MoI Hires Back Former Female Police Officers
[ToloNews] The Ministry of Interior Affairs has begun hiring female employees who worked for the previous government, the ministry front man said.

"We are trying to hire policewomen that have practical experience in this area, "said Abdul Nafay Takor, a front man for the Interior Ministry.

The Ministry of Interior Affairs yesterday published a video of female employees and said that nearly one hundred former coppers have been rehired as a policewomen in this ministry.

Khadijih has been hired as policewoman and said that she is trained to provide security.

"We learned some lessons that are very useful and now we are ready for defense," said Khadijih, a policewoman.

"We called those women who were working officially before to come and join us, there is no threat to them," said Zahrah, a policewoman.

Some political analysts believe that hiring women as police will have a positive impact in providing security in our society.

"Having women in official and civil and military institutions is important and necessary," said Assdullah Nadim, a military expert.

"The presence of professional and trained female police in the security sector and in providing security and reducing crimes is an urgent need," said Sadiq Shinwari, a military expert.

In the previous government, more than 4,000 policewomen worked in various sections to provide security across the country.

Former Minister of Justice to Visit Europe Discussing Human Rights Violations
[Khaama (Afghanistan)] The former government’s Minister of Justice, Fazal Ahmad Manawi, said that he will visit Europe to meet with human rights organizations and discuss genocide, war crimes, and human rights violations.

Manawi made his visit to Europe public on Monday night, October 31, and stated that he will be meeting with human rights organizations as well as other relevant European institutions.

The former official also said that he will discuss his research and documents regarding the war crimes committed by the Taliban government and their genocide-related activities.

He also invited all those who are in possession of documents and other materials which may indicate or detail the Taliban war crimes and human rights violations to send them to him so that he reflects it with the rights organizations.

According to human rights organizations, international human rights advocates have frequently brought up the Taliban as people responsible for war crimes in Afghanistan and other serious human rights violations.

While the Taliban are accused of extrajudicial killings, arbitrary detentions, and other blatant violations of human rights, especially against Afghan women, the group denies the claims maintaining that they are propaganda.

Former Afghan VP's Party Calls for Referendum on Federal System in Afghanistan
[Khaama (Afghanistan)] The newly established Afghanistan Justice and Freedom party, which is led by Sarwar Danesh, the former vice president, called for a referendum on the federal system as a meaningful way for the country to climb out of its current crisis.

According to the newly formed party, attempting to contrast the "modern" federal system with the primitive "kings of the territorial divisions" system is a "funny joke" but in no way constructive or serious.

No time in Afghanistan’s history has the federal system been put up for a public vote, according to a statement made on Tuesday, November 1, by the Afghanistan Justice and Freedom political party.

The statement called for a referendum on adopting a federal system in Afghanistan as a solution for the current crisis, stating that Afghanistan should be "committed to people’s vote."

It appears that this statement was made in response to recent statements made by Mohammad Hanif Atmar, the former Minister of Foreign Affairs who also formed a political party, even though no names have been addressed specifically.

In a media interview, Atmar, the head of the Afghanistan National Movement for Peace and Justice party compared territorial divisions with federalism and said he did not accept any of them.

The Justice and Freedom Party asked everyone, including the "academic, political, and cultural elites and all those who believe in citizen-centered political thinking, national unity, and political consensus," thoughtfully consider the concept of a federal system free of discrimination based on race and religion.

Many political figures have hailed the Justice and Freedom Party’s proposal for a federal government in the present Afghan crisis, and some political elites have referred to federalism as the most inclusive form of democracy.

Opium Production Rises by 32% in Taliban-Ruled Afghanistan
[Khaama (Afghanistan)] According to the UNODC report released on Tuesday, November 1, "the 2022 opium crop in Afghanistan is the most profitable in years," with cultivation increasing by one-third and prices surging even as the country is encircled by escalating humanitarian and economic crises.

