#3  If you read the article, it becomes crystal clear that if there was the slightest oversight by ICE, none of this would have happened. Whatever bureaucraft oversaw the issuance of thousands of student visas for this school, and never noted the illiterate incompetance of the "president" the main office of the campus being her condo, and the fact that virtually all of the 1,500 students lived at a single apartment. Obviously not once ounce of oversight or investigative effort was done by ICE or State before they opened the door to this scam. This is typical pathetic government behavior as they tel us we are safer than ever.

Parents disown girls for evading 'the cut'
[Daily Nation (Kenya)] The International Day of Zero Tolerance to Female Genital Mutilation was marked on Sunday, but in Mt Elgon District there was little to celebrate.

Many girls have been forced to cut short their studies and married off at a tender age while some of them are still in hiding, disowned by their parents after running away to avoid undergoing the rite.

In December, more than 100 girls targeted to face the knife in region were rescued by Maendeleo ya Wanawake officials.

The girls from Kamuneru Location - some as young as nine - had been threatened with death if they tried to escape.

They underwent guidance and counselling after their escape but they are yet to fully recover from the harrowing experience.

"They said I should never go back home again because I beat feet the cut," said nine-year-old Nelly Cherono amid sobs.

Twelve-year-old Faith Chepkemoi, who sat for the Kenya Certificate of Primary Education last year, said she was supposed to get married soon after she healed.

Not many girls in the area are left to pursue education beyond Standard Eight. And Lily Chebet, 10, was taken to her grandmother's house to be circumcised.

"They said that if I wasn't circumcised, I would never get married and that no man would ever want me," she said.

Chebet was told that education was not meant for women because they were supposed to get married and take care of their husbands.

"I want to finish my education and become a lawyer so that I can protect maidens of tender years from my home area," she said.

Mt Elgon District Maendeleo ya Wanawake chairperson Jennifer Mbatian said some girls were traumatised as they had undergone preparations for the rite.

Mrs Mbatian appealed to the Sabaot community to abandon the practice. "Female genital mutilation is a monster destroying the destiny of the girl child," she said.

Authorities in the district say FGM is still practised despite government efforts to end it. Uncircumcised women are generally looked down upon and discriminated against.

Therefore, many maidens of tender years agree to undergo the rite of passage so that they can be accepted by the community.

According to the latest Kenya Demographic and Health Survey, the prevalence of FGM, which involves the partial or total removal of the external female genitalia by traditional circumcisers, lies at 27.1 per cent.

Some 48.8 per cent of circumcised women falling between the ages of 45 to 49 and 14.6 per cent being girls aged between 15 to 19.

Kenya has recorded milestones in fighting the traditional rite, including passing and implementing legal instruments such as the National Policy for the Abandonment of FGM/C, the Children's Act of 2001 and the Sexual Offences Act of 2006.

The Prohibition of FGM Bill 2010 was approved by Speaker Kenneth Marende for publication by the Government Printer and will soon be tabled in Parliament for debate.

Mt Elgon MP Fred Kapondi, who will table the Bill, says: "If this Bill is approved by Parliament and made into law, then it could be the biggest milestone yet."

Saudi women launch Facebook campaign to participate in municipal elections
[Arab News] A group of women has launched a Facebook campaign to encourage the authorities to give them increased opportunities to participate in the Municipal Councils.

The campaigners want to raise awareness to see more women involved in the councils. The campaign -- titled Baladi (or My Country) -- builds on the directives of King of the Arabians, Sheikh of the Burning Sands, Custodian of the Two Holy Mosques King Abdullah

Enam Al-Asfoor, a PR officer for the campaign, said women have the same rights as men and that more participation in elections would create better political awareness, which generates a feeling of responsibility and brings people closer to the decision-making process. She also said that women participating in elections would do much to challenge the negative stereotypes regarding Saudi women.

The campaign's profile on Facebook, which was launched on Jan. 16, said Al-Asfoor, has so far attracted 1,525 members from across the Kingdom.

A number of programs have already been organized in various parts of the Kingdom to educate and raise awareness among women about elections and the role of the Municipal Councils.

"Building awareness and educating women is a gain even if we are not permitted to participate," said Al-Asfoor.

Zuhair Al-Harthy, a member of the Shoura Council, presented a recommendation to the council requesting that women be permitted to participate in the Municipal Council elections, at least through voting as a first step.

"I see no reason in preventing women from voting. The constitution does not differentiate between men and women in their rights and duties. The Ministry of Municipality's report will be presented to the Shoura Council in the coming few weeks. Therefore, I have prepared recommendations to coincide with the report and be discussed in the council," said Al-Harthy, adding that he is optimistic that it will be welcomed and approved.

