Karzai sworn in for 2nd term as Afghan president
[Al Arabiya Latest] Afghan President Hamid Karzai was sworn in for a second term on Thursday, vowing to combat corruption and reaching out to his political rivals under Western pressure to restore legitimacy.

Karzai took the oath of office as the U.S.-led war stretches into a ninth year, leaving record numbers of soldiers and civilians dead and with Taliban control extending deeper into the country after an election mired in fraud.

Delivering an inaugural address before visiting foreign ministers, including U.S. Secretary of State Hillary Clinton, Karzai addressed each of the huge challenges facing his government but the West has demanded actions, not words.

"We have to learn from our mistakes and shortcomings of the last eight years," he said in a speech designed to win over his detractors.

He said his country's security forces should be ready to take over responsibility of unstable areas in three years and called for a "loya jirga," a traditional grand assembly, which under Afghanistan's constitution can take precedence over all government institutions including the presidency itself.

Abdullah rejects Karzais invitation to join govt.
[Iran Press TV Latest] The Afghan president's main election rival Abdullah Abdullah snubs Hamid Karzai's invitation to join a unity government, saying the recently sworn-in head of state is not able to live up to expectations at home and abroad.

"I think this government will not be able to respond to the demands of the Afghan people in the future either," Abdullah told a news conference after Thursday's inauguration ceremony of Karzai.

The former foreign minister made the comments after Karzai, in his inauguration speech, invited him to "come together to achieve the important task of national unity."

"I didn't see any new idea offered by Mr. Karzai or promise made to the people or to the international community, so I would be hopeful, regardless of my own position that the situation will get better, but as far as I am concerned, mine (my side) has never been asking for posts," Abdullah was quoted by Reuters as saying.

"Over the past eight years very good opportunities have slipped through the hands of the Afghan people because of the failures of this government," Abdullah charged.

The August 20 presidential election, marred by widespread allegations of fraud, failed to produce a winner by the majority of the vote, resulting in a run-off between Karzai and Abdullah.

The planned November 7 run-off, however, was never held since Abdullah decided to pull out, saying that his demands for ensuring a fraud-free election were rejected.

Abdullah had called for the dismissal of the head of the IEC, Azizullah Lodin, accusing him of rigging the vote in favor of Karzai.

Afghan MoD Condemns Paying the Taliban
[Quqnoos] The Afghan Ministry of Defense condemned paying off the Taliban, saying it would further endanger the Afghan National Army.

Earlier, The Guardian reported that the cousin of President Karzai, the son of the Afghan Defence Minister and the US army pay millions of dollars to Taliban insurgents to allow their supply trucks to move through certain areas.

According to the article, the Afghan President, Hamid Karzai's cousins and the Defense Minister's son handle the companies that transport US supplies in Afghanistan.

The amount of the payment, according to The Guardian, depends on the number of trucks and what they are carrying. If there are fuel trucks, the Taliban charge them more.

But the Afghan Ministry of Defense said that, "Paying the money to Taliban insurgents would set back the Afghan Army."

It added, "That supporting the Taliban by any means would cause the situation to deteriorate in Afghanistan."

"Any movement in any way supporting the insurgency in Afghanistan, because they are at battle with us- we condemn such actions," Gen Zahir Azimi, Afghan Defense Ministry spokesman, said on Wednesday.

"Because they are in battle with us, killing our soldiers," he emphasized.

It is said that the son of Afghan Defense Minister Abdurrahim Wardak handles the most important private security company in Afghanistan, which is in charge of securing most of the US supply trucks in Afghanistan.

The Taliban have continuously been targeting US military supplies since the US-led invasion of Afghanistan.

Following the attacks by the Taliban on trucks carrying US military supplies, the US tried to change the supply routes from southern Afghanistan to northern Afghanistan- a relatively stable part of the country.

But Taliban insurgents attacked the trucks even after the routes were moved to the northern part of the country.

Yemen spokesman: Saudi Arabia does not target Yemeni land
Sahwa Net- While confrontations between the Yemeni army and al-Houthi rebels in the North extended in various fighting fronts, clashes are going on between the Houthis and the Saudi military, according to local sources.

Meanwhile, the Yemeni military spokesman Askar Zoail denied that the Saudi military targets Yemen's land in its fighting with the Houthi rebellion, accusing the rebels of promoting rumors about Saudi targeting of Yemen's land and about disputes among the Yemeni military.

