[PULSE.NG] Seventeen non-combatants were killed and 15 were maimed in a blast caused by a booby-trapped corpse in central Mali, security sources and a local official said on Wednesday.
The incident occurred on Tuesday in Diankabou, a small town about 150 kilometres (90 miles) east of the city of Mopti, they said.
A local official told AFP it was caused by "an bomb which was planted on the body of a man who had been rubbed out."
A security source confirmed the information, saying: "The body went kaboom!, killing 17 people."
Among the victims were the parents of the man whose body had been booby-trapped, he said.
The man had gone to find food for his cattle and had never returned. His parents then found the corpse.
"They rather unwisely approached the body which went kaboom!, killing 17 people. The button men who killed him had planted explosives on his body and around it," the source said.
"This is a method that jihadists use to cause maximum deaths," another security source said.
The attack was the first incident of its kind in Mali. On February 14, jihadists in neighbouring Burkina Faso ...The country in west Africa that they put where Upper Volta used to be. Its capital is Oogadooga, or something like that. Its president is currently Blaise Compaoré, who took office in 1987 and will leave office feet first, one way or the other... used an identical method, rigging a corpse dressed in military fatigues with explosives. The blast killed two coppers and an army doctor.
Mali has been struggling to return to stability after al-Qaeda-linked bully boyz took control of the north in early 2012, prompting a military intervention by La Belle France.
Although they were routed in the French operation in 2013, large stretches of the landlocked African state remain out of government control.

[Washington Examiner] Rep. Adam Kinzinger, R-Ill., has been deployed to the southern border as a member of the Air National Guard four times now, and says he's never seen more drug smuggling and human trafficking than he did on his most recent deployment this month. An old RC-12 Guardrail, similar to the Kinzinger's plane, if you strip off the antennas and add a collection gimbal or sensor.
"There were a lot more drugs. You’d see people drop bundles," the Illinois Republican told the Washington Examiner. He was referring to large bags of narcotics that had been carried from Mexico and dropped from planes flying over Arizona or by groups on foot for the next smuggler to move further north.
Kinzinger, a lieutenant colonel with the Wisconsin National Guard, said even though large groups of families and children have been arriving in recent months, he observed more people who were trying to avoid detection.
He explained to the Washington Examiner why he wrote in a Facebook post this week that he has never seen anything "this bad" at the border in the past.
"What I saw was a lot more evidence of human trafficking," he said. "I saw a lot more people run than I’ve ever seen, which is interesting. Two out of five times when Border Patrol comes up on a group, they surrender. Three out of five, they do what you call a bomb burst."
[Bloomberg] Risk of India-Pakistan War May Hang on the Fate of Downed Pilot
As Asia’s most acrimonious rivals face off, the fate of a captured Indian Air Force pilot may hold the key to whether -- and how -- each side is able to step back from broader conflict.
India and Pakistan, which have fought three major wars since the bloody partition of 1947, regularly exchange artillery and small-weapons fire across a disputed border. But the situation that flared up earlier this month escalated dramatically into Wednesday, with the loss of an Indian MiG 21 fighter jet and the pilot later paraded on Pakistani television.
While the U.S., Russia and China are all calling for calm, domestic political pressures make it far from easy for either side in the conflict to back down. India’s Prime Minister Narendra Modi must contest a general election within weeks, while his counterpart, Imran Khan, faces a military that is seeking to assert its dominance when Pakistan is in the eye of a financial and economic storm.
The full political fallout of the exchanges remains unclear, but it’s evident that the capture of a pilot “complicates matters and will heighten tensions,” said Sandeep Shastri, a political scientist and Pro Vice Chancellor at Jain University in Bangalore.
Still, in an address to the nation, Khan called for India-Pakistan talks to resolve the situation, saying that “better sense should prevail.” A Pakistani official in Washington said his country wants peace and dialogue with India to avoid escalation and confrontation, but he said India must help resolve the underlying conflict over Kashmir.
That may in part reflect Pakistan’s greater exposure to the financial and economic fallout. Pakistan’s benchmark stock index plunged as much as 3.8 percent in Karachi, while India’s S&P BSE Sensex was down a mere 0.2 percent in Mumbai after gaining earlier in the day.
Any sense of optimism in New Delhi at Khan’s conciliatory stance was undermined by the appearance shortly later of the downed Indian pilot on television, thanking the Pakistani Army for rescuing him from a mob. India’s Foreign Ministry promptly objected to “Pakistan’s vulgar display” of air force personnel “in violation of all norms of International Humanitarian Law and the Geneva Convention.” It demanded the “immediate and safe return” of the pilot.
The Pakistani official in Washington, who spoke on condition of anonymity, said the pilot in custody is being treated well and isn’t under duress. Modi, who must contest a general election within weeks, is drawing political capital by using Pakistan as a punching bag, the official said.

