Tajikistan’s President expresses concern about increasing threats of terrorism, drug trafficking from Afghanistan
[ANInews] Tajikistan’s President Emomali Rahmon has expressed his concern about the increasing threats of terrorism and drug trafficking from Afghanistan into Tajikistan, Khaama Press reported.

He expressed the concerns during the fifth summit of Central Asian countries’ leaders, which took place in the city of Dushanbe.

According to Sputnik News, Emomali Rahmon reported that Tajik security forces thwarted a terrorist attack on the eve of Tajikistan’s Independence Day,
...Tajikistan declared independence on September 9, 1991...
launched from the Afghan border.

Tajikistan’s state news agency, Khovar, reported earlier this month that three "Jamaat Ansarullah"
... there are some 200 Al Qaeda-linked JAU gunnies being sheltered by the Taliban in Afghanistan...
gang members launched an attack equipped with advanced weaponry from the Badakhshan border in Afghanistan but were neutralized by Tajik security forces.

The Tajikistan President while referring to a thwarted attack, highlighted the alarming presence of terrorist groups from Afghanistan actively trying to infiltrate Central Asian countries.

Additionally, the President expressed growing apprehension regarding the surge in drug trafficking into Tajikistan. This increase in illicit drug trade threatens public health and safety and underscores the need for concerted efforts to combat drug-related issues in the region.

Emomali Rahmon added, "Five tons of drugs were seized in 2022, which is 22 per cent higher than in 2021."

The fifth summit of Central Asian country leaders is set to tackle a comprehensive agenda focused on trade expansion, security assurance, and the promotion of economic growth. These nations are coming together to strengthen their regional ties and address pressing issues crucial for their collective progress, as per Khaama Press.

Through this summit, Central Asian leaders aim to foster a secure and prosperous environment that promotes trade and the overall well-being of their citizens.

#1  This problem has existed for some time: E.g., On May 4, 2012, Tajikistan’s Minister of Internal Affairs, Lieutenant-General Ramazon Rakhimov, made an appeal to the European Parliament during the second session of the Parliamentary Cooperation Committee between the EU and the Republic of Tajikistan." -- to purchase the entire Afghan opium crop so that it could be destroyed.

Britain
British religious clerics accuse media of distorting situation in Afghanistan
It would be awfully useful if someone had a list of who went and who reared up on their hind legs to issue pro-Taliban apologetics afterward.
[AMUtv] British imams who recently visited Afghanistan said this week that the mainstream media has distorted the situation in Afghanistan and that the Taliban
...the Pashtun equivalent of men...
has not imposed a ban on girls’ education but has only issued a temporary suspension.
"temporary"...yeah, that's the ticket!
The delegation visited the country last month and held multiple meetings with senior Taliban officials.

In a discussion at Queen Mary University this week, Sheikh Hamd Mahmood said that girls’ education had not been banned per se, but rather "liberal, secular education had been suspended."

Sheikh Haitham al-Haddad said in the discussion that the issue was being used by the West to demonize Afghanistan. He said that in any society emerging from war, there is a hierarchy of needs and security and the economy comes first.

The imams stated that the education system in Afghanistan has been influenced by the Western system of knowledge and sees it as Western colonialism.

Comments made by the holy mans meanwhile sparked an outcry on social media with critics stating it was a "shameful" attempt to "whitewash" the Taliban’s actions and "lobby" for the Taliban government.

"These are wild bandidos faceless myrmidons and terrorist supporters," said a social media user.

Women’s rights activists were also angry about the visit and the holy mans’ comments. In a petition on a Change website article, activists said: "British religious scholars, mainly from India, Pakistain, and the Arab world," are attempting to "whitewash the oppressive actions" of the Taliban.

The activists asserted that all the Taliban officials who met with the British Moslem holy mans in Kabul are involved in "widespread violence" in Afghanistan and are "subject to United Nations
...an organization originally established to war on dictatorships which was promptly infiltrated by dictatorships and is now held in thrall to dictatorships...
sanctions."