He denied the failure of the military in ending the clashes after months of the conflict outbreak,saying that the army has a stranglehold on the rebels in all conflict fronts.

B'desh upholds death sentences on Mujib killers
Bangladesh's Supreme Court on Thursday upheld death sentences on five men convicted of killing the country's independence leader, Sheikh Mujibur Rahman, in an army revolt 34 years ago, lawyers and court officials said.

Mujib, whose daughter Sheikh Hasina is prime minister, was slain with most members of his family in the August 15, 1975 revolt, which ended the nation's first spell of democracy and set the stage for a series of coups and foiled coups. "Executions of the Mujib killers would relieve the nation of a great burden and restore rule of law," said Abu Yusuf Humayun, a senior state prosecutor.

"We had been waiting so long for the final judgement. Today we have that and hope they will be executed soon," he told reporters at the court. Fifteen men, mostly former army officers, were sentenced to death by a Dhaka court in 1998, but the high court later reprieved three of them. Of the remaining 12, six fled, one died abroad and the other five remain in prison awaiting execution. Lawyers said that following Thursday's ruling the death sentences on all 12 convicts have been retained.

Legal experts said the men on death row would still have the right to apply to the Supreme Court for a review of Thursday's verdict and then finally to the president for mercy. The trial of Mujib's killers began only after Hasina was first elected prime minister in 1996. The process was slow because of legal complications and came to a halt after her rival, Begum Khaleda Zia, came to power in 2001. After assuming office for a second spell in January, Hasina vowed to complete the trial of her father's killers as soon as possible.

Celebrations: As the verdict was pronounced on Thursday, hundreds of supporters of Hasina and her Awami League party burst into cheers and shouted "justice delayed but not denied". Heavy security was imposed at the court and throughout the capital for the verdict as authorities feared a backlash by supporters of the killers, but no violence was reported.

Obama ready to help a non-nuclear N Korea
US President Barack Obama said he was willing to help North Korea repair its economy and end decades of international isolation if Pyongyang stopped a cycle of threats and finally moved towards nuclear disarmament.

Speaking to reporters at the end a week-long Asia tour, Obama said he and South Korean President Lee Myung-bak agreed the North must end a pattern of provocations that simply ended up with demands for more concessions but never resolved the central problem. The two leaders also pledged to work to secure approval by their respective legislatures for their own free trade deal, signed more than two years ago. Lee said he was ready to discuss the main issue holding up ratification -- opening up the auto market.

"Our message is clear. If North Korea is prepared to take concrete and irreversible steps to fulfil its obligations and eliminate its nuclear weapons programme, the United States will support economic assistance and help promote its full integration into the community of nations," Obama said. Obama and Lee have piled pressure on the destitute North by targeting its finances and telling Pyongyang it will win massive rewards if it abandons its atomic ambitions. "The thing I want to emphasise is that President Lee and I both agree we want to break the pattern that existed in the past, in which North Korea behaves in a provocative fashion, and then is willing to return to talk ... and then that leads to seeking further concessions," Obama said.

Envoy: Obama said he would send his first envoy to North Korea on December 8 to press Pyongyang to return to talks, frozen for almost a year, with regional powers to give up building a nuclear arsenal.

Lee said he held out hopes for a deal with the reclusive neighbour under which it would end its decades-long ambitions to build a nuclear arsenal. "I hope that by accepting our proposal, the North will secure safety for itself, improve the quality of life for its people, and open the path to a new future," Lee said. Thousands of cheering South Koreans lined the streets of downtown Seoul as Obama's motorcade drove by. Police stopped one group of anti-Pyongyang protesters setting fire to a North Korean flag as the Obama convoy drove through the centre of Seoul, barely 40 km from the border that has divided the two Koreas for more than half a century.

Maj. Hasan's Islamist Life
This article by Daniel Pipes is the best summary I've seen on Major Hasan and his background.
As the Pentagon and Senate launch what one analyst dubs "dueling Fort Hood investigations," will they confront the hard truth of the Islamic angle?

Despite encouraging references to "violent Islamists" by Sen. Joseph Lieberman (Independent of Connecticut), chairman of the Homeland Security Committee, there is reason to worry about a whitewash of the massacre that took place on Nov. 5; that is just so much easier than facing the implications of a hostile ideology nearly exclusive to Muslims.