The UNODC said that opium poppy cultivation climbed by 32% in Afghanistan from the previous year to 233,000 hectares, making the 2022 harvest the third-largest cultivated area since monitoring began.

Afghan farmers are "trapped" in the illegal opiate industry, while seizure events around Afghanistan imply that opiate trafficking remains in place, said Ghada Waly, executive director of UNODC.

Nevertheless, opium poppy growing occupied one-fifth of the province of Helmand
...an Afghan province populated mostly by Pashtuns, adjacent to Injun country in Pak Balochistan...
’s arable land in southern Afghanistan, according to the UNODC report.

Following the announcement of the poppy cultivation ban in April, the report says that opium prices have skyrocketed. Sales of opium increased Afghan farmers’ income from $425 million in 2021 to $1.4 billion in 2022, a more than threefold, jaw-dropping increase.

This comes as the Taliban
...Arabic for students...
authorities outlawed the cultivation and narcotics including opium poppy in April 2022.

#1  Such insufferably duplicitous bastards. Taliban forces the cultivation of opium, while preaching it is against it. And they punish anybody who wants a share in profit, like the warlords they always were.

U.S. targets Islamic State in Somalia with weapons-related sanctions
[Garowe] The United States on Tuesday issued sanctions targeting Islamic State
...formerly ISIS or ISIL, depending on your preference. Before that they were al-Qaeda in Iraq, as shaped by Abu Musab Zarqawi. They're really very devout, committing every atrocity they can find in the Koran and inventing a few more. They fling Allah around with every other sentence, but to hear western pols talk they're not really Moslems....
in Somalia, designating members of the group and others it accused of being involved in a "terrorist weapons trafficking network" in Eastern Africa.

The U.S. Treasury Department in a statement said several of the people designated in Tuesday's action have sold weapons to or were active al-Shabaab

members.

The al Qaeda-linked Islamist group grabbed credit for two boom-mobiles that went kaboom! outside the education ministry in Somalia's capital Mogadishu on Saturday, killing at least 120 people in the deadliest blasts since a truck bomb killed more than 500 people at the same location five years ago.

Tuesday's action comes as Washington seeks to increase focus on exposing and disrupting terrorist financing networks in Africa, a senior Treasury official told news hounds.

While Tuesday's move is the first from Treasury targeting Islamic State in Somalia, the official said additional action is expected in the coming weeks and months as the United States seeks to expose and disrupt terrorist financing in Africa.

The U.S. State Department in 2018 designated Islamic State in Somalia a Specially Designated Global Terrorist.

Those designated on Tuesday include Abdirahman Mohammed Omar, whom the Treasury accused of being an ISIS-Somalia member and, as of 2020, considered the most active illicit arms importer in Puntland
...a region in northeastern Somalia, centered on Garowe in the Nugaal province. Its leaders declared the territory an autonomous state in 1998. Puntland and the equally autonomous Somaliland seem to have avoided the clan rivalries and warlordism that have typified the rest of Somalia, which puts both places high on the list for Islamic subversion...
state in Somalia.

Also targeted was Isse Mohamoud Yusuf, who Treasury said is an ISIS-Somalia weapons and logistics controller in Bari in Puntland and an arms smuggler; Abdirahman Fahiye Isse Mohamud, who it said is an ISIS-Somalia emir; and Mohammed Ahmed Qahiye, who Treasury said is the head of the Amniyat, ISIS-Somalia’s intelligence wing, among others.

Britain
UK counterterror police takes over probe of migrant center firebombing
[IsraelTimes] Top police official says attack on facility in Dover that processes migrants colonists crossing Channel from northern Europa
...the land mass occupying the space between the English Channel and the Urals, also known as Moslem Lebensraum...
was targeted, but may not reach threshold of terrorism

A British counterterrorism unit has taken over an investigation into the Molotov cocktailing of a migrant processing center, police said on Tuesday.

Homemade incendiary devices were thrown at the Western Jet Foil Border Force center in Dover on Sunday, leaving two staff with minor injuries.

