#4 I'm on the fence with this idea. On one hand he is old and going for Congress leaves him lots of options of when he feels he no longer wants to serve. On the other hand if he wins President for another term his VP is in a really good place to grab 2 more terms if he gets the right guy.

Remember Richard Nixon's disastrous run for governor in California in 1962 and the hay that Pat Brown made of accusing him of using California as a stepping stone.
