#2 Most of this was from funds made available by the CARES Act of 2020 under the Trump Administration.

The guidance given with that act stressed the importance of expediting the payments of subsidies.

Whoever did that (I supposed OMB) massively overestimated the ability of States to administer the funds both correctly without risk.