The facility in the busy port town in southeast England processes migrants colonists who have crossed the Channel from northern Europe in small boats.

Interior minister Suella Braverman on Monday said the attack, carried out by a 66-year-old man from High Wycombe, northwest of London, who was later found dead, was not being treated as terror-related.

But Kent Police on Tuesday said officers from Counter Terrorism Policing South East (CTPSE) had assumed the lead in the investigation.

Detective Chief Superintendent Olly Wright, head of CTPSE, said there was "nothing to suggest any ongoing wider threat" in Dover or elsewhere.

"What appears clear is that this despicable offense was targeted and likely to be driven by some form of hate-filled grievance, though this may not necessarily meet the threshold of terrorism," he added.

"At this point, the incident itself has not been declared a terrorist incident, but this is being kept under review as the investigation progresses."

Officers executed a search warrant at a property in the High Wycombe area on Monday and recovered what they said were a "number of items of interest," which would be examined to try to determine motive.

"There is currently nothing to suggest the man involved was working alongside anyone else," said Wright.

The attack came as Braverman — reappointed as home secretary despite being sacked by Prime Minister Rishi Sunak’s short-lived predecessor Liz Truss — is pushing a hard line on migrants colonists.

Her description on Monday of record numbers of migrants colonists seeking asylum in Britannia as an "invasion" sparked outrage and accusations of inflammatory language.
Plain speaking? Nobody does that anymore, except members of the “far right”.
But she retains Sunak’s backing, his official front man told news hounds on Tuesday, assessing that Braverman’s choice of words reflected "the sheer scale of the challenge" facing the government.
Good for him.
Some 40,000 people have crossed the Channel in small boats so far this year, with predictions numbers could hit 50,000 or even 60,000 by the year-end.

That has caused a logjam in asylum claims and increased accommodation costs estimated by the government at £6.8 million ($7.8 million) a day.

Braverman, who has previously spoken of her "dream" of sending failed asylum seekers on a one-way ticket to Rwanda, has been accused of deliberately refusing to procure more hotel space for migrants colonists housed at a temporary holding center near Dover.

But she denies blocking the use of hotels.

Caucasus/Russia/Central Asia
The version of the Investigative Committee about the cell of the ‘Caucasus Emirate’ in Ingushetia is called into question
Direct Translation via Google Translate. Edited.
[KavkazUzel] Security forces may mention in criminal cases the functioning of the Caucasus Emirate
...Imrat Kavkaz — originally pledged to Al Qaeda, more recently to ISIS, whereupon a majority chose to escape the Russians hunting them by moving themselves and their families to the caliphate in Syria. The 2004 Beslan school massacre was one of their projects...
cell in Ingushetia in order to demonstrate their work, orientalist Alexei Malashenko believes. There is no credibility to the version of the investigation about this cell, since there have been cases when special services published false information, said human rights activist Magomed Mutsolgov. It is possible that the "Emirate of the Caucasus" began to be mentioned again in criminal cases due to the aggravation of the problem of separatism, lawyer Timofei Shirokov suggested.

The "Caucasian Knot" has reported that on October 26, the Investigative Committee reported on the completion of the investigation of the criminal case against members of the international terrorist organization "Caucasus Emirate", Arbi Bataev, Adam and Timur Kodzoev, and Iriskhan Mereshkov. They were charged with participation in the activities of a terrorist organization, an illegal armed formation, illegal trafficking in weapons, ammunition, explosives and explosive devices.

In July 2015, an audio message was circulated on the Internet, in which the head of the organization "Emarat Kavkaz," Aslan Byutukaev swore an oath to the leader of the international terrorist organization "Islamic State" banned in Russia by a court on behalf of all Chechen militants.

Byutukaev was involved in the terrorist attack at Domodedovo airport in 2011 and the attack of Chechen fighters on Grozny on December 4, 2014, according to the biography of  Aslan Byutukaev, published by the "Caucasian Knot".

