U.S. Man's 'Gun' Turns out to Be a Tattoo
[An Nahar] Police armed with assault rifles descended on a man's home after members of a tree removal crew he'd told to clear off his property reported that he had a gun. Turns out the "gun" the tree crew had seen on Michael Smith was just a life-sized tattoo of a handgun on his stomach.
It wasn't a gun, but he was a dork.
Smith, who works nights, was asleep when the tree crew contracted by a utility to trim branches near power lines, woke him up at about 10 a.m. Tuesday.
That sort of thing always used to make me grouchy.
He went outside shirtless and yelled at the workers to leave.
"Geddoff my lawn, dammit!"
When he's not wearing a shirt, the tattoo looks like a gun tucked into his waistband.
... and he looks like a dipshit.
Smith tells the Morning Sentinel the tattoo has never been a problem before.

'Chicken from Hell' Sheds New Light on Bird-Like Dinosaur
[An Nahar] Nicknamed the "chicken from hell," a newly identified species of feathered dinosaur as tall as a human roamed North America at least 66 million years ago, paleontologists announced Wednesday.

With a hen-like crest on its head, lanky legs like an ostrich, sharp claws on its forelimbs and jaws built for crushing eggs and prey, the Anzu wyliei weighed a hefty 440-660 pounds (200-300 kilograms).

The long-tailed creature is the largest known member of the legendary "egg-thief" dinosaurs, known as Oviraptorosaurs, which are closely related to birds, said the study in the journal PLOS ONE.

"We jokingly call this thing the 'chicken from hell,' and I think that's pretty appropriate," said lead author Matt Lamanna of the Carnegie Museum of Natural History in Pittsburgh, Pennsylvania.

A collection of fossilized bones from three separate dinosaurs provided the first nearly complete glimpse of the 11.5-foot-long (3.5 meter) beast that stood five feet (1.5 meters) high at the hip.

"It would be scary, as well as absurd, to encounter," said co-author Emma Schachner, a biology postdoctoral fellow at the University of Utah.

The dinosaur was named after Anzu, a bird-demon from Mesopotamian mythology, and Wylie, the grandson of a museum trustee.

Top Mexican politician named in corruption scandal -- UPDATED

Updated with a clarification on the ownership of the cell phone obtained by AM.

Two top legislative coordinators, Partido Accion Nacional (PAN) senate coordinator Luis Alberto Villarreal Garcia and Partido Revolucinario Institucional (PRI) Chamber of Deputies coordinator Manilo Fabio Beltrones Rivera, have been named as being allegedly involved in a scam to have public resources steered to a Sonora based shell corporation plus demands for a 35 percent "commission", according to Mexican press reports.

As of 1900 hrs CDT, Beltrones Rivera has denied charges that he was one of two "extortionists" identified repeatedly in a news report which appeared Thursday morning in Leon-based AM.com.mx news daily.

Beltrones Rivera was quoted in a Notimex wire dispatch which appeared in the online edition of El Siglo de Durango news daily characterizing the news report as "absolutely false" that he demanded management fees in exchange for extra resources steered to a Guanajuato municipality. Beltrones Rivera wrote a letter to the chief executive officer of Reforma news daily, Alejandro Junco de la Vega, saying the report "attempts to discredit" him and other members of the Chamber of Deputies.

According to the AM.com.mx report, the municipal president of Celaya, Ismael Perez Ordaz was told in August that an additional MEX $160 million (USD $12,072,800.00) was to be steered to his municipality in the upcoming allotment for road paving provided by the federal government. Luis Alberto Villarreal García apparently believed that Perez Ordaz had accepted his demand for a 35 percent commission and work to be steered to a specific company.

Perez Ordaz had been offered the deal in November 2012, presumably directly by Luis Alberto Villarreal Garcia. November 2012 is significant in that the newly elected Chamber of Deputies and senators were then seated from the election of 2012 which landed PRI back in power.

In August of 2013, Villarreal Garcia sent ten unidentified PAN federal deputies to Celaya to announce the additional resources without saying why Celaya was allocated more than the other 23 municipalities in Guanajuato for the same work.

According to the report when the first tranche of $80 million arrived in October 2013, Perez Ordaz could not decide how to proceed, and apparently he or someone in his office asked Villarreal Garcia for a bigger budget, apparently to justify the transfer, but was rebuffed.

According to an unnamed source in the story, Perez Ordaz could not inflate the value of the work to match the extra resources, or steer work to a sole source, knowing he could face prison time if he did.

The news report makes mention of a November 15th, 2013 meeting between him, David Alfonso Orozco Perez, Perez Ordaz's nephew and municipal clerk and municipal trustee Vicente Caracheo Gomez, and Villarreal Garcia, and hints at messages exchanged between the two parties including Beltrones Rivera.

