[FoxNews] Body cam video shows moments before cop shot man reaching for officer's weapon: 'Tase him;' 'He's got a gun'. Rep Jamaal Bowman called the shooting 'senseless' and an example of 'police brutality'

A New York police department released body camera video showing the moments before an officer shot a theft suspect, but experts disagree on whether the footage should have been made public so quickly.

News outlets were given clips July 3 from three New Rochelle police officers' body cameras – the same day that one of them seriously injured Jarrell Garris after he allegedly reached for one of their guns. Garris died Monday.

"The fact that it was released so promptly goes toward the notion that there's not something being hidden here. There's transparency," civil rights lawyer Mayo Bartlett told Fox News Digital. The move helps police build trust with the community, he added.

After receiving a 911 call that reported a man had stolen food from a local grocery store, officers Kari Bird, Gabrielle Chavarry and Detective Steven Conn confronted Garris, 37, on Lincoln Avenue near North Avenue in New Rochelle, about 25 miles north of New York City.

The footage shows two female officers talking to Garris. "What were you doing in the store? You were eating the food?" one of the officers asked.
This is not normal behaviour...
Conn was shown arriving and telling Garris he was under arrest. As Garris was placed in handcuffs, he was seen struggling. "Tase him. Tase him. Tase him ... He's got a gun!" Conn yells. Garris put his hand on one of the officer's belts, then the video cut out before the actual shooting.

Bartlett, who co-chaired Westchester's Police Reform Commission, said the clips show the officers' actions were in compliance with police protocol, but there may be room for improvement.

"By the book, it seems to be fine, but maybe we need to reevaluate how we approach people as well," he said, noting that Garris appeared to begin resisting the moment Conn announced he was under arrest.

Garris remains in critical condition at the Westchester Medical Center, authorities said.

The video did not persuade Rep. Jamaal Bowman, D-N.Y., that the police shooting was justified. He mistakenly released a statement Friday saying that Garris had died.

His office later retracted the statement after learning that Garris was still alive but had experienced brain death, the Daily Voice reported. The New York State Attorney General's Office release a statement saying Garris died Monday.

Bowman said that Garris suffered from schizophrenia and called the shooting "senseless."

"Police brutality has been sickening our country and taking the lives of our loved ones for decades," he added.

The shooting remains under investigation by the New York State Police and the state attorney general.

A temporary ceasefire had been in place on either Saturday or Sunday but conflicting reports say that one side violated the truce and the fighting has resumed.

  • ROCKETS REPORTEDLY FIRED AT TALIBAN FORCES FROM PAKISTAN – Video of a purported rocket attack against Taliban security forces near Parachenar has been shared on social media. Al-Shabaab intensifies terror attacks in Kenya

intensified attacks in Northern Frontier Districts [NFD] within the Republic of Kenya, even with concerted efforts to dismember the bully boyz who control large swathes of rural central and southern Somalia.

On Monday night, sources say, AlShabaab killed three coppers following an Improvised Explosive Device [IED] explosion within Garissa County, one of the hotspots. At least eight coppers attached to Special Operations Force were maimed in the attack, officials said.

The bomb had been placed on the roadside in the Kiwanja area and the police vehicles were on the move. Within just a week, at least 11 security officers have been killed in al-Shabaab-related attacks, posing questions about the safety of locals who are vulnerable to such attacks.

The injured were rushed to Garissa hospitals as to hospitals in Garissa as the bully boyz behind the attack vanished into the bush, the Star reports. Last week, eight coppers attached to Special Operations Force were killed in Ogorwen within Mandera following an ambush on their convoy.

In response, police potted at least 20 holy warriors along the border, with security forces recovering several sophisticated weapons. General Francis Ogolla, the Chief of Defense Forces, has already visited troops working along the Kenya-Somalia border.

In their ongoing joint operations across the border in Somalia local troops together with KDF and the USA are bombarding the terror cells. This, experts say, has forced some of the holy warriors to cross over to the country, leading to sustained al-Shabaab attacks.

The government of Kenya has pledged to work closely with local troops, ATMIS, and local militia to flush out al-Shabaab from various hiding places. In the next few months, the second phase of operations against al-Shabaab will commence in parts of Jubaland and Southwest states.

Somalia: 8 members of a family killed by a home-made bomb
[AFRICANEWS] Eight members of the same family were killed by a homemade bomb explosion on a road in central Somalia, a local official said on Monday, blaming the Shebab rebels.

"Eight innocent members of the same family, including a woman, were killed" by the explosion on Sunday evening near Buloburde, a village 220 km north of the capital Mogadishu, the local mayor, Sadam Abdi Idow, told the press.

