Women attending private Afghan universities must wear an abaya robe and niqab covering most of the face, the Taliban have ordered, and classes must be segregated by sex -- or at least divided by a curtain.
In a lengthy document issued by the Taliban's education authority, they also ordered that female students should only be taught by other women, but if that was not possible then "old men" of good character could fill in.
The decree applies to private colleges and universities, which have mushroomed since the Taliban's first rule ended in 2001.
During that period, girls and women were mostly excluded from education because of rules regarding same-sex classrooms and the insistence they had to be accompanied by a male relative whenever they left the house.
There was no order for women to wear the all-enveloping burqa in the new regulations issued late Saturday, but the niqab effectively covers most of the face anyway, leaving just the eyes exposed.
In recent years burqas and niqabs have largely vanished from the streets of Kabul, but are seen more frequently in smaller cities and towns.
The decree comes as private universities prepare to open on Monday.
"Universities are required to recruit female teachers for female students based on their facilities," the decree said, adding that men and women should use separate entrances and exits.
If it is not possible to hire women teachers, then colleges "should try to hire old men teachers who have a good record of behaviour".
While women now have to study separately, they must also end their lesson five minutes earlier than men to stop them from mingling outside.
They must then stay in waiting rooms until their male counterparts have left the building, according to the decree issued by the Taliban higher education ministry.
"Practically, it is a difficult plan -- we don't have enough female instructors or classes to segregate the girls," said a university professor, who asked not to be named.
"But the fact that they are allowing girls to go to schools and universities is a big positive step," he told AFP.
Afghanistan's new rulers have pledged to be more accommodating than during their first stint in power, which also came after years of conflict -- first the Soviet invasion of 1979, and then a bloody civil war.
They have promised a more "inclusive" government that represents Afghanistan's complex ethnic makeup -- though women are unlikely to be included at the top levels.
Over the past 20 years, since the Taliban were last in power, university admission rates have risen dramatically, particularly among women.
Before the Taliban returned in a lightning military campaign, entering the capital Kabul last month, women studied alongside men and attended seminars with male professors.
But a spate of deadly attacks on education centres in recent years sparked panic.
The Taliban denied being behind the attacks, some of which were claimed by the local chapter of the Islamic State ...formerly ISIS or ISIL, depending on your preference. Before that they were al-Qaeda in Iraq, as shaped by Abu Musab Zarqawi. They're really very devout, committing every atrocity they can find in the Koran and inventing a few more. Domestic flights resumed from Kabul airport after three weeks of sabotage
[KhaamaPress] Domestic flights from Hamid Karzai International Airport HKIA based in Kabul resumed over twenty days after the Taliban takeover which halted both the domestic and international flights. The first domestic flight was conducted from Kabul to the northern Mazar-e-sharif city on Saturday, September 4. A domestic airlines-De Arian Afghan Airlines- said that two other domestic flights from Kabul were conducted to Herat and Kandahar provinces on Sunday, September 05.
In the meantime, three international flights from Qatar, United Arab Emirate, and Bahrain carrying technical personnel and humanitarian aid have also landed in HKIA over the past four days.
The efforts for activating the HKIA intensified after the Islamic Emirate of Afghanistan asked Qatar and Turkey to send their technical team to prepare the airport for domestic and international flights.
Technical personnel from Qatar have arrived but Turkey has set conditions for sending their civil personnel to Kabul. Turkey has said that their civil experts will only provide assistance to HKIA when their military personnel man their security, the suggestion which has been refused by the Taliban.
The biggest international airport in Kabul has been inflicted over $300 million worth of damage by the US troops after they completed 15-evacuation.
Taliban suggests local businesses invest in Afghanistan, increase trade

He had arranged a gathering with the tribal elders of different ethnic groups in Kabul to ask for their support to the IEA.
Officials of the IEA also said that they have halved the tax on food ingredients and have also dramatically decreased the tax on other exports and imports of the Afghan traders.

[EN.ALGHADEERTV.NET] The leader of the Afghan opposition group resisting Taliban ...Arabic for students... forces in the Panjshir valley north of Kabul said on Sunday he welcomed proposals from religious scholars for a negotiated settlement to end the fighting.
Ahmad Massoud, head of the National Resistance® Front of Afghanistan (NRFA), made the announcement on the group’s Facebook page. Earlier, Taliban forces said they had fought their way into the lovely provincial capital of Panjshir after securing the surrounding districts.
"The NRF in principle agree to solve the current problems and put an immediate end to the fighting and continue negotiations," Massoud said in the Facebook post.
"To reach a lasting peace, the NRF is ready to stop fighting on condition that Taliban also stop their attacks and military movements on Panjshir and Andarab," he said, referring to a district in the neighbouring province of Baghlan.
Earlier, Afghan media outlets reported that an Ulema council of religious scholars had called on the Taliban to accept a negotiated settlement to end the fighting in Panjshir.

