A Cleveland man was attacked by a housecat Friday afternoon and the man's injuries are so severe that he had to be taken by air ambulance to Memorial Hermann Hospital in Houston.

#1  The cat was reportedly taken to an animal hospital, where it was put down. He had attacked it with a screwdriver.

He couldn't figure out that it was just fighting for dominance so he started a real fight. And got what every other winner of a knife fight gets, a trip to the hospital.

Feds Don't Have Enough Cash to Go Green
Agencies face many mandates to become more environmentally friendly: Reduce gasoline consumption in cars and trucks, lower water use and greenhouse gas emissions, and adopt more renewable energy sources, among others.
So doesn't that save them lotsabucks?
But the mandate that agencies struggle with most is one to convert their existing buildings to meet green standards. That means decreasing energy use at hospitals and health clinics and reducing waste at laboratories. Agencies will also have to work to bring historic buildings, and even prisons, into compliance.
Shirley, the costs of those changes were compared to the benefits, and a savings was projected, right?
Those steps take money, and that's what agencies are increasingly short on. Of 20 agencies graded by the Office of Management and Budget on their compliance with green mandates, only seven met the 2010 mandate to have at least 5 percent of their buildings meet energy-efficient and sustainable standards.
Governments will have to choose, just like the rest of us. There never was a goose that laid golden eggs. This pic was obviously Photoshopped.

Zillow data confirms - double dip housing crash is starting
If you thought the housing crisis was bad, think again.

It's worse.

New data just out from Zillow, the real-estate information company, show house prices are falling at their fastest rate since the Lehman collapse. Average home prices are down 8% from a year ago, 3% over the quarter, and are falling at about 1% every month, according to Zillow.
Aaaaand for the money quote
What a foolish boondoggle those tax breaks for home buyers have turned out to be. The government spent an estimated $22 billion between 2008 and 2010 on tax breaks to prop up the housing market. All it achieved was a brief suckers' rally that ended last summer.

"As we said at the time, it was a giant waste of money," says Mark Calabria, economist at the conservative Cato Institute. "None of these things really turned the housing market around. They just put off the adjustment for awhile."
That needs to be part of the Republican's war cry for 2012. Throwing money at the problem and creating debt won't solve the problem.

House Prices with low Affordability (i.e High Price to Wages ratio) is simply (credit) Inflation and therefore Bad.

#3  The run up was fueled by cheap money.

For purposes of illustration only, imagine you could spend $2000 month on a mortgage. Under traditional guidelines (20% down, 80% LTV, etc) let's say that would buy you $350,000 worth of house.

Along came "creative" financing tools like the Option ARM and suddenly, presto, you could buy $700,000 worth of house for that same $2000 monthly payment. The result was that all those $350k homes were promptly bid up to $700k.

This all kind, of sort, of worked while prices were going up, up, up. Then the house of cards came tumbling down. "Creative" mortgages went away, flippers had no one to flip to and buyers were stuck in homes worth less than the balance on the mortgage. What now?

Well, prices have to come back down, period. People who can afford $2000 / month probably can't pay $4000 / month. Creative financing is no longer available. Only option left is to devalue real estate until people can afford it again. That is why prices are coming down, and will continue to come down. Unfortunately it is a very slow process. The primary driver is foreclosure, and that takes about 12 months start to finish -- and that is if you can find a buyer, and if your buyer can get a loan.

#4  Iblis HI!, you know what your talking about. Banks have money to loan but the people that are applying can't get a loan from their regular bank. Then you have those who want to consolidate because they are overextended. Then you have those that are high credit risks. If you have a good credit rating then you can get a loan.

AZ Plans To Build Border Fence With Donations And Prison Labor

Fed up with federal inaction, duplicity, and cynical obstructionism, the AZ legislature and governor have decided to launch a website for donations to help build a Mexican border fence, which will then be done with prison labor. It will begin when the law comes into effect on July 20th.

"We're going to build this site as fast as we can, and promote it, and market the heck out of it," said state Sen. Steve Smith, a first-term Republican senator from Maricopa, and sponsor of the bill. He suggested that construction will begin on sections as soon as there is the money to pay for them.

AZ's 376 mile border is the most active corridor of both illegal aliens and illegal drugs of the 2000 mile border area.

Federal officials refused comment about Arizona's initiative in the face of their negligence. They will likely try to prevent it.

State Corrections Director Charles Ryan said getting inmate labor to help construct border fencing will be cost effective, as their work is provided for 50 cents an hour.

Getting permission from private landowners is not expected to be difficult, especially since one of them was treacherously assassinated by a Mexican cartel a few years ago, when he went to render aid to a Mexican decoy he thought was an illegal alien in distress.

After Osama, China fears the next target
Although relieved with bin Laden's death, many Chinese are scared where Washington will focus its attention next.

The United States' most vilified terrorist foe has been dead only a week but China is already haunted by the phantom of the next big US enemy. Almost simultaneously with the spread of the news of Osama bin Laden's death in a covert US operation in Pakistan, Chinese analysts had begun the guessing game of where Washington will focus its attention next.