"The Shebab terrorists planted this mine after being defeated by ongoing military operations in the region" and "have no respect for civilians", he added.

The Shebab, affiliated to al-Qaeda, have been fighting the internationally-backed Somali federal government in the Horn of Africa country for more than 15 years.

Somali President Hassan Sheikh Mohamoud has declared "total war" on them, and last September launched a military offensive, supported in particular by US air strikes.

But the rebels continue to carry out bloody attacks in retaliation, particularly in the heart of Somali towns and military installations.

Libya: NGOs denounce coastguard fire during rescue
[AFRICANEWS] The NGO SOS Méditerranée and the International Federation of Red Cross and Red Crescent Societies (IFRC) denounced on Monday the shooting of the Libyan coast guard during a rescue operation.

The incident took place on Friday, during an operation by the "team of the humanitarian ship Ocean Viking, chartered by SOS Méditerranée in partnership with the IFRC, to respond to a Mayday relay call concerning a small boat in distress in international waters off the coast of Libya," the two organizations said in a joint statement.

"Shortly after the evacuation of the 11 survivors on the inflatable lifeboats of the Ocean Viking, a Libyan Coast Guard patrol boat approached at high speed and began firing several shots in the immediate vicinity of the victims. The shots were fired less than 100 meters from the rescue team and the survivors - including a woman and five unaccompanied children - who were trying to return to the Ocean Viking", according to this text.

It was unclear whether the shots were aimed at the lifeboats, but no crew members or migrants were hit. "All are in a state of shock and some were injured by the dangerous maneuvers of the Libyan coastguard", which caused the canoes to swerve, however, explained the two organizations.

Sunday, in a previous press release, SOS Méditerranée had specified that the crew of the Libyan patrol boat had "fired several times in the air".

"This is the third time since the beginning of the year that the team of SOS Méditerranée (NGO based in Marseille) has been threatened, intimidated and attacked by the Libyan coast guard", denounce the organizations, which "call on all governments to ensure that humanitarian workers can provide vital aid at sea without risking their lives".

86 migrants rescued by Spanish coastguard
[AFRICANEWS] The Spanish coastguard rescued 86 migrants from sub-Saharan Africa on Monday aboard a boat found near the Canary Islands.

Spotted earlier by a rescue plane, the boat's 6 women and 80 men were brought to the port of Arguineguin on Gran Canaria, where they were greeted by Red Cross workers who provided them with medical care.

Rescuers were at the time searching the area for a vessel with around 200 people on board that left Senegal on June 27. Initially, the coastguard believed Monday's boat was the same one that is missing. However, the Salvamento Maritimo coastguard's spokeswoman later said she was not able to confirm whether there was still a boat adrift in the area.

SENEGALESE MIGRANT ROUTE
The boat in question left the southern Senegalese town of Kafountine on June 27, according to Spanish NGO Caminando Fronteras, who also said that "there are many minors on board". The NGO know of two other boats with around 120 people on board that were also missing after leaving Senegal on June 23.

Tunisia: Bodies found near border following migrants' expulsions
[AFRICANEWS] Residents in a border area between Tunisia and Algeria have discovered at least two bodies believed to be migrants from Saharan regions, according to a spokesperson for a local court and a witness confirmed to news agency AFP on Tuesday.

The official spokesperson for the Tozeur Court, Nizar Eskander, informed AFP, "We have opened an investigative inquiry into the deaths after the discovery of the bodies of migrants from sub-Saharan countries. The first body was found at least ten days ago, and the second one was found on Monday."

A resident of the border area called Hazoua [Editor's Note: Near border with Algeria], who requested anonymity and works as a trader in the region, stated to AFP, "The two bodies belonged to young men, and we handed them over to civil protection."

He added that in recent days, "Two buses arrived carrying approximately one hundred migrants and left them in the desert."

He further explained, "Many migrants are attempting to reach the oases where residents provide them with food and water."

Following clashes between residents in the province of Sfax and migrants that resulted in the death of a Tunisian national, dozens of migrants from sub-Saharan African countries were expelled from Sfax (central-east). Tunisia's second city is a key departure point for illegal migration towards European shores.

They were relocated to border areas with Algeria and Libya, according to non-governmental organizations.

Mamadou, a Guinean migrant present in the "Douar Maa" area on the Algerian side of the border, issued a distress call to Agence France-Presse on Monday, stating that he had "no water or food."