Indeed, initial responses from the U.S. Army, law enforcement, politicians, and journalists broadly agreed that Maj. Nidal Hasan's murderous rampage had nothing to do with Islam. Barack Obama declared "We cannot fully know what leads a man to do such a thing" and Evan Thomas of Newsweek dismissed Hasan as "a nut case."

But evidence keeps accumulating that confirms Hasan's Islamist outlook, his jihadi temperament, and his bitter hatred of kafirs (infidels). I reviewed the initial facts about his record in an article that appeared on Nov. 9 but much more information subsequently appeared; here follows a summary. The evidence divides into three parts, starting with Hasan's stint at the Walter Reed Army Medical Center:

He delivered an hour-long formal medical presentation to his supervisors and some 25 mental health staff members in June 2007, the culminating exercise of his residency program at Walter Reed. What was supposed to be on a medical topic of his choosing instead turned into a 50-slide PowerPoint talk on "The Koranic World View As It Relates to Muslims in the U.S. Military" that offered such commentary as "It's getting harder and harder for Muslims in the service to morally justify being in a military that seems constantly engaged against fellow Muslims" and the "Department of Defense should allow Muslims [sic] Soldiers the option of being released as 'Conscientious objectors' to increase troop morale and decrease adverse events." One person present at the presentation recalls how, by the time of its conclusion, "The senior doctors looked really upset."

Hasan informed at least one patient at Walter Reed that "Islam can save your soul."

So apparent were Hasan's Islamist proclivities, reports National Public Radio, that key psychiatry authorities at Walter Reed met to discuss if he was psychotic. One official told colleagues of his worries "that if Hasan deployed to Iraq or Afghanistan, he might leak secret military information to Islamic extremists. Another official reportedly wondered aloud to colleagues whether Hasan might be capable of committing fratricide," recalling Sergeant Hasan Akbar's 2003 rampage.


Then followed Hasan's record at Ft. Hood:

His supervisor, Captain Naomi Surman, recalled his telling her that as an infidel she who would be "ripped to shreds" and "burn in hell." Another person reports his declaring that infidels should be beheaded and have boiling oil poured down their throats.

In his psychiatric counseling sessions with soldiers returned from Iraq and Afghanistan, Hasan heard information he considered tantamount to war crimes. As late as Nov. 2, three days before his murderous spree, he tried to convince at least two of his superior officers, Surman and Colonel Anthony Febbo, about the need legally to prosecute the soldiers.

Hasan routinely signed his e-mails with "Praise Be to Allah."

He listed his first name as Abduwalli, rather than Nidal, in the e-mail address in his official Army personnel record. 'Abd al-Wali is an Arabic name meaning "Slave of the Patron," where Patron is one of God's 99 names. It is not clear why Hasan did this, but Abduwalli could have been a nom de guerre, this being a common practice among Palestinians (Yasir Arafat even had two them - Yasir Arafat and Abu Ammar).


Finally, Hasan's extracurricular activities revealed his outlook:

He designed green and white personal business cards that made no mention of his military affiliation. Instead, they included his name, then "Behavior Heatlh [sic] Mental Health and Life Skills," a Maryland mobile phone number, an AOL e-mail address, and "SoA (SWT)." SoA is the jihadi abbreviation for Soldier of Allah and SWT stands for Subhanahu wa-Ta'ala, or "Glory to Him, the Exalted."

Hasan contacted jihadi web sites via multiple e-mail addresses and screen names.

He traded 18 e-mails between Dec. 2008 and June 2009 with Anwar al-Awlaki, Al-Qaeda recruiter, inspiration for at least two other North American terror plots, and fugitive from U.S. justice. Awlaki had been Hasan's spiritual leader at two mosques, Masjid Al-Ribat Al-Islami in San Diego and the Dar al-Hijrah Islamic Center outside Washington, D.C., and he acknowledges becoming Hasan's confidant. Awlaki speculates that he may have influenced Hasan's evolution and praises Hasan for the massacre, calling him a "hero" who "did the right thing" by killing U.S. soldiers before they could attack Muslims in Iraq and Afghanistan.

In those e-mails, Hasan asked Awlaki when jihad is appropriate and about killing innocents in a suicide attack. "I can't wait to join you" in the afterlife for discussions over non-alcoholic wine, Hasan wrote him. One Yemeni analyst calls Hasan "almost a member of Al-Qaeda."

