Balkh Governor Killed in Blast
[ToloNews] The governor of Balkh, Mohammad Dawood Muzamil, was killed in a blast that took place inside his office, a front man for the Balkh security department said.

Balkh’s Security Department’s front man, Mohammad Asif Waziri, confirmed the killing of the provincial governor.

"Today around 9:00 am, an individual who was armed with explosives went kaboom! by the governor of Balkh, Mohamma Dawood Muzamil, from which unfortunately, the governor of Balkh, Mohammad Dawood Muzamil was martyred alongside two civilians. Also, four other people, including three military members and one civilian, were maimed," he said.

Islamic Emirate front man Zabiullah Mujahid also on Twitter expressed sorrow over the killing of the provincial governor.

A statement of the department of security of Balkh said that an individual wearing a boom jacket went kaboom! near the second floor near the office of the provincial governor.

The witnesses said said the blast occurred inside the provincial governor’s office.

"I had work issue for the Haj process in the governor’s office. I don’t know what happened," said a maimed person.

"Two people came and opened the door for him (suicide kaboomer) and then closed the door. I started walking downstairs and while I walked a bit, the blast happened among the people," a maimed person said.

"Security officials should pay attention to this issue because the new year is coming and Ramadan around the corner," said Sifatullah, son of one of the maimed.

ISIS grabbed credit for the attack.
“Two people, including Mohammad Dawood Muzammil, the governor of Balkh, have been killed in an explosion this morning,” local police spokesman Asif Waziri told AFP, adding that the blast happened on the second floor of his office, in the provincial capital Mazar-i-Sharif.

Muzammil is one of the highest-ranking Taliban officials to be killed in such circumstances since the group returned to power in August 2021.

He was initially appointed as the governor of the eastern province of Nangarhar where he led the fight against Islamic State militants, before being moved to Balkh last year.

Daily Evacuation Brief March 10, 2023
[AfghanDigest] LAST 24 HOURS
  • BALKH GOVERNOR KILLED IN SUICIDE BOMBING – Initial reports indicate that the Provincial Governor, Mohammad Dawood Muzammil was killed when a suicide bomber gained access to his second-floor office and detonated an explosive vest. Another unidentified man was killed and 7 others are said to have been wounded in the brazen attack. Taliban Police and the spokesman were puzzled about how the bomber could have gotten to the Governor’s office without being stopped. Several hours after the attack, ISIS-K claimed responsibility for the attack on their official website. However, secondary reports say that it was not a suicide bomber but rather, someone from a Resistance group had successfully smuggled an explosive device into the building and placed it near a meeting room. It is not clear what actually transpired. The Governor’s death is believed to be the highest-ranking Taliban leader killed since the Taliban came to power. He was also said to be a personal favorite of the Supreme Leader. Taliban officials announced an investigation had begun. The attack comes after a Taliban security operation in Mazar-i-Sharif resulted in the deaths of 8 unidentified men.

  • MORE HAZARAS FORCED FROM THEIR HOMES IN SAR-E-PUL – A Hazara community in the Al Badr District was reputedly forced to leave their homes on Monday and Tuesday. The District is one of those newly created in the past two months. The evictions were said to have been orchestrated after a claim against the land the Hazaras were living on had been made by a Pashtun man. In addition to the forced evictions, a Taliban court has ordered the former landowners to pay a 36 million afghani fine to the man.

  • CIVIL SOCIETY GROUPS CALL FOR THE RELEASE OF ACTIVISTS WHO WERE ARRESTED FOR PROTESTING ON INTERNATIONAL WOMEN’S DAY – While it is not clear how many women activists have been arrested, a prominent gender rights campaigner in Ghor, Habiba Sharifi, and her father were arrested at their home after protesting outside of the Provincial Governor’s office on Wednesday.

  • UN LAUNCHES NEW $4.6 BILLION DOLLAR APPEAL FOR AFGHANISTAN – Notwithstanding the recent threat by the head of UNAMA to cut funding to the country, the United Nations issued a call for donor states to pledge more money in anticipation of severe financial and food security issues on the horizon.

