The Russians or Mueller was spreading disinformation? The way it reads makes it difficult to determine.

Does the technical illiterate that penned that phrase understand how meaningless that is in the Internet Age? All it needs is a spoofed IP address and/or a computer in Russia that was hacked to appear to be the source for something sent from some secret evil lair elsewhere on the planet.
...Or the writer knew it was "Fake, but Accurate" and needed it to fit the narrative.
