#1 Lesin is part of the siloviki "clan", tied in with Igor Sechin.

There's speculation that this is all part of a "clan war" between Sechin and the technocrats who are aligned with his main rival, Vlad Surkov.

For now, Putin is backing the technocrats, because he has reportedly given priority to cleaning up the books in order to attract more FDI (and of course cut down on independent centers of power)

No telling how this will all turn out, but it's a safe bet someone will have an "accident" or "sudden illness" in the coming months.
