Oh no! You'll have to get off your a$$ and complain to the neighbor or clean it up yourself!

Sex offender? Seems like they wouldn't care unless a citizen reported them anyway. Websites will be popping up where that same citizen can "register" for them privately just as there are websites that will tell you what that phone number was that just called you before you call them back, even if they are an "unlisted" number.

The police also say you'll just have to register your problem online. OK. So no operator to hold your hand. Sounds like they'll get to you between serious work.

I wonder if Oakland uses photo radar (or hides behind signs at the usual speedtraps and other such easy-money-makers). If they do, then I also wonder if those stations will remain in use. If so, in my opinion the police could absorb further cuts.

#4  Some are minor, others not so much. If you home was burglarized would you want to be told to fill out the online form and that no officer would be coming by? Who's going to go in first and check it out? What if they stole your computer? Damn, looks like it's going to be a long night!

I think we can expect more of our police force than this. Is this to be the new model for police work? We already have CHP to pick at the carcass of an already broke citizenry, they've become nothing more than meter maids with guns.
My father worked for Oakland Police for 25 years, he can't recall anything in the oath about raising revenues, but that's all they seem to be interested in now.

A reminder is perhaps in order regarding this 2005 paper from the Army War College. Main point of the paper is that street gangs function like insurgencies in that they deliberately prevent the public authorities from exercising control and as a result undermine the rule of law in general.

The Fruit of Islam in Oakland, who've been linked to the murders of Oakland business people who don't support them. Second generation north Africans in the banlieus of Paris. Kurdish Islamicists in Malmo. We've seen what happens when the authorities cede control of an urban area. It doesn't end well.

#9  This is an old bureaucrat trick. When someone offers to cut your funding, you loudly announce that you are going to "cut the meat" (not the fat.)

The trick is to not be too outrageous. For example, they would get their rear end kicked if they said they were no longer going to arrest rapists. But not arresting taggers will annoy the business community just enough so that they will lean on the city council.

And yes, a big part of it is not pushing so hard that people start looking for alternatives.

Seems like Oakland and California is ripe for a 2nd Amendment challenge. Presently, California is very restrictive about gun rights..

Chupacabra speculation swirling in Texas
Encounters with two hairless canines last week in northeast Hood County are stirring speculation that goat-sucking "chupacabras" have expanded into North Texas. Or, according to a more scientific explanation, mange is infecting coyotes, robbing them of their coats.
Let's not let science get in the way of a good goat-sucking story
Goat-sucking? I'm not sure what that means, but it doesn't sound like I want to.
There haven't been any local reports of livestock or pets being sucked dry - the modus operandi of the mythical beasts of south-of-the-border folklore. But a frail, hairless hound cornered on Wednesday, July 7, was no less startling to a code enforcement officer for the city of Cresson.

Johnny Collins said he was checking a city water well when he saw an emaciated, gray-skinned animal sneak into a barn at the adjacent Wake Sports Ranch, which operates a cable system that slings water skiers around a lake. Frank Hackett, Hood County animal control officer, entered the building with Collins to flush the creature out, but that's when it showed its teeth.

"It came toward me," Collins said. "It growled and leaped, kind of like a kangaroo rat, and when it came down, it went back toward Frank." So Hackett shot the animal, Collins said.

One Ranger, one mythical beast?
Jack Farr, owner of the ranch and neighboring MotorSport Ranch, said he had been seeing the animal for about three weeks on the property.
"One time I was on a four-wheeler and I came within 15-20 feet of it," he said. "I just kind of veered closer to it, but it trotted away. I've never seen anything like it."
"Hi, honey. How was your ride?"
"Pretty boring, just the usual blood sucking mythical beasts. What's for dinner?"

"Unicorn, hunter style. I know it's your favourite, so I sent little Suzie out in her prettiest white dress to fetch one."
Sightings of similar creatures have popped up in recent years at Edinburg along the border with Mexico and farther north near Cuero.

Collins, a member of the Texas State Guard, attended a drill a few days later and showed pictures of the animal to fellow troops from South Texas. "They'd take one look and say, 'Yep, you got a chupacabra there,'" Collins said.

Actually, said Sgt. Rosemary Moninger of Hood County animal control, the animal was a "coyote-canine hybrid," according to tests conducted at Texas A&M University.

