Govt Circles Accused of Building Militias, Arming Local Strongmen
[ToloNews] Certain circles in the government are involved in structuring militia forces and arming local strongmen in the provinces, a number of politicians and critics said on Wednesday.

Critics said that the Afghan government, under the pretext of building security, is trying to pursue its political agendas by using public uprising forces. Critics called the move "against peace."

a former number of politicians in Afghanistan’s parliament have confirmed reports that the Afghan government was arming local strongmen and militia forces in the northern regions of the country.

"Arms are being distributed by the high-level government officials---this is happening particularly in northern provinces. This is a problem because some people have major influence in these provinces," said Humayoun Humayoun, a former MP.

However,
the difference between stupidity and genius is that genius has its limits...
the Afghan Ministry of Interior has rejected the reports, saying it will never resort to building militia forces or arming any local commander.

"No additional budget, no additional resources and additional structure has been considered," said Tariq Aryan, a front man for the Ministry of Interior.

Critics warn that such a move will worsen the security situation.

"If they do such business with the gunnies, this will pose threats," said Ismail Khan, a former mujahideen commander.

There are reports that in some districts in Baghlan and Sar-e-Pul

SIGAR: 50% Police in South Use Drugs, 50-70% 'Ghost Soldiers'
[ToloNews] The US Special Inspector General for Afghanistan Reconstruction (SIGAR), citing reports by Afghan agencies, said that nearly half of all police forces in the southern regions of Afghanistan are using drugs.

Also, "50% to 70% of police positions were "ghost soldiers," said SIGAR, meaning personnel listed on the books do not exist.

The report said:

General Directorate for Internal Security (GDIS) arrested approximately 1,025 police and government officials over the past year as part of its countercorruption, counter-insider threat, and counterespionage efforts. GDIS, partnering with the National Directorate of Security for an insider threat assessment in Kandahar, Zabul, Helmand, and Uruzgan Provinces, found that approximately 50% of the police in these provinces used drugs and 50% to 70% of police positions were "ghost soldiers. CSTC-A and DOD commented that this was a draft MOI-NDS report that cannot be corroborated.

"The government spent millions of afghanis combating drugs, but, they did not get any result out of it...instead we hear that 50 percent of Afghan police personnel are using drugs," said Abdul Baseer Osmani, a member of the Afghan parliament.

According to the report, however, a number of security officials were dismissed from their jobs over their involvement in corruption.

"Despite these challenges, CSTC-A said its efforts helped MOD remove 40 corrupt actors whose cases stagnated through mandatory retirement or assignment to the active reserve. For example, the deputy minister of interior for personnel and training was removed after a four-year effort. According to CSTC-A, this deputy minister had control over all police training centers; there are active investigations of his subordinate partners," said SIGAR.

The report also stated that the political certainty and COVID-19 challenges have had an impact on countercorruption efforts.

On political uncertainty, SIGAR said: "CSTC-A reported that national-level political uncertainty, COVID-19 challenges, and continuing violence have negatively impacted countercorruption efforts. For example, administrative punishments and removals in both the MOD and MOI have been concentrated at the regional (rather than national) level. CSTC-A has received multiple reports of attempted interference by military commanders and elected officials in countercorruption investigations."

According to the SIGAR report, failure to fight corruption in the institution may lead to the termination of US funding to the Afghan forces in the future.

According to the report, insufficient progress to counter corruption in managing US-funded equipment and materiel "could trigger a DOD decision to withhold ASFF in the near future. CSTC-A reported that national-level political uncertainty, COVID-19 challenges, and continuing violence have negatively impacted countercorruption efforts. For example, administrative punishments and removals in both the MOD and MOI have been concentrated at the regional (rather than national) level."

Afgjan officials responded:

"We have seen the recent report by SIGAR, its under our assessment, after conducting a thorough assessment of the report, we will share the outcome of the study with our countrymen," said Tariq Aryan, a front man for the Afghan Ministry of Interior.

"This can affect international commitments and assistance, this could have serious consequences for Afghanistan," said Abdul Rahman Wardak, a member of the Afghan parliament.

"Major Crimes Task Force (MCTF) effectiveness is steadily improving. The new director has replaced or fired several section chiefs while implementing changes to the organization’s personnel structure. The MCTF has an active corruption investigation into a deputy minister who reportedly participated in forgeries involving 65 construction cases billed to CSTC-A.

