Pakistan to restore Kabul embassy services today
[Dawn] The Pakis­tan embassy in Kabul is set to restore its full consular services on Sunday (today) after a gap of nearly two months.

The embassy had suspended the services on Nov 4, citing concerns about safety and security of its staff. The decision was taken after harassment of some Pakistani diplomats in the Afghan capital where embassy vehicles were hit by motorcycles.

However, a few days after suspending the consular operations, the embassy started issuing health visas as the closure had hit Afghans intending to visit Pakistan hard. A large number of Afghans visit Pakistan for medical treatment, connecting with family members living here, education and business. The consular section on an average receives about 2,000 applications and issues up to 1,500 visas on a daily basis.

Earlier, the Afghan authorities announced reopening of their Peshawar consulate that also remained closed for nearly three months.

'Turkish troops unwanted, destabilizing': Libyan parliament speaker
[AlAhram] Turkey's willingness to dispatch troops to Libya is "unacceptable" and such a move would constitute unwanted meddling in the affairs of a friendly country, the speaker of the north African country's parliament said Saturday.

According to the state-run Cyprus News Agency, Aguila Saleh said in a joint statement with his Cypriot counterpart that Turkey's actions are ratcheting up tensions and destabilizing the wider region.

Saleh and Cypriot parliamentary speaker Demetris Syllouris also reiterated their condemnation of a maritime border agreement that Turkey signed with Libya's Tripoli-based government - but which hasn't been ratified, as necessary, by the Libyan parliament - as a "flagrant violation of international law that's devoid of any legal basis."

On a surprise visit to Tunisia earlier this week, Turkey's President Recep Tayyip Erdogan reiterated that his county would evaluate sending soldiers to Libya if there is an invitation from Tripoli, where the United Nations-supported administration of Prime Minister Fayez Sarraj is based.

Turkey has signed maritime and agreements with the Libyan government that controls the capital, Tripoli, and some of the country's west. The military deal allows Ankara to dispatch military experts and personnel, along with weapons, despite a U.N. arms embargo that has been violated by other international actors.

Turkey contends the maritime agreement gives it economic rights to a large swath of the eastern Mediterranean sea. Greece, Cyprus and Egypt have denounced the deal as legally invalid as it encroaches on their maritime borders.

Sarraj is battling an offensive launched in April by the rival government based in eastern Libya and Libyan National Army (LNA) led by commander General Khalifa Hifter, who is trying to capture Tripoli.

Saudi Arabia signs deal with Raytheon to localize US Patriot maintenance
[Jpost] Saudi Arabia is among the top five defense spenders in the world. It is one of several US allies to use Patriot.

Saudi Arabia signed a deal with the local unit of U.S. weapons maker Raytheon on Saturday to localize maintenance of its Patriot missile defense system, as part of efforts to boost Saudi's defense industries and its broader economy.

Crown Prince Mohammed bin Salman plans to diversify the kingdom away from its reliance on oil exports and wants Riyadh to produce or assemble half its defense equipment locally, aiming to create 40,000 jobs for Saudis by 2030.

Saudi Arabia is among the top five defense spenders in the world. It is one of several U.S. allies to use Patriot, a ground to air missile system giving defense against ballistic missiles and other threats.

Ahmed al-Ohali, governor of Saudi Arabia's General Authority for Military Industries (GAMI), said the agreement with Raytheon reflected the authority's efforts to develop Saudi's military industries and its research and technology capabilities, state news agency SPA reported.

He did not say how many jobs would be involved, the value of the agreement, or the location of any work being moved or localized.

Riyadh-based Raytheon Saudi Arabia supports the Kingdom's Vision 2030 economic program by creating skilled jobs for Saudis in defense, aerospace and cybersecurity through partnerships with Saudi private sector companies and local universities, according to the company's website.

I'm all for the US military being for our national defense. That's what our soldiers sign up for. I am NOT for the US military being used to overthrow governments in Syria or fight barbarians in Niger or Philippines. Those are NOT defending America.

