The ~~Soviets~~ Russers will be perfectly willing to exterminate more of them, possibly doing to Makhachkala what they did to Grozny in Shamil's prime..

My suggestion is to go after the head--the financiers, top dawg, and the financial people that aid and abet these terrorists, wherever they may be, be it in the ME, or in a little land-locked country full of banks.
