NYPD Wants Businesses to Require Customers Remove Masks
[Epoch Times] The New York Police Department is advising businesses to ask patrons to take off their masks before entry in light of the high number of thefts and robberies across the city.

"We are asking the businesses to make this a condition of entry: That people, when they come in, they show their face, they should identify themselves," he continued. "And if they feel like they want to put their mask on after they identify themselves for their safety, by all means, they should do so."

Prior to the COVID-19 pandemic, most businesses in the city would block customers from entering the premises with masks on, according to the police chief. But taking in masked customers is now "a way of life."
And a political choice.
"Since the pandemic, this is a way of life for us, where people wear masks regularly," he said. "But we’re seeing this being used too much as a ruse to enter into businesses and to victimize our businesses."

The advice comes as New York City Mayor Eric Adams admitted that a shoplifting epidemic is forcing chain stores to close down and costing retail workers their jobs.

"People who say that we’re criminalizing the poor—they’re wrong," Adam said at a Feb. 12 budget hearing in Albany as he made the case for billions in additional state funding for his city. "Poor and low-income New Yorkers are being unemployed because we’re losing those businesses in our city."

Wetter-than-average conditions are most likely in western Alaska, the Pacific Northwest, northern Rockies, Great Lakes and Ohio Valley.
The greatest chances for drier-than-average conditions are forecast in portions of California, the Southwest, the southern Rockies, southern Plains, Gulf Coast and much of the Southeast.

#1  Given the snow load in the Sierra this winter, the resulting Spring floods should be monumental. Of course the geniuses in CA will let 95% of that flow into the ocean. I guess they're just be eco-friendly letting the natural hydro cycle play out rather than interrupt it by siphoning it off for the parasite that is man.

#2  The winter forecast for the western US and Rockies was just plain wrong. They called for normal moisture and mild temperatures for us. What we got was the heaviest snows in a century and the 4th coldest winter on record.

I don't have much confidence in their Spring forcast.

And the insufficiency of commonly accepted models, which led to improvements of the double dynamo solar model — numbers but no real math at the link — which suggests that the combination of sun cycles may be causing an extended minimum.

#5  we are in the 4th year of a La Nina - I am pretty sure this is a first during the time of reliable ocean temperature records (1950 or so is the beginning of this period although the first 2 decades of temperature measurements were nowhere near as good as those now).

what is way different this year is that the pacific bordering North America from Baja to Alaska is way below normal for several hundred miles west of the coast

also, the Atlantic from the equator to 60N is almost all above normal

#6  The National Weather Service for the Carson Valley just posted this weather advisory this morning:
"A major pattern change is shaping up from Thursday afternoon onward. A warm Pacific storm will bring heavy rain and high elevation snow potential, along with strong winds, Thursday night through Saturday night. Please find additional details in our Forecaster Discussion on weather.gov/reno."

So the massive snowpack will get heavy rain in mid-to lower elevations creating flooding runoff potential, and ice sheeting over soft snow, perfect case for avalanches. All afternoon yesterday while my wife was riding her horse at the stable at the base of the Tahoe Sierra's, we heard the booming of explosive charges as they set off preventative, controlled avalanches along the Sierra Crests.

Somalia: Foreign vessels fishing illegally in our waters
Not piracy, but the reason Somalis turned to piracy in recent decades.
[Garlowe] Somalia has warned foreign nations against fishing in her waters, noting that the Ministry in charge of Fisheries and Blue Economy has established the illegality, which risks depleting the country's natural resources which are critical for development.

In a statement, the ministry said the vessels have been fishing in Somalia's Exclusive Economic Zone [EEZ] for the last two months, significantly affecting marine ecology in Somalia, which enjoys a coastline of 3,333 kilometers, which stretches from Kiunga to Berbera in the north.

For decades, Illegal, Unreported, and Unregulated fishing has been a norm in the country's coastline, with those involved violating national and international laws without being noticed. This, the ministry argues, has cost the country a fortune.

In this context, the fishing vessels have been accessing Somali waters without any agreements with the country and, or fishing licenses. Fishing permits can only be issued by the Ministry of Fisheries and Blue Economy of the federal government of Somalia.

But despite the clear regulations from the government, Puntland
...a region in northeastern Somalia, centered on Garowe in the Nugaal province. Its leaders declared the territory an autonomous state in 1998. Puntland and the equally autonomous Somaliland seem to have avoided the clan rivalries and warlordism that have typified the rest of Somalia, which puts both places high on the list for Islamic subversion...
regional administration has been issuing fishing licenses, defying an order issued by Mogadishu over the same. Garowe argued that the directive violated the resource-sharing principles between the federal government and the regional states.

Already, Mogadishu has come up with procedures and rules which guide the issuance of fishing permits across the country, in a strategy geared towards centralizing the process to avoid confusion. Endorsement letters, the ministry added, are no longer going to be considered valid legal permits.

To cure the situation, the ministry has since directed that all foreign vessels illegally fishing in Somalia exit forthwith, noting that there is a need to comply with existing laws and regulations. It is estimated that Somalia can make up to millions of dollars in a proper and we'll regulated fishing environment which can be used for development in the country.