No it isn't. A mercenary would not even consider signing up and fighting were it not for the amount and the terms of the compensation. Mercenaries are extremely we paid. Their rate is set by the market. Their ethos is no different from that of a paid placement agent or salesman. Pay to play.

An enlistment bonus is nothing more than consideration for sacrifice of a soldier. It has no bearing on whether the soldier will fight - of course he will. A mercenary will cease fighting the instant he says a disruption in his pay. He is, literally, "coin-operated."

A mercenary does not fight to defend the US or any other Constitution. A mercenary is employed at will and has no rights of any sort; neither does he consider himself bound by the laws of any nation. He is a free agent in the truest sense of the word-- free of any code of honor or ethics or loyalty to any civilized polity.

The mercenary is EXACTLY the image of what this nation's revolutionary soldiers fought against 240 years ago, and what our professional military resists becoming today.

So these soldiers wouldn't sign up to fight unless they had the giant bonus. You know you're arguing against yourself here? And losing? They can't get former Commandos to rejoin, so they have to pay them large sums of money.

I'll admit this is not the condottiere style mercenary, but it is clearly paying men to fight. I see you have this definition of mercenary in your brain, with the UCMJ and such. It makes you very angry because saying that soldiers are mercenaries violates your sacred values. I get it. That's not what I'm talking about.

You may use another word instead of mercenary if you wish. What I'm talking about is men who would not fight unless they were paid. You may call it recruitment bonuses, but the fact remains that if the money wasn't there these men would stay home and the military wouldn't have men to fight its wars overseas. This is perhaps a new situation in the world, and our existing vocabulary doesn't cover it. I understand why you got angry...but the world changes. Perhaps we can use this thread to crowdsource a neologism for this concept?

You have a crude and simplistic understanding of human intent. That a recruitment bonus increases the likelihood that any random individual will sign up is not the same as saying that said bonus is dispositive in the decision to sign up.

Human motivation is complex. A professional soldier's motivation is nearly always a complex mixture of a desire to serve and an attraction to the particular features and benefits of the military way of life. That a volunteer army needs to consider the opportunity cost, ie the civilian opportunities available to the potential recruit, is not controversial in the slightest.

Face it herb, you can't have it both ways. You can't have effective fighting unit AND an unmotivated, shit-wage conscript army AND a non-ideological, non-fanatical, non-militaristic society.

You want Spartans? In the modern age, this means you'll get soldiers who have no concept of duty that is unconnected to ideological fanaticism. In short, you'll get Nazis.

Our mix of motives-- service, duty, connection to our heritage and values along with a desire for some of the benefits of a wealthy, advanced economy-- is an excellent balance. It does no one any good to go to an absurd extreme and characterize this careful equipoise as MeRCeNAriES!!!

[AnNahar] A Syrian refugee disabled after being shot in a Greek coastguard pursuit in 2014 is demanding 100,000 euros ($111,000) in damages from the Greek state, a report said Saturday.

The 68-year-old man, who now lives in Sweden, submitted his case to a court on the island of Rhodes, local daily Dimokratiki said.

The plaintiff was badly hurt in September 2014 when Greek coastguards fired on a smuggler's speedboat in a drawn-out chase near the island of Kalymnos.

The smuggler had previously attempted to ram and sink the Greek patrol boat, injuring one of the coastguards, authorities had said at the time.

The coastguards had also claimed that a dozen asylum-seekers were concealed on the speedboat and were not visible during the pursuit.

Original plans for the contest were shelved over a year ago for fear of violent retribution.

Dutch anti-Islam lawmaker Geert Wilders on Saturday said he had revived his plan to hold a contest for cartoons caricaturing the Prophet Mohammad, more than a year after canceling such an event out of fear for attacks in the Netherlands.

In a post on Twitter late on Saturday, Wilders called on people to send in their Mohammad cartoons.

"Freedom of speech must prevail over violence and Islamic fatwa's," the leader of the largest opposition party in the Dutch parliament wrote.

Wilders canceled a similar contest in August last year after police arrested a man who had threatened to kill him over his plan.

At the time, plans to hold the contest also prompted large demonstrations in Pakistan, organized by Islamist party Tehreek-e-Labbaik, which called on Islamist countries to sever all ties with the Netherlands.