Presumably before a November 4th meeting with several of his staff and friends, Perez Ordaz was warned about the possibility of prison time if he proceeded with the arrangement, despite apparently repeated communications between his office and Beltrones Rivera and Villarreal García. Despite the warnings, Perez Ordaz conveyed to his staff and others his fears of losing the extra resources, and at that point, decided to send his private secretary, Alejandro Hernandez Arvizu to arrange a meeting. A meeting was to take place between Hernandez Arvizu and a man from Sonora identified as Heriberto Velasquez.

During that time, Perez Ordaz claimed he was not kept apprised of any meetings or negotiations between Hernandez Arvizu and Heriberto Velasquez. But apparently the negotiations did not go well, because a second character from Sonora, identified in the news report as Angel Adan Quintero Abril, appeared in Celaya and intensified his demands for the MEX $56 million, the commission from the extra resources steered to Celaya, and stated he wanted negotiations to end.

Somehow an unidentified reporter for AM got his hands on a cell phone in Celaya city offices which had Quintero Abril's telephone number. The writer called Quintero Abril on the phone, and asked several questions. Quintero Abril denied being in Celaya for anything other than to sightsee, said he knew nothing, and suggested that the writer was trying to extort him.

Unnamed staff in the offices of Celaya apparently told the reporter that Hernandez Arvizu was in constant contact with Quintero Abril by cell phone and by email, and that they had overheard phone calls from Hernandez Arvizu saying he had "already paid". The names of Beltrones Rivera and Villarreal García were mentioned repeatedly in the overheard phone conversations.

The same unnamed sources told the AM writer that they had overheard municipal treasurer Angelica Hernandez Camarena speaking with Hernandez Arvizu, saying that the public works spending cannot be inflated to account for the additional resources, and that the municipality must turn down the resources.

A second meeting then took place, presumably before November 4th, although the report is vague as to the date, while Hernandez Arvizu and Perez Ordaz were both not present, when Quintero Abril met with Angelica Hernandez Camarena, treasury under secretary Rogelio Mosqueda Garcia and head of the treasurer's legal department, Ernestina Flore.

Apparently much subdued, Quintero Abril reduced the demand from 35 percent to 20 percent, but despite his apparent haranguing Angelica Hernandez Camarena refused to make an agreement. After an hour, Alejandro Hernandez arrived and then left with Quintero Abril.

Whatever had been discussed at that last meeting, an agreement appears to have been struck, and legal documents delivered by post arrived via a third man identified as José A. Cabrera Luque, detailing the company to which work was to be steered.

On November 4th Ernestina Flore drew up a contract, and the municipal president Perez Ordaz two months later pleaded with his town council to vote for the contract including the reduced sum of MEX $32 million.

On January 15th an unidentified PAN element in the town council said no, but the acting president of PRI in Celaya, Ruben Guerrero Merino, said yes. A Partido de Revolucionario Democratica (PRD) councilman identified as Marco Gaxiola also said no, but later changed his support if local companies were contracted to do the work.

AM found out that the company, which documents made their way to Celaya, was a shell company based in Sonora. The report fails to indicate any subsequent actions taken to claw back funds.

Beltrones Rivera is originally from Sonora state.

Ukraine PM Vows Army Response if Moscow Annexes East
[An Nahar] Russia's lower house of parliament on Thursday ratified the treaty incorporating Crimea into Russian territory, in defiance of the international community's insistence that the peninsula is part of Ukraine, with just one deputy voting against.

The vote in the State Duma lower house was the penultimate legislative hurdle for the treaty, which was signed on Tuesday by President Vladimir Putin

Putin is credited with bringing political stability and re-establishing something like the rule of law, which occasionally results in somebody dropping dead from polonium poisoning. Under Putin, a new group of business magnates controlling significant swathes of Russia's economy has emerged, all of whom have close personal ties to Putin. The old bunch, without close personal ties to Putin, are in jail or in exile or dead...
and Crimea's leaders. The Duma also approved a new law on the absorption of Crimea into Russia.

The treaty and law still need to be rubber-stamped by the upper house Federation Council on Friday. However the Kremlin has said that it considers Crimea part of Russia since the signing of the treaty on Tuesday.

Out of 446 deputies voting, 445 voted to approve Russia's taking of Crimea and just one against, Ilya Ponomarev of the A Just Russia Party. Four deputies were absent from the 450-seat Duma.

After making his highly symbolic vote against, Ponomarev published a detailed and impassioned explanation of his move on his Live Journal blog.