Salma Belaali, the director of the Tunisia office at Human Rights Watch, told Agence France-Presse on Monday, "All the migrants, numbering between 500 and 700, who were at the border with Libya, have been relocated to another place."

Belaali added, "However, many others who were expelled towards the Algerian border are in danger if they are not rescued immediately." The organization estimates that there are between 150 and 200 migrants in this situation.

Terrorists Ambush, Kill Four Nigerian Police Officers At Checkpoint In Zamfara State
[Sahara Reporters] At least four coppers have been killed by turbans in the Bungudu local government area of Zamfara State.

It was learnt that the late coppers were said to have mounted a checkpoint along Bungudu-Gusau Road when the terrorists, locally dubbed as bandidos, ambushed and opened fire on them.

The spokesperson for the Zamfara State Police Command, ASP Yazid Abubakar, confirmed the latest attack to Channels Television via telephone on Tuesday morning.

Ibrahim Bungudu, a native of Bungudu town, revealed that four coppers were murdered in the incident.

He claimed that the marauding bandidos also killed one person in Tagero village, which is located in the Furfuri area of the Bungudu Local Government Area (LGA).

Bungudu further stated that the robbers robbed many animals belonging to Tagero village inhabitants.

The statement reads: "The bandidos ambushed the police along Gusau-Bungudu road close to Nabature company and killed four. They also rustled many cattle at Tagero village under Furfuri district, one person was shot in the hand in the village.

Usman Bungudu, another Bungudu local, verified the attack.

He claimed that the bandidos ambushed the coppers when they were on checkpoint duty about midnight and killed four of them.

"The incident happened around 12 am when the coppers mounted a checkpoint along Gusau road. The bandidos just ambushed and shot at them; they bravely ran away after killing four coppers," he said.

STC recruit accused of raping 14-year-old boy in Aden
[HODHODYEMENNEWS.NET] A recruit affiliated with the UAE-backed Southern Transitional Council (STC) raped his neighbor, a disabled child (14), in the Taweelah neighborhood in Crater district in the occupied city of Aden.

Activist Saqr Abbadi said in a tweet: “A disabled child named (Youssef) age ’14’ from the sons of Crater was raped by a person, who lives in the same area. The man was arrested and handed over to the Crater police.”

He added, “The forensic report confirmed that the child was raped.”

Abbadi called on the Crater police to quickly complete the legal procedures and transfer the file of the prosecution without any delay.

Rescuers save 86 migrants from boat near Canary Isles in Spain

[Dawn] Spain’s coastguard said it rescued 86 migrants colonists from sub-Saharan Africa aboard a boat near the Canary Islands that had been spotted earlier on Monday by a rescue plane.

The Salvamento Maritimo coastguard service said they had found the boat with six females and 80 males on board as rescuers were searching for a missing migrant boat that had "left Senegal

Terrorist killed as major infiltration bid foiled on LoC in Rajouri: Army


Indian Army on Tuesday said that a terrorist was killed while the forces foiled an infiltration bid in Naushera sector of Rajouri district.

In a statement, a Jammu based army spokesperson said that their alert troops foiled a major infiltration bid on the night of July 10 along the Line of Control in the Naushera Sector in a massive operation.

"On 10 July at midnight alert ambushes of Indian Army deployed along the Line of Control, in the Naushera observed suspicious movement of a group of faceless myrmidons moving suspiciously from across the Line of Control towards own side. Own alert troops kept the movement of the infiltrators under constant observation, and when they were nearly 300 meters inside own side of Line of Control they were challenged and a firefight ensued, " the spokesperson said.

He said that their heavy firing on the faceless myrmidons led to downing of one of the faceless myrmidons while two others who were maimed, were seen taking cover into the jungle.

The statement further said that the area of operation being broken ground, having thick jungle and foliage, with inclement weather, the faceless myrmidons hid themselves in the jungle. "Additional troops were moved in, and the area was cordoned. In a deliberate and massive search operation lasting over two days and two nights, in an area which is heavily mined, in inclement weather conditions, body of one terrorist who was neutralized, has been recovered with weapon and war like stores, " he said.

During further search operations into the jungle, blood trail with drag marks on ground were observed leading towards the line of control. "Possibly, other injured, faceless myrmidons taking advantage of the forest foliage managed to move back across the Line of Control, " he said.

Major war like stores have been recovered which include one AK 47 Rifle, three AK Magazines with 175 Rounds, one 9 mm Pistol, two Magazines with 15 Rounds, Four Hand Grenades, communication equipment, large quantity of eatables and clothing for sustenance.

