#5 The Hollande Daze.

With very available hi-def digital video, finding a goofy face is easy. In a way, it is now easy to discount an oopsie photo with what the intent is of the editor.

I'm not a fan of this tax monger, but even I can take a picture of a desk of people making a funny face and crop it down to make one person's absurdity. Could even adjust the hue and saturation to make him look greenish like he just had a school lunch.

#7 No Fred. Politicains don't make goofy faces unless they are alone in secret nuclear bunker dug in some desert island in the middle of the Pacific.

Also the smile is far too large to have been made spontaneously. Alos in s areal smaile that wide the liops would bestretched sidewise not upwards.

My diagnostic is that someone used photoshop to stretch Hollande's smile. It is very easy. Some years ago I did it too except it was in order to shorten a skirt. :-)
