#2 Well the program mismanagers were so concerned with their precious logistics software they weren’t performing proper quality assurance
Didn’t they have guys observing and walking the line and conducting audits?
Or were they all too busy concocting new add ons for the software?
Most of the cost overruns on this basically good airframe were software development costs