SIGAR said that by March 2020, the MOI reported it executed 171 warrants and had 84 outstanding. Of the 171 executed warrants, Afghan authorities immediately released all but four defendants.

Williams Remains Silent on Violations Against Tripoli's Protesters
[ALMARSAD.CO] The UN Support Mission in Libya (UNSMIL) published one statement in which it shyly condemned what it described as the "excessive use of force" against the demonstrators without referring in any way to the fact that the unarmed protesters had been fired at from a vehicle of the GNA’s Interior Ministry carrying anti-aircraft guns, specifically the Nawasi Battalion.

Today evening, Wednesday, after Fayez al-Sarraj announced a 24-hour curfew, and despite Amnesia Amnesty International’s condemnation of the violations committed against peaceful protesters, the attacks on the popular movement’s youth in the Martyrs Square renewed just because of their presence in the square chanting their demands against the GNA.

It seems that UNSMIL has not seen these successive attacks on the demonstrators and is content with the statements of the GNA’s Interior Ministry, the Presidential Council, and Osama al-Juweili, who considers the demonstrators as rioters and saboteurs infiltrated from inside and outside.

Citizens vituperatively criticized UNSMIL and its head, Stephanie Williams, and all Western and Arab diplomatic missions for their shameful silence as regards what has taken place. UNSMIL has a tradition of issuing immediate statements on matters and events related to other parties and cities hundreds of kilometers away from it, yet now, on a matter that directly pertains the behaviour of Fathi Bashagha’s Ministry of Interior who is responsible for security in the capital and the country, it finds itself unable to find the words to describe the situation as it is.

According to well-informed Western diplomatic sources, UNSMIL may issue a statement to welcome Fathi Bashagha’s statements though has not so far announced the results of his promised investigation concerning the so-called "infiltrators" in the ranks of his forces. These "infiltrators", ironically enough, have been roaming the streets since yesterday to suppress and kidnap the peaceful protesters. These are well identified, notably among them is the Nawasi Battalion of the Interior Ministry itself. The UNSMIL has not so far issued any comment while its media office did not respond to journalists requests regarding the incessant violence against the peaceful protesters.

Regrettably, this has been the way with UNSMIL and Williams personally when it comes to the GNA. She refrains from issuing condemnation statements and then waits for the statement of condemnation and investigation from Bashagha or Sarraj to announce her welcome and support, instead of UNSMIL spearheading the investigation of the cases itself—because the government is always involved and thus cannot be impartial. Otherwise, the GNA would be both perpetrator and judge.

It is noteworthy that UNSMIL had announced its support for opening an international investigation into post-2016 violations only. Regrettably, this would absolve many parties from the violations they committed since 2011 and involve discrimination as some Libyans would then enjoy justice while others, also deeply wronged, will not.

I believe this boundary shift occurs because there is no agreement between Turkey and Greece. The Greek islands that front the Turkish peninsula make such an agreement (from the Turkish standpoint) most indigestible. [NYPOST] Accused fraudster Shaun King is threatening to name innocent cops as Jacob Blake’s shooter if the Kenosha Police Department does’t release the identity of the officer who did.

"If you do not name the officer who brutally shot Jacob Blake on Sunday, we will simply begin naming officers from your department who may or may not be him," the anti-police Black Lives Matter activist threatened online.

"F—k it. Your protection of his identity is unethical. What’s his name?" King wrote in a message "to the Kenosha Police Department" that he pinned to the top of his Twitter thread.

The Brooklyn-based King later named an officer whose name has circulated — with no proof — saying he was "in protective custody in a hotel because people thought he shot Jacob Blake." He then named a second officer, again with no proof it was the officer who shot Blake in the back as he got into his car after brawling with officers.

"POLICE COULD END THIS RIGHT NOW. They are deliberately protecting the man who shot Jacob. What’s his name?" he wrote.

King — who found notoriety for numerous outlandish claims in support of the Black Lives Matter movement — has repeatedly praised rioters as well as calling to fully defund the police.

"I’m not going to call for peace. We’ve tried peace," he wrote Monday, calling for a "complete dismantling of American policing" while conceding that "mayhem is the consequence."

While a handful of followers supported his call to name innocent officers, King was inundated with people attacking him, with some formally complaining to Twitter.

It is also a way to major civil liability, but that unfortunately isn't a solution to anything unless the named officers are actually injured by people who can be proven to be aware of King's existence. Israel releases newest spy satellite’s first photos, of Syria’s Palmyra ruins
[IsraelTimes] Defense minister hails Ofek 16 and country’s other technologies as critical to security.

