There are some who would mock the City of Portland as a bunch of dumbasses doing dumbass things. I, however, salute them for being brave enough to create their vision of the future.
Let's make no mistake, they are doing dumb stuff. But the freedom to find a better path is also the freedom to make mistakes. And these guys are making some doozies! Still, that is not a bad thing, at least if you don't live in Portland. They are providing useful datapoints so the next time someone suggests eliminating the police or encouraging the homeless to poop in the streets, we can point and laugh and say "Yeah, like Portland!"

[AnNahar] Afghan refugees will soon be arriving again in the U.S. after a massive campaign to vaccinate them against measles following a small outbreak that caused a three-week pause in evacuations, officials said Monday.
Authorities have administered the vaccination to about 49,000 evacuees staying temporarily on American military bases as well as to those still at transit points in Europa ...the land mass occupying the space between the English Channel and the Urals, also known as Moslem Lebensraum... and the Middle East, according to the Department of Homeland Security.
The measles outbreak, detected in 24 people, had put on hold one of the largest refugee resettlement efforts in U.S. history, dubbed Operation Allies Welcome. It also stranded about 15,000 at overseas transit points.
"The success of this vaccination campaign demonstrates our commitment to the health and well-being of arriving Afghan evacuees, the personnel assisting this mission, and the American people," Dr. Pritesh Gandhi, the DHS chief medical officer, said in announcing the completion of the effort.
Everyone coming from Afghanistan is also tested for COVID-19.

About 84 percent of the refugees in the U.S. and at overseas transit points have now received vaccinations against the coronavirus (aka COVID19 or Chinese Plague) ...the twenty first century equivalent of bubonic plague, only instead of killing off a third of the population of Europe it kills 3.4 percent of those who notice they have it. The U.S. evacuated about 120,000 people in the chaotic days following the fall of Kabul to the Taliban ...mindless ferocity in a turban... in August. They were a mix of U.S. citizens, Afghans with legal permanent residency or who were applying for visas and refugee status along with their families.
...although reportedly the vast majority were young men of fighting age who were none of those things.
Testifying before Congress last week, DHS Secretary Alejandro Mayorkas said the U.S. has admitted about 60,000 people from the airlift out of Afghanistan, about 7% of whom are American citizens and about 6% of whom are permanent residents. About 3% have, along with their families, received the special immigrant visa for people who worked for the U.S. government or its allies during the war as interpreters or in some other capacity.
The rest are a combination of people who are in the process of finalizing their special immigrant visas or are considered likely candidates for refugee status because they are human rights ...which are usually entirely different from personal liberty... activists, journalists or others who are considered particularly vulnerable under Taliban rule or for some other reasons. All undergo security vetting before they arrive in the U.S.
DHS says a majority of the Afghans being resettled in the U.S. worked for the country in some form or are related to someone who did. The agency projects at least 40% are eligible for the special immigrant visa.
There are about 53,000 Afghans currently staying at eight U.S. military bases and receiving medical care and other assistance before they settle around the U.S.
Gen. Glen VanHerck, head of U.S. Northern Command, told news hounds Thursday that about 4,000 Afghans at the U.S. bases have completed medical screening and the 21-day quarantine required after receiving the vaccine for measles, mumps, rubella, and chickenpox that most Americans receive in childhood, and should be setting in their new homes in the coming days.

[AlAhram] More than 100 music students and teachers have fled Afghanistan in a nail-biting flight from Kabul following the Taliban ...Arabic for students... 's takeover of the country, their institute's founder and principal told AFP.
Fearing a crackdown on music by the country's new leaders, a total 101 members of Afghanistan's top musical institute landed in Doha on Sunday evening, Ahmad Sarmast said.
The group, about half of them women and girls, plan to fly to Portugal with the support of the government there, said Sarmast, founder of the Afghanistan National Institute of Music, who now lives in Melbourne.
But the success of the operation was in doubt until the last moment, he said.