CONFLICT TRACKER
Balkh: An unidentified suicide bomber gained entry to the provincial governor’s office and killed the governor and one other other provincial official while 7 others were reportedly wounded. Late in the day ISIS-K claimed responsibility for the attack, but so had a Resistance faction.

NEXT 24 HOURS
  • BALKH PROVINCE SECURITY SWEEPS EXPECTED – In response to the bomb attack at the Provincial Government office, Taliban security forces are planning a major security operation in Mazar-i-Sharif that is expected to take three days. A source said that no information had been received about potential terror or Resistance safe houses, but that Police leaders had developed a search plan to cover the entirety of the city. At-risk Afghans living in Mazar-i-Sharif should expect home/apartment searches over the coming days and security around all Taliban facilities will be increased.

  • POSSIBLE PTI RESPONSE TO NEW CHARGES AGAINST KHAN IN PAKISTAN – While the former Prime Minister did not appear in court again on Thursday, the government levied additional charges against him under the anti-terrorism act. Some social media sites affiliated with the PM’s party have called for renewed protests. While the recent protests took place in Lahore, party acolytes are now asking for protests in Islamabad, Peshawar, Quetta, and Karachi. If protests occur, they are expected to turn violent and the police seem to be in no mood for sparing the rod. There are rumors that some among the PTI faithful have called for the burning of all police stations in Lahore as a sign of protest and to honor the only fatality from the clashes, Ali Bilal. At-risk Afghans sheltering in Pakistan should take care to avoid any protests or large police congregations while the threat of clashes remains. In addition, at-risk Afghans in Peshawar should remain cognizant of the recent directive by the counter-terrorism department about an imminent large-scale attack by the TTP directed specifically against the police.

A car bomb explosion in Somali capital wounds one
[ShabelleMedia] An explosion in the Somali capital, Mogadishu on Thursday morning left one person maimed, police and witnesses said.

Confirming the incident, a witness said the blast resulted from an IED attached to a luxury car that went off in Hamarweyne district, especially around the Via Roma intersection.

A woman was maimed in the earth-shattering kaboom and taken to a nearby hospital for medical treatment, according to the coppers who sealed off the scene of the bombing.

The woman who was riding a Tuk-Tuk caught in the earth-shattering kaboom while passing the street.

Africa North
14 migrants drown in Mediterranean off Tunisia coast
[Dawn] Fourteen people from sub-Saharan Africa drowned in the Mediterranean, authorities said on Thursday in Tunisia, where black migrants colonists have faced a wave of violence since an inflammatory speech by President Kais Saied.

The drama occurred off the coast of Tunisia’s Sfax region, where a front man for the court in charge of the investigation said the dead were from two sunken migrant boats.

Three migrants colonists died and 34 were rescued in one sinking on Tuesday, followed Wednesday by 11 deaths in a separate incident with 20 rescued, the front man Faouzi Masmoudi said.

The coastguard, in an earlier statement on Facebook, said its personnel had rescued 54 people "of various sub-Saharan African nationalities", and recovered 14 bodies but mentioned only one boat.

The agency said it had prevented a total of 14 attempts to cross the sea and rescued 435 migrants colonists overnight Wednesday-Thursday, almost all from African countries south of the Sahara.

Many black migrants colonists in Tunisia have been made homeless amid a wave of racist violence since President Kais Saied last month accused them of causing a crime wave and representing a "criminal plot" to change the country’s demographic composition.

The North African country hosts around 21,000 undocumented migrants colonists from other parts of Africa, less than 0.2 per cent of the population.

Hundreds, including children and pregnant women, were made homeless in the winter cold and many registered with their embassies for repatriation, mostly to West African countries.

Others have sought to reach Europa
...the land mass occupying the space between the English Channel and the Urals, also known as Moslem Lebensraum...
in unseaworthy boats from Tunisia, whose coast lies about 130 kilometres from the Italian island of Lampedusa at its closest point.

The country has long been a springboard for people fleeing war and poverty elsewhere on the continent to seek better lives in Europe, along with thousands of Tunisians themselves.