"Today Russia has made a huge mistake which could prove tragic for the brotherly Russian and Ukrainian peoples, for all of Slavic unity and for the whole system of international relations," he said.

"Future generations will pay for mistakes that are made now," he said.

Ponomarev explained that he was not opposed to the idea of Russia taking the mainly Russian-speaking peninsula but that the process had happened too fast.

He said it would have been right to have first recognized Crimea's independence "and then wait a bit for things to calm down and convince everyone that this is not a Russia aggression... and then take the next step."

He said huge numbers of people in the Russian authorities, foreign ministry and security services understood the danger of the hurried move "but are scared of expressing their opinion".

Erdogan Threatens to 'Wipe Out' Twitter
[An Nahar] Turkey's combative prime minister warned on Thursday that he would eradicate Twitter in the wake of damaging allegations of corruption in his inner circle that have spread across social networks in recent weeks.

"We will wipe out Twitter. I don't care what the international community says," premier Recep Tayyip Erdogan

said at an election rally in the western province of Bursa.

"They will see the Turkish republic's strength," he added.

The Internet Publishers Association, a body representing online and media companies, said the move was an attempt to "destroy freedom of expression".

"The prime minister having the power to shut down Twitter will be the confirmation of dictatorship," it said in a statement published by local media on Thursday.

Turkey, which has more than 10 million Twitter users, has seen access to thousands of sites blocked in recent years.

YouTube was banned for two years up to 2010 because of material deemed insulting to the country's revered founder, Mustafa Kemal Ataturk.

Erdogan, Turkey's all-powerful leader since 2003, has been under mounting pressure since audio recordings spread across social media that appeared to put him at the heart of a major corruption investigation.

Recordings include an apparent discussion between Erdogan and his son about hiding money, as well as others in which he appears to be interfering in business deals, court cases and media coverage.

Some of the most damaging information has come from a Twitter account under the name Haramzadeler ("Sons of Thieves"), which appears to have access to a huge trove of secret documents and police wiretaps linked to the investigation.

Erdogan has dismissed most of the recordings as "vile" fakes concocted by his rivals, and threatened to ban YouTube and Facebook after crucial local elections on March 30.

"This has nothing to do with freedoms. Freedom does not mean the right to intrude on someone's privacy, or to pass the state's secrets to the international arena," Erdogan said on Thursday.

Erdogan's government has been rocked by a vast corruption probe launched in December which saw dozens of people rounded up, including close business and political allies of the prime minister.

The Turkish strongman has accused associates of a former staunch ally -- U.S.-exiled holy man Fethullah Gulen -- of being behind the graft probe that claimed the scalps of four ministers.

#4  I like the idea the NSA is spying on my nation's enemies. But I also know tools like phone call meta-data and social network analysis can be used for political advantage, to bring down political opponents, or maybe nudge a Supreme Court Justice in a certain direction.

It all comes down to trust. We seem do seem to be playing by Chicago Rules now. Maybe we always did but it just wasn't as obvious.

Side note: maybe it's old skool, but isn't a big part of spying not getting caught doing it?

The Paleostinian Authority has announced plans to explore for oil in the West Bank, throwing a new element of uncertainty into troubled US-backed peace efforts.

Mohammed Mustafa, deputy prime minister for economic affairs, said Tuesday the Paleostinians were seeking proposals from international firms to help explore and develop oil in the northern West Bank. However,
a lie repeated often enough remains a lie...
there was no word on whether Israel has agreed to the plan.

Mustafa told The News Agency that Dare Not be Named that the project was among a series of initiatives drawn up by Mideast envoy Tony Blair and US Secretary of State John Kerry to help develop the Paleostinian economy.

The exploration area covers more than 400 square kilometers (155 square miles), mostly in areas under full Israeli control.

There was no immediate comment from Israel or Blair's office.

Bill Gertz: Pentagon will move ahead with strike hyper drone
An experimental scramjet-powered, ultrahigh speed strike vehicle is emerging as the Pentagon's main choice for a new long-range, rapid attack weapon, a senior Pentagon official says.

Alan R. Shaffer, principal deputy assistant defense secretary for research and engineering, told a defense industry conference that prototypes and recent tests proved concepts for hypersonic arms, and several systems are part of a high-priority effort by Pentagon weapons developers, despite the era of sharply-diminished defense spending.

Hypersonic vehicles can deliver nuclear or conventional payloads in precision strikes against increasingly hard-to-penetrate air defenses of countries like China, Russia and Iran, he said.

"We, the U.S., do not want to be the second country to understand how to have controlled scramjet hypersonics," Mr. Shaffer told the Precision Strike Association's annual review on Tuesday.

