[IsraelTimes] A group of about 10 federal immigration detainees in the US who refused to be tested for the virus that causes COVID-19 caused extensive damage to the center in Dartmouth where they are being held, the local sheriff’s office says in.
The inmates involved in the incident at the C. Carlos Carreiro Immigration Detention Center reported multiple symptoms of COVID-19 and when told they had to be tested, they rushed officers.
A news release from the Bristol County sheriff says the detainees barricaded themselves inside the facility, ripped washing machines and pipes off the wall, broke windows and "’trashed the entire unit." A special response team restrained the detainees, the department said.
No staff injuries were reported. One detainee was hospitalized with "symptoms of a panic attack," another was hospitalized due to a pre-existing condition and a third "for a medical incident after being removed from the ICE wing." All three are expected "to be fine," the sheriff’s department says.
Sheriff Thomas Hodgson says the detainees have been moved to single cells pending disciplinary action, COVID-19 testing and criminal charges.

The initials appear to be directed to Illinois Gov. J.B. Pritzker (D), who is Jewish.

One thing about Armstrong (he has mentioned this before, but he probably needs to mention it some more or at least have a disclaimer) is that he has office(s) in China; so, methinks he will not criticize China with much vigor. [DailyTelegraph] China deliberately suppressed or destroyed evidence of the coronavirus outbreak in an "assault on international transparency’’ that cost tens of thousands of lives, according to a dossier prepared by concerned Western governments on the COVID-19 contagion.
The 15-page research document, obtained by The Saturday Telegraph, lays the foundation for the case of negligence being mounted against China.
It states that to the "endangerment of other countries" the Chinese government covered-up news of the virus by silencing or "disappearing" doctors who spoke out, destroying evidence of it in laboratories and refusing to provide live samples to international scientists who were working on a vaccine.
It can also be revealed the Australian government trained and funded a team of Chinese scientists who belong to a laboratory which went on to genetically modify deadly coronaviruses that could be transmitted from bats to humans and had no cure, and is not the subject of a probe into the origins of COVID-19.
As intelligence agencies investigate whether the virus inadvertently leaked from a Wuhan laboratory, the team and its research led by scientist Shi Zhengli feature in the dossier prepared by Western governments that points to several studies they conducted as areas of concern.

[MAIL] A third Russian doctor has plunged from a hospital window after complaining about medics facing intolerable coronavirus pressures.
Alexander Shulepov, 37, is fighting for his life with head injuries after taking part in in a video which claimed he was ordered to work despite testing positive for Covid-19.
He and colleagues also warned about PPE shortages in Voronezh city. Later - lying in a coronavirus hospital bed - Shulepov made a second video to retract the claims amid suspicions he was pressured to do so.
On Saturday, while being treated at Novousmanskaya district hospital, the experienced ambulance doctor plunged from a second floor window sustaining skull fractures. He is now in a grave condition.
[NASAspaceflight dot com] Court documents published last year suggest that the Sledopyt project has experienced significant delays over the last decade and may still be a long way from becoming operational.
The documents reveal that the project got underway on 24 July 2009 with a contract signed between the Ministry of Defense and the Radio Research and Development Institute (NIIR), the prime contractor. This was for what was officially described as “the creation of a network of specialized complexes to monitor radio emitting spacecraft” / “OKR (experimental design work) Sledopyt”, also referred to as 14Ts032 (14Ц032).
One follow-up contract was signed on May 1, 2010 between NIIR and a university called the Moscow Power Engineering Institute (NIU MEI) for the IPK-S system, which is intended to intercept medium-frequency signals from satellites. Another online source makes it possible to trace that specific work to a small design bureau within NIU MEI called NPTS KB RPS (headed by Yuri Bugayev). It is also known to build radar calibration satellites called KYuA (three of which have probably been launched as Kosmos-2512, 2537 and 2538).

The July 2009 contract stipulated that the Ministry of Defense should complete “preparatory work” at the construction sites in 2012-2013, but this work ran into delays and was subsequently affected by the Western sanctions imposed on Russia beginning in 2014, which made it necessary to import certain hardware from other countries. Apparently, the preparatory work was still not completed by 2016 and on October 29, 2016 the Deputy Minister of Defense signed an order “to stop work on the OKR” on November 1, 2016 and conclude a new government contract with NIIR after completion of the preparatory work. It then took another two years (until November 6, 2018) for the Ministry of Defense and NIIR to reach an agreement on annulling the original July 2009 government contract. That decision officially went into effect on November 27, 2018.
Does this mean Sledopyt has been canceled or suspended? Most likely not. The October 2016 decision of the Ministry of Defense probably ordered NIIR to temporarily halt only the work that falls directly under its responsibility, namely the design and production of hardware needed to pick up satellite signals. Presumably, the Ministry of Defense has since signed a new contract with NIIR (replacing the one of 2009) that set new timelines for the company to finish its part of the work.
The actual construction work on the sites is done under separate government contracts between the Ministry of Defense and various military construction companies. The most recent one is known to have been signed on April 6, 2018. Building contracts signed with various subcontractors in 2019 for the 1511/1 site in Noginsk-9 clearly show that the project is still alive. Also, in a recent interview with the Krasnaya Zvezda newspaper, the head of Russia’s Main Space Surveillance Center Sergei Suchkov mentioned the development of a system to pick radio signals from satellites (most likely Sledopyt) as one of the goals to be accomplished as part of a program to modernize Russia’s space surveillance network before 2025.