My strength is my financial capabilities," Hasan boasted to Awlaki, and he donated $20,000 to $30,000 a year to Islamic "charities" outside the United States, some of it going to Pakistan.

That Hasan, of Palestinian extraction, wore Pakistani clothing on the morning of his rampage points to his jihadi mentality.

Hasan had "more unexplained connections to people being tracked by the FBI," other than Awlaki, including some in Europe. One official characterized these as "Islamic extremists if not necessarily al Qaeda."

Duane Reasoner Jr., the 18-year-old Muslim convert whom Hasan mentored in Islam, calls himself a "extremist, fundamentalist, mujhadeen, Muslim" who outspokenly supports Awlaki, Osama Bin Laden, the Taliban, Omar Abdur Rahman (the blind sheikh) and Adam Gadahn (Al-Qaeda's top American figure).


These symptoms in the aggregate leave little doubt about Hasan's jihadi mentality. But will the investigations allow themselves to see his motivation? Doing so means changing it from a war on "overseas contingency operations" and "man-caused disasters" to a war on radical Islam. Are Americans ready for that?

Major Hasan Dined with 'Jihad Hobbyist'
Ever since he told a British reporter that he felt "no pity" for the victims of the Fort Hood massacre, Duane Reasoner Jr., an 18-year-old Muslim convert who frequently dined with accused shooter Major Nidal Malik Hasan and attended the same mosque, has ducked the media. His parents ordered ABC News off their property over the weekend and on Monday, Reasoner again dodged ABC -- this time by using a pass to drive onto the Fort Hood Army base, home of the soldiers for whom he said he felt no pity.

For the most part, Reasoner has stayed close to the one-story Copperas Cove, Texas house he shares with his parents, who have reportedly worked on the base and who, according to a friend of Reasoner's, are "not particularly supportive" of the faith adopted by their son.

But while Reasoner may not be making himself available in person, his presence on the Web is unmistakable. During the past two years, Reasoner has shown a marked interest in jihadi Web content and videos of figures associated with al Qaeda, including Osama Bin Laden, Ayman al-Zawahiri and Anwar al Awlaki, the radical Yemeni-American cleric and al-Qaeda recruiter who exchanged e-mails with Major Hasan and told the Washington Post he considered himself Hasan's confidant.

According to terrorism expert Jarret Brachman, Reasoner appears to be a classic example of a "jihad hobbyist," one of a group of young, online obsessives who radicalize themselves by ingesting hardcore jihadist Web content, from YouTube videos to discussion forums.

So John Walker Lindh Duane Reasoner Jr. is in possession of a special permit that gives him access to parts of the Fort Hood installations that are off limits to the general public?

They translate writings and sermons once largely out of reach of English readers and often feature clerics like Anwar al-Awlaki, who exchanged dozens of e-mails with the Army psychiatrist accused of the Fort Hood shootings.

The U.S.-born al-Awlaki has been an inspiration to several militants arrested in the United States and Canada in recent years, with his web-based sermons often turning up on their computers.

"The point is you don't have to be an official part of al-Qaida to spread hatred and sectarian views," said Evan Kohlmann, a senior investigator for the New York-based NEFA Foundation, which tracks Islamic militants. "If you look at the most influential documents in terms of homegrown terrorism cases, it's not training manuals on building bombs," Kohlmann said. "The most influential documents are the ones that are written by theological advisers, some of whom are not even official al-Qaida members."

Most of the radical Islamic sites are not run or directed by al-Qaida, but they provide a powerful tool for recruiting sympathizers to its cause of jihad, or holy war, against the United States, experts said. The number of English-language sites sympathetic to al-Qaida has risen from about 30 seven years ago to more than 200 recently, according to NEFA.

Gates names two to head broad probe stemming from Fort Hood shooting
From Ay Pee: Defense Secretary Robert Gates named former Army Secretary Togo West and former chief of naval operations Adm. Vernon Clark to review a broad range of Pentagon programs, ranging from medical and personnel policies to how well military bases are secured.

Calls are already going out from senior leaders within the Pentagon to internal staffers for papers supporting a "Self Radicalization" theory. I suspect the government will attempt to link Major Hasan with people having no direct ties to overseas networks or radical Islam, but who become "radicalized" via the evil internets. If direct ties to domestic third party Al-Qaida operatives can be denied or dispelled then there was really nothing for US Intelligence, FBI, and other to investigate concerning Major Hasan. How convenient. Nice ring to it that new Georgetown University buzz phrase "Self Radicalization."

