Puntland leader extends amnesty offer by a month
GALGALA, Somalia -- The President of Somalia’s Puntland Government Abdiweli Mohamed Ali has extended amnesty offer to terrorists militants fighting alongside Al Qaeda linked Al Shabaab group by one month during a news conference in the rugged terrain of Galgala on Tuesday, Garowe Online reports.

"We give Al Shabaab terrorists members a new opportunity, the government extended the previous 45-day deadline for one month," said Ali, adding that his adminsitration will concentrate on repatriation of fleeing Galgala farmers.

Puntland leader once again reiterated government's commitment to the elimination of terror threats.

Galgala is rich in agriculture, and more than hundred families remain displaced as a result of fierce clashes between army troops and militants.

Meanwhile, insiders confirmed to GO that terrorists militants fired mortar shells from their hidouts over the course of the visit to army positions.

Puntland forces have engaged in sporadic battles with Al Shabaab fighters on battlegrounds near Golis Mountain ranges. As a result of intense military campaign in south-central regions, terrorists militants have begun to migrate northwards towards rough hotbeds in Galgala, and along Golis.

Kenya: multiple govt ministers fired after attacks
Nairobi, Kenya -- Joseph Ole Lenku became a casualty of the rising insecurity in the country when he was fired after barely serving for 20 months. At the same time, Inspector General of Police David Kimaiyo threw in the towel and resigned from his position in huff.

President Uhuru Kenyatta immediately nominated Kajiado Central MP Major General (Rtd) Joseph Nkaissery as new Cabinet Secretary for Ministry of Interior. Nkaissery takes over amid serious security breaches including the second massacre in Mandera County within two weeks after another cold blood attack left 36 dead Tuesday dawn.

Uhuru addressed the nation as Opposition leader Raila Odinga piled pressure and threatened unspecified action against the Jubilee Administration.

There has been a public outcry over the security lapses linked to terror attacks including the Kapedo incident in which at least 19 police officers were killed. Parliament will vet the new nominee.

"If it does this, the coalition is defending its own people first, before the people of the east."

Chad ‘fuelling’ Boko Haram insurgency
What started as mere suspicion in Nigeria’s security circles is now being treated with utmost seriousness: Chad may be the major backer and staying power of Boko Haram ─ with eyes on the oil deposits in the Chad Basin, in Nigeria's northeastern Borno state.

The lukewarm attitude of Nigeria’s neighbours, particularly Chad and Cameroon, to the Boko Haram threat has long been attributed to regional rivalry rather than economic interest. However, circumstances surrounding the phantom ceasefire deal brokered in October by Idriss Déby, the president of Chad, have alerted the security agencies to a possible involvement of the west African country in the insurgency. The Cable recently reported that Nigerian government officials are furious about the phantom ceasefire deal which misled the Nigerian military into dropping its guard, a situation that saw the terror group reinforce and take over more Nigerian towns and villages.

“Chad might be eyeing control of the Chad Basin in Borno state, which is believed to be very rich in hydrocarbon reserves,” a senior military officer told TheCable. "We now have enough grounds to suspect that the staying power of Boko Haram is Chad. While the terrorists have been striking against Cameroon, they have never carried out any attack in Chad. Their arms may be passing through the Chadian territory.”

Unconfirmed reports have linked the Chadian government to arms supply to Boko Haram as Nigerian authorities try to understand what has kept the insurgents fully armed in the last five years. Although the militants have looted Nigerian armouries on several occasions, some of the weapons recovered from them have turned out to be different from what they stole.

If indeed Chad is fuelling the insurgency, Boko Haram may gain access to more sophisticated weapons, such as surface-to-air missiles, which are legally sold only to sovereign entities. The transportation of armoured tanks and other heavy hardware into Nigeria may also be facilitated by Chad, but the insurgents are unlikely to acquire aircraft as no terrorist group has yet used the aerial route in launching attacks.

Security sources said they have established that Chadian citizens are serving as foot soldiers for Boko Haram, which most recently made its biggest gain on the Nigerian territory since the insurgency began in 2009.

A retired diplomat said if Chadian links are verified, “then we have a potentially dangerous development in our hands. It could be a copycat scenario, considering how Muammar Ghaddafi destabilised West Africa as Libyan leader. Déby was very close to Ghaddafi and he may be copying his style.”