When the flight finally took off hours later with the musicians, including many from the all-female Zohra orchestra, Sarmast said he was overcome with emotion.
"It was a time of many tears. I was crying endlessly. My family were crying together with me. That was the happiest moment in my entire life," he said.
The flight was the result of long planning since the Taliban takeover, Sarmast said.
"From the moment the Taliban took power in Kabul the discrimination against music and musicians began. The people of Afghanistan were silenced once again," he said.
The Taliban, who banned music outright during their brutal and oppressive rule from 1996 to 2001, swept back into power on August 15.
They have promised a more moderate brand of rule this time -- though they have made clear that they will run Afghanistan within the restrictive limits of their interpretation of sharia law.
The movement's position on music is inconsistent and no clear order has yet been issued.
At a Taliban rally outside Kabul this weekend, for example, religious music was played ahead of speeches by ministers and senior Taliban figures.
TOLD TO STAY AT HOME
According to Sarmast, the Taliban have told the musical institute's members to stay at home until further notice. Nearly two months later, they have not been given any further information.
The escape from Kabul was just the first phase, Sarmast said, vowing to work until all 184 remaining faculty and students, past and present, were evacuated and "reunited with the rest of the school".
During a visit by AFP to the college in Kabul last month, there was no sound of music.
Instead, Taliban soldiers chatted and armed guards cradled Kalashnikovs in the courtyard, shaded by trees with swirling treble clefs spray-painted on to their trunks.

Releasing a statement after the attacks, spokesperson for The Resistance® Front, Umar Wani said that the group had carried out three assassinations in North Kashmir. He said that Bindro was killed because he was an RSS worker.
In the second attack the TRF killed one Virender Paswan. The outfit termed him as a non-local informer of the Intelligence Bureau. The third attack was on Shafi Lone, whom the TRF termed as an informer.
The attack took place at the Shahgund area of Hajin in Bandipora district.
In its statement, the TRF said that it would continue with attacks on RSS workers and non-local informers. We will continue with the attacks and strike fear in the hearts of these people the statement also read.
Investigations by the police are underway and a search has been launched for the terrorists.
The TRF is an offshoot of the Lashkar-e-Tayiba which was formed last year. The TRF has largely local snuffies and since the day of its formation, it has targeted Hindus and people which it thinks are informers of the police. An official tells OneIndia that the intention is to drive fear into the minds of the people. The TRF has specifically targeted Hindus and those in support of peace in Jammu and Kashmir, the officer also said.

Among the odd demands of this yearlong protest, fronted by a group of professional agitators calling themselves the Bharatiya Kisan Union (BKU, Indian Farmers' Union) — who are employed by the factors that exploit and grow fat off the small farmers, not actual farmers themselves — is that the central security forces must unconditionally release all Maoist terrorist recruiters and jihadis and their facilitators caught in the past year. The incident on Sunday in Uttar Pradesh state was the deadliest in more than a year of protests by farmers in northern India against new agricultural reforms.
Farmers said that a convoy belonging to a government minister, his son and the state's deputy chief minister ran over and killed four people at a demonstration.

A second strike hit the outskirts of Bola village, causing material damage, Chalabi added.
Hakim Yaseen is from Bola village. He was not at home this morning but his family told him that there was a lot of damage to houses in the village and trees were burned.
"This was the fifth or six such attack in these areas," Yaseen said. "The explosion was very strong. All the shrapnel and rocks hit the village."

There have been more than 400 military incursions into the Kurdistan Region so far this year, endangering innocent civilians, the Kurdistan Regional Government (KRG) coordinator for international advocacy Dindar Zebari said on September 22, without naming any nation or group. Sidakan was one area of concern where Zebari said airstrikes and artillery fire have hit in populated areas.

A recent Mossad operation that aimed to discover information about the whereabouts of missing Israeli airman Ron Arad saw agents kidnap an Iranian general for interrogation, according to an Arabic-language report.

And at the same time Your Biden administration State Department is refusing to condemn an alleged Iranian government plot to kidnap a NY-based Iranian American journalist telling the media “This is a law enforcement issue”.

The Justice Department issued a statement on Tuesday saying four Iranian intelligence agents currently in Iran have been indicted of a plot to kidnap Masih Alinejad, a Brooklyn resident. The agents hired private detectives to follow her movements and were planning to kidnap and send her to Venezuela possibly by a speedboat.
As the news about the indictments emerged, It was also reported that the State Department was waving US sanctions, allowing Iran to access billions of dollars in frozen funds in Japan and South Korea.