Monthly Variable Special Pay (Medical Officers) 6 but less than 8 years - 1,000. Now at retired [but subject to recall] half pay, yes about 30K a year.

David Coleman Headley had ties to Pakistan: FBI
Aren't he and his business partner both closely related to Pakistani generals? And isn't Mr. Headley's original name actually Daoud Khalil or something similarly non-Anglo-Saxon?
[Dawn] Authorities in India say a Chicago man accused of plotting an armed attack on a Danish newspaper may have been involved in planning the November 2008 terrorist attacks in Mumbai, India. The FBI says it has evidence David Coleman Headley was in contact with the Pakistani group that the Indian government blames for the Mumbai attacks that left 166 dead and 308 wounded. But they say only that the contact happened while he allegedly planned and carried out reconnaissance this year near the newspaper offices in Copenhagen, AP reported.

The 49-year-old Headley is accused of plotting to kill one of the editors and a cartoonist at the Danish paper for publishing 12 cartoons in 2005 depicting the Prophet Muhammad, which ignited outrage in much of the Muslim world.
A plot suggested by his Lashkar-e-Taiba handler, as I recall.

Pakistani Taliban warn against army offensive
[Dawn] The Pakistani Taliban once again warned against the government's offensive against them and reiterated that they would fight the Pakistan army until their demands were accepted.

Speaking exclusively to DawnNews, the Tehrik-i-Taliban Pakistan (TTP) spokesman Azam Tariq said the Pakistani Taliban would continue their action against the present government until it stops following America's dictation.

Tariq said the Mujahideen were fighting against the army in the areas where the military operation was being carried out.

Responding to queries in which the TTP was blamed for terrorist attacks across the country, the spokesman said the Taliban were not involved in these activities and neither did Shariat-i-Mohammadi allowed them to do so.

Tariq said intelligence agencies, Blackwater and the present government were involved in widespread terrorism. 'The government is doing this for political purposes and to bring a bad name to the TTP,' he added.

Tariq revealed that the Taliban only target government installations and people who are against them. Schools, universities, public places and markets that were targeted in the past few months were not done so by the Taliban, Tariq said.

Barghouti wants popular action
[Al Arabiya Latest] Peace talks with Israel have failed and the Palestinians must launch popular and diplomatic campaigns to achieve statehood, Marwan Barghouti said in an interview from his prison cell.
Whatever that means.
Still popular and articulate despite five years behind bars, the 50-year-old activist is seen by some as a Palestinian Nelson Mandela, the man who could galvanize a drifting and divided national movement if only he were set free by Israel.

With U.S. peace diplomacy at a standstill, Barghouti said, there is no justification for the split between the Fatah movement he belongs to and the Hamas Islamists who control Gaza. "I do not see that there are fundamental political differences between Fatah and Hamas," said Barghouti, a leading figure in the two Intifadas, or uprisings against Israeli occupation, waged by the Palestinians since 1987.

Convicted of murder for his role in attacks on Israelis, Barghouti was jailed for life by Israel in 2004 during the second Intifada, which broke out in 2000.

From his prison cell he responded in writing to questions from Reuters delivered by his lawyers.

Before his arrest, Barghouti had been seen as a contender to succeed Yasser Arafat as Palestinian leader, a position assumed by current Palestinian Authority President Mahmoud Abbas after Arafat's death in 2004.

Though behind bars, he is still popular and still seen as a possible successor to Abbas, who has no obvious heir.
Abbas being the kind of man described as over there as, "He fathered only daughters."
"In the shadow of the failure of negotiations and the absence of an Israeli partner for peace, the necessary strategy is firstly ending the division and restoring national unity," Barghouti said.
I think that's actually a brilliant idea -- get the Palestinian house in order before bothering Israel again.
"There is no excuse in the world that prevents national reconciliation, especially in light of the latest developments and the blocked horizon for negotiations," he said.
Hear, hear!
The divisions among Palestinians, which Barghouti described as "a crime against the nation", boiled over in 2007 when Hamas seized control of Gaza, splintering the national movement.

He urged Hamas to sign an Egyptian reconciliation blueprint so legislative and presidential elections can be held.