Another senior intelligence officer told TheCable that the federal government is “seriously studying” possible links between Chad and Boko Haram.

ISIS Threatens Use of Nuclear Bomb in London
UN Ambassador Warns of 'Weapons of Mass Destruction'

The Islamic State of Iraq and Syria militants have reportedly developed a nuclear weapon from the radioactive material they seized from the Mosul University in Iraq. ISIS bragged about the nuclear device on social media as a British extremist fighter claimed it would wreak havoc in London when it explodes.
That'll be dirty bombs made from the Mosul U. supply, not a proper nuclear device. If I understand correctly, they scare the ignorant more than causing actual harm.
Which means it'll scare a hell of a lot of people in Washington, and perhaps a few in Mosul...

U.S. Pacific Commander Warns of N.Korean Mobile Nukes
North Korea is inching towards developing nuclear-tipped mobile missiles, claimed Adm. Samuel Locklear, the outgoing commander of the U.S. Pacific Command.

"That particular security issue remains kind of foremost in my mind, particularly as we look at the potential, you know, weaponization of nuclear material and the ability to put these things -- on road-mobile missiles," Locklear said.

So far South Korea and the U.S. have said that the North has not made much progress in miniaturizing its nuclear weapons sufficiently to mount them on missiles.

"In general, peace and prosperity has been maintained in the Asia-Pacific," he said. "Now, there's a lot of -- been a lot of changes in that environment."

"North Korea continues to be extremely dangerous, and I don't see an end state at this point in time for North Korea," he added.

A spokesman for the Defense Ministry here said Locklear's remarks reflect U.S. worries about the nuclear threat from the North.

The North has already deployed or is developing various ballistic missiles that could in theory be tipped with nuclear warheads, but the warheads themselves are believed to lie beyond the scope of the North's ability so far. Pyongyang has recently tested a range of missiles and rockets fired from mobile launch platforms.

New Nork Anti-Ship Missiles Threaten Older ROK Boats
North Korea has a new anti-ship missile with a range of 130 km that poses a big threat to South Korea's elderly patrol corvettes.

A recent propaganda film shown on North Korean state TV shows the missile is similar to the U.S. Harpoon missile, a military source here said Sunday. "It's probably either the Russian-developed Kh-35 Uran or a cheap copy."

The missile was shown among the country's closely guarded submarines, which were also featured for the first time.

The Kh-35 was developed in Russia in the mid-90s and has been exported to Burma, India and Vietnam. It is hard to intercept as it flies 4 to 15 m above the waters.

South Korean Aegis and other newer destroyers are equipped with rapid-fire machine guns and electronic warfare systems that can intercept or disturb such a missile. But older patrol corvettes or escort ships, whose duties lie mainly near the Northern Limit Line, the de facto maritime border, have no such weapons so the missiles could pose a significant threat to them.

Until recently, the North Korean Navy had only the Styx missile, which was developed in the 50s with a range of 46 km, rising to 80 km in the improved version, and that is vulnerable to electronic jamming.

Military authorities here are reportedly trying to find out where the North bought the Kh-35 missiles, on the assumption that it was clandestinely imported from a third country like Burma.

Pudgy's Aunt Died of Stroke While Arguing with Him
A North Korean defector claims North Korean leader Kim Jong-un's aunt Kim Kyong-hui died of a stroke during a heated argument with her nephew over the execution of her husband Jang Song-thek .
9 mm cerebral hemorrhage?
CNN reports that Kang Myung-do, a defector and now a professor of Kyungmin University, said Kim Kyong-hui suffered the stroke while she was arguing on the phone with Kim Jong-un a matter of days after Jang's execution. The defector says she was taken to hospital but later died.

North Korea experts say the claims could be true but are almost impossible to confirm.
What else would we expect experts to say?
Kim Kyung-hui has not been seen in public since Jang's execution late last year, sparking rumors of ill health or possible death.

Turkey Introduces New Government Controls on Judiciary
In a caliphate, all work to serve the will of the caliph.
[AnNahar] Turkey's parliament has passed a contested bill further tightening the Islamic-rooted government's control over the judiciary, state media said Wednesday.

The new legislation, adopted late Tuesday after heated debate, seeks to restructure the higher echelons of the judiciary, stripping top judicial bodies such as Supreme Court of Appeals of their power to appoint judges and prosecutors.