He added that women have the capabilities and skills to take part in Municipal Councils. "I am optimistic that the Shoura Council will vote in favor of allowing women to vote in the elections," said Al-Harthy, adding that women have the right to be part of the decision-making process as equal citizens.

Last October, Minister of Municipality Affairs Prince Mansour bin Miteb said in an interview that he has no reservations in allowing women to participate in the coming Municipal Council elections in 2011.

Dozens hurt in clashes
[Bangla Daily Star] At least 83 persons were maimed in sporadic festivities between police and pro-hartal activists across the country during a dawn-to-dusk hartal
... a peculiarly Bangla combination of a general strike and a riot, used by both major political groups in lieu of actual governance ...

The main opposition BNP enforced the nation wide hartal though most of its senior level leaders and major allies including Jamaat-e-Islami did not take to the street.

Law enforcers cordoned off the BNP central office at Naya Paltan since morning.

About 15 BNP activists were maimed when police charged truncheons on them at the entrance and ground floor of the office after pickets set a Mishuk (three-wheeler auto-rickshaw) afire around 12:40pm.

Police used water cannon to disperse the BNP men and picked up eight from the spot.

Cops also obstructed activists while they tried to bring out processions around 9:30am and 11:30am and jugged two.

Awami League activists allegedly attacked the Dhandmondi house of BNP's Dhaka district unit President and chairperson's Adviser Abdul Mannan.

Stray incidents marked the hartal in several districts including Rajshahi, Barisal, Khulna and Narsingdi, report our correspondents.

At least 35 people were maimed in Rajshahi, nine in Khulna and 20 in Joypurhat during festivities between police and picketers.

BNP Secretary General Khandaker Delwar Hossain at a press briefing at the party's central office yesterday afternoon declared two-day programme protesting attack and arrest during hartal hours.

He claimed law enforcers jugged at least 500 and injured 800 party activists.

The party will stage demonstration at city's Muktangon today and across the country tomorrow.

BNP leaders Khandaker Delwar Hossain, Khandaker Mosharraf Hossain, Mirza Fakhrul Islam Alamgir, Rizvi Ahmed and politicians Zainul Abdin Farroque, Rehana Akhter Ranu, Nilufar Chowdhury Moni, Syeda Asifa Ashrafi Papia and Shammi Akhter, among others, were present in front of the party office.

AL, however, said BNP had called the hartal and resorted to violence to hamper preparations for the forthcoming World Cup Cricket and to tarnish the image of the country.

"Next time government won't tolerate such activities in the name of hartal and check those strictly," said AL Joint Secretary General Mahbubul Alam Hanif adding, since there was no logic for enforcing hartal, there was no spontaneity in observing it.

Most of the shops, schools and business establishments remained closed in the capital. Rickshaws and some passenger buses were found plying on city streets while rail and air communication were normal.

Trial proceedings at Dhaka District and Metropolitan Session Judge's courts continued as usual, noted our court correspondent.

Chittagong Port operated normally but the delivery of cargos was hampered, said port authority Secretary Farhad Uddin Ahmed.

BNP leader Abdul Mannan, his wife and two others were maimed when some unruly youths, riding on at least 25 cycle of violences, attacked his residence around 10:00am, Nasiruddin Ahmed Ashim, son-in-law of Mannan, told The Daily Star.

Some of them entered the house premises and vandalised a microbus parked there when Mannan, with his fellow leader Emran Saleh Prince, was taking preparations to bring out a procession.

The four received minor injuries as the youths threw brick chips from outside the house and broke the window glasses.

Police rushed to the spot but did not restrict the youths, complained Nasiruddin adding, they were chanting 'Joy Bangla' slogan.

Police dispersed a number of gatherings at Mohakhali, Shantinagar and Science Laboratory intersections, court premises of Old Dhaka and several other places in the capital.

Pickets set a bus ablaze at Suritola around 1:50pm, which was doused by two units of Gulistan Fire Brigade Station.

BNP leader Mirza Abbas led a procession in Shantinagar area around 10:15am before police used batons to disperse them. Incensed, activists vandalised a CNG-run auto-ricksaw there.

Picketers set fire to a bus and a three-wheeler auto-rickshaw and also damaged a passenger bus in the area around 10:30am.

Law enforcers also foiled a procession of Jagannath University unit of Jatiyatabadi Chhatra Dal near court area, leaving four injured. They also picked up two from the spot.