Israel, Egypt squeeze Gaza tunnel business
[Al Arabiya Latest] Fearing loss of life and money, Palestinians are abandoning tunnels that supply the blockaded Gaza Strip with everything from food to fridges to weapons.

On the Gaza side of the border with Egypt, there is little activity in an area that was once as busy as an industrial zone.

" The situation is very bad. The Egyptians and the Israelis stepped up their campaign. Israel bombards from air. Egypt either pumps gases that kill people, pours water or detonates explosives to destroy the tunnels "
Abu Mohammed, tunnel builder
Many tunnel workers have concluded that the risk of being buried alive by Israeli bombardment and accidental ground collapses or poisoned by gas pumped underground by Egyptian security forces is just not worth it. Around 100 people have been killed in the past year.

"Most of the people closed their tunnels and left," said Abu Mohammed, a tunnel builder who declined to give his full name and covered his face with a red and white Arab headdress.

The number of tunnels that had reached 3,000 a year ago before a three-week Israeli military offensive now stands at several hundred. Of those, workers said just 150 are functional.

It is unknown how many weapons tunnels are functioning.

Highlighting the risks faced by the tunnellers, Israeli warplanes carried out two strikes along the border with Egypt on Thursday, wounding three workers, medical workers said.

"The situation is very bad. The Egyptians and the Israelis stepped up their campaign," Abu Mohammed said. "Israel bombards from air. Egypt either pumps gases that kill people, pours water or detonates explosives to destroy the tunnels," he said.

The tunnels, some of which have existed for decades, have become a vital supply artery for Gaza since 2006 when Israel began to restrict the flow of goods into the enclave after the Hamas Islamist group won a legislative election.

With Egyptian help, the blockade was tightened in 2007 when Hamas, which does not recognize Israel's right to exist, seized control of Gaza.

Ahead of the Muslim Eid al-Adha festival later this month, the remaining tunnels have been bringing cattle into Gaza ready for slaughter. Forty animals were brought through the tunnels overnight, workers at one tunnel said.
That must have been an interesting experience for all involved.
Though Israel has allowed thousands of cattle into Gaza for the holiday, the tunnel workers said there was still demand for the hundreds they were supplying from Egypt.

Palestinian structures destroyed in Jerusalem Al-Quds
[Iran Press TV Latest] Despite criticisms over Israeli expansion of illegal settlements and destruction of Palestinian homes, Israelis have again torn down Palestinian properties in east Jerusalem Al-Quds.

One day after Israeli authorities announced a plan to expand a settlement near Jerusalem Al-Quds, Israeli authorities on Wednesday destroyed a few structures and a horse stable belonging to Palestinians in east Jerusalem Al-Quds, claiming it to be built without a permit.

Israeli Prime Minister Benjamin Netanyahu has always rejected demands by Europe and the United States to freeze settlement construction and has emphatically said that construction will continue in Jerusalem Al-Quds.

Meanwhile, during a news conference in Jerusalem Al-Quds on Thursday, French Foreign Minister Bernard Kouchner, who is on an official visit to the region, said that Israel must stop building (illegal) settlements "wherever they may be."

Some 177,000 Jews live in east Jerusalem Al-Quds, in areas captured by Israel in the 1967 Arab-Israeli war and later annexed as part of the city.

Israel may allow Palestinian housing units
[Ma'an] Israel's Jerusalem Municipality on Thursday publicized plans to build 5,000 housing units for Palestinians.

The construction proposals, which had yet to be approved by any local or district community, were aimed to build houses for Palestinians largely in Tel Edassa ad As-Sawarha.

Smaller plans were being considered for Deir Al-Amud and Al-Muntar in Beit Safafa, near the Gilo settlement, according to news release circulated by the municipality. Between 50 to 72 houses were being planned for construction in Abu Tor and Tzur Bahker, both in East Jerusalem, the release stated.

Additionally, Jabal Mukaber was expected to see development for housing complexes, although it was unclear if the proposal would be impeded by Israel's recently approved construction in the Nof Zion settlement.

The municipality made clear that none of the plans had been officially approved and remained subject to approval. Furthermore, no time frame was mentioned for the building works' completion or implementation.

Jerusalem Municipality spokesman Stephan Miller refused to speak with Ma'an, despite several attempts to discuss the proposals.

