#7 The Arafish is reining in graft so he can reach it all from the chair at his desk. Alimentary, my Dear Watson. Your surprise meters are not broken. They are programmed to learn, and the above story is nothing new, so not a bump on the dial. Now if the Arafish signed legislation, then the surprise meter would go off, big time.