Aleksey Malashenko,  chief researcher at the IMEMO named after Primakov RAS, doubted the reliability of the version of the Sledkom about the existence of a cell of the "Caucasus Emirate" in Ingushetia.

"Today, such an organization as the Caucasus Emirate simply does not exist. Probably, some pretext was needed in order to classify the accused as the Caucasus Emirate. They are completely different from IS. The Caucasus Emirate is as if "greetings from the past," he told the "Caucasian Knot" correspondent.

The analyst suggested that the mention of the "Caucasus Emirate" could serve as a demonstration of the work of the security forces.

"Maybe someone for personal reasons. Maybe they thought that the Caucasus Emirate* is a more specific enemy. And in general, you need to show that the struggle is underway. someone gave up, being an adherent of the "Caucasus Emirate." he said.

The human rights activist Magomed Mutsolgov also expressed doubt that a cell of the "Caucasus Emirate" operates in Ingushetia.

"Based on my own experience of such cases, I can say that there is no trust in the versions of the special services and the investigation in such cases," he told the "Caucasian Knot" correspondent.

Mutsolgov added that there were cases when the special services and the investigation published information that did not correspond to reality.

It is difficult to explain why the Caucasus Emirate has again been mentioned in criminal cases due to lack of data, said lawyer Timofey Shirokov, who led a number of cases related to terrorism and extremism as a lawyer.

"Even if IS* was initially announced, then during the investigation it is technically not difficult to change it to the Kavkaz Emirate*. They say that new data appeared, according to which the detainees turned out to be members of the Kavkaz Emirate," he explained to the "Caucasian Knot" correspondent "

In 2015-2017, almost all detainees in similar cases were declared members of IS. For example, intelligence officers could tell journalists that they had detained Hizb-ut-Tahrir members who were recruiting for IS. And although in reality there was no such case, but they could declare publicly, he added.

One of the reasons for the resumption of references in the criminal cases of the Kavkaz Emirate* may be the regional component, the lawyer believes. "This is a local organization. Perhaps, in the light of recent events, they decided to pay attention to the possible problem of separatism," Shirokov said.

Israel-Palestine-Jordan
Netanyahu ahead, nears majority, according to initial vote projections
[An Nahar] Israel's Benjamin Netanyahu was within reach of a governing majority and of making a political comeback, initial projections showed after Tuesday's election, but the tally could shift as official results come in.

The margins appeared razor thin, as expected in the bitterly divided nation holding its fifth election in less than four years, but the early signs were positive for the veteran right-wing leader.

Projections from three Israeli networks put Netanyahu's Likud on track for a first place finish, within 30 or 31 seats in the 120-member parliament, the Knesset.

That number, combined with projected tallies for the extreme-right Religious Zionism alliance and the two ultra-Orthodox Jewish parties gave the bloc backing Netanyahu between 61 or 62 seats, the first projections showed.

But those can change, and previous Israeli elections have shown that slight variations as the votes are officially counted can dramatically alter the outlook.

Caretaker Prime Minister Yair Lapid's centrist Yesh Atid was on track for its expected second place finish, with projections giving it between 22 and 24 seats.

But the anti-Netanyahu bloc as a whole was short of a win, according to the early forecasts from networks.

Update at 1:30 a.m. ET:
With over 2 million votes counted, Likud-led bloc continues to hold lead

[IsraelTimes] Benjamin Netanyahu’s right-religious bloc continues to lead as the Central Elections Committee count ballots.

The committee has tallied 2,147,301 votes during the overnight count, amounting to 44.4 percent of the total.

The ongoing count is not representative of the overall vote since ballots come in from different areas of the country at different times, and the percentages allotted to each party will likely shift as the tally continues.

The left-wing Meretz party is currently on the edge of the 3.25 percent vote minimum needed to win Knesset representation with 3.24%, although some pollsters have predicted the party will pass and win around 4-5 seats in the final tally.

