In a number of the science fiction SHTF stories that I read , the military destroys the bridges and roads leading in and out of the cities. The ferals turn on each other and soon you have an empty city.

Just as I wouldn't cross any of those bridges to get into an urban area when SHTF, it would probably be a bad idea for those urban youts to venture the other way into a countryside of unfriendly civilian rangers who know the locals.

At least eight non-combatants were killed in an airstrike in the eastern province of Pashtun-infested Logar which was carried out by Afghan forces to target krazed killers, a bigwig from the province said.
The airstrike was carried out in Baraki Barak district on Sunday night, the district governor of Baraki Barak said on Monday.
He said that six other civilians were maimed in the airstrike which reportedly targeted two houses in Kochian village in Baraki Barak district.
He said that three women are among those maimed in the airstrike.
The district governor said that the maimed taken to a provincial hospital for treatment.
An MP from Pashtun-infested Logar, Salim Naeemi, said that nine civilians, including six children, were killed in the airstrike.
The ministries of Defense and Interior have not commented on the report so far.
CIVILIAN CASUALTIES IN AFGHANISTAN

The UN Assistance Mission in Afghanistan said in a quarterly report on April 24 that it has documented high levels of harm to civilians but adds that there has been a 23 percent decrease in overall civilian casualties as compared to the same period last year and is the lowest for a first-quarter since 2013.
The report says the UN documented 1,773 civilian casualties (581 deaths and 1,192 injured), including 582 child casualties (150 deaths and 432 injured) between January 1 and March 31.
In the first quarter of 2018, UNAMA documented 2,305 civilian casualties (799 deaths and 1,506 injured), including 609 child casualties (176 deaths and 433 injured), the report says.
The overall reduction of civilian casualties was driven by a decrease in civilian casualties by suicide improvised bomb (IED) attacks, the report says.
UNAMA notes the particularly harsh winter conditions during the first three months of the year, which may have contributed to this trend, the report says.
It is unclear whether the decrease in civilian casualties was influenced by any measures taken by parties to the conflict to better protect civilians, or by the ongoing talks between parties to the conflict, the report mentions.

Heavy clashes are ongoing in Keran Wa Manjan district of the northeastern province of Badakhshan between security forces and the Taliban since Sunday, residents of the district said on Monday.
The residents said that at least one public uprising force member was killed in the fighting and four others were wounded.
“The Taliban has also suffered from clashes in the fighting,” residents said, adding that “the security forces need reinforcement and air support to improve the situation.”
A member of Badakhshan Provincial Council, Abdullah Naji Nazari, said a number of government buildings in Keran Wa Manjan district have fallen to the Taliban.
Nazari said that at least 40 members of the local police and public uprising forces led by Commander Malik are fighting against the Taliban and that they really assistance by the government.

Frontlines saw the "Zero Hour" festivities start at 9.00am in the morning on Monday with Haftar's forces attacking - with air cover - Libyan Army positions on four frontlines, concentrating on Khallit al-Furjan since it's the closest to Tripoli's city center.
"We have foiled the attack of Haftar's forces and gained advanced positions in certain frontlines as our Air Force had carried out Arclight airstrike ...KABOOM!... s on the attacking forces, causing them heavy losses." Libyan Army and Burkan al-Ghadab (Volcano of Rage) operation said.
They said three military vehicles were destroyed as Libyan Air Force targeted two tanks on al-Naher frontline, let alone seizing two military vehicles and capturing 11 mercenaries fighting for Haftar's forces.
Uneasy calm has descended on fighting frontlines after the Zero Hour offensive was repelled, while Haftar's media outlets said the general command put off the Zero Hour offensive due to a malfunction in the communications system.
For over a week, the Zero Hour has been the talk of all Haftar's forces, including his front man Ahmed al-Mismari, who said in a presser that their plan included protecting state institutions and diplomatic missions in Tripoli.
The front man for the Libyan Army Mohammed Gununu commented on al-Mismari's statement saying; "it is just a media propaganda that aims at putting down Libyan Army forces' morale."
Before the Zero Hour, Haftar appointed on Sunday Mabrouk al-Ghazwi as the commander of Tripoli offensive in place of Abdelsalam al-Hassi, who is said to be detained in Rajma.

[Libya Observer] The Libyan Foreign Ministry has asked the Tunisian authorities for coordination before taking any action regarding the Libyan warplane that landed on Monday morning in Mednine.
According to a source from the ministry, meetings for the Libyan Chargé d'affaires in Tunis with Tunisian Foreign and Defense Ministries about the issue are about to take place.
A source from the Libyan embassy in Tunis said they had formed a commission in Sfax to stay in contact with Tunisian authorities about the warplane.

[AnNahar] At least six Shiite Moslem protesters were killed in festivities with Nigerian police in the capital Abuja on Monday, witnesses told AFP, the latest deadly violence over the lengthy detention of a religious leader.
Hundreds of protesters from the Islamic Movement in Nigeria (IMN), a Shia sect, marched demanding the release of pro-Iranian holy man Ibrahim Zakzaky, who has been held since December 2015 on various charges, including terrorism.
Hundreds of his supporters, including women and kiddies, were killed by the security forces, in December 2015, according to a toll established by rights watchdogs.