Moninger took the carcass to veterinary experts there, who found skin mites still active on the animal a day after it was killed and put in a cooler, she said. Mites are known to cause mange, but this animal had even more problems. "It had extreme internal parasites," Moninger said, "and it was totally emaciated, just starving to death."

Collins said he regrets that the animal was shot. "But, my gosh," he added, "the misery it was in ... it was just horrible."

A similar animal was killed two days later on the Hewitt family ranch near Acton, about eight miles southwest of Cresson. Joyce Hewitt, a 30-year resident, said coyotes are regularly spotted on her land, but like Farr, she had never seen one without hair -- at least not until recently. "We've been seeing it for a week or two," she said, "and then it started coming up to the house. Well, I had an outside kitty, and I didn't want him to get it."

So, on Friday, July 9, her son David shot the creature.
Texas ain't a healthy place to be a chupacabra.
But shortly after the kill, the Hewitts noticed that it wasn't completely bald. "He had some hair right down his spine," she said. "He had really sturdy paws and substantial claws."

The Hewitts didn't want to touch the creature, she said, but before animal control could have a look at it, "the vultures got it."
"Clean-up, aisle two"
Consequently, the carcass can't be tested to determine if it's a coyote -- or something else.

"David e-mailed a photo of it to a friend who hunts," she said. "He told David that's what it was - a chupacabra. "I don't know what it was or how far back they go. I just know that they are rare."
Seeing how Texans handle them, I guess we know why.
Yup.
Farr said he doesn't want his customers having contact with wild animals that have parasites. The MotorSports Ranch offers tracks where people can try out race cars and motorcycles.

Nevertheless, he said, there was something appealing about having a mysterious creature nearby. "I kind of miss him already," Farr said, "even though he was kind of mangy."

Chicken Came Before the Egg: "Scientific Proof"
British scientists claim to have solved one of the great mysteries of life, the universe and everything in it: The chicken came before the egg, they say, and they're not mincing words.

"It had long been suspected that the egg came first, but now we have the scientific proof that shows that in fact the chicken came first," Sheffield University's Dr Colin Freeman, according to a report in the Metro.

Researchers from Scotland and England used a supercomputer called HECToR to look in such detail at a chicken eggshell that they were able to determine the vital role of a protein used to kick-start the egg's formation.

That protein is only found, wait for it... inside a chicken.

Freeman, who worked on HECToR with counterparts at Edinburgh's Warwick University, said the protein had been identified earlier by scientists and was known to be linked to egg formation, "but by examining it closely we have been able to see how it controls the process," he added, describing it as a catalyst.

Professor John Harding, who also took part in the research, told Metro the discovery could have other applications.

"Understanding how chickens make shells is fascinating in itself, but can also give clues towards designing new materials." he said.

Which is good, because in spite of HECToR's hard work and the "scientific proof" it yielded, the study offered no explanation as to how the chicken got there in the first place.

If not from an egg, perhaps it just came from across the road.

#4  Two kids exposed to that much media, as fast as it came, all of it attacking them. For them to reconcile shows maturity and the ability to get past the firestorm they endured. Most of us at the Burg are well over 40 but if we look back honestly and try to put ourselves in their situation, we would not have done as well. If every time I called my future mother in law a controlling bitch it made MSNBC I am certain there would be no reconciliation with her family. Like I said in the beginning with them, they are in a tough spot, then to be thrown into the spotlight their life was unmanageable. Give them a break.

Mugabe says Zimbabwe to forge ahead with diamond sales
[The Nation (Nairobi)] Zimbabwe's President Robert Mugabe vowed Tuesday that the country would go ahead with diamond sales that were banned earlier this year because of rights violations at its largest mines.

"Let there be no doubt whatsoever about our resolve to sell our diamonds for the benefit of our country and its people," Mugabe said in a speech to open a new session of parliament.

"With Zimbabwe now projected to contribute around 25 per cent of the global diamond output, there are huge prospects for the diamond sub-sector to emerge as a major driver of the country's economic turnaround."

The diamond watchdog Kimberley Process in January halted the sale of stones from Zimbabwe's eastern Marange diamond fields after documenting gross military abuses against civilians.

