Saturday in an attack on a suburban man who was brutally beaten by a mob after accidentally striking a boy with his pickup truck.
Investigators believe the 17-year-old and 16-year-old males had a direct role in the beating of Steve Utash, said Sgt. Mike Woody, a Detroit police front man.
Utash remained at death's door Saturday, three days after the attack on the city's east side.
Woody said no charges would be immediately filed against the teens while Sherlocks continue their work. Police believe at least six people may have been involved.
"We still have a long way to go. I've been reminding people we're still at the very beginning stage of this investigation," the sergeant said.
The case has outraged the public, clergy and elected officials. Detroit Mayor Mike Duggan called the attack "senseless."
Utash, 54, of Clinton Township accidentally struck a 10-year-old boy with his pickup Wednesday. A mob swarmed him as he checked the boy, whose injuries were not life-threatening.
A prominent black pastor, the Rev. Horace Sheffield III, called on the public to go block by block to find the "heartless perpetrators."
It's important for community members "to prove that we equally deplore justice and unbridled brutality no matter what color the victim is or of the one committing it," Sheffield said in a statement.
Utash is white; Detroit is more than 80 percent black.
Utash's family said more than $50,000 has been raised for his medical bills. The tree trimmer has no medical insurance.
"I never expected this. ... The whole nation is rooting for him to wake up and be OK," his daughter, Mandi Emerick, told The Detroit News.

My father in law was exec officer on the ship on the early 60's. It's now at Patriots Point in Charleston SC. The wife and I went to a couple of the ship reunions with him and I've met some of the crew that were in that fight. AP is right on from the stories I heard.

"Modern Russian legislation creates all of the conditions for the transparent and free activity of non-governmental social organizations, but we will never allow them to be used for destructive goals," Putin said at a meeting with the country's Federal Security Service ... the successor to the KGB... (FSB).
Putin said NGOs in Ukraine had sponsored nationalistic and neo-Nazi organizations, as well as the gunnies who became "the main striking force of the government's unconstitutional overthrow" in February.
Russia has consistently warned that the new government in Ukraine has a dangerous fascist element of Ukrainian ultra-nationalism, leading Moscow to take steps to protect ethnic Russians in Ukraine.
Under a November 2012 law, which Moscow said was needed to limit the influence of foreign governments inside the country, NGOs that receive funding from abroad and whose activities are in any way political are obliged to register as foreign agents in Russia.
Putin said the law is equivalent to the US Foreign Agents Registration Act (FARA), passed in 1938, that requires that agents representing the interests of foreign powers disclose their relationship with the foreign government and reveal their related activities and finances.
Commenting on the law, Putin said last April that Russia has no bans on political activity for organizations that receive funds from abroad, but just wants to know the origin and final destination of the money.

[RIA/Novosti] Ukraine must adhere to its international obligations on non-proliferation of weapons of mass destruction and prevent the sale of ballistic missile technologies to third countries, the Russian Foreign Ministry said Monday.
It's different when Russia does it...
The ministry cited a number of media reports alleging that the Yuzhmash company, based in the Ukrainian city of Dnepropetrovsk, is holding talks with foreign clients on the sales of technologies involved in production of RS-20 Voyevoda ballistic missiles.
"Ukraine, being a member of the Missile Technology Control Regime (MTCR) partnership and a signatory to the Hague Code of Conduct Against Ballistic Missile Proliferation (HCoC), bears serious political obligations," the ministry said in a statement.
The ministry urged the new Kiev authorities to be extremely cautious in its decisions to trade technologies related to ballistic missiles with payloads exceeding 500 kilograms and firing ranges of over 300 kilometers (over 180 miles).

[RIA/Novosti] Donetsk region People's Council established by local pro-federalization demonstrators on Monday declared its plans to create the republic of Donetsk and join Russia if people so vote during the referendum which is due to take place no later than May 11, RIA Novosti correspondent reported Monday.
"People's Republic of Donetsk is to be created within the administrative borders of Donetsk region. This decision shall enter into force immediately after the referendum," one of the leaders of Donetsk People's council said at a meeting in the building of regional administration Monday.
A group of protesters pushing for broader regional autonomy stormed government buildings in Donetsk, Lugansk and Kharkov in eastern Ukraine on Sunday, according to local media reports.
Nearly 3,000 people reportedly took control of the national bank's building in Lugansk. Demonstrators flooded the streets in the city, waving Russian flags and chanting "Russia! Russia!"
Calls for secession and federalization have been spreading across Ukraine's mainly Russian-speaking eastern regions after Ukrainian ultranationalists, who make up the bulk of the erstwhile opposition, rose to political prominence following a change of the country's leadership that resembled a coup in February.
Protesters in eastern Ukraine, who have refused to recognize the legitimacy of the new authorities, have been gathering since March, demanding referendums on the status of their regions.

It's all fun and games until Khabarovsk Krai votes to join China.
Pro-Moscow demonstrators in eastern Ukraine seized arms in one city and declared a separatist republic in another, which Kiev called part of a Russian-orchestrated plan to justify an invasion of the country.
Kiev said the overnight seizure of public buildings in three cities in eastern Ukraine were a replay of events in Crimea. Prime Minister Arseny Yatseniuk said, "An anti-Ukrainian plan is being put into operation ... under which foreign troops will cross the border and seize the territory of the country. We will not allow this."
Pro-Moscow protesters seized official buildings in Kharkiv, Luhansk and Donetsk on Sunday night, demanding that referendums be held on whether to join Russia like the one that preceded Russia's Crimea takeover.
