#1 So-called 'Stabilization Braces' will not be an issue if Plugs levies a heavy tax and registration permit, or outlaws, via executive order, the weapons they stabilize.

I'm going with adding a heavy tax and gov't permit. At least as an initial step. Once the owners are identified, anything can happen.