In a report to the UN Security Council circulated Friday, Guterres called for implementation of "a comprehensive plan for the immediate and unconditional withdrawal of all mercenaries and foreign forces from Libya, with clear timelines."
He also urged Libyan parties "to exert every effort to ensure" that parliamentary and presidential elections are held on Dec. 24 in accordance with the political road map that ended hostilities last year.
Subsequent UN-sponsored peace talks brought about a cease-fire last October and installed an interim government that is expected to lead the country into December elections, but the Libyan parliament has so far failed to agree on a legal framework to hold elections.
Guterres cited initial differences over whether presidential elections should be carried out by direct voting or indirectly by the elected parliament, whether a referendum on the draft permanent constitution should be held first, and eligibility criteria for candidates including military personnel and dual citizens.
The UN chief urged the parties and institutions to clarify the constitutional basis for elections and to adopt the necessary electoral laws.
"The political process is now reaching a critical stage and the gains achieved in early 2021 are under threat," Guterres warned. "It is imperative that the political process fulfills the aspirations of the Libyan people for representative governance brought about through democratic elections."

Alexanda Amon Kotey, El Shafee Elsheikh, Aine Davis and leader Mohammed Emwazi were a squad of British IS jihadists who came to be known as the Beatles, who were behind multiple videos of beheadings of Western hostages as the terror group took power in Iraq and Syria in the middle of the last decade, including Israeli-American journalist Steven Sotloff.
Kotey and Elsheikh are currently on trial in the US, Davis is imprisoned in Turket and Emwazi, known as "Jihadi John," was killed in a US Arclight airstrike ...KABOOM!... in Syria in November 2015.
The Times, citing documents from Kotey’s trial, said authorities had detained members of the group on multiple occasions in the years prior to their travel to Syria, due to their radical activities — including possession of materials on holy warrior activities, participation in rallies in support of terrorist attacks, possession of weaponry and more.

"The investigations have concluded, and the military prosecutors... decided to charge all the officers and forces who participated in apprehending Nizar Banat," PA security services spokesperson Talal Dweikat told official PA television.
The 14 alleged perpetrators will be charged with fatally beating Banat, under PA military law, said Dweikat.
Banat, a social media activist well-known for his caustic videos condemning the PA leadership, died after being arrested by PA officers in late June. His death sparked rare major protests in the West Bank calling for the downfall of the PA government.
In the aftermath of Banat’s death, the PA arrested 14 officers alleged to have taken part in his beating. All hailed from the Hebron division of the powerful Preventative Security apparatus, Dweikat said on Monday.
But Banat’s family has already pledged not to accept the results of the PA’s investigation into his death. The family formally withdrew its support from an earlier commission of inquiry that led to the arrests of the 14 suspects in July.
No senior officers or politicians have been charged in Banat’s death. Some Paleostinian media has fingered Hebron deputy Preventative Security chief Maher Abu Halawa as ultimately responsible for ordering Banat’s death.
"The investigations proved that [Abu Halawa] had nothing to do with this incident," Dweikat argued.
[ENGLISH.AAWSAT] The Israeli Prime Minister Naftali Bennett will travel this week to Sharm el-Sheikh to meet with Egyptian President Abdel Fattah el-Sisi, announced the official Israeli Broadcasting Corporation.
The visit is the first of its kind for an Israeli prime minister in more than ten years, days after the tripartite summit between Sisi, Paleostinian President the ineffectual Mahmoud Abbas ...aka Abu Mazen, a graduate of the prestigious unaccredited Patrice Lumumba University in Moscow with a doctorate in Holocaust Denial. A front man for the Egyptian presidency, Ambassador Bassam Rady, told Radio Masr that the Egyptian-Jordanian-Paleostinian summit reaffirmed the Egyptian-Jordanian support to the Paleostinian cause.
"We have called on the international community and the international quartet to revive the grinding of the peace processor, under the new US administration and the new government in Israel," he added.
Egypt, Jordan, and Paleostine agreed to keep communications channels at the level of foreign ministers and heads of security and intelligence services to reach a formula that will be activated during the coming period.
The Paleostinians are working intensively with Egypt and Jordan to develop a plan that enjoys Arab and US support to launch a new political process in the region that leads to direct negotiations between the Paleostinians and the Israelis.
The coordination intensified and accelerated after the war on the Gazoo ...Hellhole adjunct to Israel and Egypt's Sinai Peninsula, inhabited by Gazooks. During a Zoom conversation with officials of Jewish organizations in the US, Bennett said he intends to reduce tensions with the Paleostinians despite the lack of "political breakthrough" with them.
The prime minister said that there has always been a dichotomy: either move towards a Paleostinian state or do nothing.
"I think that in many areas it is possible to act to reduce the problem ... especially in the economic field. I believe that employment and living with dignity can improve the situation. Two parties can take measures to reduce tensions and improve daily life."
Asked about the meeting between Gantz and Abbas, Bennett said he did not intend to meet with the Paleostinian President because he had filed a complaint against Israel before the International Criminal Court in The Hague.
"I also do not want to create the illusion of something that will not happen because a disappointment can have negative consequences. We will not take drastic measures. We will freeze the construction and take measures to stabilize the area," he continued.
Israeli Foreign Minister Yair Lapid confirmed there were no political talks with the Authority, adding that 90 percent of the contacts are done through security coordination.

The Mufti stressed that there are links between all bad boy organizations, which can be detected through their ideologies discussed in their books.
Allam also said that the terrorist organization ISIS represents a significant threat to Islam since its emergence.
The terrorist organization contradicts the message of Islam and misinterprets the Prophet's message, and it established itself as a state despite being against the system, according to Allam.
"From this perspective, we realized the importance of preparing a guide to confront the ideas of ISIS, which deals with extremism in all its forms, languages, and beliefs."
The Grand Mufti stated that those organizations' fatwas want to destabilize societies, warning that political Islamization intends to misinterpret and misread the jurisprudence.