The Arab Balad party is also just under the threshold with 3.11% of total votes.

If either Balad or Meretz fails to win Knesset representation it will further boost Netanyahu’s prospects for forming a coalition.

Based on the current vote count, Netanyahu’s right-religious bloc would pick up 68 seats, though this number will change as more ballots are processed.

Exit polls have predicted 62 seats for Netanyahu’s bloc, enough to secure a majority and form a coalition in the 120-seat Knesset.

Update from the Jerusalem Post at 7:07 a.m. ET, courtesy of Skidmark: Israel election: Netanyahu's lead stable, 84.7% votes counted

Syria-Lebanon-Iran
Mikati rejects 11th-hour offer by Aoun for reinstating his cabinet
Caretaker PM and PM-designate Najib Mikati has rejected an eleventh-hour offer by outgoing President Michel Aoun
...president of Leb, a wholly-owned subsidiary of Hizbullah...
for reinstating his caretaker cabinet without changing any of its ministers, TV networks said.

"Presidency Secretary-General Antoine Choucair visited PM Najib Mikati at the Grand Serail on Monday morning, prior to the latter’s departure to Algeria for representing Leb
...an Iranian colony situated on the eastern Mediterranean, conveniently adjacent to Israel. Formerly inhabited by hardy Phoenecian traders, its official language is now Arabic, with the usual unpleasant side effects. The Leb civil war, between 1975 and 1990, lasted a little over 145 years and produced 120,000 fatalities. The average length of a ceasefire was measured in seconds. The Lebs maintain a precarious sectarian balance among Shiites, Sunnis, and about a dozeen flavors of Christians. It is the home of Hezbollah, which periodically starts a war with the Zionist Entity, gets Beirut pounded to rubble, and then declares victory and has a parade. The Lebs have the curious habit of periodically murdering their heads of state or prime ministers...
at the Arab Summit," al-Jadeed TV said.

"Choucair proposed to Mikati issuing (formation) decrees for the same (caretaker) cabinet so that it overcomes the constitutional obstacles, which prompted Mikati to ask Choucair about confidence in the government and whether Free Patriotic Movement
Despite its name a Christian party allied with Hizbullah, neither free nor particularly patriotic...
chief Jebran Bassil had decided to grant it," the TV network added.

"Choucair said that it is up to parliament to decide, without giving Mikati a decisive answer on whether the FPM’s MPs would grant the government their confidence. Mikati then informed Choucair that the plane was waiting for him to take him to Algeria, thanking the visitor for his rejected offer," al-Jadeed said.

Aoun’s six-year term expired at midnight and parliament has failed four times to elect a successor. Aoun and the FPM have argued that the caretaker cabinet is not eligible to assume the president’s powers in the event of a presidential vacuum.

Hezbollah mad at Bassil for disclosing talks with Nasrallah
Hezbollah is deeply dismayed by the bragging of Free Patriotic Movement
Despite its name a Christian party allied with Hizbullah, neither free nor particularly patriotic...
Jebran Bassil about refusing to bow to Hezbollah's pressure regarding the presidential election, reports said.

Bassil had met Wednesday with Hezbollah leader Sayyed His Eminence Sayyed Hassan Nasrallah
...The satrap of the Medes and the Persians in Leb...
who reportedly asked him to support al-Marada leader Suleiman Franjiyeh for presidency, but media reports revealed that the latter refused.

"Bassil bragged to the FPM political bureau about refusing to endorse the nomination of Franjieh," ad-Diyar quoted "credible" sources as saying.

"And by doing so, Bassil has obstructed any dialogue regarding Franjieh's chances, burning bridges as to any presidential settlement" the sources said, wondering why he revealed the content of his bilateral meeting with Nasrallah.

The sources slammed Bassil for dubbing the dialogue as "pressure", sarcastically considering his bragging about refusing Nasrallah's demand as a "bravado".
