#1 This shit needs to be locked down and audited.

Votes should be counted within 1 day of when they were cast, and all counts should be published daily at 12 PM for the day before.

Vote in person should be the main way of voting: ONLY allow early voting every day of the week (Sun-Sun inclusive, then no monday voting while all absentee ena early votes received are counted, then on Tuesday election. This is to prevent the extended mess where votes are cast months before the election, and to prevent voters' remorse so that suppressed news will be taken into account (think the Hunter Biden problem), and it also cuts the window for opportunity for fraud.

Paper ballots only. They get created by the voting machine, which no longer counts the vote - it only prints your choices as follows: all MARKED ballots produced by the machine procude a cryptographic bar code on the front that contains the voting data, the ballot serial number, date, time, and place of the vote, and the ballot serial number at the bottom in plain text. This side is for the tabulator. On the back should be printed in human readable plain text: the serial number and the choices made, so the voter can verify. (Yes I know someone could make the barcode differ, but read on). Alternatively a marked paper form can be used, fed to the machine to produce a "marked ballot", returned to the voter along with the 'marked ballot" (bar code on front, printed data on back), and the process proceeds as below as well.

The voter then takes the "marked ballot" to the vote tabulator machine, which then scans in their marked ballot, recording their voting choices into the database, then spits out the physical marked ballot into an attached locked ballot box. It also rints a printed receipt with only human readable text (no barcode so as to prevent being used fraudelently). This contains the serial number, date, time, and precinct identifier at the top, the complere list of their choices that were recorded, and the serial number, date, time, and precinct identifier repeated at the bottom. The clerk witnesses the voter takes this receipt from the machine, then the voter optionally inspects it, shows it to the precinct clerk who records the serial next to the name of the person, using it to cross them off on the "voted" list. If the voter reviews the voting recept and beleives it to be incorrect, then they can dispute the ballot immediately before their serial is recporded. The precinct clerk immediately has the proper precinct official and poll observers observe the clerk as they void all data from that serial number in the database. If possible they unlock the ballot box, witnesses in view of the voter to remove ONLY the serial number ballot from it and relock it immediately, and destroye the ballot in front of the witnesses and voter via shredder. They mark the "voting receipt" with name, signature, date and time as evidence of cancellation. and put the redeipt into storage for audit. The voter will then be able to recast their vote immediately afterward (with assistance if neccesary).

The same process applies to absentee ballots, with additional preparatory verification steps below before the marked ballot is run.

All remedy intervals end 72 hours after the polls are closed on election day, no matter when they were started.

Notification and remedy: This is for all ballots that fail to pass the receiving, verification and validation rpocess. The clerk will attempt to notify the voter by a postcard and an email iof available within 24 hours, and 2 attempts at telephone contact within 72 hours of the disqualification. This contact will instruct them how to remedy the issue (including a web site) or who to contact. The contactee has 1 week to respond or else the ballot will be held until 72 hours after the election, then destroyed unopened, and marked in the voter roll as "disqualified improper ballot - X", where X states what problem cased the disqualification based on what cause it.

Allow absentee ballot as long as they are applied for with proper ID, and the request is no more than 4 weeks in advance of election day, but OCONUS persons can request them up to 8 weeks in advance due to slow foreign and military mail service. Domestic absentee ballots cannot be post-marked more than 2 weeks prior to actual election day (prevent harvesting by not allowing a longer window to procure ballots and generate). OCONUS ballots will be accepted with postmarks up to 4 weeks prior to account for slow mail service in the military and overseas. Regardless of the request date, all marked absentee/mail ballots must be recieved by the end of the day on election day, not just postmarked. Any ballot arriving too late will simply be marked as "disqualified - late ballot" and held until 72 hours after the election, then destroyed unopened. Any ballot arriving too soon will be returned to sender and the voter put into the notification and remedy process. This process must occur the same day the ballot is initially delivered to the precinct or voting center.

After a ballot is verified to pass this, it is considered "properly recieved" and proceeds to the next step.

Once a mailed ballot is properly received, it must be further processed within 24 hours. The first step is a physical integrity check - the ballot privavy envelope must be sealed, intact and have a signature. If it fails this qualification on any of those grounds, it is recorded as an improper ballot for that serial number and held for notification and remedy. Next step is to match against the database of absentee ballot requests. If it was not on the requested list, then the ballot should be held for notification and remedy, with a specific remedy process to refer this ballot to law enforcement for fraud if ther person is contacted and denies requesting it, or was unable to be contacted. The next step for the unopened properly received ballot is to verify the voter against rolls to confirm eligibility to vote, then match the address on the privavy envelope vs voter registration record to validate the proper place of voting (precinct). Finally, the signature on the envelope vs the signature on the voter registration record to validate that the actual voter is the one casting the ballot. If it fails any of those, the ballot is not opened but held for 96 hours to allow for Notification and Remedy to allow them to remedy the failed part of the verification. The last step of validation is a fraud prevention check. Once the ballot is validated and the voter is verified as above, the envelope is opened, and the serial on the envelope must match the serial on the ballot within the envelope, to prevent someone from switching the ballot out. This will be marked on the envelope, and then the envelope will be retained for verification during recounts (to match with ballots by serial number) until 96 hours after the election (barring legal action), and then destroyed. If it fails the fraud check, then the ballot is put into Notification and Remedy, with the extra step of referral to law enforcement for fraud if the N&R fails to produce a contct with the voter (deliberately putting someone elses serial number ballot in your envelope is prima facia evidence of voter fruad which needs to be inverstigated).

After this, the process is essentially identical an in-person vote - the absentee ballot is run through a marking machine to produce the marked voting ballot exactly like the one would do for a marked paper ballot for in-person voting to procude the marked ballot. That marked ballot is then run through the tabulator identical to the live-vote, including the receipt. The receipt produced is used to record the person as having voted, and then mailed to the voter at their address on record.

As an option. given the serial number and precinct and their ID validated, a person could request their vote be looked up in the database and the human results given to them - perhaps a web site - so they can check for any alterations versus their voting receipt.

#3 Is there a way to make the ballot private? Maybe like the crypto cash?

The serial number sound nice but I dont want anyone to be able to buy votes - as in come back with your reciept for Biden, and we give you $20 and a bottle. That would buy a lot of votes in Philthadelphia.

Can you just leave out that last bit about public retrieval? I get the reason for the result is so the voters have confidence. But is there a way to anonymize it?

#4 no 'exactly' perfect method

The legislation will be done at the State level.

California will continue to have vote harvesting and other 'Democrat advantage' laws.

Florida already has pretty good laws.

PA had some decent laws but the courts overruled the laws and this will have to be challenged.

GA needs much tighter laws.

and most important

we need some prosecutions of people who voted twice or voted from a phony address or who claimed to witness something they didn't witness, etc.

#9 OS is spot on. The solution is straightforward:

1. Paper ballots only

2A. Voters must present photo ID, are then fingerprinted, and finally sign a ledger, with signatures matched to identifying info by a physically present human election official before voter is given a paper ballot and directed to a voting booth in which he marks his preference in private using a physical pen
2B. Witnessing of above by two independent officials representing the two parties

3A. Manual casting of ballots and placement of ballots in a secure box, with no electronic machines involved

#11 I'm recalling the party that shall not be name dragging their feet trying to delay finalization of ballots just for the purpose of denying timely receipt and return by servicemembers. Not that it makes much difference. They've elected dead men before and appointed someone in his place.

#12 Voting Integrity is just the latest broken American Institution and there are no plans by the folks in control to change anything. The civil institutions have been corrupted over the last 50 years and last November reflected this by the response by the legislature, judicial, media, justice department.....