The Defense Ministry on Tuesday released some of the first photographs taken by Israel’s newest spy satellite, showing ancient ruins in the central Syrian city of Palmyra.

On July 6, the Defense Ministry launched Ofek 16 into orbit and a week later activated its powerful camera arrays, but did not release the images taken by the satellite until now.

The three detailed black-and-white photographs focused on two main sites in Palmyra: a Roman amphitheater and the Temple of Bel, or Ba’al.

A Defense Ministry spokesperson said there was no hidden significance to the specific locations in Syria.

UNIFIL urges Israel, Hezbollah to exercise ‘restraint’ after Israel shot hundreds of flares, rockets and missiles

Israeli Prime Minister Benjamin Netanyahu threatened Lebanon hours after Israeli forces fired dozens of fluorescent and phosphorous bombs at Lebanese border towns, causing fires but no human casualties.

Army Says 13 Missiles, 117 Flares and 100 Shells Fired at Lebanon
[AnNahar] The Lebanese Army on Wednesday said 13 missiles, 117 flares and 100 shells were fired by Israel overnight at Lebanese border areas.

"After midnight, helicopters belonging to the Israeli enemy targeted posts belonging to the Green Without Borders environmental NGO with three missiles at the outskirts of the town of Ramya and eight missiles at the outskirts of the town of Aita al-Shaab, in addition to two missiles that were fired from the Tal al-Raheb post at the outskirts of the aforementioned town," the army said in a statement.

"A post for the aforementioned NGO was also targeted in the Aitaroun national reserve, which sparked a blaze in it," the army added.

The military also said that Israel had earlier in the night fired 117 flares and around 100 explosive and incendiary shells at the outskirts of the Lebanese towns of Mays al-Jabal, Houla, Maroun al-Ras and Aitaroun, which resulted in several forestfires and damaged a house and a goat farm.

The Israeli army said no Israeli forces were maimed, and there were no reports of casualties in Lebanon.

A Hizbullah front man declined to comment.

Another member of the group, who spoke to The News Agency that Dare Not be Named on condition of anonymity because he was not authorized to brief the media, said no Hizbullah positions were hit. He said shrapnel hit a structure belonging to Green Without Borders, an environmental NGO that Israel says is an arm of Hizbullah, allegations denied by the bad boys.

The Hizbullah member would neither confirm nor deny that an attack had been launched from Lebanon.
The Times of Israel adds:
According to the IDF’s initial investigation of the incident, at 10:40 p.m. on Tuesday Hezbollah snipers fired two shots from a small arms weapon at combat intelligence troops operating near the Israeli community of Manara near the Lebanese border. The shots, fired from 200-300 meters (660-990 feet) away, missed their target, hitting a nearby object.

In response, Israeli artillery fired a number of flares and smoke shells into the air as troops searched the area for potential border breaches. A short while later, Israeli aircraft bombed a number of Hezbollah observation posts near the frontier, the military said.

In response to the sniper attack, Israel’s Ambassador to the United Nations Gilad Erdan submitted a request to the UN Security Council to strengthen UNIFIL’s mandate, allowing it to more effectively enforce UN Security Council Resolution 1701, which ended the 2006 Second Lebanon War and demanded all armed groups besides the Lebanese military remain north of the country’s Litani River. Under its current mandate, UNIFIL is not able to enter private property without permission, which Erdan said makes the peacekeeping force “neutered” as it is not able to ensure Hezbollah is not building up arms and forces in private homes and land.

In his request, Erdan included a map of southern Lebanon marked with locations where Hezbollah has fired anti-tank guided missiles and built cross-border attack tunnels, as well as known “Green Without Border” facilities and areas where UNIFIL has been barred from inspecting.

“Green Without Borders” is an environmental group that has long been suspected of being a front for Hezbollah’s military wing.

The IDF on Wednesday evening said it was remaining on high alert following the border clash with Hezbollah.

Israel has long accused Green Without Borders of serving as a front for Hezbollah’s military wing, constructing observation posts near the border that are used by the group’s operatives and planting trees in strategic locations to block Israeli surveillance cameras. Though the United Nations and UNIFIL have not confirmed a direct link between the two organization, they have acknowledged some connection between the two, including the fact that an attack against Israel by the terror group last September was apparently launched from a GWB site in southern Lebanon.
