart instead of 21, which was really the minimum distance. He decided to make the regulation be 21 inches no more no less than that a minimum of 21 inches cause then he can claim improper storage and regulation violations for being MORE SAFE than required.