Rome said in February that more than 32,000 migrants colonists, including 18,000 Tunisians, reached Italia from Tunisia last year, while thousands more have departed from neighbouring Libya.

According to the sources, the so-called "joint forces," affiliated with the coalition forces, led by Colonel "Mustafa Mahdi al-Kazmi," commander of the 3rd Presidential Protection Brigade and commander of the coalition forces in the Jaishan district of Abyan, attacked the sons of the Jaishan tribes on the road linking the provinces of Abyan and Bayda and in the mountains of al-Qasha’a, al-Shatbah, and al-Awsaj with medium weapons and mortars.

This comes after the tribes refused to allow terrorist al-Qaeda elements who fled from Bayda to Abyan into their areas in order to avoid the scourge of war and destruction.

According to the sources, the coalition forces carried out reprisals and ethnic liquidation crimes against the innocent in the areas of al-Qasha’a, al-Shatbah, and al-Awsaj, where a suffocating siege was imposed on homes and farms inhabited by women and kiddies, followed by brutal shelling with machine guns and mortar shells indiscriminately, resulting in the demolition of homes, the burning of some of them, and the unjust killing of innocent people under the pretext that the Jaishan tribes were loyal to the Sana’a forces.

The sources said that the sounds of shelling and festivities shook the Jaishan district heavily after the Islah Party (Brotherhood) militia strengthened its military campaign against what it called "pro-Iran's Houthi sock puppets

Mexico's Gulf Cartel turns over 5 members tied to Americans' deadly kidnapping
[NYPOST] A secretive faction of Mexico’s notorious Gulf Cartel apologized and turned in five members who they say are responsible for the broad-daylight kidnapping that killed two Americans last week.

The cartel’s Scorpions group said it "decided to turn over those who were directly involved and responsible in the events" related to the March 3 abduction of four Americans in the border city of Matamoros, according to a letter leaked to the News Agency that Dare Not be Named by a Tamaulipas state law enforcement source.

The letter also claimed the five members "acted under their own decision-making and lack of discipline" when they attacked victims Latavia "Tay" McGee, Shaeed Woodard, Zindell Brown and Eric James Williams.

McGee and Williams were found injured but alive in a dingy shack on Tuesday after a four-day search. Woodard and Brown, however, had been rubbed out.

The ambush, the letter states, went against the Gulf Cartel’s policy of "respecting the life and well-being of the innocent."
Well known as humanitarians, the cartels are...
The Tamaulipas source also showed the outlet a photograph of the five implicated men lying bound and face-down on the pavement.

Mexican cartel allegedly takes responsibility for kidnapping of 4 Americans
[ABC News] A powerful Mexican cartel has allegedly taken responsibility for the kidnapping of four U.S. citizens, and killing of two of them, in the Mexican border city of Matamoros.

Five men were found tied up near a pickup truck on Thursday morning. ABC News has geolocated that location as the same area where the U.S. citizens were kidnapped on Friday.

A handwritten note was found placed on the windshield of the truck, whose author or authors say they belong to the Gulf Cartel, the dominant organized crime group in this part of Mexico.

The note said some Gulf Cartel members were responsible for the kidnapping and killings and apologized for their actions.

"We have decided to deliver those involved and directly responsible," the note said, presumably referring to the five men found tied up at the scene.

ISIS releases two shepherds for a ransom
[Shafaq News] ISIS released two shepherds in the region between the borders of Kifri and Tuz Khurmato.

The director of the Nigul district, Wahab Ahmed district, said, "ISIS members released two young shepherds in the Balkana in exchange for a ransom," he said.

"The kidnapped shepherds have returned to their families and are in good health," Ahmed added.

It is worth noting that recently ISIS resorted to kidnapping farmers and shepherds in the outskirts of Kifri to get funding significantly since the Iraqi forces and the Peshmerga cracked down on its financial resources.

Operations were conducted out of Egypt until 1981 when the group was exiled after the assassination of President Anwar Sadat. button men were rubbed out by Israeli forces in the northern West Bank on Thursday morning during an attempted arrest raid, police said.