The law also grants police and prosecutors greater powers to search, detain and arrest suspects without charge, the official Anatolia news agency reported.

"Reasonable doubt" will justify a police search as opposed to the current "strong suspicion based on concrete evidence."

Under the law, the police will be able to to seize the property of anyone accused of "committing a crime against the government", Anatolia reported.

The legislation is the latest round in a bitter feud in which President Recep Tayyip Erdogan

has accused his former ally Fethullah Gulen of using his influence over the police and judiciary to damage the government with corruption allegations.

The president, who also ruled Turkey as premier for over a decade, has already sought to curb the judiciary and sacked hundreds of police and prosecutors believed to be linked to the Gulen movement.

Parliament passed a law in April that also gave the government greater powers over the judiciary, raising concerns among critics both at home and abroad over the state of democracy in Turkey.

Turkey's constitutional court later annulled key sections of that law, saying it was unconstitutional.

In another area, the law extends restrictions on the closing of the U.S. prison in Guantanamo Bay, Cuba. The ban on transferring detainees from the prison to the United States, in force since 2011, was renewed despite opposition from Obama.

Congress bars the Pentagon from transferring Guantanamo detainees to the United States. Republicans fear they might be freed by a judge and thus constitute a threat to national security.

Thirteen prisoners have been sent to other countries this year, and 142 men remain in the prison.

Overall the defense authorization bill calls for $584 billion in military spending for fiscal 2015, including $63.7 billion for overseas operations in Afghanistan, Iraq and elsewhere.

Defense spending accounts for just over half of all the U.S. government's budget for so-called discretionary spending, which excludes social welfare.

group has been trying to recruit Israeli Arab doctors and medical students to help out in its field hospitals, which are suffering from a dearth of qualified personnel, Channel 2 reported on Wednesday.

Using social media, the jihadists have been targeting Israeli medical and pharmacy students who are studying in Jordan in an effort to recruit them before they return to Israel to focus on their specialties.

To convince the Israeli Arabs, many of whom come from communities in the north and south of the country, IS members would appeal to their Islamic duty to treat injured Moslems by quoting relevant verses from the Koran, the report said. They would then ask the students to fly to Turkey and from there make their way to the terror group?s bases in Iraq and Syria to apply their skills to maimed fighters.

An unnamed close family relative of one student doctor described how IS was attempting to sway the impressionable young students.

?They try to develop a personal connection with them, that they are obligated as Moslems to treat the organization?s maimed who are fighting against [Syrian President Bashar] Assad?s regime,? the source said. ?They give them all kinds of verses from the Koran to drill into them the belief that they are doing the right thing and a great deed, and [say] that they are not required for fighting.?

IS has brutally carved out large swaths of Syria and Iraq for its self-declared Islamic caliphate and drawn widespread condemnation for its execution of captives, including some Western hostages.

While in some cases the families of students talk them out of answering the IS call for help, the report said, Israeli security services have also intercepted some would-be jihadist medics before they left the country and persuaded them to abandon their plans ? or face prison sentences upon their return to Israel.

In October the family of Othman Abdelkayan, from the Bedouin Negev town of Hura, said he was killed in fighting in Syria.

Abdelkayan, an Israeli doctor, left the country in May to join IS in Syria. He was slated to do a residency program at Soroka Medical Center in Beersheba in May.

Abdelkayan studied medicine in Jordan, and after he passed the certification test, he was granted a temporary license in Israel.

Project Begins To Remove War Rubble In Gaza
[IsraelTimes] The first large-scale project to remove tons of rubble in the Gaza Strip left over from this summer?s fighting between the Islamic terrorist group Hamas and Israel began on Wednesday, a significant step forward in rebuilding the war-torn area.

The project is taking place in Gaza City?s Shejaiya neighborhood, an area that was devastated during the fighting.
In other words, where Hamas and Islamic Jihad men lived and shot off rockets.
Workers manning bulldozers and other heavy machinery began gathering and crushing the rubble. Others, wearing fluorescent vests, were busy extracting twisted rebars for recycling. People used horse-drawn carts to carry bags of cement to repair damaged dwellings.

Palestinian Minister of Public Works Mufeed al-Hasayneh said the 50-day war in July and August left 2.5 million tons of rubble in Gaza.