Meanwhile, Israeli authorities continued to distribute demolition notices to Palestinians in East Jerusalem, while four houses were razed in Silwan and Al-Isawiya on Wednesday in addition to a Palestinian NGO office in the Old City. On Tuesday, a four-family home was bulldozed and its 30 residents rendered homeless.

Official says Hamas wont sign unity deal
[Ma'an] Hamas will not sign a proposed unity agreement with its Fatah rivals, a member of its politburo said on Thursday.

"The reconciliation proposal does not include any program or political strategy that would guarantee national unity," Hamas leader Mohammad Nasser announced.

In a statement, he added that "the reconciliation was suspended because of Egypt's insistence on Hamas signing despite our reservations ... It was tailored for settlements, Quartet conditions, and the so-called Oslo group."

"The Egyptians submitted a proposal different than the one we agreed to," he said, pointing to several words and terms that had been switched around.

"For instance, 'rebuilding the security apparatus in the West Bank and Gaza;' in the new proposal, we discovered the word 'building' replaced the prior reference, changing the meaning."

Nevertheless, he said, "Hamas insists on overcoming the internal division that serves no one but the enemies of Palestine."

Palestinians Say Israeli Move Could Kill Peace Process
Promises, promises ...
Palestinian leaders are warning Israel that its approval of 900 new housing units in a disputed area of Jerusalem may kill the peace process. The warning came after the United States condemned the Israeli decision. The Palestinians want Washington to toughen its approach on Israel.
The State Department decided to rank Israel with those countries that discriminate religiously -- Saudi Arabia, Iran, China -- in their official annual review... It appears Washington did not wait for marching orders from the Palestinians to act. Edit: see here
The response from Palestinian officials contained no surprises after Israel said this week it would go ahead with construction of 900 new units in Gilo, a Jewish community in East Jerusalem.

Nabil Abu Rudeineh, a spokesman for Palestinian President Mahmoud Abbas, told VOA the action threatens to kill the peace process. "This is a clear decision and a clear message, not just for Palestinains but for the American administration itself that Israel is not willing and is not ready to stop settlement activities and much more important than this, that they are not ready for peace," said Rudeineh.
Yeah, pretty much. Bambi ordered the Israelis to freeze settlements. You guys jumped on that backwagon and said you wouldn't talk anymore until the Israelis did. Netanyahu just told both of you to 'go fish'. So now what, bright guy?
The planned construction is on lands that Israel captured as part of its victory in the 1967 Arab-Israeli war. The Jewish state later formally annexed East Jerusalem in a move that was not recognized by the international community.

The Israeli Prime Minister's office is not commenting on the plans for expansion, but a statement on Tuesday said construction in the East Jerusalem neighborhood of Gilo is nothing new. It said Gilo is an integral part of Jerusalem and that building in the neighborhood has continued unabated for decades.

On Wednesday, President Abbas' spokesman, Abu Rudeineh welcomed President Obama's criticism of the plans for new construction in Gilo. However, he said Washington needs to go further and toughen its stance or risk ruining the peace process.

"The Americans should take seriously what is going on," he added. "The whole situation is deteriorating. The Americans this time should change their policy, the change which we have been promised by President Obama."

President Obama, in his speech to the Muslim world in June, called for Israel to stop settlement expansion in the West Bank and allow for the establishment of a Palestinian State.

Washington, however, angered the Palestinians this month when Secretary of State Hillary Clinton praised what she said were Israel's concessions for peace. Israel has offered to restrain construction on settlements in the West Bank, but has made no offers regarding construction in East Jerusalem.

Palestinians' frustration over the stalled peace process has been rising in recent weeks. President Abbas has threatened to resign, and his government says it is pushing unilaterally for the declaration of a Palestinian state. Israeli Prime Minister Benjamin Netanyahu has warned that any such action will trigger unilateral steps from the Israeli side.

#2  I think the situation is VERY encouraging. The "Peace Process" always was a useless ILLUSION. There never was any "peace", and there never will be as long as there is "negotiation".. One side or the other HAS to win. Its very very simple. One side has to absolutely lose. Neither one will compromise, besides Hamas' breath smells like week old dog guts on the Freeway.

There is never going to be "peace" until one side or the other is absolutely out of the game permanently. Peace is NEVER going to happen otherwise. It NEVER did stand a chance. Ever.

Radicals set up new cells
[Straits Times] INDONESIA still faces a key risk of new militant attacks as Islamic radicals have set up new cells in recent years and some bomb experts remain at large, the head of the country's anti-terrorism unit said on Thursday.