According to a Border Police front man, undercover officers entered the Paleostinian village of Jaba’, south of Jenin, to arrest two men wanted for a series of shooting attacks against Israeli forces in the area and the nearby Israeli outpost of Homesh.

Amid the raid, the wanted Paleostinians and another gunman opened fire from a passing vehicle at the troops, who returned fire, killing them, the front man said.

Police named Ahmed Fashafsha, 22, and Sufyan Fakhoury, 30, as the wanted Islamic Jihad operatives, and Nayef Malaysha, 25, as the third gunman, saying he had been released from an Israeli prison last month.

A local wing of the Islamic Jihad in Jaba’ confirmed the three members had been killed in what it called a "cowardly liquidation operation." It said the slain operatives and other Islamic Jihad button men had opened fire on Israeli forces.

The terror group also claimed to have downed an Israeli surveillance drone over the town.

The Israel Defense Forces confirmed a Skylark drone had crashed amid the operation, but said the circumstances were still under investigation.

Several firearms and explosives were found in the suspects’ car, police said.

No officers were hurt during the clash.

During separate arrest raids early Thursday, the IDF said troops detained 15 wanted Paleostinians across the West Bank, with violent mostly peaceful incidents in some areas.

The IDF said troops returned fire at Paleostinian button men in the village of Silat al-Harithiya while arresting a wanted man.

No soldiers were hurt in the overnight raids.

3 wounded, including 1 critically, in central Tel Aviv terror shooting
[IsraelTimes] Police say gunman rubbed out after opening fire at people outside cafe on Dizengoff Street; another victim at death's door; Hamas, a regional Iranian catspaw, claims terrorist as member

Three people were shot and maimed in a terrorist shooting near a cafe in central Tel Aviv on Thursday night, police and medics said.

Police said the Paleostinian attacker shot up people outside the cafe on the corner of Dizengoff Street and Ben Gurion Street, an area typically bustling on Thursday night. He then expeditiously departed at a goodly pace while shooting at other people in the area, before being rubbed out in a shootout with coppers a short time later.

One victim was listed in critical but stable condition after undergoing surgery and was still fighting for his life, said doctors at Ichilov Medical Center, where the injured were taken. The other two were listed in serious and moderate condition, the Magen David Adom ambulance service said.

The hospital said the critically maimed victim was stabilized and was to undergo surgery along with the other man who was seriously hurt. Another two victims were brought to the hospital to be treated for anxiety.

Police said they were treating the shooting as a terror attack.

In graphic footage from the moment of the attack, a man in a black jacket can be seen walking briskly behind a group of three men before pulling out a pistol and opening fire at them from point-blank range. He can then be seen trying to flee as panicked cafe patrons take cover.

An eyewitness to the attack told Ynet: "I saw a terrorist and I hid. I saw coppers running toward the corner of the building. A shootout started between them. He came [out from behind the building] and they neutralized him," the eyewitness said.

The shooter was later identified as 23-year-old Mutaz Salah al-Khawaja, a Paleostinian from the West Bank town of Ni’lin, who had been twice jugged

in Israel.

He was rubbed out by four armed people, including two coppers who were at the scene, one of whom was off duty, law enforcement officials said. The other two included a civilian and a reserve IDF officer.

The Hamas terror group said al-Khawaja was a member of its armed wing. He did not have an entry permit to Israel when he carried out the attack.
An undocumented migrant, eager to do work Israelis will not do.
In a statement, Hamas said the attack came as a "natural response" to recent deadly Israeli military raids in the West Bank, but did not explicitly take responsibility for the shooting.

Israel Police chief Kobi Shabtai said that the fast reaction of the armed individuals prevented a much worse situation.

"We had a lot of luck here," said Shabtai, "the fast reaction of the cops and citizens on the site prevented the murder of hundreds of people."

He said police know how the terrorist entered the country illegally but declined to provide those details at this time.

