Some Suggestions
Establish a CLEAR Code of Conduct.

Establish a Internal Affairs Special Prosecutor dept. that rotates the director position every 3 years (between national elections) with a Victim Civil Right to review.

Minimum 10 year sentencing for any violations.

100% adherence to US LAW.

ZERO POLITICAL AGENDA based Investigations.

Victims to be awarded $1M tax free per False charge filed and or arrest made using illegally obtain items or planted items. Congress NOT to setup a SPECIAL OPPS Award fund. Award to come from that years FBI Fiscal Year Budgeted funds.

It's not just the bureau. It's also all those federal laws that Congress thinks we need to be saddled with. See - FBI warning on the start of any video you purchase. When you have too many jobs and too few assets, the management gets to pick and choose what they're going to spend their time doing and not doing. Can you say rogue?

#10 Corruption will have to be cleaned out of the DOJ as well. I don't see that happening any time soon. Some of the Constitutional efforts that currently seem to have favor in some counties and States will probably be neutered and fail because of Federal preemption law and the Supremacy Clause of the Constitution.

clean out the DoJ, including every single person inthe Civil Rights Dicison In the Bureau redo the lifestyle polygraph to include questions about associations and hard assessments regarding the agents opinion of individual rights and free speech. Move the Headquarters to Ft Leavenworth, right next to the Federal Detention facility, with the Top Floor looking directly into the exercise yard!