"By their quick action, alert Indian Army troops deployed in the Naushera Sector have eliminated a major infiltration bid, which was aimed to disturb the peace in Rajouri District. The India Army continues to remain alert on the Line of Control and is fully prepared to thwart such attempts in the future too, " the spokesperson said.

SIU raids in J&K's Kishtwar at houses of 'terrorists' operating from Pakistan


The Special Investigation Unit (SIU) of Kishtwar Police on Tuesday conducted raids at the houses of suspected Death Eaters operating from Pakistain in the Kishtwar district of the Jammu and Kashmir
...a disputed territory lying between India and Pakistain. After partition, the Paks grabbed half of it and call it Azad (Free) Kashmir. The remainder they refer to as "Indian Occupied Kashmir". They have fought four wars with India over it, the score currently 4-0 in New Delhi's favor. After 72 years of this nonsense, India cut the Gordian knot in 2019, removing the area's special status, breaking off Ladakh as a separate state, and allowing people from other areas to settle (or in the case of the Pandits, to resettle) there....

The raids were conducted in Rahalthal Village in Chhatroo Tehsil of Kishtwar district, the sources further informed.

According to police, raids are being conducted for the past few days at the houses of suspected Death Eaters who, as per sources, have apparently fled from Kishtwar to Pakistain and were operating from there.

More details are awaited.

In another development, the National Investigation Agency (NIA) on Tuesday conducted searches at five locations in South Kashmir in a terror conspiracy case.

In May this year, the NIA had also searched 13 locations in Budgam, Shopian, Pulwama, Srinagar, and Anantnag districts of Jammu and Kashmir in the case that relates to the hatching of a conspiracy by terror outfits through both physical and cyberspace.

As per the NIA, which registered the case last year, proscribed terrorist organizations hatched plans to unleash violent mostly peaceful terrorist attacks in the Jammu and Kashmir with sticky bombs, Improvised Explosive Devices (IED)and small arms.

The agency had earlier said that the plans were part of a larger conspiracy by these terrorist outfits to commit acts of terror and violence, in association with local youth and overground workers, to disturb peace and communal disharmony in Jammu and Kashmir.

Turkey bombards mountainous areas in Duhok
[Rudaw] Ottoman Turkish warplanes heavily bombarded the Gara and Metina mountains in Duhok province early Tuesday, inciting panic and fright in the residents of nearby villages.

Fayaq Birkahini, a resident from Balava village, told Rudaw that the warplanes began bombarding at around 10:20am, targeting four positions on the mountains.

According to the villager, the bombardment has caused a lot of panic for the resident in the nearby villages.

No civilians were harmed in the bombardment, as the targeted area is banned from civilians due to frequent festivities between the Ottoman Turkish army and the Kurdistan Workers’ Party (PKK), according to Birkahini.

In the past month, Turkey has intensified its attacks on the villages in the vicinity of Amedi and Akre towns in Duhok. It has been bombing the villages almost on a daily basis under the pretext of targeting PKK fighters.

Baghdad has repeatedly condemned Turkey’s violations of its borders, but has called on the exiled gangs not to use Iraqi territory as a launchpad to attack neighboring nations.

Civilians are frequently caught in the crossfire between Ottoman Turkish forces and the PKK and hundreds of villages have been emptied with families moving in search of safety.

PKK announced a unilateral ceasefire in February due to devastating quakes in Turkey and later extended it to include the Ottoman Turkish elections period. The group ended the ceasefire in June.
A security source told Shafaq News agency that the heavy shelling targeted Kara Mountain and areas in the Nehili region, including the villages of Balafah and Rishfa of Al-Amadiya district, north of Duhok.

The source indicated that the bombing led to burning vast areas of forests and farms, and the firefighters could not reach these areas.

Thousands of anti-government protesters massed at Israel’s main airport, and blocked streets with large rallies in Tel Aviv and in other cities across the country on Tuesday, as nationwide demonstrations erupted in response to the government advancing part of its judicial overhaul legislation a day earlier.

While the protests were overwhelmingly non-violent mostly peaceful — as was the case in previous anti-overhaul demonstrations — 77 people were arrested throughout the day. Most of the detained were for blocking roads and other violations of public order, but police alleged that some of the suspects assaulted officers.

#5  Something that clutters who the "classic" definitions of economics is too much emphasis on who "owns" property/properties. The bureacratic state has ably demonstrated that it can *control* property while still pretending to allow "private ownership" by simply issuing an endless stream of "regulations" and decrees.

Is it really a "private" business if practically everthing about how it operates is ruled with an iron-clad fist by unelected clerks?