A nuke exchange might be a clarifying event.
I'm sure the people like myself that have family in New Delhi and other parts of India would object. You know, it would have been helpful if the US hadn't cozied up to the Paki's all these decades.
I agree that a nuclear exchange would not be good in anyway. But re the US cozieing up to the Paks can we please not lose the history of the era, and the USSR cozying up to India and everyone else?
All to often things that the US did historically are not put in the context of the Cold War. That was a very screwed up time all the way around.

If the Paks are saying better sense should prevail I take that as meaning that, despite the captured Indian pilot, Paks got their butts kicked by the Indian air strikes. It doesn't mean they'll stop sending terrorist across the LoC and won't need any future butt kicking.

[Israel National News] IAF airplanes and helicopters strike Hamas military compound in central Gaza following balloon bomb attack on Gaza envelope.
IAF airplanes and helicopters attacked a number of terrorist targets in a military compound belonging to the Hamas terrorist organization in the central Gaza Strip on Wednesday evening, the IDF Spokesperson's Unit said.
The attack was carried out in response to the attack on a home in a community in the Gaza envelope by a balloon bomb that exploded in the air.
“The IDF views any attempt to hurt Israeli civilians severely and will continue to operate against these attacks,” said the IDF Spokespersons’ Unit.
“The Hamas terror organization bears responsibility for all activities in the Gaza Strip and from it and for the consequences of terror activities emanating from the Gaza Strip,” it added.
Earlier, an explosive device attached to a balloon exploded near the door of a residence in a community in the Eshkol Regional Council.
There were no injuries but extensive damage was caused to the building and the belongings inside it.
[IsraelTimes] In addition to Zakaria Zubeidi, Shin Bet detains attorney Tarek Barghout, whom the security service says was also involved in terrorist plots.
Israeli security forces on Wednesday jugged Drop the rod and step away witcher hands up! Zakaria Zubeidi, a former Paleostinian terrorist leader long sought by Israeli law enforcement, on suspicion that he was engaged in "serious and current terrorist activities," the Shin Bet said.
In addition to Zubeidi, Israeli forces also arrested on similar charges the attorney Tarek Barghout, who often represents terror suspects.
"This morning, in a joint operation by the Shin Bet security service, Israel Defense Forces and Israel Police, Zakaria Zubeidi and Tarek Barghout were arrested in connection with their involvement in serious and current terrorist activities," the Shin Bet said in a statement.
The security service refused to elaborate on the nature of the suspicions against Zubeidi and Barghout.
The two men were arrested in the Ramallah area of the central West Bank, the Shin Bet said.
According to Paleostinian media, Israeli forces also confiscated Barghout’s car in Ramallah.
During the Second Intifada, Zubeidi served as the commander of the Jenin region of Fatah’s military wing, the al-Aqsa Martyrs’ Brigades. He was also suspected of being one of the chief architects of several terror attacks during the early 2000s.
Zubeidi, who also helped found Jenin’s Freedom Theatre in 2006, evaded capture by Israeli forces for years, before the Israeli government offered him and several other al-Aqsa Martyrs’ Brigades members amnesty in 2007.
While he was wanted by Israel for his terrorist activities, Zubeidi began a relationship with an Israeli woman, Tali Fahima, in 2004. Fahima moved into Zubeidi’s Jenin home in order to act as a human shield and prevent Israel from conducting an Arclight airstrike to kill him. She was later arrested and convicted of assisting an enemy in wartime.
In December 2011, the Israeli government rescinded Zubeidi’s amnesty without public explanation. Zubeidi has been on Jerusalem’s wanted list ever since.
Initially, Zubeidi evaded capture by Israeli forces by remaining in Paleostinian Authority custody in Ramallah. He was released by the PA and permitted to return to Jenin in 2017.
[IsraelTimes] Adnan Ghaith reportedly under investigation over Paleostinian Authority action to counter land sales to Jews in the east of the city.
The Paleostinian Authority governor of Jerusalem, Adnan Ghaith, was among 22 people tossed in the calaboose Maw! They're comin' to get me, Maw! by Israeli security forces in a series of raids overnight Tuesday in the city’s eastern sector, Paleostinian media reported.
Police said in a statement Wednesday that a senior Paleostinian official and a further individual were detained on suspicion of violating a law that limits PA activity in Jerusalem, as well as fraud and forgery.
The Kan public broadcaster reported that the second individual detained was Ghaith’s lawyer.
Authorities have reportedly been investigating the governor following the PA’s arrest last October of a Paleostinian-American man accused of involvement in selling a property in East Jerusalem to a Jewish buyer.
On October 20, Ghaith was detained for two days of questioning before being released, with the Shin Bet domestic security agency saying it was over "illegal activity by the [Paleostinian Authority] in Jerusalem," and he was arrested again in November.
PA courts have previously sentenced Paleostinians to death for selling land to Jews. Since 2005, however, the PA has not carried out any executions.
PA President the ineffectual Mahmoud Abbas ... a graduate of the prestigious unaccredited Patrice Lumumba University in Moscow with a doctorate in Holocaust Denial... appointed Ghaith, a resident of Jerusalem’s Silwan neighborhood and a longtime Fatah activist, to the role of PA Jerusalem governor in late August.
In his role, Ghaith is responsible for overseeing PA activity in the neighborhoods within its jurisdiction on the edges and outside of Jerusalem.
Israel, which annexed East Jerusalem in a move not recognized internationally, almost entirely does not allow the PA to operate within Jerusalem.
Israel seldom arrests high-ranking PA officials. However, nothing needs reforming like other people's bad habits... Israeli security forces have arrested Ghaith many times in the past several years, including on suspicion of incitement, his brother Hani said.