"Why didn't they catch him alive?" speculated military affairs analyst Guo Xuan. "Because he was no longer needed as an excuse for Washington to take the anti-terror war outside of the US borders. It is because of bin Laden that the US were allowed to increase their strategic presence in many places around the world as never before. But Libya and NATO's attack there have changed the game. They (the US) no longer need bin Laden to assert their authority."

Even before bin Laden's death, Beijing had expressed concern that the US strategists are diverting their attention from the war on terror to containing the rise of China and other emerging economies.

A long article on Libya stalemate published by the editor of Contemporary International Relations magazine, Lin Limin, argued that the US has been unwilling to take the lead role in the Libya conflict because it has "finally woken up to the fact that its main reason to worry are the emerging countries.

China least potent among N-powers, says Harvard study
NEW DELHI: China's stock of weapon-grade fissile material might be the lowest among the five-member nuclear club, with a new Harvard study estimating that the Asian giant has about 16 tonnes of enriched uranium and 1.8 tonnes of plutonium.
FIVE-member? I thought they could count better than that at Harvard...
There are quite a few things that people thought Harvard did better. Embarrassing for them, really.
The Belfer Center study makes a plus-minus margin of four tonnes for highly enriched uranium and .5 tonnes of plutonium. This is lower from most previous estimates that range from 17-26 tonnes of uranium and 2.1-6.6 tonnes of plutonium, says the study's author Hui Zhang.

Zhang's article in the "Science and Global Security" says China stopped production of enriched uranium in 1987 and plutonium in 1990, diverting resources towards nuclear fuel used for civilian purposes. A careful satellite study of Chinese facilities and calculations of use of fissile material had led to these estimates.

China's nuclear programme was aided by the erstwhile Soviet Union before Russia broke cooperation after Mao Zedong's assertive policies. The facilities were then located in south-west China -- far from the coast and border with the Soviet Union -- and became operational in the 1970s.

The new plutonium estimate, says Zhang, is consistent with a US department of energy assessment from 1999 that China had a stockpile of 1.7--2.8 tonnes of plutonium for weapons.

The stocks might be more modest than estimated, but this does not necessarily spell comfort for India as most of China's missiles are in the mid-range that covers the Indian landmass. Some Western reports put China's stockpile at 240 warheads, with 175 in active mode and 65 in reserve. But many missiles are not clearly distinguished as nuclear capable, fuelling confusion and panicky reactions.

The study calculates that China's Lanzhou plant, operating continuously at full capacity up to 1980, would have facilitated about six tonnes of weapon-grade or 90% enriched uranium. The plant did not process weapon-grade uranium till 1987.

The Heping facility located in Sichuan is believed to have begun operations around 1975 and stopped in 1987. Together, the Lanzhou and Heping gaseous diffusion plants would have produced roughly 3.8 million separative working units, enough to make about 20 tonnes of weapon-grade uranium.

China produced plutonium for weapons at Jiuquan atomic energy complex in Gansu and the Guangyuan plutonium plant at Guangyuan in Sichuan. The Jiuquan reactor could have facilitated about 0.9 tonness of weapon-grade plutonium.

China's existing smaller stockpile would be sufficient for current modernization, but if the US moves its missile defence and space weapons plans forward Beijing may have to produce more ballistic missiles, the study concludes.

The Democrat-affiliated firm Public Policy Polling found that 53 percent of McCain's constituents disapprove of him, compared with only 34 percent that approve. The poll was based on 623 Arizona voters from April 28 to May 1.

The poll shows that McCain is unpopular with his party base, and even more disliked by Independents and Democrats. Only 44 percent of Republicans approve of McCain compared to 40 percent who disapprove. Fifty-eight percent of Independents disapprove of the senator and 67 percent of Democrats disapprove.
... so, really, I have no idea how the stinker was reelected last November unless it was because he was the lesser of two evils... Oh. Wait...
"He has improved considerably with the GOP after a bruising primary battle last summer and his White House loss, but he is in the basement with everyone else," Public Policy Polling said in a statement.

WI GOP rushing to pass agenda ahead of recalls
[Iran Press TV] In Wisconsin, the Republicans in the state government are hoping to rush a packed slate of radical measures through the Legislature within the next eight weeks.

Critics accuse them of accelerating the ratification process to get ahead of this summer's recall elections and the possibility of Democrats taking a majority of seats in the state Legislature.

Republican politicians have proposed measures that will "legalize concealed weapons, deregulate the telephone industry, require voters to show photo identification at the polls, expand school vouchers and undo an early release for prisoners," says the Wisconsin State Journal.

Also looming is the threat of a rewritten version of Governor Scott Walker's controversial budget plan limiting the collective bargaining rights of public employees.

Democratic Assembly Leader Peter Barca says the Republicans are reacting to the stiff backlash against Governor Walker's proposals and the fact that six Republican senators will be forced to defend their seats in recall votes this summer. "They know there's a very strong possibility their days of controlling every level of government are numbered," he says.