The Zimbabwean government reacted by imposing a blanket ban on the export of diamonds until the Kimberley Process gave its Marange diamonds a clean bill of health.

In a report ahead of a key meeting of the diamond watchdog in Tel Aviv last month, monitor Abbey Chikane said Zimbabwe had met minimum requirements to be eligible to trade in diamonds.

But the meeting ended without consensus by members of the Kimberley Process on whether Zimbabwe should be cleared to sell diamonds from Marange.

Zimbabwe will be back on the agenda when Kimberley Process members meet in St Petersburg, Russia, this week.

"The Kimberley Process monitor's report declared that the country as having fulfilled the Kimberley Process's minimum requirements," Mugabe told members of parliament.

"However, those ill-disposed to us have not given up on the use of absurd conditionalities and other dilatory tactics in a bid to block the sale of our diamonds."

3 teachers caught luring schoolboys for sex
[Arab News] The Prosecution and Investigation Commission in Makkah is currently questioning three teachers, two Saudis and a Yemeni, who tried to seduce two intermediate students into having sex with them, the Commission for the Promotion of Virtue and Prevention of Vice (Haia) announced on Monday.

A Haia spokesman said the organization received a tip-off that two students at an intermediate school were being blackmailed by their teacher into having sex with him. The source said the teacher also ran a Tawafa office at a building that is rented to pilgrims.

"The teacher was using this office for what he was doing," said the spokesman.

He added that the teacher promised the two students jobs at his establishment and SR2,000 salaries, and that he would pass them in school. "He also promised to mediate on their behalf with other teachers so they would pass all their subjects. After ascertaining this information, the Haia ambushed the teacher and broke into his apartment to find him with two other teachers and the students," said the source.

He added that the three teachers were showing pornography films to the students to arouse their desires.

The three teachers will be taken to court after the police have completed investigations.

Mr. Wife wouldn't go into the coffeehouses in Saudi Arabia for that reason, and such stories pop up regularly from Turkey eastward. That culture has always hewed to the ancient Greek ideal, even before Islam: women for babies, youths for pleasure.

Cuban migrant found on a Styrofoam boat
Airborne U.S. Customs and Border Protection agents on Tuesday, July 13, 2010, discovered a Cuban man after he apparently had floated in the Caribbean Sea for 25 days in a small, homemade vessel. The small vessel, about seven feet long and custom-built out of Styrofoam, was found about 51 miles south of Marathon. Once a Coast Guard vessel arrived, they transferred the castaway to their ship. The man was severely dehydrated and said he left the Havana, Cuba, area on June 20.

The vessel wasn't in the same class as the 1951 Chevy truck outfitted as a boat that made worldwide headlines in 2003, but the tiny Styrofoam boat had the same purpose: to carry a migrant from Cuba to the United States.

A U.S. surveillance aircraft patrolling the Florida Straits spotted the makeshift, seven-foot vessel 51 miles south of Marathon and, on closer inspection, discovered a man aboard who turned out to be a severly dehydrated Cuban migrant adrift for 25 days, federal authorities said Tuesday night.

A statement from Customs and Border Protection did not say when the Styrofoam boat was found, and officials could not be reached Tuesday to confirm the date. However, CBP said the man told them he had left Cuba on June 20, which indicates he was discovered over the weekend.

Cuban migrants intercepted at sea are generally repatriated, and those who reach U.S. shores are generally allowed to stay. Of those picked up at sea, if doctors determine they need emergency hospital attention, they are brought ashore.
Bring this man to America. If he can invent a styrofoam boat he's an American.

Command Master Chief Under Scrutiny
Her boisterous personality makes people notice Command Master Chief (AW/SW) Evelyn Banks anywhere she goes, but after she arrived at the Naval Academy in 2007, people began paying attention to something else.

According to multiple sources, Banks was living in one of the largest houses on the Yard, normally reserved for an O-6. She traveled the world, flying across the U.S. and even to Africa, in an “academy ambassador” role her predecessors never had. She threw lavish parties and gave extravagant gifts. Before long, someone in Annapolis complained to the Naval Inspector General.

Banks, who became the command master chief of Naval Sea Systems Command on June 21, could not be reached for comment for this story; a spokeswoman said Banks was traveling.