Unidentified persons hurled two molotov cocktails from the rooftop of a building at Shahjahanpur around 9:40am, said Lt Col Rafiqul Islam, commanding officer of Rapid Action Battalion-3.

BNP enforced the hartal citing a number of issues including protesting filing of a case against party chairperson following recent clash at Arial Beel in Munshiganj, crash in share market and price hike of essentials.

France Sees First 'Savior Sibling'
PARIS (AFP) -- Doctors in France on Monday announced the country's first birth of a "savior sibling," selected at the embryonic stage to be a close genetic match to save a brother or sister suffering from a fatal inherited disorder.

The baby was born at the Antoine Beclere Hospital in Clamart, in the suburbs of Paris, said doctors Rene Frydman and Arnold Munnich.

The child, born to parents of Turkish origin and named Umut-Talha (Turkish for "our hope"), was conceived through in-vitro fertilization and was born on January 26 with a weight of 3.65 kilos (8.03 pounds), they said.

"He is in good health," Frydman told AFP.

The child's embryo was genetically selected to ensure he did not carry the gene for beta thalassemia, from which his siblings suffer, but was also a close enough match to provide treatment cells from umbilical cord blood, a rich source of stem cells.

Beta thalassemia produces an abnormal form of hemoglobin, the protein in red blood cells which carries oxygen around the body. It causes destruction of red blood cells, which in turn leads to anemia.

The world's first "savior sibling" was Adam Nash, born in the United States in 2000.

The issue has been hedged with moral concerns about so-called designer babies and the morality of conceiving life to help a child with a genetic disorder.
As the parent of a child with a genetic disorder I don't understand this last part. So long as the savior sibling isn't destined be harvested for organs (and I don't think some blood cells count), what's the moral issue? Most children instinctively want to help their siblings.

Boondoggle: U.S. unveils $53 billion in high-speed rail plan
The U.S. government will dedicate $53 billion over six years to build new high-speed rail networks and make existing ones faster, Vice President Joe Biden said on Tuesday.
The private industry couldn't figure out how to get it to make money, so I guess the government will have to step in.
The initiative will allow the Department of Transportation to choose corridors for the new projects and increase U.S. use of the passenger rails, the White House said in a statement.
Thereby cementing its future for the time being.
President Barack Obama's budget for fiscal year 2012, which is to be unveiled next week, includes $8 billion for the plan. The rest of the money will be allocated over the six-year time period.
So I guess what they mean to say is $24B over the next 12 years. Present value, of course. Oh, and did you include the price of subsidies to keep ridership at reasonable levels?
Obama has said he wants to target investments in areas such as infrastructure while reducing spending to tackle the budget deficit.
Silly voter, don't you know that you can't save money if you aren't spending it?
"As President Obama said in his State of the Union, there are key places where we cannot afford to sacrifice as a nation -- one of which is infrastructure," Biden said in a statement.
Roads. Water. Sewer. Energy. Aren't there already enough opportunities to buy votes and redistribute wealth to friends and cronies? Sure, you will find people to ride this train. But you won't find enough people to ride it at the prices you will need to charge to fund it. Politicians for the next two or three generations will have to come up with creative ways to funnel money to it before it is condemned and has to be "rebuilt".
High speed rail is a mantra for liberals. It's the cure-all for our transportation ills, whatever those are.

Actually I thought we had high-speed 'rail' already, in the sense of cheap, reliable city to city transit -- we have Southwest Airlines.

It's cheaper to buy planes and build an airport than to buy trains and build rail. And, if you're wrong in your market analysis for transit between two cities, it's easy to reuse planes on another route. Whereas with rail, you're stuck.

High speed rail is precisely what's wrong with our liberal citizens these days. It's a cure in search of a problem. It's a boondoggle. It's foolishness, and it's going to spend a lot of money we need elsewhere.
I can't for the life of me figure why piston engine airliners haven't made a comeback since they're so much more fuel efficient than jets.

#5  Seattle has a Monorail - runs for about a mile or so from Westlake Center to Seattle Center.

There was an initiative to expand it throughout the city called the Seattle Monorail Project. After several years, many studies and a rather large Tax it was killed and the remaining taxes reallocated (some say illegally) to Metro Busses.

They spent millions and didn't lay down a single yard of concrete.

#8  High Speed Rail is only worth it if the stops are far between. Otherwise I will drive and have my vehicle see the country and people, or fly and get there without the swing sway of HST turns.

The rails must be relatively straight to accomodate the speed. Same with elevation. Sounds like fun in the urban areas, speeding up slowing down all the time to make turns yet meet promise of best transportation idea ever.