Ahmad Zia Takal, the deputy spokesperson for the Taliban’s Ministry of Foreign Affairs posted on his social media account that the Taliban’s acting foreign minister Amir Khan Muttaqi had discussed the possible "positive changes after the complete rule of the Islamic Emirate (Taliban)" with the "scholars from Britannia."

According to Takal, Muttaqi also asked the holy mans to "convey the true image of Afghanistan to the world and their people."

The Taliban has implemented significant restrictions on women and girls after regaining power in August 2021. It banned girls from secondary schools as well as prohibited women from getting higher education — rendering Afghanistan the only country in the world where women and girls are banned from school, above Grade 6, and university.

[Jpost] The United States plans to seek both the normalization of the Jewish state with its Arab neighbors and a two-state resolution to the Israeli-Palestinian conflict, US President Joe Biden told the United Nations on Tuesday.

"Israel’s greater normalization and economic connection with its neighbors delivering positive and particle impacts even as we continue to work tirelessly for just and lasting peace, for Israelis and Palestinians, two states for two peoples," he said.

Iraq
Displaced families return home in the outskirts of Makhoul hills
[Shafaq News] A government official confirmed on Monday the return of all displaced families to their villages in the volatile surroundings of Saladin's Makhoul hills, marking an end to the extended threat posed by ISIS members and their moving factions for many months.

Mohammed Zaidan, the director of the al-Zawiya sub-district, told Shafaq News Agency that "more than 300 displaced families, being the last batch of evacuees from the outskirts of the Makhoul hills, have returned to their villages of al-Muslakha and al-Salman."

These villages were previously a hotbed for dangerous ISIS factions, forcing seven villages to evacuate over the previous years.

Zaidan noted that the number of returning families has surpassed 7000 from seven villages previously deemed security threats due to the terror cells operated by ISIS elements in recent years. He underscored a revitalization of daily and agricultural activities following the complete stabilization in the outskirts of Makhoul hills, without any reported incidents or security breaches for over a year, attributing this to the full deployment and control of the 51st Brigade of the Popular Mobilization Forces (PMF) over all security sectors.

Since the fall of the Saddam Hussein's regime until 2022, Makhoul hills had been a stronghold for the most dangerous and fierce cells of al-Qaeda and ISIS organizations, notoriously known as the "hills of death" due to the incapacity of the security forces to clear the area. The decisive turn came with the ISIS members fleeing after the severance of border supply routes between Syria and western Nineveh, coupled with precise Arclight airstrike
...KABOOM!...

Syria-Lebanon-Iran
US to repatriate woman, 9 children of ISIS families from NE Syria
From 13. September. Frustratingly, neither the lady nor her relatives appear in the Rantburg archives under the names here.
[NPASyria] The US intends to repatriate an American family from Hawl Camp in Hasakah Governorate, northeastern Syria. The family was brought to Syria by the father to join the Islamic State
...formerly ISIS or ISIL, depending on your preference. Before that they were al-Qaeda in Iraq, as shaped by Abu Musab Zarqawi. They're really very devout, committing every atrocity they can find in the Koran and inventing a few more. They fling Allah around with every other sentence, but to hear western pols talk they're not really Moslems....
(ISIS) in 2016, the New York Times

...which still proudly displays Walter Duranty's Pulitzer prize...

reported on Tuesday.

The family consists of the mother, Brandy Salman, 49, and nine children aged between six and 25, all born in the US. They were taken into custody in the town of Baghuz, Syria’s eastern governorate of Deir ez-Zor.

One of the children, who is now about 17, was taken to Houri center several years ago for rehabilitation and de-radicalization.

In an exclusive statement to North Press in August, Khaled Ibrahim, an official at the Foreign Relations Department of the AANES, explained the reason for separating children from their mothers in Hawl Camp, saying "Children of the age of 12 and above are sexually exploited to increase ISIS offspring based upon fatwas issued by their emirs, they claim."

He added that ISIS is reorganizing and forming new groups using women and underage children living in Hawl and Roj camps. They undergo ideology training and are taught to carry out liquidations and recruit other children.

Therefore, the AANES, according to international laws and the 2020 Children’s Protection Law No.7 issued by its General Council, is taking the best interest of the children in mind, "transfers them after obtaining approval from their mothers to Orkesh and Houri centers for rehabilitation."

