The surge in medical marijuana in California has left many communities scrambling to regulate the free-for-all, while others are trying to ban the drug altogether. The issue took on greater urgency after the Obama administration announced looser federal marijuana guidelines last month.
In Los Angeles -- the marijuana dispensary capital of the country -- about 800 dispensaries are estimated to have opened despite a 2007 order halting new pot operations.

The brazen plot to assassinate the unidentified Immigration and Customs Enforcement agent was revealed in an arrest warrant for reputed gang member Walter (Duke) Torres. Torres tipped authorities to the plan after he and four other MS-13 members were stopped by NYPD detectives for hassling passersby on Northern Blvd. in Queens last month. He told cops he had information to pass on, and was debriefed Oct. 22 at Rikers Island, where he was being held on a warrant issued in Virginia, according to court papers.
Torres said the order for the murder came from gang leadership in El Salvador, ICE agent Sean Sweeney wrote in an affidavit for a new warrant charging Torres with conspiracy. Torres, who belonged to an MS-13 clique in Virginia, said he was put in charge, and traveled to New York in August for the specific purpose of participating in the planning and execution of the murder plot, Sweeney wrote.

Another MS-13 informant told authorities the agent was marked for death because the gang was exceedingly angry at him for arresting many members in the past three years, the affidavit states.

This part sounds really, well cheesy. However, MS-13 was credited with murdering an informant in Virginia or Maryland a few years back.

Police used a Taser gun to restrain a resident outside of his home on Crain Avenue as it burned at about 4:30 a.m. Sunday.
The resident, Mike Bartlett, said he was returning from downtown for his cell phone when he noticed his sister's room on fire. He ran in to make sure she was not there and continued to find his friends in the basement and alert them of the fire. He said his cousin's girlfriend was sleeping upstairs so he went back in the house to retrieve her.
"As I was running downstairs, I could hear the window glass popping because of the heat," Bartlett said.
When he went got outside, Bartlett said police officers were at the end of the driveway. He said he approached them for help, but they dismissed him. As he walked toward one of his friends, he said the officers tackled and restrained him with the Taser gun, giving them no reason for their force.
According to the Kent City Police levels of resistance report, Bartlett used psychological and physical active resistance to avoid arrest. The report stated he was both combative and intoxicated. No one from the Police Department was available for comment.
Bartlett said he was not offered medical attention by the officers. Instead, he was taken directly to the police station. Bartlett went to the hospital following his court appearance Sunday. He said he was treated for first- and second-degree burns.
Bartlett's trial is set for December. The Red Cross helped the displaced family of four, which does not include any Kent State students. The cause of the fire is still being investigated.
[Dawn] A 4.9-scale earthquake struck the southern Iranian port city of Bandar Abbas early Wednesday injuring at least 209 people, according to the official news agency Irna.

The quake struck at 2:56 am (2326 GMT Tuesday) and also rocked the adjoining Qeshm highland.
'As of 6:00 am today, we have 209 people wounded in the earthquake said Farshid Abedi, the head of the main medical university in Hormozgan province where Bandar Abbas is located.

A few years back '02 or '03 there was a 6-something quake that reportedly killed 70,000 in Iran. Have to wonder if any part of that country is built to code or is most of the money going to build nukes.