Nevertheless, imagery of the sites available on Google Earth shows little progress in the construction work. As mentioned earlier here, construction of the 1511/3 site in Sukhodol does not even seem to have started, which may be partly due to an archeological discovery made on the planned construction site several years ago (see the previous posting). In short, all signs are that more than ten years after it began, the Sledopyt project is still some years away from entering service.

[WASHINGTONEXAMINER] Natural gas is withstanding the coronavirus (aka COVID19 or Chinese Plague) ...the twenty first century equivalent of bubonic plague, only instead of killing off a third of the population of Europe it kills 3.4 percent of those who notice they have it. It seems to be fond of the elderly, especially Iranian politicians and holy men... -fueled economic crash in a way that its closely associated relative, oil, isn’t.
Oil prices have reached record lows, with the U.S. benchmark oil price briefly dropping below zero last month after trading at around $60 per barrel at the start of 2020.
The U.S. natural gas price, meanwhile, is stable, staying below $2 per million British thermal units, or MMBtu, a historically low level it has been hovering at for a while due to a glut produced from the shale boom.
Oil producers are shutting in their wells, prompting tens of thousands of layoffs, because the pace of the price collapse was so sudden, caused mostly by the fact that the pandemic has crushed demand for transportation fuels made with oil, as people forgo driving and flying.
"The negative impact on demand in gas markets is not as significant as it is with oil because it’s not being driven by transportation," said Dustin Meyer, director of market development at the American Petroleum Institute, the largest U.S. oil and gas lobbying group.
U.S. natural gas production, by contrast, has remained steady as people stuck at home depend on it for power and heat. Because it’s been so cheap for so long, natural gas in recent years passed coal as the most used fuel for electricity, at 38% of the mix in 2019.
While some important uses for gas are falling, without the need to power or heon the lam office spaces and some nonessential manufacturing facilities, demand has picked up in other places, such as in feedstock for plastics used to make key health equipment.
"Instead of seeing a very low price market or negative pricing like we did with oil, you are seeing something that looks like price stability or even resilience with natural gas because its primary end use in this country hasn't changed all that much," said Kevin Book, managing director of the research group ClearView Energy. "Most of America doesn't understand how much of its electric power comes from natural gas, and the masks, gloves, and gowns they are so focused on are also coming from natural gas."

[Aljazeera] France will extend a health emergency imposed to fight the new coronavirus pandemic for another two months until July 24, Minister of Health Olivier Veran has said.
A draft law says a lifting this month of the emergency, which began on March 24, would be premature and carry the risk of an intensifying outbreak.
"We are going to have to perform a long-distance run," Veran said on Saturday, adding he was aware that the French people had already been asked for "colossal efforts" in the fight against the virus.
The bill will go before the Senate on Monday and the National Assembly most probably the day after, said government spokeswoman Sibeth Ndiaye. It is expected to become law by the end of the week.
The new emergency bill also lays out the quarantine conditions for people coming to France from abroad.
Veran said travellers to France, including French citizens returning home, will face a compulsory two-week quarantine and possible isolation when they arrive in the country.
"This quarantine will be imposed on any person returning on French soil," Veran told a news briefing after the weekly cabinet meeting.

Treat the hives the same way American foulbrood (another bed disease, fungal, I believe) is treated: dig a 6' deep hole, pile in the hive and all the tools and gear used to work with it. Douse in kerosene and light.
Repeat the burning until nothing recognizable remains, then fill in the hole.

[Just The News] The leader of U.S. national intelligence has issued a memo ordering the entire U.S. intelligence community to adopt consistent principles on how information on anonymous identities are disseminated in government reports.
The memo written by Richard Grenell, the acting director of Office of the Director of National Intelligence, and obtained by Just the News states Grenell's "increasingly concerned" with intelligence reports in which the policies regarding masked identities are "inconsistently applied."
The intelligence community for a variety of reasons regularly suppresses, or "masks," the identity of sources, subjects of investigation and other Americans that may end up in IC [intelligence community] reports. Operatives will often describe masked individuals in ways vague enough to preclude any identification of them. Yet Grenell in his memo implied that this practice is not rigorously followed throughout the community.
"It is critical that we afford the same rigorous privacy and civil liberties protections to all U.S. persons regardless of whether they are a private citizen, Member of Congress, or an official serving within our Government's Executive Branch," he wrote in the memo, issued late last month.
A senior administration official involved in intelligence matters this weekend told Just the News that there is a wide variety of protocol spread out across the intelligence community.
"There are 17 intelligence agencies and each one has its own rules for how to safeguard the identities of Americans who inadvertently appear in intelligence reporting. Congress has rightfully created a high standard for its members and staff, but the ADNI wants to ensure the privacy of all Americans is being respected equally," the official said.
In the memo, Grenell directed "all IC elements" to review their identity dissemination protocols and "as necessary, modify internal procedures to ensure the rules governing disseminations are consistently applied."
"Moving forward, all IC Elements should, by default, characterize U.S. person identities in disseminated intelligence reporting in a sufficiently generic manner to mask their identity," he also said.
The director asked that every agency under his purview report back within a month to describe the steps it will take to ensure compliance with the order.