Several thousand people -- fighters and their relatives -- are believed to be cornered in the last pocket of IS-held territory, barely half a square kilometre near the Iraqi border.
[Rudaw] More than 1,000 people on Tuesday managed to leave ISIS held al-Baghouz towards areas controlled by the Syrian Democratic Forces (SDF), according to multiple reports, however 51 people also perished.
On Tuesday, 1,400 individuals, including "at least" 350 ISIS members left al-Baghouz toward SDF areas. From Monday to Tuesday, 3,600 individuals left the town on the eastern bank of the Euphrates, including 470 ISIS members, the Syrian Observatory for Human Rights reported on Wednesday.
In total, 49,050 individuals have left al-Baghouz since December, SOHR added, including 5,352 alleged ISIS members, mostly being Iraqi.
SOHR reported that currently there are 45,500 displaced people in the al-Hol camp.
Leaving ISIS-held territory is difficult and dangerous as conflict continues to wage between the US international coalition-backed and harsh weather conditions. The UK-based conflict monitor reported 51 people, mostly children, have died.
"We have besieged ISIS inside Baghouz. We avoid confrontation but if they try to break the siege we will respond them. We always try to carry out the process [of liberating Baghouz] with intense care in order to let out forces free the civilians," Mustafa Bali, the head of SDF's press office, told Arab 24.
The al-Hol management camp figures, according to Hawar News Agency (ANHA), show there are 5,009 Iraqi families in the camp, totaling 22,000 individuals.
Of alleged ISIS fighters, there are 3,500 people comprising 693 families, added ANHA. Their citizenship was not specified ‐ indicating they are likely imported muscle. The management of the camp claimed that NGOs aren't doing their work properly.
"My husband was a shepherd. Then he started trading. When there was the attack, he joined ISIS. We remained with ISIS. We wanted to leave, but it wouldn't let us," said a Kurdish woman from Manbij whose Kurdish husband had joined ISIS.
She wanted to go to Idlib, where her son is right now, but she might end up in one of the camps set up for families of ISIS fighters.
ANHA, which is close to the Peoples' Protection Units (YPG) in the SDF, also reported that two more Yezidi children emerged from the displacement wave on Tuesday.
Milad Hussein, one of the rescued children, told ANHA that ISIS had trained them how to use weapons and would beat them.
He said that he was playing football when ISIS kidnapped him. The 13-year-old was also taught the Koran and "Islamic religion" by the bad boys.
"I want to meet my mother and my brothers," he added, saying he hasn't seen them for four years now.