It might work big metro to big metro only in between the mountain ranges, aka tornado ally, but half the year the weather would not allow full speed and sometime no travel at all. Lets do KC-Denver, people love to go skiing, sports rivaly, shopping, both cities have room to work with so neither city has to demolish much in-place structure. Follow I-70, makes since, flat as a pancake as the study said. If an hour at each airport train has to beat $180 4 hours one way at 600 miles equals 150mph average speed, that can be done.

So ya gotta build and maintain a track which can handle temperatures from 30 below to 120 above, at least. Have to protect it from livestock and wildlife, snow drifts, tumbleweeds, prairie fire, dust storms, softball hail. Train must be able to withstand constant 40mph crosswind with gusts to 70mph. SuperCells and twisters are common in that area during spring, early part of fall, but can happen any time and can develop so quickly that even with today's equipment they can catch meteorologists unaware. Thats just here, ya got hurricanes, nor'easters, lake effect, huge temperature fluctuations, mountains

Someone throw a route out there, to me much shorter I'm driving or taking a regular train, much longer I'm flying. Amarillo/Albequerque perhaps?

Would be better off laying cargo rail to transport goods to and from ports, factories, stores, farms much more efficiently to remove trucks from the road to save wear on highways and traffic congestion. But that would bind the Teamsters huh.

#12  I thought California was planning and trying to complete a short run (something like 6 miles) high speed rail for several years that could not be completed because of all the environmental and regulatory groups.

#13  There might be more to this than meets the eye. There are some behind the scenes things going on.

1) Almost all the railroad tracks in the western US are owned by Union Pacific, and they guard their right of way like a ticked off mama wolverine.

2) To get right of way elsewhere was almost impossible until W. Bush quietly signed an executive order wiping out a huge amount of legal impediments for transportation projects.

3) There has long been plans for high speed cargo transport in some of the major flat long hauls in the West, often as part of the American part of the Plan Puebla Panama, though the Texans through a huge lug wrench into that scheme.

A new Dem threat to health care law
A handful of moderate Senate Democrats are looking for ways to roll back the highly contentious individual mandate -- the pillar of President Barack Obama's health care law -- a sign that red-state senators are prepared to assert their independence ahead of the 2012 elections.

They haven't decided whether to propose legislation, but any effort by moderate Democrats that takes aim at the individual mandate could embarrass Obama and embolden Republicans who are still maneuvering to take down the health care law.
Didn't they already have their chance?

Dont try Egypt style power grab in Malaysia, says Najib
[Straits Times] PRIME Minister Datuk Seri Najib Tun Razak has warned against any attempt to usurp power in Malaysia, using demonstrations like those in Egypt.
Malaysian society is considerably less homogeneous than in Arab/North African countries. According to the CIA Factbook, only half are Malay, almost a quarter are Chinese, only 60% are Muslim, and the population speaks a whole bunch of different languages.

They have instead renewed their campaigns to unseat the country's strongman.

the Malaysian agent for medical studies in Egypt, MedicMesir, is discussing with a local university to allow about 1,000 students to take their written examinations here so that they will not lose a year of studies.

In fact, 17 students from Kedah have decided to stay put in Egypt as they did not want to jeopardise their studies. The evacuation of Malaysians from Egypt to Jeddah is expected to end by noon today.

#1  If I were an US "ally"of the US the first thing I would be doing would be to change that perception. Keeping the US on the ground with a boot on their neck, till blood oozed from their eyes would be a good starting point. Invasion of their embassy and death or ill treatment of their staff would also help. Suspending or reneging on any treaty would also help.
New friendship treaties with China and/or Russia would help as well, however the last thing a country would want to appear is an ally of the US.
"Under the bus" is a privilege reserved for those perceived as allies of the US and in particular allies of Bambi.
Compare and contrast the treatment of the UK vis Saudi Arabia. Compare the treatment of Iran vis Egypt. There really isn't much need to go on. If you are perceived as an ally of the US you are stuffed. It's all Democratic Underground fantasy-land rhetoric. Reality doesn't matter.

#2  Wronghaven picked a poor means this time. That particular photo was used a multitude of times for editorial review of the photo itself, which goes a big way to establishing fair use.

It works in the same way that critics can review a movie without violating its copyright, as long as they use brief excerpts and or pictures, then comment on them.

To make matters even worse, they are using this same supposed photo infringement against a company that has a DMCA agent. In that case, they are required by law to send a take down notice first, and they didn't.

So if Duke could get his case piggybacked on that case, he is home free.
