yep, a Democrat
Rep. Eddie Bernice Johnson (D., Texas), That's D, D, D as in Democrat, Democrat, Democrat. Just a gentle reminder so that you don't have to play "Name That Party!"
a long-serving congresswoman from Dallas, improperly awarded thousands of dollars in college scholarships from the Congressional Black Caucus Foundation, violating nepotism and ethics rules by giving the funds to multiple relatives and the children of top aide Rod Givens.
Johnson also violated a rule that required scholarship winners to live or attend school in the awarding member's district.
After initial denials, Johnson has admitted in a statement that she "unknowingly" violated rules and compensate the foundation for the scholarships. From the Dallas Morning News:
Johnson awarded nine to 11 scholarships a year from 2005 to 2008, the most recent years for which information was available. Each of those years, three or four winners were related to her or her district director, Rod Givens. Johnson said she divided the available funds equally among recipients, and every qualified applicant got a scholarship.
Initially, she said, "I recognized the names when I saw them. And I knew that they had a need just like any other kid that would apply for one." Had there been more "very worthy applicants in my district," she added, "then I probably wouldn't have given it" to the relatives.
Foundation general counsel Amy Goldson said Johnson's violations were "of great concern" and represent "a violation of the letter and spirit of [the Foundation's] requirements." so, she stole scholarships from deserving black schoolchildren, what a racist....wait...what? Oooooh

Just to make sure the 'race card' isn't dropped, I take it equal time and effort were given the investigation of college scholarships from the Congressional White Caucus Foundation?

Up until recently I had a small office in her district so my address was on her mailing list. Periodically she sends out her letter to her constituents which is all about how much pork she brings in to the district. Mostly for worthless projects like a park (we call it a homeless park, only people who will be there). Her district encompases the gay part of Dallas, the heaviest hispanic part and the poorest of the black section of Dallas, and UpTown area. She never stops reminding people she was once a Nurse and that she is all for Obama Care Socialism (which ironically will be complete with "death panels").
An article in the Dallas Morning news a couple years ago exposed her trying to stear a Government project to purchase a tract of land in her district that happened to be connected to a relative. Nothing ever came of it in regards to her.

If I was really cynical (as opposed to garden-variety cynical), I'd say the Democrats and their allies are painting political bulls-eyes on the most egregiously corrupt politicians (which happens to include CBC members) as damage control prior to November.
And if I was terminally cynical, I'd say the reason that there's two CBC members on the target line is because the Democrat leadership and their allies think that'll somehow mollify the Tea Party. I don't think I need to elaborate how they (and the rest of the left side of the political elite) view that group.

Moose,
Manchin, as well as his placeholder, is on record saying he will oppose any climate/energy legislation that is detrimental to the coal industry. Hell, the Dems couldnt even buy the Cyclops off on that one.
