Wrong. It should be done like a total war. Hold nothing back. They don't give a rat's ass about civilians, neither should you of those they hide behind and among. Then, maybe, like the Germans and Japanese they'll understand doing crap as they did isn't a winning game, as will all their sympathizers. Let the world see the consequences.