Images of the Prophet Mohammad are traditionally forbidden in Islam as idolatrous. Caricatures are regarded by most Muslims as highly offensive.

In 2005, Danish newspaper Jyllands-Posten published cartoons of Mohammad that sparked demonstrations across the Muslim world as well as several attempts to kill either its editor or cartoonist Kurt Westergaard.

Ten years later, a pair of Islamist gunmen killed 12 people at the offices of magazine Charlie Hebdo in Paris, also known for publishing satirical cartoons of the Prophet.

[Aljazeera] Hundreds of demonstrators gathered near the Russian consulate in the Turkish city of Istanbul on Saturday to protest the intensifying Russian and Syrian government attacks on Syria's last rebel-held province of Idlib.

The demonstrators, mostly Syrians living in Turkey, gathered close to the Russian consulate in downtown Istanbul to "show the world that Russia is complicit" in the killing of civilians in Syria's northern Idlib region, according to Mohammed Kreimesh, a protest organiser.

"We wanted to also highlight the regime's brutality against civilians and shed light on the humanitarian situation unfolding in Idlib," Kreimesh told Al Jazeera.

Indian police officer tells anti-citizenship law protesters to 'go to Pakistan'
[Dawn] A senior police officer in India's Uttar Pradesh state has been caught on camera telling residents protesting the country's new citizenship law to "go to Pakistan", Indian Express reported on Saturday.

The video shared on Twitter was shot in the Lisari Gate neighbourhood of UP's Meerut city on December 20, when five Muslim men died in clashes between protesters and police.

India has been convulsed by the broadest unrest in at least seven years after Prime Minister Narendra Modi's Hindu nationalist government brought in the Citizenship Amendment Act, which many see as discriminatory against Muslims, who make up 14 per cent of the population.

The law, which offers fast-track citizenship to non-Muslim nationals from three neighbouring countries, is the latest policy instituted by Modi's government that critics accuse of marginalising Muslims in the Hindu-majority nation.

The video clip shows Superintendent of Police City Akhilesh N Singh saying: “Kahan jaoge, is gali ko theek kar doonga (Where will you go, I will sort out this lane)”, referring to four protesters that the police were chasing, according to Indian Express.

The officer then turns to three men standing in the mainly Muslim locality and says: “Yeh jo kaali aur peeli patti baande huye hain inse keh do Pakistan chale jao. Khaoge yahan ka, gaoge kahin aur ka? Yeh gali mujhe yaad ho gayi hai. Aur jab mujhe yaad ho jaata hai toh mein naani tak puhanch jaata hun (The ones tying black and yellow bands, tell them to go to Pakistan. You eat here but sing praises of another place? This lane is now familiar to me. And once I remember, I can even reach your grandmother.)"

The police officer, dressed in riot gear and accompanied by other personnel, can also be seen threatening the three men standing in the narrow lane. "If something happens, you guys will pay the price. Every man from each house will be arrested,” the official can be heard saying.

According to the report, SP Singh justified his remarks by saying “the context is that anti-social elements were making pro-Pakistan statements”.

“We had come to the area to see who all were making pro-Pakistan statements. When we arrived with force, they had run away. We found out that there were 3-4 such people who wanted to create an issue. We had discussions with the locals,” the police officer added.

Police have cracked down on the demonstrations that have spread across India, but Uttar Pradesh has seen the worst violence. At least 19 of 25 deaths have taken place there.

#1  If I were Pakistani president, I would be asking the world to help Pakistan, not obsessing over Indian Kashmir. According to the 2018 National Nutrition Survey of the Pakistani government, half of all households in Pakistan cannot afford 2 meals a day. 38% of all Pakistani children are growth stunted due to malnutrition says the NNS. According to the Pakistani Ministry of Education, 44% of Pakistani children are not in school. 42% of the population is illiterate. UNICEF says 41 million Pakistanis do not have a toilet and practice open defecation. I would think a Pakistani President would concentrate on these problems... but then I am not Pakistani.