[Rudaw] Kurdish operatives affiliated with one of the main opposition groups claimed on Tuesday to have killed an intelligence officer in western Iran, less than two weeks after top Iranian military officials threatened to carry out operations against these groups inside the Kurdistan Region.

The operation targeted an agent of the Ministry of Intelligence (Ettela’at in Persian) who was allegedly responsible for a number of liquidations of Kurdish activists.
"In an military operation by the Zagros Eagles an agent of #Iran’s intelligence agency Ettela'at by the name of Khidir Piotipenah was killed," the KDPI tweeted. "Pirotipenah was responsible for the liquidation of several Kurdish activists and freedom fighters."
KDPI did not elaborate on the liquidation, but the human rights ...which are often intentionally defined so widely as to be meaningless... organization Hengaw said a staff member of the intelligence ministry in Piranshahr, West Azerbaijan province was assassinated. Hengaw said they have received information that the liquidation was "carried out by unidentified individuals" in the center of Piranshahr city on Tuesday and the individual killed was named as Khidir Piotipenah.
Iranian media affiliated with the Islamic Revolutionary Guard Corps (IRGC) have not immediately reported on the death.
The liquidation, if confirmed, could anger the Iranian military establishment including the IRGC which is responsible for the security situation in Kurdish areas. Last month, the IRGC carried out days of bombing of the Kurdistan Region’s border areas, claiming to target Kurdish opposition groups based in the Kurdistan Region.
Mohammad Bagheri, chief of staff for the Iranian armed forces, threatened on September 19 to expand operations if Kurdish and Iraqi authorities did not take steps to restrain the opposition groups.
"Iraq and the its northern region should not allow the mercenaries of America and the Zionist regime and armed counter-revolutionary groups to have training bases, TV and radio stations, camps, military training and then attack our border regions and assassinate our officers. This is unacceptable for us," Bagheri said. "The security forces headed by the IRGC will remove these terrorist groups and the operations that have been ongoing for the past two weeks will continue."
A number of Kurdish opposition groups including the KDPI are based in the Kurdistan Region where they operate camps, have TV and radio stations, and, based on their social media posts, regularly carry out armed training of new recruits.
The Kurdistan Regional Government (KRG) has pledged not to allow the Kurdish groups to send fighters into Iran to target Iranian security forces.
The Kurdish opposition groups deny sending fighters across the border and say their sympathizers and members already inside Iran are behind the attacks on Iranian security forces.
Iran has carried out cross-border operations into the Kurdistan Region since the mid-1990s. Two years before the IRGC targeted US forces based at Iraq’s Ain al-Asad airbase in response to the killing of its most well-known commander Qasem Soleimani, the force fired a barrage of ballistic missiles at the bases of Kurdish opposition groups in Koya, Erbil province, killing at least 16 people, including senior members of the Kurdish groups.

Al Qaeda affiliate to take the Turkish shilling? Why on earth would they do that?
Turkey’s new attempts over the de-escalation zone and M4 Highway at this time in particular, are nothing but a maneuver by Erdogan’s regime aimed at suggesting that it is one of the outcomes of the Sochi summit, which satisfies Russia, according to the sources.

The new formation, which was announced through an official statement, includes the factions of the Sultan Suleiman Shah Division, al-Hamza Division, al-Mu’tasem Division, Suqour al-Sham Division, and the 20th Division.

The source added that the Ottoman Turkish mortar shelling targeted a gathering of the government forces near the village of al-Kantari.
Eyewitnesses said that Russian military helicopters have been flying since the morning hours along the contact lines with the Ottoman Turkish forces.
On October 2, the Ottoman Turkish forces shelled the village of Tel Keifji in Tel Tamr countryside, north of Hasakah, causing material damage to the residents’ houses.

One of Bilal’s relatives said in a phone call with North Press that before committing the suicide, Bilal mentioned a name of a person called Abu Ja’far Mayer.
This person, and another one called Hassan Shobak, who are affiliated with Ottoman Turkish-backed al-Jabha al-Shamiya (Levant Front) faction, have been recently threatening him with arrest, he added.
They threaten and extort Bilal under the pretext that a brother of him had previously worked with the Autonomous Administration in Afrin.
The same source said that the blackmailer constantly visited the restaurant where Bilal worked, "and he used to demand money and take meals with high bills without paying."