The above numbers are from the latest update from Ukraine. The number of infected patients has almost doubled to just under 1/2 million, compared to the report two days ago.
Hospitalized patients also have spiked higher, to 24K from 15K. ICU cases are not listed, but 60 on ventilators are. However, most (37) of those on ventilators are Chernivisti Oblast, but Lviv, which has the most fatalities and cases, has none, suggesting the data is incomplete or there are significant shortages of ventilators.
The number of dead has risen to 81, but media reports describe additional fatalities, include those in the Kiev Oblast.
The explosion of cases again raises concerns that the number of fatalities is significantly higher than the 81 listed. Media reports have described an equal number of pneumonia fatalities which were not considered flu related. The basis of these exclusions remains unclear. Similarly, anecdotal reports suggest the number of fatalities is markedly higher than the 81 in the table.
The rapid rise in reported infections, hospitalizations, and deaths in the past few days raise concerns that the virus is transmitting very efficiently. [Bangla Daily Star] Jogoti Union unit Jubo League president Zafar Ahmed went missing on July 25 last year. As his family started a frantic search for him, his uncle received a phone call from India the next day.
"You don't need to look for Zafar anymore; go back home and get ready for his burial," said the caller as quoted by one of Zafar's friends.
The caller was none but Shahin, second-in-command of outlawed Gono Mukti Fouz (GMF).
The traumatised family decided to file a general diary with the local police and sent two members to the nearby police station. When they were hardly 100 yards from the police station, they received another call from the same Indian number. The caller, as if he had been observing them from a nearby watchtower, said," You are just 100 yards from the police station and are going to file a GD.
"If you file any case or a GD, I'll kill you as well as Zafar's father this time. Whatever you do I'll surely know as I have 260 paid informers there," the caller threatened.
The victim's family members knew it was not an idle threat and retreated instantly. They later considered themselves 'fortunate' to find Zafar's body in a water body a few kilometres from their village next week.
During the phone conversations Shahin said they gave "death penalty" to Zafar two years ago at their self-styled court on charge of helping police arrest a bodyguard of GMF boss Aminul Islam Mukul.
Zafar's friend was talking about the horror at a restaurant in Bottoil on the outskirts of the town. Suddenly he sensed a waiter "spying" on him and whispered to this correspondent, "Leave the place immediately. The waiter might be a paid agent of Mukul-Shahin. We'll be in trouble then."
The network of different active outlawed outfits in 10 southwestern districts, especially in Kushtia, Jhenidah, Chuadanga and Meherpur, is very strong. Sources say their men have infiltrated every place -- from remote villages to government offices and from roadside restaurants to police stations.
The armed cadres of these outlawed groups have long been engaged in murder, drugs trafficking, robbery, extortion, abduction and controlling tenders.
The people in the region have often witnessed murder of sons and rape of daughters before parents and burning of people alive in the blaze of brick kilns. After committing a murder the outlaws even dumped sliced parts of the bodies in the victims' houses and sometimes the severed limbs in front of government offices. For this brutal works they have separate killing groups.
Not less than 285 people were killed in the 10 southwest districts this year, most of them at the hands of rival groups. The slide in law and order prompted the government to crack down on the outlaws on August 22 and since then 62 were killed in 'shootouts'.
The death toll in so-called shootouts increased significantly since the crackdown as only 11 suspected outlaws died in that manner earlier this year.
The law and order also marks significant improvement, but people are still frightened as kingpins of the outlawed groups are still at large.
According to Rapid Action Battalion, thirteen factions of armed communist groups and as many gangs named after the ringleaders concerned are operating in 23 districts of Khulna, Rajshahi, Dhaka and Barisal divisions.
A dangerous situation prevails in Kushtia, Chuadanga, Meherpur and Jhenidah where JSD Gonobahini, GMF and Biplabi Communist Party, Red Flag faction of Purba Banglar Communist Party (PBCP-M-L) are active.
Abdur Rashid Malitha alias Dada Tapan-led Janajuddha faction of PBCP was also a strong group in the region but has weakened after the arrest and death of Tapan and his second-in-command.
Rab says these outlawed groups possess a huge number of firearms including sophisticated M16 and AK47 rifles, but no-one knows exactly how many weapons they have.

Taiwan said Wednesday that its giant neighbour China has started building its first aircraft carrier, a move analysts have said could raise military tensions in the region.

I think the mindset of the mayor was appalling. But worse, I think he took an idea which could have some merit if looked at in a caring and rational mindset and made it seem heartless.
I am personally aware of people who have children to get the extra child support payments that the extra children provide. Often, these people have drug problems or simply are young and stupid and think that it seems like a good idea to increrase their monthly income with another child.
There is a saying along the lines of you get the behavior for which you provide rewards.
He is a jerk, but he is correct that liberal methods have not worked and perhaps it is time to rethink rewarding good behavior rather than bad behavior. I don't have an answer of how to do it, but it's clear that the current system is broken so it wouldn't hurt to at least visit the idea of offering incentives for long term birth control (ie: reversable sterilization, 6 month patches etc.)
There is nothing more cruel than an unwanted child.
Official figures have revealed that Spain's unemployment rate has reached 19.3% (one of the highest of any European region) as the economy has been hit by a severe slump within the construction industry, which has led to a significant amount of job losses.

A recent report said unemployment in Spain could reach 25% in the next three years as a result of the severe slump within the construction industry.

