#3 Why the decision to have it land at sea? I understand the saved weight etc. of not having a wheeled suspension, but does it not open the possibility of damage to the scramjet and stress from bobbing in the waves (nevermind the difficulties of the controlled landing onto the ocean)?

#4 I think the actual RLV will land on a runway.

These tech demonstrators are proof of concept, required to gain further funding from the Indian government.

They need to test the airframe, then test the scramjet, integrate the engine etc. Long way to go.