Sweden is paying $3.2 million for the project through the United Nations, where officials hope to crush and clear 140,000 tons of rubble in Shejaiya over the course of a year.

About 100,000 buildings or structures were damaged in the fighting. The UN says this includes over 18,000 housing units that were entirely destroyed.

More than three months after the end of the war, delivery of building materials is slow.

A UN-sponsored mechanism allows some people to obtain cement and steel based on vouchers from the ministry. The vouchers are issued after Israel is briefed on the amounts of the materials each family would get, to make sure that supplies are not diverted to Hamas to build attack tunnels or other militant infrastructure.

?This is a painful way because there is still a long course and we have not started real rebuilding until now,? al-Hasayneh said.

Sweden?s Consul General in Jerusalem Ann-Sofie Nilsson has announced a $3.4-million fund for the more than 1,500 families whose homes were destroyed.

Iran Hackers Penetrate Key World Networks, Say Researchers
[IsraelTimes] Iranian hackers have managed to penetrate and steal information from governments and companies around the world since 2012, posing a grave security threat, researchers say in a new report.

The report by the security firm Cylance released Tuesday said the hackers have ?extracted highly sensitive materials? from government agencies and major critical infrastructure companies in the United States, Britannia, Canada, China, La Belle France, Germany, India, Israel, Kuwait, Mexico, Pakistain, Qatar

Cylance researchers called the effort ?Operation Cleaver? and said it has ?conducted a significant global surveillance and infiltration campaign.?

The group is believed to work from Tehran, with help from others located in the Netherlands, Canada, and Britannia, the report said.

Targets include government networks as well as companies involved in military, oil and gas, energy and utilities, transportation, airlines, airports, hospitals, telecommunications, technology, education, aerospace and other sectors.

?During intense intelligence gathering over the last 24 months, we observed the technical capabilities of the Operation Cleaver team rapidly evolve faster than any previously observed Iranian effort,? the report said.

?As Iran?s cyber warfare capabilities continue to morph, the probability of an attack that could impact the physical world at a national or global level is rapidly increasing. Their capabilities have advanced beyond simple website defacements.?

Retaliation for Stuxnet worm
The report said Iran appeared to ramp up its cyberwarfare capabilities after being hit by attacks including the Stuxnet worm, a program widely believed to be led by the United States or Israel, which targeted its nuclear energy program.

?Stuxnet was an eye-opening event for Iranian authorities, exposing them to the world of physical destruction via electronic means,? Cylance researchers said.

?Retaliation for Stuxnet began almost immediately in 2011.?

Cylance said it has likely uncovered just ?a fraction of Operation Cleaver?s full scope,? and added that ?if the operation is left to continue unabated, it is only a matter of time before the world?s physical safety is impacted by it.?

Cylance said the effort is a ?state-sponsored campaign? with the potential to affect airline safety, industrial systems and other critical networks.

?This campaign could be a way to demonstrate Iran?s cyber capabilities for additional geopolitical leverage, due to the breadth and depth of their global targets,? the report said.

It also said the hackers may be looking at collaborating with counterparts in North Korea to attack companies in South Korea. The group is also recruiting from universities in the United States and elsewhere and potentially using ?hackers for hire.?

?Perhaps the most bone-chilling evidence we collected in this campaign was the targeting and compromise of transportation networks and systems such as airlines and airports in South Korea, Saudi Arabia and Pakistain,? the report said.

The infiltrations mean ?their entire remote access infrastructure and supply chain was under the control of the Cleaver team, allowing permanent persistence under compromised credentials.?

This led to ?complete access to airport gates and their security control systems,? and a takeover of payment systems to allow fraudulent purchases.

The 86-page report says evidence of Iranian involvement is clear, with Persian hacker names used throughout the campaign and many domains used registered in Iran.

The detainee said that her father wedded her to Ibrahim al-Samerai, who is believed to be the real name of Abu Bakr al-Baghdadi, but Dulaimi didn't admit to marrying him.

Lebanon's interior minister says DNA tests have confirmed that a child held by authorities is the daughter of the Islamic State group's leader.

Nohad Machnouk also says that the child's mother, who is also in custody, was married to Islamic State chief Abu Bakr al-Baghdadi six years ago for a period of three months. He says they are no longer married.
Three months? The poor thing was nothing more than a bed warmer, a party favour for visiting jihadis.