Police have killed or captured a string of suspected militants, including Southeast Asia's most-wanted fugitive, Noordin Mohammad Top, since suicide bombings on two luxury hotels in Jakarta in July shattered a four-year lull in attacks.

But Saud Usman Nasution, head of the country's US trained anti-terrorism unit, Detachment 88, said new attacks could occur at any time in the world's most populous Muslim nation.

'Whenever they have a chance, they will launch them,' Mr Saud, who rarely talks to the media, told reporters. 'Many terrorists responsible for bombings in Indonesia are still at large. Many of them are still preparing themselves, it seems, and many new cells have been formed,' he said.

Those on the run, he said, included expert bomb makers. He refused to elaborate because he said the information could be sensitive for police operations in the field.

Mr Saud said that since 2000 police had detained 455 militants, of which 352 had been convicted. More than 200 had been released from jail, while 12 militants were still in police detention facing a legal process, he added.

UN confirms Tamil camps exodus
UN humanitarian chief John Holmes has confirmed that more than half the Tamils who were in refugee camps in northern Sri Lanka have now left them. The camps were set up to house Tamils who fled the final stages of a 25-year civil war between troops and Tamil Tiger rebels, which ended in May.

Mr Holmes, who has just visited the area, said fewer than 135,000 out of 300,000 people were still in the camps. Mr Holmes said it was clear those who had been able to go home were glad to be going back to their villages.

"I welcome very much the recent paces of releases and returns of internally displaced people from the camps. It's very good to see that the number of people in the Menik Farm camp, the main camp, is now just under half what it was at its peak," he told the BBC. "That process of releases and returns is continuing and… that's extremely welcome."

He expressed the hope that the issue of freedom of movement for those remaining in the camps would be tackled soon - and said the Sri Lankan government had indicated some flexibility on this. And he still had concerns about the nature of the returns process; there had been some lack of consultation with the Tamils themselves, and with the UN.

Mr Holmes said the safety of returnees, and their access to basic services, had to be ensured.

"The places I saw have got those basic services," he said, although he added that areas people were returning to needed to be "properly de-mined and certified as de-mined".

Mr Holmes admitted it would be years before normality returned to northern Sri Lanka. He said he was shocked at the number of ruined buildings. "[People] face major problems in terms of shelter. Most of the houses I think which people have left, they find in ruins when they return so there are big issues there," he said.

Pakistan asked to identify terrorists in Iran blast
[Iran Press TV Latest] Iran has called on Pakistan to identify and hand over those involved in last month's terrorist attack in south-eastern province of Sistan-Baluchestan.

Last month, the Pakistan-based Jundallah terrorist group carried out a bombing in Pishin district that left 42 people killed, including several high-ranking Iranian commanders.

Iranian officials have accused certain foreign countries, including the US, Britain, Pakistan as well as Saudi Arabia of supporting Jundallah.

Spearheaded by Abdulmalek Rigi, Jundallah terrorists have staged a tidal wave of bombings and terrorist attacks in Iran.

"Iran's government and nation expect Pakistan to arrest the perpetrators of the incident and hand them over to Iran," said Iranian First Vice President Mohammad-Reza Rahimi in a meeting with Pakistani President Asif Ali Zardari in Kabul on Thursday.

Zardari responded to Rahimi's concerns, saying Islamabad has prepared itself for battling terrorism.

The two sides, in Afghanistan attending President Hamid Karzai's inauguration ceremony, also spoke about regional issues.

Rahimi said that the interference of foreign nations has been the main obstacle for regional progress.

He added that regional security and stability can only be achieved through the cooperation of countries in the region.

Iran vows crushing response to illegal rallies
[Iran Press TV Latest] A senior Iranian judicial official has warned that any illegal protests in the future will be met with a 'crushing response'.

"The Islamic Republic of Iran will counter any move aimed at creating disorder in the system without hesitation," Iran's prosecutor general Gholam-Hossein Mohseni-Ejei said in a late Wednesday TV interview.

Mohseni-Ejei referred to a series of illegal demonstrations staged after the June presidential election.

He noted that 90 people, arrested during the post-election events, were acquitted of all charges.

The former intelligence minister added that 81 defendants have received prison sentences ranging from 6 months to 15 years, while five of them got the death penalty.

The verdicts may be appealed, he added.