[Dhaka Tribune] An accused of a murder case was killed in a reported shootout with police, at Dumurtala area near Indian Border of Bakshiganj upazila under Jamalpur on Monday morning.
The dear departed was identified as Shipon, 28, son of Jalal Uddin, of Munshichar area in Sherpur Sadar upazila.
Police claimed that four members of law enforcement were also injured in the shootout.
AKM Mahbubul Alam, officer-in-charge of Bakshiganj cop shoppe, said people caught Shipon while conducting robbery in some boats at Bakshiganj on Sunday night, and handed him over to police.
According to his information, police launched drives in Sarmara and Ramrampur areas to seize drugs, and firearms.
When police reached Dumurtola under Kamalpur union, his associates opened fire on the law enforcers, forcing them to fire back in self-defense, triggering a shootout.
Later, police recovered bullet-hit Shipon, and took him to upazila health complex where doctor declared him dead, he added.
Shipon was accused in 14 cases, including a murder case with Sherpur, Shrebardi, and Bakshiganj cop shoppe, the OC added.
Later, police recovered a cycle of violence, a pipe gun, and 300 yaba tablets from the spot.

[Jpost] The Mexican Federal Police harassed migrants colonists and threatened to raid a migrant shelter in Coahuila over the weekend, according to the head of a state agency and the head of the shelter, the latest in a series of similar reported incidents.
Hugo Morales, president of the state agency, the Coahuila Commission of Human Rights, said he had confirmed multiple online and witness reports that law enforcement officers took action at the Casa Migrante Saltillo, in the northern Mexican city of Saltillo on Saturday, one day before U.S. Secretary of State Mike Pompeo praised the country's efforts to quell U.S.-bound migration, under a June deal which averted threatened tariffs by President Donald Trump ...Oh, noze! Not him!... "Unfortunately, now that officials are harassing shelters across the country, migrants colonists no longer feel safe relying on them," Morales said.
The Federal Police did not immediately respond to requests for comment.
The operation is one in a series of reported incidents in the past month in which federal officers, either members of the Federal Police or of the newly formed National Guard, have approached and threatened to raid similar shelters.
The National Guard also did not immediately respond to a request for comment.
Other confirmed approaches by national officials to enter and search migrant shelters have occurred in Tenosique, Tijuana and Agua Prieta.
Jose Maria Garcia, director of a shelter in Tijuana, said migrants colonists transiting in Mexico are more vulnerable to authorities than they were in the past.

Mexican immigration law prohibits migration verification visits in places where migrants colonists are "housed by civil society organizations, or people carrying out acts of humanitarian assistance or protection."
Mexican Foreign Minister Marcelo Ebrard, when asked at a news conference on Monday about the entry of federal police in migrant shelters, said: "In principle I do not know of any indication that the Federal Police or other agencies enter civil society shelters under any circumstances, other than at the request of the shelter itself."
The director of Casa Migrante Saltillo, Alberto Xicotencatl, said federal authorities took action Saturday to monitor the blocks surrounding his shelter, detaining migrants colonists on their way to the safe house. Xicotencatl said four migrants colonists had already reached the building when police caught up and attempted to detain them.
"The police had them by the arms, had them up against the door", he said.
According to Xicotencatl and a statement posted online by the shelter, coordinator Jose Luis Manzo approached the officers, saying they did not have a legal right to detain migrants colonists on the organization's property. SUR BAHER, West Bank (Reuters) - Israeli forces demolished a cluster of Palestinian homes near a military barrier on the outskirts of Jerusalem on Monday, in the face of protests and international criticism.
Israel said the 10 apartment buildings, most of them still under construction, had been built illegally and posed a security risk to Israeli armed forces operating along the barrier that runs through the occupied West Bank.
U.N. officials, who had called on Israel to halt the demolition plans, said 17 Palestinians faced displacement.
Bulldozers accompanied by hundreds of Israeli police and soldiers moved into Sur Baher, a Palestinian village on the edge of East Jerusalem in an area that Israel captured and occupied, along with the West Bank, in the 1967 Middle East War.

Police officers shot and injured a 21-year-old Paleostinian man who tried to stab them overnight Monday-Tuesday in the city of Hadera.
The officers noticed the man behaving suspiciously and asked him to identify himself, at which point he pulled out a knife and attempted to attack them, police said in a statement.
One of the officers responded by shooting the suspect in the lower body. Police sappers then searched him for bombs before turning him over to medical personnel for treatment.
Police did not report any other injuries in the incident. Channel 13 news said the suspect was a resident of the West Bank town of Tulkarem and in Israel illegally. He was being treated for his injuries in Hadera’s Hillel Yaffe Medical Center and was in moderate condition.
The suspect’s motives were unclear and police were investigating the incident.