President Hassan Sheikh Mohamud had pledged to help the country increase domestic revenue which will assist Mogadishu to expand development activities outside high dependency on foreign aid. The country's budget solely depends on foreign aid with very little coming from domestic revenue collection.

China lowers its economic growth targets to 5% for 2023
[Garowe] Asian economic giant -China has lowered its economic growth targets to 5 percent for this year, Li Keqiang announced during China’s annual National People's Congress in Beijing.

This is lower than the average forecasts set by economists surveyed by Agence La Belle France-Presse who predicted at least 5.5 percent growth.

China set an economic growth target of around 5.5 percent for the last year but missed its targets with around 2.8 percent deficit.

This comes as the nation’s top leaders are trying to avoid large stimulus to boost recovery in a post-pandemic market that is weighed down by weak business confidence and uncertainty in the property market.

"Because the COVID policy has been adjusted, there’s no urgency for them (China) to run another round of big economic stimulus," Zhang Zhiwei, chief economist at Pinpoint Asset Management Ltd, said.

"Indeed, given the very low base of economic activities last year, it is unlikely to see growth drop below 5 percent," Zhiwei added.

Keqiang said that Beijing would target a rise in its consumer price index of around 3 percent and warns of uncertainties in external factors.

"China’s economy is staging a steady recovery and demonstrating vast potential and momentum for further growth," said Keqiang during the congress.

The government has targeted adding 12 million new urban employment jobs for this year, up from last year's 11 million target.

Keqiang added that Beijing should give priority to recovery and expansion of consumption in addition to promoting employment of youth and college graduates.

The country will also boost its defense spending by 7.2 percent this year as well as aim for peaceful reunification with Taiwan.

Keqiang said that boosting domestic demand would be the government’s top priority this year, while imports and exports would steadily increase.

"China’s economy is staging a steady recovery and demonstrating vast potential and momentum for further growth. Under the strong leadership of the Party Central Committee, we carried out the Covid-19 response and pursued economic and social development in an effective and well-coordinated way," Keqiang added.

German police lift lid on worldwide cyber blackmail gang

and Europol has revealed details of an international cybercrime gang accused of blackmailing major firms and institutions.


Police in the German state of North Rhine-Westphalia (NRW) on Monday shared details of an international network of "highly professional" hackers involved in ransomware attacks.

The group allegedly targeted hundreds of companies, institutions or private individuals, with dozens of victims in Germany alone — including a major hospital and local authority.

WHAT DID POLICE REVEAL ABOUT THE GANG?
Investigators identified at least 601 victims internationally, 37 of which were in Germany, NRW state police cybercrime department head Dirk Kunze said on Monday.

Kunze said the hacker group was a "shadow economy that operates according to supply and demand." He said it had already emerged in 2010 and had started with using extortion software in the gaming scene.

In 2021, the network was said to have attacked, among others, the Dusseldorf University Hospital. A woman who needed urgent treatment at the hospital died after she had to be taken to another city for treatment.

It also targeted the Funke media group and the Anhalt-Bitterfeld district in Saxony-Anhalt, which subsequently declared a disaster situation

German police led the investigation, working alongside the US Federal Bureau of Investigation, Europol, and police in the Netherlands and Ukraine.

PROFESSIONAL RECRUITMENT OPERATION
Europol said victims in the United States alone had paid out at least €40 million ($42.5 million) to the gang between May 2019 and March 2021.

The group was said to have specialized in "big game hunting" and ran a professional recruitment operation that asked applicants to submit references about their past cybercrimes.

The investigation identified eleven people — men and women— for their alleged involvement in the group.

Officers searched buildings in Germany and Ukraine in late February, with police seizing evidence and detaining suspected participants for questioning.

Kunze said arrest warrants remained outstanding for three suspects — two of them Russian —who were beyond the reach of European law enforcement.

Ransomware is a form of malicious software that criminal gangs use to encrypt data, offering the victim a key to access it again in return for payments.

US Ports Full of This 'Trojan Horse' From China
[Townhall] An estimated 80 percent of ship-to-shore cranes operating at U.S. ports are made by ZPMC, a China-based manufacturer, leading to rising concern among American defense and national security personnel that have compared the cranes to a "Trojan horse.

WSJ reports that the ZPMC cranes made by the Chinese company are "comparably well-made and inexpensive" compared to other cranes produced by other manufacturers, but "they contain sophisticated sensors that can register and track the provenance and destination of containers, prompting concerns that China could capture information about materiel being shipped in or out of the country to support U.S. military operations around the world."

The huge cranes are generally delivered to U.S. ports fully assembled on ships and are operated through Chinese-made software. In some cases, U.S. officials said, they are supported by Chinese nationals working on two-year U.S. visas, factors they described as potential avenues through which intelligence could be collected.

Besides, NOTHING you touch with an IC in it should be trusted.
When a typical processor IC has 100++ million transistors, 100,000 plus process routes and instructions built-in to it. All of which the Public and governments are not privileged to. Then add IC vendors are also playing with installing A.I. into their chips.

Trust is not high on the feature list.
