Taliban Returning To Battlefield

released prisoners are returning to battlefields as commanders and fighters, which is considered a breach of the Doha agreement.

According to the article, the majority of released Taliban have taken up arms again in an intention to fight and overthrow the government.

An unpublished paper written for the Afghan Peace dialogue project at Queen’s University in Belfast, by experts Michael Semple and Flex Kuehn, It is found that the former Taliban detainees were participating in the battle, being killed, taken prisoner again, and in one case an ex-fighter of the group was involved in Dire Revenge liquidations.

The reports indicate that 68% of the 108 former Taliban chosen for the research have reintegrated with the group to actively resume their roles in battles, or are occupying military or political positions linked to Taliban war efforts.

Foreign policy also stated, that 8 percent of those under the research wished to return to battlefields but were held back through family opposition, the other 24% voluntarily have returned to normal civil life.

A local official who did not wanted to be identified has told Foreign policy that the findings are "accord to what we have observed".

"Some Taliban interviewed understood the stance that prisoners should not return to the fight, as a deliberate deception. ... They understood that pretending that prisoners would not be allowed to return to fight was a necessary price to be paid for ensuring that the prisoner release continued," the researchers wrote.

This comes as prisoners swap previously ended, and both parties have released all the prisoners to pave the path for Intra-Afghan talks.

Earlier, the government said, the reason for the delay in the Intra-Afghan talks was a lack of hot to trot of Taliban for the meeting.

Electricity to be transferred VIA Afghanistan to Pakistan

[KhaamaPress] A tri-party agreement was established between Turkmenistan, Afghanistan, and Pakistain for transferring electricity from Turkmenistan via Afghanistan to Pakistain.

Mojtaba Hooshmand, Breshna’s program consultant, said in a news conference today, that the company has launched a new project called TAP, which transports Turkmenistan’s electricity from Afghanistan to Pakistain.

According to Hooshmand, with the start of the first phase of the project, the energy will be passed from Turkmenistan to Heart and Farah.

He added the amount of electricity in the country will increase and if the second phase of the TAP project is completed, Afghanistan will benefit $ 50 million annually for Turkmenistan from the project.

Earlier, Tajikistan had announced due to a reduction in the region’s water, Afghanistan’s electricity import reached down from 150 Megawatts to 50 MW, this made Afghanistan look forward to importing 300MW of electrical energy from Uzbekistan.

But recently a week ago Tajikistan announced an increase in their export Dam and Afghanistan can normally take 150MW of electricity.

On the other hand, Safiullah Ahmadzai, Director of DABs programs said, Afghanistan pays 220 million dollars annually to import electricity, the amount is equivalent to the $250 Million of Salma Dam’s construction project.

leader Abdel Aziz al-Hilu agreed that the gang will keep weapons until an agreement on the separation between religion and state. Hamdok and al-Hilu issued a joint statement on Thursday night from Addis Ababa where they held an unannounced meeting to discuss ways to overcome the deadlock in the peace talks brokered by the South Sudanese government.

At the end of the two-day meeting, they issued a statement saying they agreed on several principles including the respect of the right to self-determination for the Two Areas.

"A democratic state must be established in Sudan. For Sudan to become a democratic country where the rights of all citizens are enshrined, the constitution should be based on the principle of "separation of religion and state" in the absence of which the right to self-determination must be respected," said the parties.

In this bilateral document, Hamdok accepted that calls for self-determination must be "respected" but not guaranteed.

Following what the deal provides that the status quo, including the "self-protection", will continue until security arrangements are agreed and until "separation between religion and state" is actualized.

Also, they reaffirmed the principle of no-return to war saying they agreed to "maintain the cessation of hostilities throughout the grinding of the peace processor until the security arrangements are agreed upon".

Hereunder the text of the agreement which is signed in presence of the head of the World Food Programme David Beasley, a close friend to Hamdok and al-Hilu alike.

Former Mali President Admitted to Medical Clinic
[SUNA-SD.NET]Former Mali President Ibrahim Boubacar Keita is receiving treatment at a private medical clinic in the capital, Bamako.

Media reports say Keita was admitted to the Pasteur Clinic late Tuesday, 10 days after he was detained during a military coup by members of the National Committee for the Salvation of the People, who are now in power.

The condition of the 75-year-old former leader and the nature of his ailment have not been made public.

New Mali junta opens talks on transition to civilian rule
[Al Ahram] Mali's military junta will hold meetings on Saturday to discuss its promised transition to civilian rule after mounting pressure from neighbours to yield power in the weeks since it overthrew the nation's leader.

The West African country has long been plagued by chronic instability, a simmering jihadist revolt, ethnic violence and endemic corruption, prompting a clique of rebel colonels to detain elderly President Ibrahim Boubacar Keita last month.They pledged to step down after an undefined transition period, but the putsch has prompted Mali's neighbours and former colonial ruler La Belle France to demand a swift transfer of power, with fears the crisis could impact neighbouring states.

The 15-nation Economic Community of West African States (ECOWAS) regional bloc has imposed sanctions and closed borders to Mali as part of efforts to press the junta into handing over power quickly.

Saturday's summit was originally planned for last weekend but was called off at the last minute after a quarrel between the military and the June 5 Movement, which spearheaded the protests that led to the toppling of president Keita.