Israeli forces entered the West Bank town of Ni’lin, near Ramallah, shortly after midnight and were at the home of al-Khawaja, the Israel Defense Forces said in a statement. The raid came after Defense Minister Yoav Gallant ordered the defense establishment to "immediately" begin work to demolish the terrorist’s home, though the troops were likely only permitted to carry out surveying work.

Elsewhere in the West Bank later Thursday, several infiltration alerts sounded in the settlement of Beitar Illit after a suspected bomb was discovered on a bus. Residents were ordered by the military’s Home Front Command to remain in their homes and lock their doors and windows until further notice.

According to the Rescuers Without Border emergency service, a suspicious bag with a suspected bomb was found on the bus. Surveillance camera footage said to be from the bus showed a person leaving the vehicle, before smoke was seen from one of the seats. Another man was then seen running out of the bus.

The terror attack shook Tel Aviv at the tail end of a tumultuous day that saw masses of Israelis throughout the country engage in protests against the government’s plans to weaken the judiciary, and as protest marches and events were ongoing in multiple locations in the city.

In light of the attack, Tel Aviv Mayor Ron Huldai called on anti-government protesters to clear the streets in order to allow police to secure the area.

Mutual shelling between government, SNA continues in NW Syria
[NPASyria] De-escalation zone in the countryside of Hama, Aleppo, and Idlib in northwestern Syria witnessed on Wednesday night a renewal of mutual shelling between Ottoman Turkish-backed Syrian National Army (SNA) factions and government forces in many positions.

Military sources from the Syrian opposition told North Press that the government forces, from their positions at the surrounding checkpoints, targeted the villages and towns of Kafr Nouran Tuqad, Rehab, Kafr Taal, and Kafr Amma in the western countryside of Aleppo with dozens of artillery and missile shells.

The government forces targeted the villages and towns of al-Fatterah, Kafr Oweid, Sfuhen, and Kansafra in Zawiya Mountain south of Idlib, and the outskirts of the towns of Maarat al-Naasan and Afes east of Idlib, the sources added.

Meanwhile,

military sources from al-Fateh al-Mubin Operations Room told North Press that their factions targeted, with heavy artillery shells and rocket launchers, the positions of the government forces in the town of Kafroma south of Idlib, the village of al-Amqiyah west of Hama, and Base 46 west of Aleppo.

Although the de-escalation zone in northwest Syria is subject to a Russian-Ottoman Turkish ceasefire agreement signed in March 2020, the area witnesses frequent mutual bombardment between Syrian government forces and opposition factions accompanied by Russian warplanes’ flight despite the entry of the ceasefire into force.

Unknown gunmen target government forces in Syria’s Daraa
[NPASyria] Two unidentified button men, riding a cycle of violence, targeted on Thursday a police car of Syrian government forces in the eastern countryside of Daraa Governorate, southern Syria, causing casualties.

A local source told North Press that three coppers were killed in the attack that took place near the town of Khirbat Ghazaleh, in the eastern countryside of Daraa.

The killed police men are Khaled Shofni, Alaa Qarada and Khaled Abduljalil, according to the source.

As a result of the festivities that took place, one of the button men Omran Suleiman al-Rajih, who used to be a holy warrior in the ranks of Hayat Tahrir al-Sham, formerly al-Nusra, before that it was called something else

Then, the government forces installed a temporary checkpoint in the location and started examining civilians’ cars in an attempt to uncover those who organized the attack, the source said.

In July 2018, the opposition armed faction and the government forces reached a ceasefire agreement mediated by Russia in the opposition-held areas in Daraa. Under the deal, the opposition armed factions agreed to hand over their heavy weapons in exchange for staying in Daraa, and those oppose the agreement would go to Idlib, which is under the control of the HTS.

Since the government forces re-captured Daraa in line with the 2018 agreement, the governorate has been living in a state of security chaos, with one or two daily liquidations targeting soldiers and officers of the government forces, not to mention the spread of thefts.

Recently, the Eighth Brigade, affiliated with the military intelligence of the government forces, raided a number of towns in the eastern countryside of Daraa, in search for people involved in drug trade.