#5  In 2019, 33% of all Pakistani Federal Government revenue went to military spending. The remaining 67% of revenue went to debt repayment. There was actually a 4 billion revenue deficit this year. Now this means that all other Pakistani Federal spending has to be met by further borrowing. Every last rupee spent on non military items has to be borrowed. Bear in mind that military pensions in Pakistan come out of the civilian, not military budget. So the 76% of pension expenditure that goes to former Army personnel is also met by borrowing. Pakistan needs to stop looking for fascists on the other side of its border.

No criminal record, no protest, yet Indian Muslim men made to sign bonds in Uttar Pradesh villages

The clampdown of the Uttar Pradesh police against the Muslim community has now extended to those who have not taken part in the ongoing protests. In three villages located less than 30km from Lucknow, at least 100 Muslim men have been made to furnish a bond of Rs50,000 each under Section 107/116 of the Criminal Procedure Code, which virtually serves as an assurance that they will not participate in any protest. They will have to appear in court every fortnight or so for at least the next six months.

The section is meant to be a preventive measure: it is invoked by an Executive Magistrate against anyone under his jurisdiction who could pose a reasonable threat to the peace. He is supposed to do this after receiving information and forming an opinion that there is substantial ground for proceeding against the individual. Its invocation on a mass scale against those who have never violated the law in the past has come as a shock to the residents of these villages.

In 2009 Israel intercepted a shipment of rockets destined for Hezbollah. The crates of rockets were a similar 107mm type as were found near a base in Iraq where a US contractor was killed and several US forces injured on Friday.

Photos posted online on Saturday show that the rockets used in the attack on the K-1 base northwest of Kirkuk were 107mm rockets that weighed 18 kg. They were manufactured in 2016. A Bongo truck with an improvised rocket launched in the back was used to fire them. A total of three rows of 12 tubes was used. Four of the rockets were found intact. 32 others were fired at K-1 base, setting off munitions in a storage facility there on Friday night and killing one US contractor. This is the most serious incident since May when rockets have been fired at bases in Iraq where US forces are present. The US has blamed Iranian-backed proxies for the past attacks. In a November attack on Qayyarah a similar salvo of 107mm rockets was fired.

In 2009 Israel intercepted the MV Francop. According to the Ministry of Foreign Affairs website and the IDF Spokesperson at the time, the ship included munitions hidden in containers. Israel put photos online in 2009 from the ship that showed rockets. These were 107 mm rockets with the same style logo and lettering on them. The rockets say “107mm rocket” and "Lot, Date, N.W and R.No" printed on them. In 2009 the rockets had been made in 2007 and were lot number 6 and weighed 19.25 kg. They had an “R.NO” of 8872 that was hand printed. The K-1 rockets were also 107 mm, had lot number 570, made in 2016. They were 18kg and in hand written notes their “R No.” was 3965.

In 2009 Israel noted that it had intercepted 500 tons of arms en route to Syria on the MV Francop.
...that seems rather a lot...
This included 3,000 Katyusha rockets. The consignment was “en route via Syria to the Hizbullah terrorist organization,” the MFA wrote at the time.

More recent photos of these types of Iranian rockets have turned up. These include 2016 production numbers from lots 524 to 526. It appeared these were used by the Syrian regime in Eastern Ghouta in February 2017. More turned up in January 2018 in fighting in Syria near Damascus. This means that these types of rockets were frequently sent to Syria but that they also likely ended up in the hands of other pro-Iranian allies, including Hezbollah and likely in the hands of pro-Iranian members of the Popular Mobilization Units in Iraq. These include groups such as Kataib Hezbollah and Asaib Ahl al-Haq which US officials have accused in the past of threatening US forces. The US sanctioned the head of Asaib Ahl al-Haq in early December.

That means these PMU groups had the motive, means and opportunity to carry out the attack. What is missing is information on where precisely this lot number of 2016 rockets of the 107mm type were exported by Iran. Reports earlier this month indicated Iran was sending ballistic missiles to Syria. It is known that 107mm rockets have been sent to the PMU in the past according to the Center for Strategic and International Studies.

56 abducted protesters, activists still missing in Iraq, 490 killed since October: human rights commission
[Rudaw] Scores of protesters and activists abducted over the course of nationwide protests remain missing, Iraq’s highest human rights body announced on Saturday.