[Iran Press TV Latest] The giant US car maker General Motors (GM) has decided to keep its European subsidiary, Opel, in what analysts describe as a sign of the company's renewed confidence.
"Keeping Opel was the right thing for GM's global enterprise to do," said auto analyst Aaron Bragman at the consultancy IHS Global Insight, reported AFP.
"Opel is a critical piece of GM's global empire, providing, as it has the platforms, for a number of the company's global vehicles. Losing Opel, and a significant chunk of the European market, was a desperation strategy that GM apparently feels it is secure enough now not to need."
The executive board of the Detroit-based company voted on Tuesday to keep Opel rather than sell a majority stake to Magna and its Russian partner OAO Sberbank, reversing a September decision.
GM's decision caused various backlashes among business leaders and politicians.
Klaus Franz, Opel's top labor leader, called it a "black day" and Roland Koch, the prime minister in Opel's home state of Hesse, said he was "angry" and concerned about protecting jobs, according to the Bloomberg.
The automaker's decision to keep Opel has also caused concern among German workers, as GM would need to slash the number of workers to save the Adam Opel GmbH division from bankruptcy.
The company would also need to convince unions to agree to 265 million euros ($390 million) in concessions, accepted under the failed Magna deal, and to repay a 1.5 billion-euro loan from Germany.

The Congressional Budget Office Wednesday night released its cost analysis of the Republican health care plan and found that it would reduce health care premiums and cut the deficit by $68 billion over ten years.
The Republican plan does not call for a government insurance plan but rather attempts to reform the system by creating high-risk insurance pools, allowing people to purchase health insurance policies across state lines and instituting medical malpractice reforms.
"Not only does the GOP plan lower health care costs, but it also increases access to quality care, including for those with pre-existing conditions, at a price our country can afford," House Minority Leader John Boehner, R-Ohio, said.
According to CBO, the GOP bill would indeed lower costs, particularly for small businesses that have trouble finding affordable health care policies for their employees. The report found rates would drop by seven to 10 percent for this group, and by five to eight percent for the individual market, where it can also be difficult to find affordable policies.
The GOP plan would have the smallest economic impact on the large group market that serves people working for large businesses that have access to the cheapest coverage. Those premiums would decline by zero to 3 percent, the CBO said.
The analysis shows the Republican plan would do little to expand coverage, which Democrats were quick to point out in a late night missive to reporters.
"Here's the Bottom line - Americans lose and Insurance companies win under the Republican plan," Pelosi spokesman Nadeam Elshami said.
The CBO found that under the Republican plan, insurance coverage would increase by about 3 million and that the percentage of insured non-elderly adults would remain at about 83 percent after ten years. The House bill would increase coverage to an additional 36 million people, raising the number of insured to 96 percent.
The CBO put the price tag for the GOP plan at $61 billion, a fraction of the $1.05 trillion cost estimate it gave to the House bill that lawmakers are set to vote on this weekend. And the CBO found that the Republican provision to reform medical malpractice liability would result in $41 billion in savings and increase revenues by $13 billion by reducing the cost of private health insurance plans.

A recent graduate of Harvard Law School who led the schools gay student group allegedly set fire to a memorial chapel for victims of the September 11 terrorist attacks on Saturday morning in New York City.
Police say that Brian Schroeder, 26, may have acted on a drunken dare, according to the New York Post. None of the victims' remains were destroyed at the chapel on First Avenue and 30th Street in Manhattan.
None of the remains, which are destined for a memorial at the World Trade Center, were damaged but mementos and candles left by family members in honor of 9/11 victims were destroyed or possibly stolen, Mayor Bloomberg said earlier yesterday, the New York Post reported on Sunday.
A Texas native, Schroeder moved to New York City for a job with a law firm after graduating from Harvard Law School in 2009, according to the Harvard Law Record, which offers more background on the alum, who turned himself in to police on Saturday evening.
Schroeder, 26, is originally from Texas and received his undergraduate degree from Duke, where he majored in theatre studies, said the Harvard Law Record. He was co-president of HLS Lambda and served on a task force to assess how to limit the impact of military recruiting on the campus gay community. He also edited the Harvard Latino Law Review and acted in the Parody, a satirical comedy stage show about life at the school. After graduation, Schroeder moved to New York, where he had a start date with a law firm. He had spent the summer of 2008 as a summer associate for the firm Sidley Austin.

I dont remember what the Texas Rangers have as a policy for openly and obvious members who are Gay. Does anyone know any Pink boy Texas Rangers?( Why not?) But then I've never seen how having a limp wrist improved your draw or your aim.