The comments come 2 1/2 months after China's surprise Jan. 9 test of a new hypersonic glide vehicle, dubbed the Wu-14. That ultrahigh speed maneuvering vehicle test represents a major challenge for current U.S. missile defenses, which are designed to counter non-maneuvering ballistic missile threats.

Lee Fuell, a technical intelligence specialist with the Air Force National Air and Space Intelligence Center, told a congressional China commission hearing Jan. 31 that China's hypersonic glide vehicle is a ballistic missile-launched system that glides and maneuvers to its target at speeds up to Mach 10 (about 7,611 mph).

"At this point, we think that's associated with their nuclear deterrent forces," said Mr. Fuell, who noted the Chinese could use the system with conventional warheads for long-range precision strikes.

Mr. Shaffer declined to comment on how the Chinese hypersonic test has changed U.S. plans for hypersonic weapons. But the senior weapons research official said the Pentagon's most promising hypersonic vehicle is the X-51, a cruise missile-sized weapon powered by an advanced engine called a scramjet. The X-51, developed by Boeing, flies at up to 3,882 mph, or Mach 5.1, and is launched from under the wing of a B-52 bomber.

The experimental aircraft is a good candidate to win this year's Collier Trophy, the annual award recognizing the most significant recent achievement in air or space flight, Mr. Shaffer said.

Mr. Shaffer said hypersonic weapons, when fully developed, will be less expensive than current jets and cruise missiles powered by complex turbine engines with many parts. A scramjet, or supersonic combusting ramjet, hypersonic vehicle has few moving parts.
The 'less expensive' part I don't believe for one second. This is the Pentagon after all...
After three difficult tests, including one described awkwardly by testers as an "un-ignition event," the X-51 scored a breakthrough last year. During a successful flight test, the vehicle flew for just 300 seconds but traveled several thousand miles and reached a height of 80,000 feet -- considered near-space -- at over Mach 5.

"It's the second time we have shown a scramjet can ignite and give positive acceleration," Mr. Shaffer said. "That is a huge deal. That means we are now starting to understand hypersonics."

Another hypersonic weapon on the Pentagon's drawing board is the HTV-2, or Hypersonic Technology Vehicle, that is boosted by a missile -- like the Chinese WU-14 -- and then maneuvers and glides to its target at very high speeds. Mr. Shaffer said that system in tests flew a long distance at very high speeds and made a controlled re-entry. Despite not meeting test goals, the tests generated substantial data.

Another system is the Army's Advanced Hypersonic Weapon, a missile-launched glide vehicle that had a successful test. It will fly at speeds faster than Mach 5. A fourth system is the hypersonic international flight research experimentation program or Hifire, a Mach 8 weapon being developed with Australia.

#2  Well it is going to be tricksy even though they have proof of concept now. The part of the fuselage that "rides" the shock wave and provides the air feed to the ram jet is going to get very hot and I suspect that they are using the fuel supply as a heat sink and when it dives for target it will get even hotter as it hits thicker air. So you have to figure out how much fuel are you going to need for the range you want and that will dictate the size of the missile, and then there is how heat resistance do you need to make the guidance system. Then how fast is the guidance system going to be able to react? The engine itself only has to last long enough for the trip.

Fake CIA agent helped craft sweeping environmental rules while at EPA
[WASHINGTONTIMES] A former high-ranking EPA staffer convicted of stealing nearly $900,000 by pretending to be a CIA spy had virtually no experience, got his job with help from a college buddy, and went on to play a key role in sweeping environmental regulations, according to a report Senate Republicans released Wednesday.

Those regulations remain in place despite John C. Beale's lack of environmental expertise, Republican Sherlocks said, adding that they want the Environmental Protection Agency to review the work in which Beale was involved during his 24-year tenure.

The report said Beale led an "itinerant life" as a police officer and a physical therapist in Caliphornia, an impregnable bastion of the Democratic Party, before heading to Princeton University in the 1970s. It was at Princeton, the report said, where Beale befriended Robert Brenner, who later would become the EPA's deputy assistant administrator.

"Rather than recruit someone with the requisite experience, Brenner sought out Beale in what appears to be a decision based solely on their personal friendship rather than any experience or credentials," said conclusions of the report by Republicans on the Senate Environment and Public Works Committee.

Beale advanced quickly after he joined the agency in 1989 and eventually helped the EPA implement national air quality standards.

The highest-paid employee in the EPA, Beale was a senior policy adviser earning more than $200,000 in salary and bonuses a year by the time he resigned in April 2013.

Beale is now in prison on theft charges after admitting he ditched EPA work, claiming to be a CIA spy.