A total of 68 protesters have been kidnapped by unknown actors due to their involvement in anti-government protests that began to grip the south and centre of the country on October 1, according to a statement from the Iraqi High Commission for Human Rights (IHCHR).

“The Iraqi High Commission for Human Rights announces that 56 protesters and activists have been kidnapped and are still missing,” the statement reads. “Twelve protesters and activists have been kidnapped, but were released later.”

Protesters and activists have previously described campaigns of surveillance, intimidation and abduction by both government forces and unidentified actors since protests began.

Though most victims of violence have been male protesters and activists, women, who have been on the frontlines of the protests, have also been subject to disappearances.

Among those blamed for kidnappings and disappearances are factions of the Popular Mobilization Forces (PMF, known in Arabic as Hashd al-Shaabi), who are well armed and act with little or no state oversight – despite government measures to reel the group in by integrating them into Iraq’s official security apparatus.

By November, Amnesty International reported PMF involvement in at least one abduction - that of a lawyer in the south of the country.

Acts of violence by unidentified or masked groups extend beyond disappearances, and include protest massacres. They have contributed to a death toll of over 500 protesters and security force members, according to the UN special envoy to Iraq, with at least 17,000 people wounded since October 1.

Government officials confronted on protester killings, kidnaps and disappearances have also responded by blaming ‘third parties.’

Despite repeated announcements of investigations into violence against protesters, the Iraqi government has failed to identify perpetrators, and no arrests have been made.

Iraq's semi-official human rights commission said Saturday at least 490 protesters have been killed in Baghdad and southern cities in nearly three months of anti-government rallies.

Iraq has been roiled by protests since Oct. 1 in which demonstrators have taken to the streets to decry corruption, poor services and a lack of jobs. They have also called for an end to the political system imposed after the 2003 U.S.-led invasion.

The mass uprisings prompted the resignation of former Prime Minister Adel Abdul-Mahdi late last month. The protesters demand an independent candidate to hold the post.

The leaderless protests - the most serious challenge for the ruling class in over a decade - were met with a violent crackdown by security forces. They dispersed crowds with live fire, tear gas and sonic bombs, leading to fatalities.

Faisal Abdullah, a member of the semi-official Human Rights Commission, said the 490 killed include 33 activists ``assassinated'' in targeted killings. More than 22,000 have been injured.

Abdullah said 56 protesters remain missing after reports they were abducted. Another 12 have been released, he said, quoting data recorded by his group, the Iraqi government and a committee looking into abduction linked to the country's Interior Ministry.

The security cabinet is set to move toward deducting more of the funds the PA pays terrorists and their families from the taxes and tariffs Israel collects for it.

Defense Minister Naftali Bennett will bring the proposal on Sunday to freeze NIS 650 million. The amount includes an addition of NIS 149m. that specifically goes to the families of terrorists who were killed or injured during acts of terrorism against Israelis.

Prior to Bennett’s addition, the government has only deducted funds that were sent to living terrorists, including those in prison and those who were released, as well as to their families.

The Deduction Law requires the defense minister to present the security cabinet with information on how much the Palestinian Authority paid terrorists and their families each year. Then, the Finance Ministry must deduct those funds from the taxes and tariffs Israel collects for the PA on a monthly basis, based on the amount the PA paid terrorists the previous year, divided by 12.

The law was proposed by Deputy Defense Minister Avi Dichter (Likud) and MK Elazar Stern, now of Blue and White, and passed in July 2018, making this the second time the government is deducting funds from the PA over its pay-for-slay policy.

The Palestinian Authority pays terrorists more depending on their prison sentence, meaning that the greater the severity of the crime – the more Israelis killed and wounded – the more they receive each month. PA President Mahmoud Abbas has maintained the policy despite Israel’s deductions, as well as the US cutting aid to the PA over it.

Last week, Bennett signed an order freezing funds transferred from the PA to eight terrorists with Israeli citizenship, adding up to hundreds of thousands of shekels each year. Five of the eight carry life sentences.
