[IsraelTimes] French court rules Kobili Traore can’t be held criminally responsible for Sarah Halimi’s killing because he was in a psychotic state from marijuana use.
A man accused of murdering his Jewish neighbor in Gay Paree will stand not trial after a French court ruled Thursday he could not be held responsible for the killing because he was in a psychotic state from smoking marijuana.
Kobili Traore is alleged to have beaten his neighbor, 66-year-old Sarah Halimi, to death in 2017 while calling her a demon and shouting about Allah, before throwing her body from the window of her third-story apartment.
The appeals court, whose decision Thursday ended Traore’s detention, ordered he be hospitalized or made to attend a drug rehabilitation program. It also ordered security measures be put in place for 20 years, including a ban on him from contacting the victim’s relatives or returning to the scene of the crime.
But Traore "does appear to have voluntarily ended the life of Sarah Halimi," the court ruled, saying the killing was partly because of anti-Semitism.
The court also retained the aggravated element of a hate crime in the indictment against Traore, but determined it would not go to trial because Traore was not fully aware of his actions on the night of April 3, when he killed Halimi, according to the court.
The French Jewish community has long claimed Halimi, a physician and kindergarten teacher, was the victim of an anti-Semitic crime.
The appeals court’s decision "marks the advent of a policy that gives impunity to anti-Semitic murder in La Belle France, EUJF, the French-Jewish student association, wrote Thursday on Twitter.
Last January, Traore was determined fit to stand trial following an assessment. But that was overturned after a judge requested a second series of tests, which determined that the Malian immigrant was not able to stand trial.
A third assessment found Traore did not suffer from mental illness, but that he could not be held responsible for his actions at the time of Halimi’s murder as he was in a state of "acute delirium."
Prosecutors initially announced after Halimi’s killing that it was an anti-Semitic crime.
Traore pummeled Halimi, a physician and kindergarten teacher, for an hour as police stood outside the woman’s door, according to reports. He shouted about Allah and called her a "demon" before throwing her to her death. Traore had called Halimi’s daughter "dirty Jewess" two years before killing the mother, the daughter has said.

[Mil.com] The Pentagon has completed re-screening all Saudi students in U.S. military training programs following a deadly Dec. 6 shooting rampage at Naval Air Station Pensacola, Defense Department officials announced Thursday.
No indications of additional threats have surfaced, they said.
Moving forward, DoD plans to increase vetting practices for for Saudi Arabian and other foreign nationals in training at military bases in the U.S., including checks of their social media posts.
The recent screenings included about a dozen friends of 21-year-old Saudi Royal Air Force 2nd Lt. Mohammed Saeed Alshamrani, who was shot to death by a sheriff's deputy after killing three and injuring eight others in a classroom building at NAS Pensacola.
In a statement read in a conference call with reporters, Garry Reid, the director for Defense Intelligence, said the department ran all of the approximately 850 Saudi students currently in military training in the U.S. through databases and found "no information indicating an immediate threat scenario."

The department said it had filed a lawsuit against Abdul Jabbar Naji Shalabi, 39 and a resident of Michigan, to revoke his US citizenship.

The phones of some two dozen Pak officials were allegedly targeted by spyware developed by Israeli firm NSO Group.
Among those possibly affected were top defense and intelligence officials in Pakistain, the Guardian reported Thursday.
The suspected technology was believed to have taken advantage of a security vulnerability in the WhatsApp messaging application.
Pakistain has not published details of the alleged hack, but the report said there were signals Pakistain’s government was working to address the issue.
It was unclear who was behind the apparent hacking, though the Guardian noted the incident could raise questions over whether Pak rival India is using NSO technology to spy on domestic and international targets.
NSO was accused last month of hacking an Indian opposition politician’s phone during the country’s election this year.
That revelation came days after the Facebook-owned WhatsApp filed a lawsuit in the US against the NSO Group, accusing it of using the hugely popular instant messaging platform to conduct cyber espionage on nearly 1,400 journalists, diplomats, dissidents and human right activists worldwide.
Also in November, Rooters reported that senior government and military officials from some 20 countries allied with the United States were targeted, citing people familiar with WhatsApp’s internal investigation.
The Israeli firm has said it only licenses its software to governments for "fighting crime and terror."

New Delhi asked WhatsApp to "explain the kind of breach and what it is doing to safeguard the privacy of millions of Indian citizens," Information and Technology Minister Ravi Shankar Prasad wrote on Twitter, denying the government had used the malware to spy on its citizens.
But opposition leaders accused the government of invading citizens’ privacy.
The head of WhatsApp has said the lawsuit was filed after an investigation showed NSO Group’s role in the cyberattack, despite its denials.
"NSO Group claims they responsibly serve governments, but we found more than 100 human rights ...which are usually entirely different from personal liberty... defenders and journalists targeted in an attack last May. This abuse must be stopped," Will Cathcart said on Twitter.
The lawsuit said NSO’s Pegasus software was designed to be remotely installed to hijack devices using the Android, iOS and BlackBerry operating systems.
The complaint said the attackers "reverse-engineered the WhatsApp app and developed a program to enable them to emulate legitimate WhatsApp network traffic in order to transmit malicious code" to take over the devices.
The suit calls on the court to order NSO Group to stop any such attacks and asks for unspecified damages.
NSO Group came to prominence in 2016 when researchers accused it of helping spy on an activist in the United Arab Emirates.
Its best-known product is Pegasus, a highly invasive tool that can reportedly switch on a target’s phone camera and microphone, and access data on it.

[IsraelTimes] Governor Cuomo says, ’With anti-Semitism and hate crimes on the rise,’ his administration will ’do all we can to protect our communities against the threats we face’.
New York State has awarded $10 million for the protection of "religious-based institutions and non-public schools from hate crimes," Gov. Andrew Sonny Cuomo announced Thursday.
The money, which marks the second round of funding under New York’s Securing Communities Against Hate Crimes Grant Program, will fund more than 200 projects, the Governor’s Office said in a statement.
Each eligible institution will receive $50,000 for additional security training, cameras, door-hardening, improved lighting, state-of-the-art technology and other related security upgrades.
The announcement comes just over a week after New York City Police Commissioner Dermot Shea said that he intended to establish a new unit focused on hate crimes separate from the existing NYPD Hate Crimes Task Force in response to the recent shooting of four people, including two Hasidic Jews, at a kosher grocery in New Jersey.
Anti-Semitic incidents in New York have increased significantly this year, according to data from the New York Police Department. Through September, there have been 163 reported incidents, up from 108 over the same period last year ‐ an increase of 50 percent. Anti-Semitic incidents make up a majority of reported hate crimes in New York City.
The incidents include a rash of assaults on men in Brooklyn who are identifiably Jewish.

According to the Anti-Defamation League, in a statement earlier this year, at least 12 white supremacists have been arrested on allegations of plotting, threatening or carrying out anti-Semitic attacks in the US since the massacre at a Pittsburgh synagogue over one year ago.
The Anti-Defamation League also counted at least 50 incidents in which white supremacists are accused of targeting Jewish institutions’ property since a gunman killed 11 worshipers at the Tree of Life synagogue on October 27, 2018. Those incidents include 12 cases of vandalism involving white supremacist symbols and 35 cases in which white supremacist propaganda was distributed.
The ADL said its nationwide count of anti-Semitic incidents remains near record levels. It has counted 780 anti-Semitic incidents in the first six months of 2019, compared to 785 incidents during the same period in 2018.

Dro, probably all of them. After all, Muslims are subject to all kinds of hate crimes. For example, sometimes people look askance at a Muslim woman. /sarcasm