Houri center, established four years ago in the town of Tel Ma’rouf, southeast of the city Qamishli, is the first center designated for the rehabilitation of ISIS children from Death Eater ideologies and reintegrate them into civil societies. The center accommodates children aged 12-18.

Similarly, Halat center, situated in the city of Hasakah, cares for and rehabilitates ISIS children whose mothers are held in the two camps. The center houses 55 children from different western and Arab countries [except for Syrians and Iraqis] aged 2-12. During the day, the children are brought to Halat center but in the evening they are taken back to their mothers, according to previous reports.

Orkesh center, some 5 km to the southwest of Qamishli, opened its doors late last year. It is home to upwards of 50 children, particularly those of foreign women.

If the repatriation is carried out, it would be the largest group of people the US has repatriated from Northeast Syria. So far, the US has returned 40 US citizens, including 25 children and 15 adults, since 2016.
Related: Arab News has more, including the names of two of the prolific Ms Salman’s American relations: sister Rebecca Jean Harris and father Stephen R. Caravalho.

After US prisoner swap, a dozen Westerners remain captive in Iran
[IsraelTimes] Rights groups say imprisonment of Western nationals is a ploy designed by regime to extract concessions from rival powers

A dozen Western passport holders remain detained in Iran, even after the release on Monday of five US citizens in a swap deal with Tehran.

Rights groups say those held are innocent of any crime and are being held as part of a deliberate policy of hostage-taking by Iran

to extract concessions from foreign governments.

Earlier, the five Americans including Siamak Namazi, a businessman held since 2015, were released by Tehran and were flying home via Doha. The deal also sees the release of five Iranians held by the United States and the unfreezing of Iranian funds totaling $6 billion by US ally South Korea.

Tehran insists all the foreigners held have been subject to proper judicial process. Activists fear there may be more cases, as governments usually advise families not to publicize arrests in the hope a solution can be found without publicity.

BRITANNIA
British-Iranian labor rights activist Mehran Raoof was arrested in October 2020, and is being held in solitary confinement, Amnesia Amnesty International says.

GERMANY
German-Iranian Nahid Taghavi, in her late 60s, was sentenced to 10 years and eight months in jail in August 2021, after being arrested at her Tehran apartment in October 2020. She is being held in Evin prison.

Jamshid Sharmahd, a German citizen, was captured by Iran in August 2020, while traveling through the UAE, according to his family. He was charged with terrorism over a lethal 2008 bombing. His family has denounced the accusations.

A US resident, he was sentenced to death in February, a verdict that has been upheld by the Supreme Court. His family fears he could be executed any day.

LA BELLE FRANCE
French teachers’ union official Cecile Kohler and her partner, Jacques Gay Paree, were detained in May 2022, while sightseeing in Iran. They are accused of spying.

Banking consultant Louis Arnaud was arrested in September 2022 while visiting Iran. Described as a passionate traveler, he is jugged

Another French citizen is confirmed by Gay Paree to be held but that person’s identity has never been revealed.

French-Iranian academic Fariba Adelkhah was released earlier this year, but has still been unable to leave the country.

AUSTRIA
Iran in June released two Austrian citizens held for several years, but a third Austrian, who has not been named, was sentenced earlier this year to seven and a half years in jail in Iran for spying, according to Vienna.

SWEDEN
Iranian academic Ahmadreza Djalali, a resident of Sweden, was arrested during a visit to Iran in April 2016, and sentenced to death in 2017, on charges of spying for Israel’s Mossad.

He was granted Swedish citizenship while in jail. His hanging was postponed, but his family says he remains on death row.

Habib Chaab, an Iranian-Swedish dissident, disappeared during a visit to The Sick Man of Europe Turkey

UNITED STATES
According to Washington, the release of the five US citizens on Monday means there are no more US nationals detained in Iran.

However,

were freed Monday and headed home as part of a deal that saw nearly $6 billion in Iranian assets unfrozen.

Despite the deal, tensions are almost certain to remain high between the US and Iran, which are locked in various disputes, including over Tehran’s nuclear program. Iran says the program is peaceful, but it now enriches uranium closer than ever to weapons-grade levels.