Indonesia captures Iranian tanker for suspected illegal oil transfer

[BenarNews] Indonesia’s coasties said Tuesday it had seized an Iranian tanker and its crew suspected of illegally transferring oil to another ship in the nation’s territorial waters.

After the United States targeted Iranian oil exports with sanctions in 2018, Tehran has allegedly used various methods to conceal its oil transfers, such as disabling their onboard tracking systems.

The Iranian supertanker, which was detained last week, had set its automatic identification system (AIS) as showing its location in the Red Sea when it was in Indonesia’s waters, said Aan Kurnia, the chief of the Maritime Security Agency (Bakamla).

"This is deception," Aan said about the incident that took place on July 7 off Indonesia’s Natuna islands.

"We followed the rules of engagement to stop the ship, from communication to warning shots. We shot in the air, in front of them, behind them, but they still did not stop," Aan said.

A team of Indonesian inspectors took over the custody of the vessel, which was then escorted to Batam, an Indonesian island near Singapore, Aan added.

The tanker was carrying 272,000 metric tons (2.3 million barrels) of fuel. The cargo was estimated to be worth 4.6 trillion rupiah (U.S. $303 million), the Indonesian authorities said. The crew members included Egyptians, Syrians and Ukrainians.

"It was clear that these ships were up to no good, and one of them had been scrapped in 2018. So these two ships were not legitimate," Aan said.

This was not the first time that Indonesia had seized an Iranian tanker for a suspected illegal oil transfer.

In 2021, it seized another Iranian tanker and a Panamanian tanker over similar allegations. The Iranian tanker was released months later after a court process.

A court in Batam handed suspended sentences of one year each to the captains of the vessels after finding them guilty of violating Indonesia’s navigational rules by conducting an oil transfer at sea without a permit.

#1  The territorial waters of the Natuna Islands is a real mess and accounts for the presence of illegal activity there. The northern part of the Natuna's territorial sea is claimed by China. Malaysia has a claim, and Indonesia has a legal claim to the larger part thanks to a quirk in geography and the configuration of its island of Borneo. Pirates and flagged vessels with illicit cargo use the confusion of the territorial sea to try to outrun capture. It both worked, and didn't work this time.

Four government soldiers killed in Syria’s Daraa
[NPASyria] On Tuesday, a soldier of the Syrian government forces was killed and two others were maimed in an attack on a military car in the eastern countryside of Daraa, southern Syria.

Local sources told North Press that "Abdurrahman Barghash" was killed and two other soldiers were maimed in an attack on an armored vehicle of the government with an IED on Damascus-Daraa Highway west of the village of Saida in the eastern countryside of Daraa.

The sources added that the maimed were transferred to the National Hospital in Daraa, so far no information has been obtained about their health condition.

In a different incident, the first lieutenant Muhammad Ahmad al-Tahan succumbed to injuries he sustained when targeted by unknown assailants on July 9 in the city of al-Sanamayn in the northern countryside of Daraa, according to local sources.

The sources added that al-Tahan, who hails from Bab Amr district in Homs, operated within the ranks of the Ninth Brigade of the government forces.

A local source told North Press that Yaser Abdurrahman al-Zarqan was killed earlier today by unknown attackers in the city of Kafr Shams in the northern countryside.

Al-Zarqan operated in a local group affiliated with the government Military Security in Daraa, according to the source.

Unknown attackers targeted "Abu Jaafar," official in the studies department of the Military Security Branch in the city of Nawa in Daraa western countryside.

As a result of the attack, Abu Jaafar was killed immediately, according to a local source.

In July 2018, the opposition armed factions and Syrian the government forces reached a ceasefire agreement mediated by Russia in the opposition-held areas in Daraa. Under the deal, the opposition armed factions agreed to hand over their weapons in exchange for staying in Daraa, and those who opposed the agreement they were sent to Idlib, which is under the control of Hayat Tahrir al-Sham, formerly al-Nusra, before that it was called something else

HTS arrests dozens in camp in northern Idlib

(HTS) raided the Kilali camp in northern Idlib and arrested around 29 people, including 10 women, on charges of inciting protests against the group.

According to a local source, a unit from the General Security Apparatus cordoned off the camp and prevented residents from leaving for two hours before launching the arrests.

The detainees, including elderly people and women, were taken to a detention facility in Idlib city for questioning amid growing tensions in the camp and calls for protests against the group’s actions.

Reports indicate that HTS has increased its arrests of residents in several camps and towns in northern Idlib, including Kilali, Deir Hassan, Atme, Harbanush, Ariha, and Jisr al-Shughur, in an attempt to quell protests against the group’s policies.
