#2  Some years ago, Fisher Cats were imported by the TRWA to the Catoosa Wildlife Management Area on the Cumberland Plateau in East Tennessee. They are not a cat. They look somewhat like a combination of a Martin, ferret, and weasel. There are probably some left--maybe they have even multiplied. They are the bane of small game such as rabbits and cats. The fisher cat gets a bad rap because they seem to just love the taste of cats, and when a domestic cat goes missing within a hundred miles of a fisher sighting, it seems the fisher is always to blame. As we have plenty of coyotes, cats most likely disappear due to the many coyotes around. Some have shown up in the neighborhood here in the city and some cats have disappeared.

Observers Slam 'Lackluster' Lima Climate Deal
[AnNahar] A carbon-curbing deal struck in Lima on Sunday was a watered-down compromise where national intransigence threatened the goal of a pact to save Earth's climate system, green groups said.

The hard-fought agreement sets out guidelines for the submission of national greenhouse-gas pledges next year.

But, the groups said, initially ambitious standards became weaker the longer the talks wound on.

In a tug-of-war between rich and developing nation interests, the end result was a "lackluster plan with little scientific relevancy," said WWF's climate expert, Samantha Smith.

"Against the backdrop of extreme weather in the Philippines and potentially the hottest year ever recorded, governments at the U.N. climate talks in Lima opted for a half-baked plan to cut emissions," she added.

NGOs and developing nations alike had hoped the agreement would compel rich countries to include information in their pledges on climate adaptation and other financial help.

They had also sought a robust assessment of the pledges' aggregate effect and a mechanism for ramping up contributions, if they were judged inadequate to meet the U.N. goal of limiting global warming to two degrees Celsius (3.6 degrees Fahrenheit) over pre-industrial levels.

But expectations were mostly disappointed.

The talks, which spilled more than 30 hours into overtime, got bogged down early on in a fight over "differentiation" -- how to divide responsibility for carbon cuts between rich and poor nations.

The outcome, said the U.S.-based Union of Concerned Scientists, reflected "the bare minimum" to keep negotiations on the road to inking a climate-saving pact in Gay Paree next December that will have the pledges at its heart.

Rather than imposing a requirement, the text merely "urges" parties to "consider including an adaptation component" in their pledges, and on finance similarly "urges" developed countries to provide support.

In a nod to poor country concerns, the new text did reintroduce a reference to "common but differentiated responsibilities" that had been dropped from earlier drafts.

- Political expediency 'won' -
"The package... puts in place a draft of a Gay Paree agreement without narrowing down any of the difficult political issues that have plagued global efforts to address climate change for more than 20 years," said Oxfam.

"The deal does not require that the initial pledges parties make in 2015 reflect their fair share, does not guarantee that these offers will use common or comprehensive information, or have any mechanism to review whether they will prevent catastrophic warming or not."

To give the process a boost, rich nations will have to bring detailed plans for how they intend to meet a promise to ramp up their climate funding to $100 billion per year by 2020, said the observers.

"The limited progress that was achieved in Peru, in particular on the provision of financial support to poor countries to adapt to climate change or repair the damages from extreme weather events, is a big letdown," said Wendel Trio of Climate Action Network (CAN).

These critics also feared guidelines were too vague for cutting fossil-fuel emissions leading up to 2020, when the Gay Paree pact will enter into force.

"The science is clear that delaying action until 2020 will make it near impossible to avoid the worst impacts of climate change, yet political expediency won over scientific urgency," said WWF's Smith.
Unless the "Pause" continues, of course, which might require the development of new models capable if predicting the past and present.

#6  How about compensation for Canada, Alaska, Siberia, North Dakota, etc, if climate change DOESN'T happen? By the same logic, they certainly would deserve it, since human intervention resulted in damage to their presumed future climate.

It's beyond my comprehension why the Canucks don't encourage CO2 emissions, in fact, why they aren't out there day and night manufacturing methane in an effort to speed the whole climate change thing up. Setting up little methane stills in their backyards... :-)

Top Separatist among Two Shot Dead in South Yemen
[AnNahar] A separatist activist was among two people rubbed out in southern Yemen on Monday, as secessionists staged a day of civil disobedience, witnesses and activists said.

Khaled al-Junaidi, a prominent figure in the Southern Movement, was shot in the chest when security forces opened fire while trying to arrest him, activists told Agence La Belle France Presse.

Junaidi was released from prison earlier this month after serving five months for separatist activities, and had been preparing to take part in Monday's day of action, witnesses said.

Most businesses and schools in Aden were closed in response to the call for the demonstration to demand the secession of the formerly independent south.