[Al Ahram] Jihadists have made $140 million from attacks on gold mines in Burkina Faso
...The country in west Africa that they put where Upper Volta used to be. Its capital is Oogadooga, or something like that. Its president is currently Blaise Compaoré, who took office in 1987 and will leave office feet first, one way or the other...
since 2016, according to a report commissioned by the government.Gold mining has become increasingly vital to the economy of the landlocked West African country, which was once dependent on cotton exports for foreign earnings.

But the industry has also become a welcome source of funding for jihadists and other armed movements in areas lacking in central authority, according to the report's author Ollo Kambou of the Burkina Economic and Social Observatory (OES).

The report estimated the total cost of the attacks in terms of damage to property and wider effects to be 600 billion CFA francs ($1.1 billion) since 2016, roughly one third of the state's entire revenue.

A spiral of jihadist violence began five years ago in parallel with a gold rush.

From 0.40 tonnes in 2007, gold production rose to more than 52 tonnes in 2018, according to Burkina's Chamber of Mines.

The sector made up 11.4 percent of economic output in 2018. It accounts for 9,200 direct jobs and 26,100 indirect jobs, while the gold panning sub-sector employs 1.5 million people.

But jihadist attacks are hindering production at artisanal mines.

"Terrorist organizations exploit natural resources such as gold," Kambou said.

The mines also give jihadists access to explosives.

More than 1,100 people have died and more than one million have fled their homes in Burkina Faso since 2015 when jihadists crossed from neighbouring Mali and began their attacks.

Swathes of territory are now outside of the control of central authorities.

On arrest, 1st Lieutenants have been observed disarding their identifying equipment as well as destroying their phones.First Lieutenants can also be identified as being the local hub for bicycle traffic. In observations of rioting/looting activity, particularly with long distance videos of qualtity, bicyclists can cleary be seen reporting to 1st Lieutenants & even seeking them out in the mob. For this activity, bicyclists have been noted to employ 'proximate apps' to locate their units & commanders.

The Anitfa field orgnaization has up to 4 companies reporting to a 'captain (coordinator)'. Antifa Captians may be identified by common actions & equipment. Captains are 'free floating' within the mob movement, but will always be associated with increased bicycle traffic as well as 'emblems' of authority/command. These emblems include sepcific types & shapes of video camera gear. Antifa soldiers are trained to center on the emblems of both 1st Lieutentant as well as Captains. Some of the Captains have been observed pulling their command together by holding up the long lens video camera overhead while running a pattern of flashes from the light bars. These are swept around the mob & new organization results.

#2  Couple of weeks ago one of their "commanders" was proud of how well they formed a shield wall. There's no sign they can actually maneuver while so formed, plenty of evidence their formations shatter easily.

And, well, that formation went out with the advent of gunpowder.

They are practiced in facing off against restrained riot cops and outnumbering isolated opponents. Beyond that? Well, Cornwallis had a force that could make pretty formations and even maneuver...

Last go round, there was a demonstration in Dallas IIRC. Pedestrian fences had been chain linked and locked together to form a boundary for their activity area if you will.

Nothing short of a testudo formation assaulted the pedestrian fence with bolt cutters in order to defeat the fence and I guess charge the counter demonstration.

Police noticed this and countered; the point is that people don't just get into a formation of that sort and not trip over each other without a lot of practice.

Underestimate your enemy at your own peril.

If it were me, with one of these cohorts, I'd have two video takers, one on each side of the street, with time stamps synchronized and geo-locators in the video. That video could be used for recruiting, studying tactics, propaganda, promotion/demotion, and even hunting down those who distribute unacceptable video using simple triangulation compared to the unacceptable video, such as Fire Walk with Me posted above.

I do not think it inappropriate to dust of the Olde Combat terminology of, say, Vikings vs. Northumbria. The bicyclists serve as a sort of light cavalry for recon, harassment, and courier. The skateboards serve as a sort of light infantry. Try outrunning a skater on a slight positive slope, nevermind level or negative especially someone who has been doing it long enough to solidify skater muscles (like any other physical activity such as skiing, dancing, distance running, so forth).

504 villages emptied due to Turkey-PKK war: Kurdistan parliament report
[Rudaw] A new report by the Kurdistan Regional Parliament catalogues extensive damage caused by the Ottoman Turkish army and, to a lesser extent Iranian army, incursions into the Kurdistan Region since 1992, leaving a staggering 504 villages empty as their residents fled fighting and are now internally displaced.

The parliament set up a special committee on June 29 to visit areas affected by Ottoman Turkish and Iranian attacks, assess the security situation, and provide an estimate of the losses. The formation of the committee came on the heels of a coordinated attack by The Sick Man of Europe Turkey

In Indonesia, 11 Percent of Former Terrorists Are Repeat Offenders, Study Says
[BenarNews] The Indonesian government needs to improve its terrorist rehabilitation and deradicalization programs because 11 percent of terror convicts in the country become repeat offenders, said a report released by the Institute for Policy Analysis of Conflict (IPAC) on Friday.

The government needs to act urgently because as many as 100 people imprisoned for terrorism-related offenses are released each year, with the number set to rise to 150 in 2021, the Jakarta-based think tank said.

It said it had examined the cases of 94 repeat offenders among a total of 825 men and women convicted of terrorism and released between 2002 and May 2020.