Most names are redacted in the copy of the IG report released to Navy Times under the Freedom of Information Act, but two sources with knowledge of the investigation confirmed that many parts of it described Banks and helped link the relevant sections to her. The document also refers to “the CMC”; “the command master chief”; and an academy leader who had established “a strong working relationship” with academy superintendent Vice Adm. Jeffrey Fowler when they both served at Navy Recruiting Command, which was Banks’ assignment before the academy.

The IG did not conclude that Banks’ lifestyle was illegal, but investigators questioned the rate at which she spent money in her first year on the job — $32,000 for catered events at her quarters; $3,088 for dinners in restaurants; and $62,680 on “gifts and mementos.” Overall, between August 2007 and December 2008, Banks spent almost $113,000 just on keepsakes and entertaining.

Record-keeping for all of her spending was poor, the IG found, and, although not against the law, investigators said Banks’ activities pushed the limits of what was appropriate for the school’s senior enlisted leader. One example was a dinner party for Banks’ “women’s outreach program” that cost $1,811, or about $259 per person.

“It is unlikely that the [Naval Academy] could reasonably justify the use of over $1,800 of unrestricted gift funds to serve dinner to seven people, particularly with the service of alcoholic beverages, as being necessary to carry out any official function,” investigators wrote. Conclusion: “We find that gift funds were misspent on this unnecessary and expensive entertainment of employees and their spouses.”

Likewise with a Labor Day “women’s retreat” for senior enlisted women and officers that cost $1,613, including $289 for drinks. “There is no evidence of any relationship between the mission of [the Naval Academy] and the hosting of a retreat for a few select senior female service members to discuss issues impacting women in the Navy,” the report said.

The report does not include an interview with Banks, but investigators did ask Fowler about her spending. He defended it. Not only was it his prerogative to authorize members of his command to use money however he saw fit, Banks — the academy’s first black female master chief — had a larger mission to help the Navy appeal to blacks and women.

#3  The US Army is not immune from this affirmative action debauchery. Staff cars, reserved parking places, and private offices have been the standard for E-9's for years. God help the field grade officer who crosses one of these beasts. They oftentimes serve as adhoc union stewards and wield as much power as a general officer.

This should have remained an IG investigation for no longer than about 15 minutes, then an Article-32 investigation should have been initiated. The expenditure of those kinds of government funds is clearly Waste, Fraud, and Abuse at the highest levels.

#9  A couple things peeons. First and foremost RHIP and that goes in any service. Command Senior Enlisted slots are the SENIOR ranking enlisted person and are afforded privileges and yes perks that go with their duties. Most of that job is politicking and smoozing with military, civilian, and foreign dignitaries. From the outside I can see a great deal of publicity from an African-American Master Chief traveling to countries in Africa. Attending retreats, conferences, and trading swag with others is also in the duty description. I don’t see any of these events, dinners, drinks, or gifts as outside the normal duties of Command Master Chief Banks. Sorry guys/gals I see nothing out of line here.

#11  Besoeker, you bet that a lot of swag. I have never been the CMC of the Naval Academy and can't guess on what is too much. I will add that I don't think even a CMC gets to go anywhere or do anything they want without approval from above. They need signed orders to get tickets and travel pay.

#14  I've known one Command Master Chief, three Command Chief Master Sergeants, and the Commandant of Cadets at the Air Force Academy. The only one spending that kind of money on "social events" was the Commandant of Cadets, and even he didn't spend that much normally. None of the senior NCOs I knew lived in officer's quarters, although most had the best of the best enlisted quarters - it went with the job. I think someone's taking advantage of their position to do things that the rest of the Navy would find extremely inappropriate. BTW, there are currently 53 foreign students at the Air Force Academy. The Commandant of Cadets entertains their families and diplomats from their homeland. The Academy Chief Master Sergeant assists him, but the OFFICER does the leading. I'm sure the same goes for the Naval Academy most of the time.

A man shot his mother dead allegedly over honour at their house in Shershah police precincts on Tuesday.

According to SHO Fida Hussain, Haleema Basheer, 40, lived in a house in lane No 13 on Muhammadi Road, and was killed by her son Muneer.