South Yemen became independent after the end of British colonial rule in 1967, before it joined the north in 1990.
Also known as The People's Democratic Republic of Yemen -- they were, of course, Marxist. From time to time there were internal disputations as well as disputations with North Yemen. Then, four years after unification with the north, they changed their minds, which was called a civil war. From time to time it is suppressed, or not, as the case may be.
Since mid-October, the Southern Movement has staged a sit-in in central Aden to demand secession.

Meanwhile,
...back at the Council of Boskone, Helmuth had turned a paler shade of blue. Star-A-Star had struck again...
a street vendor was rubbed out by southern separatists in Hadramawt province in the southeast, witnesses said.

The gunnies opened fire as the man, who was from north Yemen, failed to stop at a checkpoint, triggering a confrontation between the murderous Moslems and other residents of northern origin.

Kerry, Lavrov Meet Again on Ukraine Conflict

U.S. Secretary of State John Kerry and Russian Foreign Minister Sergei Lavrov met again Sunday to discuss Ukraine, just days after U.S. lawmakers voted in support of providing military aid for Ukrainian forces.

The two diplomats met for several hours in Rome.

No details of their talks have been released. But a State Department official says Kerry repeated the importance of the September cease-fire and de-escalating the situation on the ground.

The truce has been consistently broken almost from the moment it was signed. An unsteady new cease-fire took effect last week.

Russia has reacted angrily to U.S. congressional approval Friday of a bill to send up to $350 million in military aid, including possibly lethal aid, to Ukrainian forces fighting Russian-backed separatists in eastern Ukraine.

The legislation, known as “Ukraine Freedom Support Act of 2014,” also calls for expanded sanctions against Russia for its role in the conflict in Ukraine.

#1  See also GROONG > [Rusvesna] RUSSIA STATE DUMA COULD AUTHORIZE USE OF TROOPS IN UKRAINE, as Russia allegedly no longer has any real time for negotiations wid Ukraine given on-going situational changes.

* IIRC RELATED RUSSIA TODAY > "IFF US SENDS WEAPONS [ + Mil Advisors] TO UKRAINE, RUSSIA CAN SEND TROOPS": LAWMAKER.

Personally, for me the more important Artic is
the following from time back ....

* RUSSIA TODAY > [old = repost] PUTIN: RUSSIA WILL BE A SOVEREIGN [+ Secure/safe] NATION OR IT WILL CEASE TO EXIST.

On one hand, I take the above to mean that Russia = China = may suffer serious initial setbacks in any SSSSHHHH ... CCCCCCCC Pro-OWG Globalist mil conflict for [Post/Anti-US]"strategic access" agz US Allies. e.g. China-vs-Japan/Phil/ASEAN, but ultimately could poten still recover + even prevail, espec iff Globalist Amerika continues on its unilateral "minimalist" approach to World or Geopol affairs.

In another part, RUSSIA = CHINA, etc. = M-U-S-T CONTROL OR DOMINATE ITS FUTURE OWG GLOBAL FEDERAL UNION, OR THE WORLD AS EVERYONE KNOWS IT MAY CHANGE INTO SOMETHING UNRECOGNIZABLE, UNWANTED, + POTEN EVEN GEOPOL OR EXISTENTIALLY DANGEROUS.

As led by the ISIS/ISIL, iff the Hard Boyz destabilize Russia, China, + India, WILL ANTI-US GLOBALIST AMERIKA SEND IN TROOPS TO PREVENT THEIR NUKES-WMDS FROM FALLING INTO MILITANT HANDS.

Russian central bank nearly triples interest rates

Taking the Paul Volker route to taming inflation, Russia is

Russia’s central bank has taken drastic action to halt the rouble’s freefall on the foreign exchanges by raising interest rates by 6.5 percentage points to 17%.

After a day of turmoil dominated by fears that a crashing global oil price would devastate Russia’s energy-dominated economy, an after-hours meeting of the central bank in Moscow decided emergency action was needed to prevent the rouble’s collapse.

The bank said the increase in borrowing costs – which will deepen Russia’s recession if sustained for a prolonged period – was needed to end currency depreciation and to combat inflation.

Higher interest rates tend to make currencies more attractive to foreign investors and the rouble rose against the dollar in the wake of the surprise announcement.

Earlier, a 10% fall in the value of the rouble against the dollar had badly rattled global markets, with the FTSE 100 index in London closing at its lowest level of 2014.

#2  If the Fed had raised our interest rates in 2004 to reflect the actual cost of borrowing the financial crisis would have been significantly less than it was and maybe we wouldn't have had Obama as president.

Maybe the Russians are onto something.

#3  Vlad doesn't have Wall Street campaign gamblers financiers to keep happy. Before there was a Fed, the American economy experienced a number of 'busts and booms' tied to speculations. That's why the Fed was established to manipulate the monetary flow to end those cycles and an SEC to reduce the 'gaming' in the market. How's that worked out for you?