SP Naeem Sheikh said the woman had left the house for a few days thrice in the past, and Muneer had been scoffed at by the neighbours because of that. However, when his mother returned home after leaving the house for the fourth time, he shot her dead, the SP added.

Police said Muneer was an unemployed drug addict, while his father was a labourer and had four more children with the victim.

USDoT: It's Stupid Drivers, Not Dangerous Toyotas
The U.S. Department of Transportation has analyzed dozens of data recorders from Toyota Motor Corp. vehicles involved in accidents blamed on sudden acceleration and found that at the time of the crashes, throttles were wide open and the brakes were not engaged, people familiar with the findings said.

The results suggest that some drivers who said their Toyota and Lexus vehicles surged out of control were mistakenly flooring the accelerator when they intended to jam on the brakes. But the findings don't exonerate Toyota from two known issues blamed for sudden acceleration in its vehicles: sticky accelerator pedals and floor mats that can trap accelerator pedals to the floor.

The findings by the National Highway Traffic Safety Administration involve a sample of reports in which a driver of a Toyota vehicle said the brakes were depressed but failed to stop the car from accelerating and ultimately crashing. The data recorders analyzed by NHTSA were selected by the agency, not Toyota, based on complaints the drivers had filed with the government.

The findings are consistent with a 1989 government-sponsored study that blamed similar driver mistakes for a rash of sudden-acceleration reports involving Audi 5000 sedans.

The Toyota findings, which haven't been released by NHTSA, support Toyota's position that sudden-acceleration reports involving its vehicles weren't caused by electronic glitches in computer-controlled throttle systems, as some safety advocates and plaintiffs' attorneys have alleged. More than 100 people have sued the auto maker claiming crashes were the result of faulty electronics.

NHTSA has received more than 3,000 complaints of sudden acceleration in Toyotas, including some dating to early last decade, according to a report the agency compiled in March. The incidents include 75 fatal crashes involving 93 deaths.

However, NHTSA has been able to verify only one of those fatal crashes was caused by a problem with the vehicle, according to information the agency provided to the National Academy of Sciences. That accident last Aug. 28, which killed a California highway patrolman and three passengers in a Lexus, was traced to a floor mat that trapped the gas pedal in the depressed position.

Toyota has recalled more than eight million cars globally to fix floor mats and sticky accelerators.

#2  Toyotas don't have a crash data recorder (air bag module) module that can be readily read by accident reconstructionists. Ford, GM, and Chryler do. Toyota is able to read their vehicle data. Looks like NHTSA also has the capability. If Toyota made their crash data available to accident reconstructionists, some of their problems might go away. I've always thought some of these claims were scams; others driver error and maybe just possibly some throttle problems--but doubtful. Cars are designed such that braking forces are about three times greater than acceleration forces. The car ought to be capable of stopping under runaway acceleration if such a thing should happen.

I have been suspicious about this being a political problem. Obumble takes over GM and Chrysler. Ford didn't take stimulus funds so they don't have to cow-tow to the Feds other than meet Fed standards. Obumble is beholden to the unions, so he insures their jobs and continuity by taking over American car firms. Payoffs for 2008 votes and contributions.

Iran president runs into trouble over neck ties
[Al Arabiya Latest] Iran's President Mahmud Ahmadinejad has run into trouble with a conservative cleric over whether men are allowed to wear ties in the Islamic republic, the news agency ISNA reported on Tuesday.

"I say to him that many religious dignitaries believe ties should not be worn," said Ayatollah Ahmad Khatami, who is normally a close ally of the president, a fellow hardliner.

"The supreme guide (Ayatollah Ali Khamenei) himself has said in a fatwa (religious edict) that the wearing of ties or bowties is not permitted," Khatami said.


In the latest such controversy, Ahmadinejad has gone on record as saying that no religious leader has banned the tie, which since the 1979 Islamic revolution has been regarded as a symbol of Western culture.

But the tie has in past years been making a comeback in Iran, especially at events such as weddings and funerals.

#1  So the Ayatollah and I agree on something - neckties are bad. We also agree that shaving is bad (but my wife disagrees, so I shave.) Am I on my way to becoming a Muslim? Should I dig out my neckties and start wearing them to ward off the evil?
